This record of project correspondence and documents has been prepared as part of the requirements for a Schedule C municipal project, planned in accordance with the Municipal Class Environmental Assessment, 2011 (Class EA). The Proponent for the project is the County of Elgin. Documents are included up to the preparation date stated above. Subsequent Class EA correspondence is available from the County or Spriet Associates, the project consultants. 2. The Document Record is intended to provide a summary of the Class EA planning and consultation process completed for the project. Documents are listed by date, and referenced by page number (starting with Ax-1). In most cases, the document creation date is used as the filing date. For each document that is included, a brief summary of the document content is provided to indicate the context within the Class EA process. In some cases, brief excerpts from the document are provided to outline project comments. 3. To reduce duplication, correspondence and reports are usually only reproduced once. Refer to each document for copy distribution. Some extended e-mails, with copies of prior e-mails attached, may be reduced to minimize duplication. Final versions of project reports are listed, with the reports provided in Appendix B (App. B). 4. Public Input and Comments ... 1) Reference County of Elgin Corporate Goals: All corporate goals should be used when considering decisions to close existing roads, expropriating farm land and allowing land to be lost to erosion. County of Elgin Goals should be followed. ... 2) Reference Catfish Creek Conservation Authority's mandate. CCCA is the overseer of the Lakeshore. The Governmental mandate is to ensure Rivers, Lakes and Streams are properly SAFEGUARDED, MANAGED AND RESTORED. ... 3) Lakeshore property is irreplaceable. To do nothing to protect this land is inexcusable. It has been noted that there has been a 40% increase in the property assessment on lands of the North Shore of Lake Erie. This assessment alone shows the value that will be lost if this land is not protected. ... 4) Protect Dexter Line (County Road 24), the Municipal Water line, Ontario Hydro lines, Telephone and Cable services and the Municipal Drains. Provide engineered lateral Sea Wall from Wauneta Beach, Wingate Lodge extending to Barnum's Gully. Installing this retaining wall would cost 20% of the total cost of the proposed Dexter Line Relocation and the cost to relocate all of the above mentioned services to a new location. Protecting Dexter Line would provide dual access to Port Bruce residents, businesses and the surrounding community. 5) An observation has been made by a local authority that the Lake Shore area between Port Bruce and Port Stanley was the most underdeveloped Lake Front property they had seen in all their time travelling through the Great lakes, this includes Commercial, Residential or Recreational. If this Lake Shore property is properly protected development could then be a possibility. ... 6) Having Dexter Line protected, zoning could be readdressed to allow future development which in turn would create a tax base that could inevitably pay for the Lakeshore Protection Project."
