1. This record of project correspondence and documents has been prepared as part of the
requirements for a Schedule C municipal project, planned in accordance with the Municipal
Class Environmental Assessment, 2011 (Class EA). The Proponent for the project is the
County of Elgin. Documents are included up to the preparation date stated above. Subsequent
Class EA correspondence is available from the County or Spriet Associates, the project
consultants.
2. The Document Record is intended to provide a summary of the Class EA planning and
consultation process completed for the project. Documents are listed by date, and referenced
by page number (starting with Ax-1). In most cases, the document creation date is used as
the filing date. For each document that is included, a brief summary of the document content
is provided to indicate the context within the Class EA process. In some cases, brief excerpts
from the document are provided to outline project comments.
3. To reduce duplication, correspondence and reports are usually only reproduced once. Refer
to each document for copy distribution. Some extended e-mails, with copies of prior e-mails
attached, may be reduced to minimize duplication. Final versions of project reports are listed,
with the reports provided in Appendix B (App. B).
4. Draft copies, fax cover pages, consultant proposals and interim reports, informal notes and
comments, correspondence considered to be personal, and correspondence within the project
group (project consultants and County of Elgin staff), are generally not included in the
document record. Also not included are mailing lists for the circulation of Class EA notices
to members of the public and property owners, correspondence with property owners
concerning property access for project studies and surveys, compensation for crop damage
during project studies, and correspondence regarding the proposed new road and sitespecific property and site development concerns. Correspondence not included is retained
in the project files.
5. All final archaeological assessment reports, and Ontario Ministry of Tourism, Culture and
Sport (MTCS) clearance letters for these reports, are included. Draft and interim
archaeological assessment reports and MTCS correspondence with the project archaeologist
on archaeological requirements are not included, but are kept on file.
6. Where an exact interpretation of specific documents is required, reference should be made
to the original copies on file at either the County of Elgin office, or the office of Spriet
Associates.

Limited. ... We have a concern regarding the building of a groyne. The
groyne would initially be 100 feet long. However, with erosion at 6' per
annum, it would be extended to nearly 300' in 30 years. We believe that
as time goes on and the groyne becomes longer, it would have a negative
impact on our property which is east of the proposed groyne. ... It would
also impair our ability to build similar structures at a future date. ..."

Dexter Line Petition (191 signatures)
"We the undersigned residents of Dexter Line and surrounding area draw attention to the County of
Elgin and John R. Spriet and Associates our responses to the Municipal Class Environmental
Assessment (Phase 1) request for public comment on the Elgin County Road 24 (Dexter Line)
Relocation Project.
Please see attached list of supporters of LAKE SHORE PROTECTION and the attached list of
views of these supporters.
Please ensure all of the attached documentation is included for incorporation into the Planning &
Design of the above mentioned project.
Public Input and Comments ...
1) Reference County of Elgin Corporate Goals: All corporate goals should be used when considering
decisions to close existing roads, expropriating farm land and allowing land to be lost to erosion. County
of Elgin Goals should be followed. ...
2) Reference Catfish Creek Conservation Authority's mandate. CCCA is the overseer of the
Lakeshore. The Governmental mandate is to ensure Rivers, Lakes and Streams are properly
SAFEGUARDED, MANAGED AND RESTORED. ...
3) Lakeshore property is irreplaceable. To do nothing to protect this land is inexcusable. It has been
noted that there has been a 40% increase in the property assessment on lands of the North Shore of
Lake Erie. This assessment alone shows the value that will be lost if this land is not protected. ...
4) Protect Dexter Line (County Road 24), the Municipal Water line, Ontario Hydro lines, Telephone
and Cable services and the Municipal Drains. Provide engineered lateral Sea Wall from Wauneta Beach,
Wingate Lodge extending to Barnum's Gully. Installing this retaining wall would cost 20% of the total
cost of the proposed Dexter Line Relocation and the cost to relocate all of the above mentioned services
to a new location. Protecting Dexter Line would provide dual access to Port Bruce residents, businesses
and the surrounding community.
5) An observation has been made by a local authority that the Lake Shore area between Port Bruce
and Port Stanley was the most underdeveloped Lake Front property they had seen in all their time
travelling through the Great lakes, this includes Commercial, Residential or Recreational. If this Lake
Shore property is properly protected development could then be a possibility. ...
6) Having Dexter Line protected, zoning could be readdressed to allow future development which in
turn would create a tax base that could inevitably pay for the Lakeshore Protection Project."

financial means.
... County officials have asked both my office and my federal counterpart
to investigate what funding options might be available from senior levels

considerations, the County is not proposing any shoreline protection
features ... Recent shoreline hazards monitoring ... seems to indicate a
reduced rate of annual bluff erosion rates. This interpretation, of what is
considered short-term data, implies by default, the County can expect 50
to 75 years of use of the new aligned road system prior to contact with the
top of slope road closure limit.
In our opinion, such an approach is somewhat shortsighted given the
potential impacts to the integrity of the Catfish Creek Valley which may
result in the next 50 to 75 years. The bisecting/loss of prime agricultural
lands may lead to development pressures including the potential for the
creation of additional residential building lots. The environmental integrity
of the Valley System has not been addressed including wildlife corridor
impacts, alteration to wildlife habitat and movement patterns including an
increase in motor vehicle/animal collisions.
In summary, the short term benefits from relocating the road without
addressing the contributing factors (shoreline hazards/processes) does
not justify the potential long term, harmful environmental impacts to the
watershed. Soil conservation efforts, slope stability along the valley walls,
and at the toe of the slope along Catfish Creek, are other issues which
must be addressed in accordance with CCCA regulations, pursuant to
Section 28 of the Conservation Authorities Act. ..."

County Road 24 will support future rural-residential use, subject to further
approvals in specific cases. The Municipality plans to seek zoning
changes for parcels 3B and 5B to remove current site-specific zones.

Following lot severance, the properties will need to be reassessed.
Property assessments are determined by the Municipal Property
Assessment Corporation (MPAC), based on a range of factors. Contact
the Municipality of Central Elgin and MPAC for details.

A Natural Heritage Study is being prepared, including wildlife concerns
•
Elgin County will pay survey costs for the proposed new road allowance
and for property transfer; minor variance and development permit
applications for private properties are the responsibility of property
owners, as they are not part of the road relocation project
•
Elgin County will provide access laneways to existing dwellings from either
the existing or proposed road allowances. In the future, where an
alternative laneway alignment is needed, then the road authority will be
responsible for making the arrangements to obtain property access.
•
Existing County Road entrances and laneways will be documented. New
entrances and laneways will be designed to provide site access
equivalent to existing conditions, and will be shown on the project plans,
with costs paid by the County of Elgin.
•
Anticipated that an appraisal would be undertaken shortly after
authorization by County Council to proceed with this project, once the
current Municipal Class Environmental Assessment is completed.

funding, and the status of the proposed project; conclusion states:
"Dexter Line has been threatened by lake shore erosion for many years.
In 2006, the County of Elgin began a formal planning process for Dexter
Line.
The Dexter Line Erosion Committee met with the local M.P. and M.P.P. to
discuss the erosion along Dexter Line. Correspondence from the Minister
of Infrastructure stated that funding was not available for shoreline
protection works.
In 2010, County Council supported a solution to relocate Dexter Line to a
new road alignment, as was previously done 50 years ago.
The EA planning process is near completion and project implementation is
scheduled for 2014 and 2015. These funds have been included in the
County’s 10 year Capital Plan."
