Appendix “A” Kneehill County Spec Sheet RFT-2016-3205-MG01 MOTOR GRADER – 210-290 VHP AWD Schedule “A” Spec Sheet Details: Kneehill County is inviting tenders for the supply of one NEW MOTOR GRADER to be delivered Free on Board (F.O.B.) to the Kneehill County Maintenance Shop (205 1st Ave, Three Hills, AB). The desired date for delivery of this unit under the contract is no later than June 30th, 2016. The unit shall be a standard production model motor grader; ALL WHEEL DRIVE with a variable horse power diesel 213‐290 VHP engine, a 16 foot moldboard, a front lift mount including a 2 way dozer blade and a 12 foot WBM Mast‐ less snow wing; to be used in the maintenance of county roads. This specification covers only the major details of the unit. It is the supplier's responsibility to deliver a fully equipped unit with compatible components to provide dependable efficient service. The motor grader shall be new only. Kneehill County will NOT accept demonstrator or previously used rental units. Base Machine Weight shall not be less than 39,000 lbs. Weight shall include: standard machine configuration with 17.5‐25 radial tires, lubricants, coolants, full fuel tank and operator of 200 lbs. A standard rear hitch and pin shall be provided. Machine shall have an articulating frame. Engine Engine shall be designed and built by the manufacturer. Engine shall be a turbo‐charged, direct injection, four stroke, 6‐cylinder diesel engine that is electronically controlled for more efficient fuel injection and fuel burn. Engine shall have variable horsepower available to increase rated net flywheel horse power ranging from 213 to 270 HP. Rated and peak engine power shall not be achieved at an engine speed greater than 1800 rpm Machine shall be able to work a full 10 hour shift on one tank of fuel. Engine shall be isolation/resilient mounted to minimize sound and vibration. Engine fan shall automatically adjust fan speed via a variable hydraulic fan pump or electric motor to meet engine cooling requirements. Engine shall allow for at least 500 hours of operation between oil changes. Engine enclosure and daily service points shall be accessible from ground level, and grouped on the left side of the machine. Engine compartment doors shall be lockable without the use of external locks. Engine will increase low idle speed to 1000 rpm when the battery voltage is below 24.5 volts for more than 5 minutes to ensure adequate system voltage and battery reliability. A cold weather package shall be available to assist in cold weather starting. This shall include a block heater and an ether starting aid that automatically meters ether injection to prevent engine damage. Powertrain / Transmission Transmission shall be designed and built by the machine manufacturer. Transmission direction and gear shifting shall be electronically and proportionally controlled from forward to reverse and from gear to gear for smoother shifts and better blade control, as a standard feature. This shall include a load compensating system to ensure consistent shift quality in all applications. Transmission shall not have less than 8 forward speeds and 6 reverse speeds, as a standard feature. The rear‐axle shall be a bolt‐on modular design offering easy access to differential components, improving serviceability and contamination control. Final drive shall be a planetary design. Machine shall be equipped with an electronic inching pedal. Machine shall be equipped with electronic over‐speed protection to prevent the engine and transmission from over speeding, as a standard feature. Transmission shall be equipped with built‐in self‐diagnostic capability. Cruise control (including Throttle Control) shall be available, and shall be controlled by a push button control for resuming and decreasing throttle set. Transmission shall be isolated/resilient mounted to reduce sound and vibration. Steering Machine, Drawbar, Circle, and Moldboard shall be controlled with a maximum of two multifunction joysticks. Primary steering shall be achieved one of the joysticks, with a steering control system, that automatically adjusts steering sensitivity as machine ground speed increases. Steering capabilities shall be ISO 5010:1992. Secondary steering and braking shall be available in the event of engine failure. This secondary steering shall be a standard feature, controlled by an electric hydraulic pump. Steering wheel, if equipped, shall not be required to operate machine. An articulation return‐to‐center button on the multifunction joysticks shall return the machine to a straight frame position from any articulation angle with the touch of a single button. Option of controlling auxiliary (front/mid/rear) hydraulics with the main joystick controls, allowing snow wing to be operated without removing hands from controls. Brakes Service brakes shall be multi‐disc, oil‐cooled and completely sealed. Service brakes shall be hydraulically actuated, utilizing dual independent brake circuits. Service brake disc surfaces shall be grooved and carry oil between discs and plates with brakes fully applied. Service brakes shall provide access to check and determine brake wear without removing or disassembling the brake assembly. Secondary steering and braking shall be available in the event of engine failure. Entire braking system shall meet all requirements of ISO 3450:1996. Hydraulic brake accumulators shall be standard. Parking brake shall be multi‐disc, oil‐cooled, and spring‐applied, hydraulically released, sealed, adjustment‐free, and integrated into the transmission; and shall be serviceable without removing the transmission. Engaged parking brake shall neutralize the transmission. Implement valves shall be electro‐hydraulic, proportional priority pressure compensating, designed and built by the machine manufacturer. Lock valves shall be integrated into the main implement valves to prevent cylinder drift. Blade lift cylinders shall have independent capability. Hydraulic system shall be fully sealed to prevent contamination and spillage; with a separate oil tank, solely dedicated to the implement pump. A hydraulic relief system shall protect machine hydraulic components. All implement hydraulic connections shall have O‐ring face seals for leak prevention. The hydraulic tank shall have a baffling system to reduce potential pump cavitation. Front Axle and Tandems Front axle shall be an arched design for maximum ground clearance. Front wheel spindle maintenance intervals shall be no less than 2000 hrs. Electronic and mechanical steering stops located at each wheel and steering cylinder relief valves shall be present to prevent steering system damage during normal operation. All‐Wheel Drive System All‐Wheel Drive (AWD) system shall be selectable. Machine shall increase horse power when AWD is engaged and shall produce no less than 1,000 lb. ft. (1355 Nm). Each front wheel shall be powered utilizing a dedicated motor, with infinitely variability to provide up to maximum torque in every gear. All‐Wheel Drive system shall automatically vary individual front wheel speeds by up to 50% during a turn, improving front wheel traction and reducing turning radius. All‐Wheel Drive system shall provide a hydrostatic front wheel drive only mode neutralizing the transmission for precise low‐speed performance. The ground speed shall be infinitely variable between 0 and 5 mph (8 km/h) Tires and Rims A 17.5 in (43.18 cm) by 25 in (63.5 cm) size 3‐piece tire rim shall be available to provide mounting for 17.5‐25 wide based tires. Tires shall be Michelin X‐Snow Plus M+S. Operator's Station An enclosed cab with ROPS (Rollover Protective Structure) according to ISO 3471:1986‐1997 shall be provided. Interior sound levels using ISO 6394:2008 standards shall be less than 74 dB (A). Operator cab fresh air‐filter shall be accessible for clean out and replacement, from outside of the cab at ground level. Cab shall be equipped with an air conditioning/heater with Front and Rear Defroster. Cab shall be equipped with night time cab lights. Auxiliary controls shall be available for control of attachment implements and/or work tools, and shall be programmable via computer software. Auxiliary control shall have implement float control capability, and shall be available for control of a snow wing. An electronic message system shall provide real‐time machine performance and diagnostic data. An air suspension seat, cloth‐covered with, 3‐inch retractable seat belts, with adjustments for fore‐aft position, seat height, seat back angle, thigh support, and lumbar support. Radio shall be AM/FM Radio with hands‐free phone linking (Blue tooth). Cab shall be equipped with a 12V power port, with an optional USB charging port. Cab shall be equipped with a storage area for cooler/lunchbox. Grader shall have a “two‐way radio install” ready arrangement including 24V to 12V converter. An instrument cluster shall be provided that includes a speedometer, tachometer, coolant temperature, fuel and articulation angle gauge. Digital machine hour meter shall be provided. A real‐time information system shall monitor all system data and alert the operator of any faults through a digital text display. This information system shall be programmable for multiple languages. A machine security system shall be available to electronically code keys selected by the user to limit usage by individuals or by time parameters. A lockable toolbox shall be provided. Circle shall be a single piece rolled‐ring forging, with raised wear surfaces on the top and bottom. Circle shall be rotated by a hydraulically driven motor. A 16 ft. (4877 mm) long, minimum 27 in (686 mm) high and no less than 1 in (25 mm) thick moldboard shall be available. The standard mounting hardware for cutting edges and end bits shall be 3/4 in (19 mm) Moldboard slide rails shall be constructed of a heat‐treated, high carbon steel. Slide rails shall be hardened, continuously welded, and have replaceable bronze‐alloy wear inserts top and bottom. Blade lift and center shift cylinders shall have replaceable bronze‐alloy wear inserts in the ball sockets with removable shims to insure the ability to remove free play throughout the useful wear insert life. The drawbar shall feature welded protective wear plates to prevent lift group contact with the primary drawbar structure. Electrical Machine shall be equipped with a minimum of two (2) 200 amp‐hour, 1400 CCA extra heavy‐duty batteries available. Machine shall have a minimum of a 150‐amp alternator available. Electrical system shall have a master disconnect switch with a removable key (in addition to the ignition switch), accessible from the ground level. Starting system shall be a 24V direct electric type. A 24 V to 12 V converter with 20/25‐amp capacity shall be standard. Full Package Lighting with High Mount V‐Plow Lights & Warning Beacon; LED stop lamps shall be standard. Including mid‐frame lights to illuminate moldboard and surrounding area, work lamps mounted underneath the cab, ripper work lamps, front mounted cab lights and side of cab roof bar to illuminate a snow wing. Warning beacon shall be a LED strobe, and shall be visible from all sides of the machine. Serviceability A guard shall protect the machine's transmission from debris. A guard shall be available to suppress sound from the engine. A two‐way communication tool shall give service technicians easy access to stored diagnostic data and allow configuration of machine parameters. Machine shall provide 3 points of contact on all areas of the machine, for mounting and dismounting. The articulation joint shall have mechanical locking device to prevent frame articulation while servicing or transporting machine. High‐speed oil drain system shall be standard with ground level quick connect access. Sampling ports shall be accessible from the tandem level and provide access to the engine, hydraulic, coolant, transmission and fuel ports. Safety and Environmental Standard black glare‐reducing paint shall be used on the front frame and engine enclosure to decrease glare from other equipment lights and reflection from the sun and snow. Hydraulic implement lockout shall be achieved by actuating a single electrical switch within the operator station. Secondary, electric steering pump shall be provided as a backup to the primary implement hydraulic pump, as standard. Steering software system shall automatically lessen sensitivity steering as the ground speed increases. Drop down rear lights (stop/turn signal lights) shall be available, as an option, to span the profile of the machine, for increased safety. Machine shall have back‐up lights and sounding alarm as standard when reverse gears are selected. Operator presence system will lockout implements, shall not allow gear shift out of neutral and lock parking brake if system detects operator not present. A circle drive slip clutch shall be provided as standard, to reduce horizontal moldboard impact damage. Blade lift accumulators shall be available, to reduce vertical impact damage. A guard shall be available to protect the machine's transmission from debris. An external emergency kill switch shall be available for ground level engine shut down. Machine shall be equipped with outside heated mirrors, and inside mirrors shall be available. Machine shall provide dual exits allowing for emergency egress should one side become obstructed Machine shall have laminated glass for the front windows and doors to protect the operator from shattered glass. This system/equipment shall provide full machine diagnostic with the ability to scan and clear error codes; this will include problem‐solving recommendations built into the software/equipment.
