1. GENERAL
1.1. Scope
This specification covers the technical characteristics of dry type MV/LV Power transformers to
be purchased for use in medium voltage distribution networks with rated voltage up to 36 kV
and rated power up to 1600 kVA.
Unless otherwise is specified in this specification and in its appendices, the power
transformers in the scope of this specification shall be supplied as complete units with all
auxiliary equipment.
The types and the technical characteristics of the transformers to be purchased have been
given in the Bill of Materials and/or Schedule of Guaranteed Characteristics.
1.2. Standards
Unless otherwise is specified in this specification and in its appendices, the power transformer
in the scope of this specification shall be manufactured and tested in accordance with the
latest editions of the following Turkish Standards (TS), International Electrotechnical
Commission (IEC) Standards and CENELEC Standards:

The dry type LV/MV distribution transformers in the scope of this specification, shall be used in
the distribution networks as step-down transformers and shall have the following
characteristics, unless otherwise specified in the Bill of Materials.

2.2.12. Operation Regime
Transformers shall be suitable for continuous operation under 100% of unbalance loading.
2.2.13. Operation Under Overvoltage
Transformers shall be suitable for continuous operation under the following overvoltage
conditions without exceeding temperature rise limits stipulated in the specification.

2.2.15. Tolerances
Transformers shall be deemed to comply with this specification when their values obtained
from tests are found to be same as those warranted by the Manufacturer, within the tolerances
indicated below:

2.2.16. Temporary Overloading
Transformers shall comply with temporary overloading according to “Loading rules for dry type
transformers, TS IEC 60905).
Temporary overloading covers at ambient temperatures of 100C, 200C and 300C shall be given
in the bid.
2.3. Constructional Characteristics
All the material used in the construction of the transformers, shall be selected from the
materials suitable for its place and purpose of use and also from the material of highest
quality, long durability, with superior physical and electrical properties.
Design and manufacturing of transformers, shall be made with the latest technical practices
and best workmanship and related safety factors in the whole work shall be considered with
their broadest margins.
2.3.1. Core
In the construction of the core, all the measures shall be taken to minimize the no-load losses
and the noise.
2.3.2. Windings
i)
Electrolytic copper or aluminum conductors shall be used in the windings and the
conductors shall be insulated with high-grade insulation materials of (F) or (H)
temperature class.
ii)
Windings shall be designed and manufactured in a way that they shall withstand thermal
and dynamic stresses due to short circuits and insulation withstand tests specified in the
specification, without any damage.

iii)
Transformers shall be safe against fires and for this purpose shall be manufactured of
the materials which are unflammable, fire-resistant, self-extinguishing upon the cut-off of
the arc and which shall not cause any poisonous and flammable gas emission to
contaminate its surroundings during the burning process.
2.3.3. Tap Changing
Terminals of high voltage windings’ voltage regulation taps shall be mounted on the windings
and tap changing process shall be carried out through connection bridges during unenergized
conditions. Tapping terminals shall be marked such that they shall indicate their own
respective taps.
2.3.4. Connections and Terminals
i)
As specified in the Bill of Materials, LV and HV connection windings’ terminals shall be
suitable for connections to be made from top, or for external connections from bottom.
ii)
LV and neutral terminals shall be of copper, rectangular flat conductors with suitable
cross-sections and shall as necessary, be placed on core-compressing profiles at the top
and bottom.
Connection pads suitable for cable or flat bar connections for LV connections, shall be
furnished together with the transformer.
iii)
For HV terminals, standard design of the manufacturer is accepted, provided that
requirements specified in Clause 2.3.4.i are met.
2.3.5. Overload Protection
Transformer shall be equipped with a “Temperature Protection System” against overheating
and thermal stresses due to high ambient temperature and overloading.
i)
Temperature Protection System shall consist of temperature detectors, at least one per
phase with temperature-variable resistance, plus a trip unit. Temperature detectors shall
be placed to the hottest point of LV winding. Upon reaching the winding temperature
alarm level, relay contacts in the trip unit shall change positions and a control signal
(alarm) shall be received. When winding temperature goes down by 6K below the
warning level, relay contacts of the trip unit shall return to their normal positions.
ii)
Temperature Protection System shall provide automatic protection against the faults
arising from its own supply circuit such as voltage interruptions and open circuits.
iii)
Trip unit shall be supplied with a voltage of 220 V AC. Additional equipment necessary
for alternative supply arrangements shall be indicated in the bid.

iv)
Warning temperatures for alarm and trip operations of the Temperature Protection
System, characteristics of the protection system and connection diagrams shall be
furnished together with the bid.
2.3.6. Chassis and Auxiliary Equipment
Transformer shall have a robust chassis which will carry the full weight of the transformer on
four flat wheels movable in both axes. Wheels shall be lockable and suitable for removal when
necessary. The chassis with its wheels off, shall be suitable for sliding on a flat surface.
On the chassis, the following items shall be provided:
-
Lifting rings to lift the transformer safely
-
Hauling rings to haul the transformer in all directions
-
Earthing screw-type terminal made of stainless steel (marked with earthing symbol), at the
base.
2.3.7. Nameplate
Each transformer shall have an easily visible nameplate made of stainless steel or other noncorroding metal. The nameplate shall be fixed on the transformer with stainless steel screws or
rivets and the lettering shall be legible and durable.
In addition to the information given in TS 267/IEC 60076-1 following information shall be
included on the nameplate;

Purchaser’s order number,
-
Year and month of manufacture,
-
No-load losses and load losses,
-
Numbers of tapping positions and corresponding voltages, (V and/or kV)
-
Purchaser’s material code number
-
Environmental class, climatic class and fire class
2.3.8. Anticorrosion Precautions
2.3.8.1 General
Metal parts of the transformers shall be manufactured with corrosion resistant materials and be
finished in such a way that corrosion is minimized.

The following precautions shall be taken against corrosion:
-
Current-carrying parts shall be made from non-ferrous metals
-
All surfaces shall be self-draining wherever practicable and all enclosures shall have an
insectproof drain hole;
-
Materials and combination of materials used in the construction of the equipment shall be
selected and arranged in a way to present galvanic corrosion;
-
Ferrous parts shall be either hot-dip galvanized or painted;
-
Surfaces to be galvanized or painted shall be sound, clean and free from any foreign
materials which will in any way detract from the life and functioning of the coating.
2.3.8.2 Painting
For painting, following procedure shall be adopted:
a)
Prior to painting, all surfaces shall be subjected to complete cleaning process according to
methods given in painting standards (such as sandblasting+chemical cleaning, etc.)
b)
Catalyzed epoxy paints with anti-corrosion pigments shall be used for primary-coating.
c)
Any paint, for intermediate coats, may be selected by the Manufacturer.
d)
One of the following types of paints shall be used as finishing coat:
.
polyurethane paints;
.
alkyd and silicone-based paints;
.
modified vinly paints;
e)
The minimum thickness of each coat shall be 35 microns (total 105 microns).
f)
Painting of the transformers shall be completed before the routine tests.
The total thickness of the film at five points, chosen at random on the painted surface, shall be
measured by employing a paint inspection gauge. The mean value of the measurements shall
not be less than 105 microns.
The film adhesion shall be verified by the adhesive tape test according to TS 4313/ASTM D
3359. The degree of adhesion shall not be worse than Class-4 mentioned in these standards.

2.3.8.3 Galvanizing
Galvanizing and tests on galvanized surfaces shall be in accordance with ISO 1459, 1460,
1461 and TS 914 (Zinc coating with the method of hot dip galvanizing). Hot dip galvanizing of
all metal parts including the threads of bolts and screwed rods shall be carried out after all
machining, bending, cutting, drilling, punching, marking and welding operations have been
carried out. Galvanized nuts shall be lubricated by a water-resistant, rust-inhibiting oil after
tapping and cleaning of threads. Small parts which could not be painted or galvanized, shall be
made from stainless steel.
3. TESTS
Unless otherwise specified, the tests shall be carried out according to TS and IEC standards,
on completely assembled transformers.
3.1. Type Tests and Special Tests
3.1.1. Type Tests

Temperature rise (heating) test: (The test shall be performed at 30 kV tapping of 33/0.4 kV
transformers, at the lowest tapping of 6.3-15/0.4 kV transformers, with the corresponding
respective load losses thereof.

Full-wave impulse test,

Measurement of sound power level test (According to TS 8711 / IEC 60551),

3.2. Routine Tests
Following routine tests shall be carried out by the Manufacturer on all manufactured
transformers in the scope of this specification:
-
Measurement of winding resistance

Measurement of the voltage ratio and check of voltage vector relationship

Measurement of impedance voltage and load loss

Measurement of no-load loss and current

Applied voltage test

Induced overvoltage test

Measurement of partial discharge (DIN/VDE 0532, Teil 6)

Measurement of loss angle tangent (the measurement shall be carried out between
windings and between each winding and the chassis. The measurement results shall be
corrected to 200C).
3.3. Acceptance Tests and Provisions
3.3.1. Acceptance Tests and Sampling
-
Type test specified in Clause 3.1.1.: Application shall be made according to Clause 3.3.3.i.
Application of the dynamic ability to withstand short-circuit test (hereinafter referred to as
DAWSCT) shall be as follows.
In regard to DAWSCT, distribution transformers are classified as follows, as far as no
design difference exists.

Should the Bidder submit a valid test report of DAWSCT for a transformer within any
group, this test report shall be considered also valid for the other transformers of the same
group. If the Purchaser decides to repeat the test, the results shall be binding as well as
for all the transformers in the relevant group.
In case the Bidders fail to submit a valid DAWSCT report for an item of which the bid
quantity is 50 (fifty) or more, such tests shall be performed, at full expense of the Supplier,
after the placement of the order.
In case the bid quantity of transformers in an item is 50 (fifty) or more, even though the
Bidders quote less than 50 (fifty) transformers, the total number of transformers in that
item shall be taken as the basis for performing DAWSCT. Thus; partial bid shall not relieve
the Supplier of the above-mentioned obligation of carrying out DAWSCT.
Should any of Bidders submit a valid test report of DAWSCT for an item, regardless of the
bid quantity of transformers within this item, the other Suppliers shall be required, if they
are awarded, to carry out the DAWSCT at full expense of their own.
-
Routine Tests Specified in Clause 3.2.
All the routine tests shall be repeated on the samples to be taken from each party of
supply.
At each delivery of the transformers submitted for inspection and test, those which are of
the same class and type, are considered to make up a party.
Samples shall be chosen by the Purchaser’s representatives at random, and unless
otherwise specified, number of samples shall be determined from the following Table:

3.3.2. Acceptance Criteria
i)
All type test shall have positive results.
The negative result of a type test, may involve rejection of all units of the same type and
characteristics in the supply, if the Purchaser concludes that transformer’s service
reliability will be lost. The Purchaser, at its unobjectionable judgement, may accept the
repetition of the test, if the Supplier proposes to modify, within a reasonable period of
time, the design of the transformers and to repeat, at its own expense, all the type tests
specified in the Specification.

ii)
All routine tests shall have a positive result. Should the result of any routine test on any
sample becomes negative these tests shall be repeated on all the transformers in the
party. Accordingly the defective units shall be replaced or repaired at full expense of the
Supplier. Losses obtained as a result of the tests, shall not exceed the values given in
Clause “2.2.1.4. Losses.”
3.3.3. Provisions for Acceptance Tests
i)
In case the Bidder fails to submit the test reports together with the bid or the test reports
submitted are considered inadequate, as Specified in the Contract, all the type tests in
Clause 3.1. or a part thereof shall be carried out at the Manufacturer’s premises or in an
independent laboratory located in Turkey or abroad, at full expense of the Manufacturer.
If it is stipulated in the Contract that some of the acceptance tests shall be conducted
abroad, the other acceptance tests shall not be started before the positive test reports
related with the transformer are submitted to the Purchaser.
The Supplier can not claim any extention of time for possible delays in the delivery
program due to carrying out the acceptance tests.
No payment shall be made to the Supplier until the conclusion of acceptance tests.
ii)
Not withstanding the submission of adequate type test reports with the bid, or positive
results of the type tests conducted during acceptance tests of first party of supply, the
Purchaser, at its unobjectionable judgement, may request total or partial repetition of the
tests at the Manufacturer’s premises or at an independent laboratory located in Turkey or
abroad.
For the tests to be carried out in Turkey or abroad, samples will be selected by the
Purchaser’s representatives in numbers stipulated by the tests/standards. For the tests to
be performed abroad, sample(s) shall be sealed and then shipped by the Manufacturer to
the laboratory where the test will be performed.
In case that positive results are obtained from these tests, the cost thereof shall be
incurred by the Purchaser in TL, on the basis of the test prices quoted in the Bid. If the test
prices are quoted in foreign currency, the costs shall be converted into TL at the selling
exchange rates established by the Central Bank of Turkey on the date of performance of
the tests.
In case of negative results of the tests, the Supplier shall incur the cost thereof and the
remaining part of the order shall be cancelled.
3.3.4. Acceptance Procedure
i)
The Purchaser shall have the right to inspect and/or to test the Goods at the premises of
the Supplier or its subcontractor(s), at point of delivery and/or at the Good’s final
destination. The Supplier shall furnish to the Purchaser’s representatives all facilities and
assistance for inspections and tests.

ii)
The Supplier shall submit to the Purchaser the test program after signing the Contract.
The Supplier shall notify the Purchaser at least 20 (twenty) days in advance of the active
date of the beginning of the tests to be performed abroad, and 7 (seven) days in advance
for the tests to be performed in Turkey.
iii) All routine tests shall be performed at the Manufacturer’s premises. During the acceptance
tests, if the Manufacturer fails to perform any test which was stated in the Contract to be
conducted at the Manufacturer’s premises, he will make all provisions to perform such
tests within 15 (fifteen) days of the date of commencement of the acceptance tests.
Otherwise it shall be concluded that the goods are not ready for acceptance. The date of
the delayed tests shall be accepted as the delivery date, provided that the test results are
submitted to the Purchaser within 7 (seven) days. However, the Purchaser reserves the
right to implement the relevant terms of the Contract, concerning the delay.
iv) The tests shall be carried out with the attendance of the Purchaser’s representatives. The
test reports shall include the serial number(s) of the sample(s) and the information
necessary for identification of all main parts of the samples. The test reports shall be so
arranged that the compliance of the goods to this specification and its attachments shall
be clearly stated, and then countersigned. In case of positive results of tests, a Release
Note for the shipment of relevant party of goods shall be given by the Purchaser’s
representatives.
The Purchaser’s representatives may leave the decision to the General Management, if a
clear decision concerning the test results cannot be reached by them.
The Purchaser may not wish to be represented at the tests by notifying the Supplier in due
time. In this case, the Supplier shall proceed with the tests and submit the test results to
the Purchaser. The test reports thus prepared and signed by the Supplier shall be sent to
the Purchaser in 8 copies for check and approval. If the test reports are approved, the
Purchaser shall issue a Release Note for shipment and return 2 approved copies of the
Test Report to the Supplier.
If the test carried out abroad are not witnessed by the Purchaser’s representatives, the
sample shall be resealed by the laboratory after he completion of the tests and shipped
back to the Manufacturer. The sample shall be examined by the Purchaser’s
representatives, at the Manufacturer’s premises.
v)
The Purchaser’s right to inspect, test, and where necessary, reject the Goods after the
Goods’ arrival in the final destination shall in no way be limited or waived by reason of the
Goods’ having previously been inspected, tested and passed by the Purchaser or its
representative prior to the Good’s shipment.
vi) Nothing in this clause shall in any way release the Supplier from any warranty or other
obligations under this Contract.
4. MISCELLANEOUS CONDITIONS

4.1. Packing
Wheels, special tools of the transformer and equipment which require shipment as unmounted
to the transformer, shall be placed into separate packing crates and delivered together
therewith. Brand name of the transformer, its characteristics and order number shall be written
on the packing crate.
Transformer shall be packed properly in order not to get damaged during transportation and/or
storage.
4.2. Special Tools
If special tools are required for mounting and dismantling of transformers, these special tools
shall be delivered with transformers and list of tools shall be specified in the Bid.
4.3. Documents to be Submitted With the Bid
-
Schedule of Guaranteed Characteristics
Bidders are required to fill-in and sign the Schedule of Guaranteed Characteristics in the
appendix of the specification for transformers in each item they proposed, and enclose one
copy of each with their bids. Information given in these schedules will be binding.

Type test and Special test reports or certificates
Bidders are required to submit with their bids, reports or certificates of type and special
tests carried out in an independent laboratory.
Reports of tests which were carried out with the presence of Purchaser’s representatives
during the previous orders, may be acceptable. The tests must belong to the type of
equipment offered. The Purchaser, if he deems necessary, may ask the Supplier the proof
that the test reports belong to the type of equipment offered.
If the equipment offered are manufactured under a license, type test reports representing
the production in Turkey shall also be required. The test reports shall contain the name of
the laboratory, names, titles, and signatures of observers and persons performing the
tests, and the date of tests.
The Purchaser reserves the right to determine to its satisfaction to evaluate the bids of the
Bidders who bid not submit appropriate or any type test reports, provided that the type
tests to be carried out in Turkey shall be carried out on a sample unit to be selected out of
the first delivery lot, and the type tests to be carried out abroad shall be carried out before
the first lot is delivered, at the Supplier’s cost.

Following documents and drawings
In addition to the Schedule of Guaranteed
Characteristics, the Bidders shall submit with

their bids following documents for each type of equipment offered.
a) TSE certificates, ISO 9001 or 9002 Quality System Certificates
b) Detailed catalogues, manuals for mounting, operation and maintenance instructions
c) Descriptive information and drawings with type of core and windings, insulation, tapchanger and auxiliary equipment.
d) Drawings with overall dimensions and location of auxiliary equipment
e) Drawings with transport dimensions and transport weights
f) List of special tools (if any)
g) Information concerning overload protection
h) Overloading curves
i) Information concerning cast resin insulation material

Calculations for demonstration of thermal ability to withstand short circuit.
The Bidder’s failure to submit any of the documents required here above or any missing
date may entitle the Purchaser to reject the bid.
4.4. Documents to be Submitted for Approval
After the signing of the Contract, the Supplier shall submit the following drawings in 3 (three)
copies (one of them shall be transparent) for approval within a due time, taking into account
the delivery program.
a)
Drawings indicating the overall dimensions of transformers complete with all auxiliary
equipment.
b)
Drawings with transport dimensions and transformer weights
c)
Nameplate drawings
The approval of drawings and documents shall not relieve the Supplier of this obligation
for carrying out the terms of the Contract, and of his responsibility for correctness of
drawings and manufacturing to technical aspects.
The drawings submitted for approval shall be approved and send back to the Supplier not
later than 15 (fifteen) days, however any delay due to late submission of drawings shall
not entitle the Supplier to claim for a time extension.

4.5. Documents to be Submitted With the Transformer
One copy of each of the following documents shall be submitted, enclosed in a protective
plastic envelope:

Operation and maintenance instructions
Approved drawings
Approved test report
4.6. Bid Prices
The bid prices shall be given in accordance with the relevant terms of the bidding documents.
The bid unit prices shall include the prices of:

The complete transformer with all the equipment required in the specification,
Acceptance tests,
Special Tools,
Packing
The Bidders shall quote the prices of each of the type tests included in the specification
separately (including the total expenses, such as transport, insurance etc.)
4.7. Warranty
The Supplier shall warrant that each transformer of the supply shall have no defects arising
from design, materials or workmanship, for a period of (twentyfour) months after the date of
delivery.
Should the transformers have defects or become defective due to design, materials and
workmanship within the warranty period, and such defects may not be locally remedied, the
Supplier shall act, at his own expenses, for dismantling, transportation to the Manufacturer’s
premises; repair, transportation to the destination to be indicated by the Purchaser after repair
and mounting as necessary, of the goods. The Supplier shall deliver the defective goods to the
Manufacturer’s premises within 15 days of the date of the written notice, and shall deliver the
repaired goods to the destination to be indicated by the Purchaser within 15 days of the date
of the completion of the test. If the Supplier fails to comply with such delivery terms, or, if the
Supplier, having been notified, fails to remedy to defects, the Purchaser shall proceed to take
such remedial action as may be necessary, at the Supplier’s expense. In this case the
Purchaser shall collect the costs and expenses from the earnings or performance security of
the Supplier.
The repaired or replaced equipment shall be covered by the same warranty stipulations.
