Mr. Mr. Christian Friis Bach, Minister of Development Cooperation of Denmark Afternoon Session: 15:00- 16:30 Panel Discussion One: Fostering AU-UN cooperation around the nexus of peace, security and development This year marks the 50th anniversary of the OAU and the AU has chosen to celebrate this milestone under the theme -- “Pan-Africanism and the African Renaissance”. The AU commitment to the nexus on peace, security and development has been reiterated with the adoption of the New Partnership for Africa’s Development (NEPAD) in 2001 and fostered through the African Peer Review Mechanism (APRM) in 2003. It is critical that the UN continue to engage with the AU as it reflects on its achievements and challenges over the last fifty years. This panel discussion offers an excellent opportunity to focus on the nexus between peace, security and development as well as contribute to constructive dialogue on achieving long-term peace, stability and development goals in Africa. The aim is also to provide a critical assessment of the challenges and opportunities that the creation of partnerships bring to Africa, and to provide recommendations on how to strengthen collaboration between the AU and UN. This presentation will examine the role that partnerships bring in building towards enhancing the African continent’s capacity for peace, security and development. In furtherance of Chapter VIII of the UN Charter, the AU and UN have been engaged in peace and security cooperation that date back to the establishment of the Organization of African Unity (OAU). How can development and security be simultaneously enhanced in Africa Is the current institutional cooperation between the UN (GA) and AU sufficient to facilitate the nexus of peace, security and development? How can the UN enhance its support towards AU development efforts (NEPAD) in the context of the post-2015 deveopment agenda? 16:30-18:00 Panel Discussion Two: Complexity of conflicts in Africa (Mali, Somalia, Sudan and Democratic Republic of the Congo) and efforts to address these challenges. Since its establishment, the AU has immensely contribution to settling disputes and conflicts in a peaceful manner on the Continent. The operationalisation of the various components of the AU Peace and Security Architecture (APSA) such as the AU Peace and Security Council, the Continental Early Warning System, the Panel of the Wise and the African standby force are clear indications of this resolve and constitute the basic framework for addressing the myriad of peace, security and development challenges on the continent. This presentation is expected to examine both the inherently endogenous as well as the apparent exogenous trends and dimensions of conflict in Africa. It will analyse the interconnection between global developments and the evolving nature of conflicts on the continent. Each panellist would be given the opportunity to briefly address one conflict situation. Focus of Discussion • • • • What is the nature of current conflicts that threaten peace and security in Africa and how are they externally and internally driven? What are some of the recurring strategies employed to address conflict in Africa, and how have they evolved with time? Have they succeeded or failed? Why? To what extend has the international political architecture contributed to supporting peacefully resolving conflicts in Africa? How can we create sustainable peace? Does the political will to prevent, address, transform conflicts exist?
