This addendum is hereby made part of the Project Manual and Drawings dated June 17, 2013.

The Project Manual and Drawings shall be supplemented or amended as specified herein.

This Addendum contains changes to the requirement of the Project Manual. Such changes shall be incorporated into the Contract Documents and shall apply to work with the same meaning and force as if they had been included in the original Documents. Whenever this Addendum modifies a portion of a paragraph of the Project Manual, the remainder of the paragraph affected shall remain in force.

The conditions and terms of the basic Specifications shall govern work described in this

Addendum. Whenever the conditions of work, and the quality or quantity of materials, or workmanship are not fully described in this Addendum, the conditions of work, etc., included in

II.

I. the basic Specifications for similar items of work shall apply to the work described in this

Addendum.

If no similar items of work are included in the basic Specifications, the best quality of material and workmanship shall apply and all work shall be subject to the written acceptance of the

Architect.

Pre-Bid Conference Minutes

RFP: General Contractor Services for

Miscellaneous Renovations

Columbia Public Library

Daniel Boone Regional Library

June 25, 2013 – 10:00 a.m.

Elinor Barrett, DBRL Associate Director, welcomed those in attendance and thanked them for their time and interest. Barrett circulated pre-bid agendas and a sign-in sheet. Barrett introduced the DBRL staff members in attendance: Amanda Burke, Executive Assistant; Jim

Smith, Chief Financial Officer; Russ Niermeyer, Facilities Manager; and Mike Mullett, IT

Manager. Other attendees introduced themselves: Lisa Johnson, Professional Contractors &

Engineers, Inc. (PCE); Jerry Wirth, Timberline Custom Cabinets; Ron Geier , Home Depot, for

Pete Coleman, Continental Flooring; William Schlacks, Schlacks Construction; Chris Hentges,

SIRCAL Contracting, Inc.; Victor Allen, Allen Floors, Inc.; David Wilbers, David Wilbers Floor

Covering; Mike Bungart, GBH Builders, Inc.; Clay Minchew, Grove Construction General

Contracting; and Don Acock, Fry-Wagner Moving & Storage.

Barrett stated that bids are due to the DBRL Administrative Office on the second floor of the

Columbia Public Library (CPL) on July 17, 2013 by 3:00 p.m. The bid opening will take place the same date at 3:15 p.m. in the Virginia G. Young Room of CPL. No decisions will be made at the time of the bid opening. Following the bid opening, staff will check that the bids meet the bid requirements, check reference and contractor qualifications, and make a recommendation to the DBRL Board of Trustees at the next scheduled board meeting (August 15, 2013).

Barrett gave a general overview of the scope of the work. All miscellaneous renovations are to areas of the first floor. The majority of these renovations involve millwork and data and electrical work. The carpet replacement is to all areas of all floors of CPL, excluding the Virginia

G. Young Room and the west staircase. The general contractor’s scope of work does not include moving furniture and shelving; Fry-Wagner has been contracted to perform that task, and that will be noted in Addendum 1.

Barrett stated that, assuming the Board of Trustees approve hiring a general contractor at the

August 15 board meeting, staff anticipate entering into a contract with that contractor and having a notice to proceed by September 1, 2013.

Barrett noted that bidders must submit a phasing diagram for the carpet installation, and staff will offer advice on sequencing the project based on library operations and areas available for staging equipment and supplies, and events scheduled in the library.

Barrett stated that the bid form omitted a request for unit prices and this will be addressed in

Addendum 1. Barrett asked for questions regarding the bid instructions and general conditions, and project description; there were no questions. Barrett asked that the bidders carefully note all requirements.

Barrett displayed the drawings that were created by Holzman Moss Bottino (HMB) Architecture and noted that Malcolm Holzman and Nestor Bottino were the were the design and construction architects for the CPL renovation in 2002. The drawings have been submitted to the City of Columbia for approval but have yet to be approved.

Barrett recommends that bidders submit any questions no later than Thursday, July 11 th

to ensure answers are available via a final Addendum prior to the bid opening.

Barrett noted corrections to the bid documents, which will all be addressed in Addendum 1.

In reply to a previously-raised question regarding the project budget, Smith stated that

$1,460,000 is budgeted for the carpet replacement. The miscellaneous modifications will be approved by the Board of Trustees at the amount bid. However, staff expects the entire project to total less than two million dollars. Barrett added that DBRL staff worked with professionals including Meyer Electric and Timberline Custom Cabinetry to estimate the cost of the entire project.

Barrett reviewed special considerations of the project, including the high traffic level in the building, security issues, parking and staging limitations, smoking regulations, dress code and decorum in public spaces, handling media or journalism students’ requests, maintaining cleanliness and protecting the work site. She estimates that the earliest the re-carpeting would begin is December due to the anticipated number of weeks needed to manufacture the carpet.

Barrett reviewed the library open hours. The library is not requiring the installations to be scheduled during the library’s closed hours. Installers may work on as many days of the week as it is practical to work. Barrett reviewed the open and closed holidays that fall during the winter months.

Barrett said that DBRL is a public organization and prevailing wage applies. Smith stated that contractors must be registered on E-Verify in order to meet workers’ eligibility requirements.

Barrett opened the floor to questions. Hentges asked if staff prefer a plastic wall or caution tape to delineate work site parameters. Barrett noted that a plastic wall or covering shelves would help contain dust, and Smith added that caution tape would make the work site boundaries clear to patrons. Allen noted that the carpeting adhesive can be very dusty if it has crystallized, and that dust could get into the collections if not properly contained and cleaned up. Barrett added that staff will look to the contractor for guidance, and the answer may also

ADDENDUM 1 depend on how much work space is available in particular sections of the building and how quickly the installer proceeds.

Barrett noted that staff would like to keep the number of change orders low and therefore bidders should be realistic in their estimations.

Geier asked for and Barrett provided clarification on which areas of the building would be recarpeted. Smith noted that, following consultation with Meyer Electric, staff determined not to move the stacks on the second floor due to the amount of hardwiring in the shelving. The carpeting will be cut and laid around those shelves. The library’s moving contractor will move the shelving on the first floor.

Hentges inquired about and Barrett described shifting and/or dismantling furnishings equipment in each area of the building. DBRL staff will move all computers.

Acock noted that the first floor shelving attaches to bolts in the floor, which will need to remain accessible for reinstallation of the shelves after the new carpet is laid. Niermeyer noted that they are about 1.5" tall.

Barrett stated that staff will look to the contractors for recommendations on finishing the edges of the carpet at the base of the second floor shelving. Niermeyer offered his suggestions for working with the cove base along the walls.

In response to a question from Hentges, Barrett stated that work may begin before library open hours and would likely be preferable to reduce patron inconvenience and safety concerns.

Niermeyer stated that the lights come on at 6:30 a.m. but could be adjusted to come on earlier.

Barrett suggested that high-traffic areas be addressed after closing on Saturdays and/or before opening on Sundays.

Minchew asked if the building will be accessible for walk-throughs with potential subcontractors, and Barrett stated that anyone is welcome to visit the public spaces during open hours and they can come to the Administrative Office to request access to secured areas.

The group toured the building.

In response to a question from Schlacks, Barrett stated that the contractor for the 2002 building renovation was KCI and managed through their Lebanon (MO) office.

Lobby: Barrett pointed out the coffee kiosk, where electrical work will include installation of additional lighting and circuitry; the Circulation Desk, which will be modified in size and with new millwork and additional lighting; the carpet, which will be changed to a different style of flooring; the Information Desk, which will be removed; and the New Books Area, which will be modified and include data/electrical changes to accommodate the installation of self-checkout machines and floor lamps. A new Information Desk will be installed in a different location and the light over the current Information Desk will be moved to that location.

Circulation Workroom: Barrett pointed out cabinetry along the east wall that will be removed and workstations on the south wall that will be reconfigured. She also stated that the millwork unit used for checking in materials will be modified.

First Floor Hallway: Barrett pointed out the Elevator Room and the CPL meeting rooms. The library will consider making the meeting rooms available as a staging area. The secure access hallway door will be moved to west of the current Mail Room. The security system components are not included in this scope of work and will be handled by the library’s current contractor for this equipment. Niermeyer noted that one sprinkler head will need to be moved in conjunction with the door relocation. Barrett noted that new flooring will be added to the hallway.

Mail Room: Barrett stated that this room will become a public meeting room. Some data and electrical changes will be made and the doors will be changed. The door hardware will be reused.

On the way to the dock, Barrett pointed out the freight elevator with front and back doors.

Dock: Barrett noted that the bookmobiles are in and out of their bays at different times of day.

Cartons of donated books are almost always sitting on the dock. Niermeyer stated that the dock will be available for contractor’s deliveries at any time. Barrett pointed out the door from the garage that opens onto the Hobbs Workroom.

Hobbs Workroom: Barrett stated that this room will become the new Mail Room.

On the way to the Secret Garden, Barrett pointed out one office that is currently uncarpeted and will be carpeted.

Secret Garden: This area is used infrequently and could be used for a staging area. Mullet noted that workers cannot park at the gate to the Secret Garden for an extended amount of time as access to the garage and dumpsters must be maintained.

Children’s Area: Barrett stated that a new interactive installation will be in place by the time recarpeting commences. All but one piece can be picked up and moved. The other piece will be bolted to the floor. She pointed out the Children’s Program Room (“The Egg”), which could be a staging area for short periods of time. Noting the high level of activity, Barrett stated that the

Children’s Area will be quieter when school resumes. Barrett pointed out the Children’s Desk, which could either be moved during recarpeting or cut around.

Other First Floor Collections: Barrett stated that one collection will be relocated prior to commencement of the project. All computers will be moved by DBRL staff. In response to a question from Geier, Barrett said that the collections that are moved to the second floor will be placed on the current shelving, which will be cut around for recarpeting.

Second Floor Collections: Barrett noted that the carpet layout will be changed so that each main aisle between shelving is covered with one piece of carpet. Again, all computers will be moved by DBRL staff. She emphasized that the public computers are heavily used and the

ADDENDUM 1 flooring in this area should be completed as quickly as possible. Barrett pointed out the base of the collections shelving and said that an appropriate base finish should be suggested by bidders.

She also stated that the lowest shelves can be removed if that is helpful to the flooring subcontractor.

Reading Balcony: This area will be covered with the “pathway carpet” and portions of the balcony can be used for staging.

Third Floor: Each triangular area of the mezzanine will be covered in one carpet pattern. In response to a question from Allen, Barrett stated that the flooring professionals will probably be able to access two triangular areas at a time. Barrett noted that the study rooms will be recarpeted. In response to a question from Geier, Smith stated that the magazine shelving will remain in place. Barrett pointed out the Reading Room at the east end of the third floor.

On the way to the second floor staff areas, the group saw the west staircase, which will not be recarpeted, and the Staff Room, where no renovations are planned.

Second Floor Staff Areas: Barrett pointed out the large number of office systems in these rooms. Acock stated that Fry-Wagner would need to work on an area one week prior to when the flooring professional was ready to begin recarpeting. Barrett stated that staff in the

Administrative Office and Technical Services could possibly work in the Public Services “bullpen” area while their offices are recarpeted. Barrett asked that the bidders plan to turn around the

Public Relations and Administrative Office spaces particularly quickly. She pointed out one vacant office in Administration that could be used for staging.

Training Center: Barrett noted that this room is heavily utilized for programs and classes. This is an area where staff may temporarily work while their offices or workstations are unavailable.

Basement: Niermeyer pointed out the reclamation carpet in storage.

Barrett noted that, at this point, two general contractors remained with the group: SIRCAL and

PCE. She asked for questions and comments. Allen stated that adhesive must be removed with the old carpet. The group discussed moisture tests and the cost involved to reseal concrete slabs if the moisture level is too high. Testing closer to the date of the project will be required for an accurate reading but if the library is concerned, any major problems might be identified ahead of time if the library were to have it tested now. Sources for testing services were discussed and Wilbers stated that Central Missouri Professional Services do floor moisture testing. Allen suggested testing the lobby slab in particular, and noted that the selected flooring subcontractor will do more tests while actively working on the project. Barrett stated that

Addendum 1 will include a provisional plan for the process to address high moisture content should that be necessary.

2.03 This Bid will remain subject to acceptance by DBRL for a period not less than ninety (90) days after the Bid opening, or for such longer period of time that Bidder may agree to in writing upon request of Owner.

from visits to the Site; the Bidding Documents; and the Site-related reports and drawings identified in the Bidding Documents, with respect to the effect of such information, observations, and documents on (1) the cost, progress, and performance of the Work; (2) the means, methods, techniques, sequences, and procedures of construction to be employed by

Bidder, including applying the specific means, methods, techniques, sequences, and procedures of construction expressly required by the Bidding Documents; and (3) Bidder’s safety precautions and programs.

E. Based on the information and observations referred to in Paragraph 3.01.E above, Bidder does not consider that further examinations, investigations, explorations, tests, studies, or data are necessary for the determination of this Bid for performance of the Work at the price(s) bid and within the times required, and in accordance with the other terms and conditions of the

Bidding Documents.

F. Bidder is aware of the general nature of work to be performed by Owner and others at the

Site that relates to the Work as indicated in the Bidding Documents.

G. Bidder has given the Owner written notice of all conflicts, errors, ambiguities, or discrepancies that Bidder has discovered in the Bidding Documents, and the written resolution thereof by the Owner is acceptable to Bidder.

1. The Bidding Documents are generally sufficient to indicate and convey understanding of all terms and conditions for the performance of the Work for which this Bid is submitted.

2. “fraudulent practice” means an intentional misrepresentation of facts made (a) to influence the bidding process to the detriment of Owner, (b) to establish bid prices at artificial noncompetitive levels, or (c) to deprive Owner of the benefits of free and open competition;

3. “collusive practice” means a scheme or arrangement between two or more Bidders, with or without the knowledge of Owner, a purpose of which is to establish bid prices at artificial, non-competitive levels; and

4. “coercive practice” means harming or threatening to harm, directly or indirectly, persons or their property to influence their participation in the bidding process or affect the execution of the Contract.
