Note: Please attach this Addendum to your copy of the Contract Documents of which this
addendum is hereby made a part.
This Addendum No. 1 is part of the contract documents and shall be included in the contract
documents when the agreement is executed. Changes made by Addenda take precedence over
information published at an earlier date.
Acknowledgement of receipt of Addendum No. 1 is required on the Bid Form.
PRE-BID CONFERENCE MEETING MEMO
Pre-Bid Conference Meeting Memo is attached.
The following questions are post meeting questions, from a Bidder, concerning Insurance
Requirements:
Question #1: Are items identified in Sections 7 through 13 not considered “Required Coverage”
for the project of “Switchgear Replacement at Crossover #6?”
Answer: Correct. The items noted as “special coverage” are not anticipated to be “required
coverage” for this project. These coverage’s deal with aircraft and marine vessels. Should
the contractors means and methods involve aircraft and marine operations then they
become required coverage.
Question #2: I understand that a crane must be used to remove and replace the switchgear,
therefore the owner/operators of the crane are required to also carry the same insurance
requirements, correct?
Answer: Correct. As noted in the first sentence of the second paragraph of page 5-4
‘Contractor shall require all subcontractors to maintain in limits equal to or greater than
Contractor’s, the same insurance coverage for Work performed or materials provided for the
Work’.

2. Bid Date:

August 3, 2016, GNOEC Administrative Office, 3939 N. Causeway Blvd, Suite 400,
Metairie, LA 7002. With the limited number of plan holders today, the bid date may
be postponed. All changes to bid dates shall be issued in project addenda.
3. Project and Work Schedule:

Specifications Section 104.03(b). II.1, Page 11-26 – Lane closures only permitted on
Saturday and Sunday. Access for personnel to either work location on Monday-Friday
can be arranged via rolling conveys.

150 day assembly period, 30 calendar day construction time, with a 3-year bond.
4. Program Description:

Current switchgear at Crossover #6 manufactured by G&W has a SF6 gas leak.
Switchgear shall be disconnected and sent to the manufacturer for repairs.
o Change order will be required to reflect repair costs.
o Repaired switchgear shall be delivered to GNOEC Maintenance for storage as
a spare.

New switchgear shall be furnished, installed, and commissioned immediately after
existing switchgear is removed from service.
o The specifications identify an exact model replacement, but an approved
equal may be considered.
o Manufacturer shall be included in start-up commissioning.

A motor-operated, molded vacuum switch, manufactured by Elastimold, is to be
replaced at Intermediate Vault “B”.
o Intermediate Vault “B” does not have a nearby crossover.

o Model number is listed in specifications. Approved equals are allowed.
o Contractor shall coordinate with GNOEC (Robert Graham) prior to all work on
bridge.
o GEC will isolate the vaults from the power system as needed.
5. Questions During Bid

Will access to all vaults be available?
 Yes.

What is the estimated value?
o $150k-$400k

Funding in place?

Where are plans and specs?
o

Yes, it is close to 6 feet wide. But the cut in the bridge rail is only 2’ wide.
The switchgear will need to be lifted from equipment on the bridge deck.
What is the estimated weight?
o

Yes, site visits should be arranged with Mr. Graham.
Will contractors be able to go down catwalk?
o

The manufacturer’s representative is not required by the Engineer to attend
the decommissioning. Per specification NS-730-00100.05.H Site Acceptance
Testing, the manufacturer shall test the system to confirm proper operation.
Will contractors be allowed to see the vault?
o


Will a manufacturer’s representative attend decommissioning?
o

Yes.
1,100 pounds. See as-built drawing on sheet 313 for additional information.
Is the contractor required to extract SF6 gas from equipment prior to shipping?
o
The factory representative has noted that the SF6 does not need to be
evacuated. That said, the bidder should contact the proposed shipper for
any additional requirements involving the shipping of the existing
switchgear.
