The Village’s 2016 Street Maintenance Program consists of
curb and sidewalk rehabilitation, pavement patching, and
resurfacing along 4.63 miles of residential and business
park streets as noted below. Construction on the roadways
listed below should begin in May and will be completed by
September 2016.

State of the Village Address
Road construction takes place in several phases. The initial
phase of the project replaces deteriorated curb, sidewalk,
and storm sewer structures. The second phase involves
milling the pavement surface and patching severe pavement cracks. The final phase is
placing the new asphalt surface layer.
Just prior to laying this final asphalt layer, the street will be sprayed with a tack coat. Fresh
oil signs will be posted during this phase so residents are reminded to travel slowly on the
tack-coated surface.

Cashless Tolling on Illinois Route 390 Starts July 5
Beginning July 5, 2016, cashless tolling will be coming to the Illinois Route 390 Tollway from Lake Street to I-290. This
is the first, all-electronic roadway on the Illinois Tollway system, which provides for a safer, more efficient and seamless
method of collecting tolls from customers. Since there are no toll booths or automated coin machines available along the
Illinois Route 390 Tollway, all customers are driving on an I-PASS Tollway.
I-PASS customers can drive on the Illinois Route 390 Tollway and benefit from a 50 percent discount on tolls. Transponders
need to be mounted correctly. While multiple vehicles can be linked to an I-PASS account, each vehicle needs a separate
transponder.
Drivers with an unpaid toll should make note of the toll collection location by identifying the toll plaza name, number or
the nearest milepost and go online at www.illinoistollway.com or pay by mail within the 7-day grace period. For the month
of July, drivers with unpaid tolls will have an extended grace period to pay until July 31, 2016. After this date, the 7-day
grace period will resume.
Don’t have an I-PASS? Customers will save 50 percent on tolls when they get a transponder in person, online, by phone
or by mail. The nearest I-PASS Customer Service Center is at the O’Hare Oasis on the Tri-State Tollway (I-294). In
addition, nearly 200 Jewel-Osco locations* in Illinois sell I-PASS transponders including the location at Biesterfield and
Arlington Heights Road in Elk Grove Village. Customers can also order an IPASS by phone at 1-800-UC-IPASS or online
at www.IllinoisTollway.com.
*Jewel-Osco applies a $2.90 service charge per transponder. Activation is required for transponders; instructions are included in the box.

Metro Chicago Exports Small Business Grant Program
Metro Chicago Exports announced the launch of its 2016 grant program, presented by JP Morgan Chase & Co. The
single-round Grant Program will award grants up to $5,000 to help small and medium-sized companies in the Chicago
region to maximize their export potential and engage with customers in international markets.
Initial grants will be awarded for a maximum of $5,000. However, 2015 and 2016 recipients will have an opportunity to
apply for an additional $30,000 later in 2016 in a “pitch fest.”
Prior grant recipient, Jamie Kaplan, Chief Financial Officer and Senior Vice President of Pinch Provisions in Elk Grove
Village says “Exporting has allowed Pinch Provisions to expand its reach as the market leader beyond the United States,
diversify its customer base, and connect with international fans.”
Applications are due by May 27, 2016 with award notifications expected in July. For more information, including application

New Business Licensing Year Effective June 1
A new licensing year is effective June 1, 2016, for all businesses, occupations, and activities required to be licensed under
the Elk Grove Village Municipal Code, which include:
• Retail sales of any product or merchandise
• Day Care Centers
• Food, beverage, and vending machines
• Food Caterers
• Coin-operated amusement/musical devices
• Contractors
Companies are responsible for obtaining all necessary licenses. Pre-printed license applications for businesses currently
licensed will be mailed four weeks prior to the respective renewal date. Exceptions to the June 1 license year include
licenses to dispatch taxicab or livery service within the Village, which are due January 1, and rental property licenses under
the Village’s Crime Free Housing Program, which are due October 1.
The annual fee for a business license covers the cost of making inspections necessary to safeguard public safety, health,
and welfare. Failure to obtain a license can result in fines of $50 to $500 per day.

Village Vehicle Stickers Available For Purchase
Reisdents and business owners with a vehicle registered or housed to an address within the Village are required to display a
Village vehicle sticker for each vehicle. Stickers must be shown in the lower passenger-side corner of the windshield
no later than June 1.
To avoid the line, residents and business owners are encouraged to submit their Vehicle Sticker application by mail or
through the 24 hour drop box located near the front entrance of the Village Hall. Vehicle stickers can also be purchased in
person at the Finance Department counter, Monday through Friday 8:30 a.m. - 5 p.m., and 9 a.m. - noon the first Saturday
of the month, excluding holiday weekends.
Vehicles that do not display a sticker by June 1, or within thirty days of purchase, and are registered or housed within the

Illinois Route 390 Tollway Project Open House
The Illinois Tollway is hosting an
IL-390 Tollway Project on Thursday,
informational

Elk Grove Village.
The Tollway is moving forward this year with roadway construction on the eastern
segment of the new IL-390 Tollway from I-290 to IL-83, including completion of
the frontage roads along IL-390 and construction of new interchanges at Wood Dale
Road and IL-83. In addition work will continue on the I-290 Interchange at IL-390.
Community members and local businesses are encouraged to attend the meeting not only to learn more about upcoming
construction, but also for information about the start of cashless tolling on IL-390 from Lake Street to I-290 beginning
on July 5, as well as the ongoing land acquisition and design process for the Elgin O’Hare Western Access Project.

Electronics Recycling & Document Destruction
Event
On Saturday, June 4, the Village is hosting an Electronics Recycling and Document
Destruction Event in conjunction with
the Solid Waste Agency of Northern
Cook County (SWANCC). The event
will take place from 9 a.m. to noon at
Fire Station 8, 1000 Oakton Street.
Residents drive up in their vehicles
and workers will unload the paper
documents and electronics. Materials
from businesses, institutions or

Message from the Board
Spring is finally here, and we’re so excited to get started with
all of the celebrations for our 60th Anniversary! Upcoming
events include the Elk Grove Movie classics series, held on
the fourth Monday of the month from April - August; The
Elk Grove Farmers Market, which begins on Saturday, June
4 and will feature special 60th Anniversary tote bags; Elk
Grove RotaryFest 2016; and a very special Hometown Parade
in June! More information on these events can be found on
“Upcoming 60th Anniversary Celebrations” on page 10.
The 60th Anniversary Car Raffle is reaching the homestretch,
with raffle sales ending July 4! A brand new, 2016 Chevy
Camaro would make a great graduation present, if you’re
looking for something to put in a card to your special
graduates! Tickets are available for purchase online, and will
be sold at the Elk Grove Movie Series, RotaryFest, and a
variety of other locations over the next few months. You can
find more information on the raffle on page 12.
Plans for the Elk Grove Anniversary Festival, held on the
Village’s anniversary on Sunday, July 17, in conjunction with
the Park District’ 50th Anniversary and the Library Ice Cream
Social, are coming along great! You can discover some of the
wonderful events and activities available for the whole family
on page 11.

In addition to the 60th Anniversary celebrations, the lineup
for the 8th annual “Unity Within The Community” MidSummer Classics Concert Series has been announced! The
Independence Day concert on Monday, July 4, will take place
at Park LGK on Lions Drive and will feature Peter Cetera,
formerly of the band Chicago. The first Tuesday night
concert (July 12) on the Village Green will feature LeAnn
Rimes. Foreigner will play the special 60th Anniversary
Concert on Sunday, July 17 at Park LGK. The concert series
will finish with a Tuesday night concert on the Village Green,
(July 26) featuring Michael McDonald, formerly of The
Doobie Brothers. Please remember that due to the special
Independence Day and 60th Anniversary concerts, there will
only be two Tuesday night concerts (on July 12 and 26). More

Pet owners may be interested in the Low Cost Rabies Vaccine
event that will be held in the Village on June 29 by the Cook
County Animal and Rabies Control. This affordable clinic is

American Cancer Society Relay for Life event held on
June 11 at Elk Grove High School, which has raised
more than $2 million for cancer research over the

Wanted: Houses Seeking Curb Appeal!
The 26th Annual Community Paint-A-Thon will be held on Saturday, September 17, 2016. While the date is a long way
off, applications are now available and due no later than June 15. If the exterior of your house needs to be painted due
to peeling, fading or worn paint, consider applying. The program provides for the painting of the exterior of single
family homes at no cost to those who qualify.
To qualify, homes must be owned and occupied by people
with limited financial resources and the owners must be at
least 60 years of age or have a permanent disability that
hinders them from doing the work themselves.
Once a home is determined eligible, volunteer teams
are matched to do the scraping, priming and painting of
the house. The Community Paint-A-Thon covers ten
townships including Barrington, Elk Grove, Hanover,
Maine, New Trier, Niles, Northfield, Palatine, Schaumburg
and Wheeling.

Busse Dam Modification Fully
Operational!
The hinged gates at the Busse Woods Dam, which will help alleviate flooding
in Elk Grove Village and in the many communities downstream along Salt
Creek, are now fully operational.
The gates had their first test during a rain event on March 24. The gates
were lowered during the rainfall event, allowing one foot of water to pass
over the gates during the event, while maintaining the normal water level
of Busse Lake. The operational scheme of the gates is designed to pass as
much water through the dam as possible, saving critical stormwater storage
for the peak of a flood.

Water Quality Consumer Confidence Report
The recent water crisis in Flint, Michigan has led some people to wonder whether their
own water is free from lead contamination and safe to drink. The information below is
meant to help answer this and other questions about the Village’s water supply.
Where does our water come from? Village water comes from Lake Michigan, and
is sent to Elk Grove Village from the Jardine Water Treatment Plant by way of the
Northwest Suburban Municipal Joint Action Water Agency Pumping Station. After it
arrives in the Village, it is sent from a receiving station into water mains: large pipes
that run throughout the community. Privately-owned service lines bring water from the
mains into homes and businesses. The Village monitors and maintains the receiving stations and the water mains; service
lines are maintained by property owners.
How is the water treated? The Jardine Water Treatment Plant extensively filters, chemically treats, and tests water
to make sure that it is free of contaminants before transmitting it to users. In order to keep the water safe during
transmission, Jardine adds blended phosphate as part of the treatment process; this harmless chemical coats the insides of
pipes and prevents water from coming into direct contact with metal.
Is there lead in the water anywhere in the system? Lead does not occur naturally in the water that the system draws
from Lake Michigan. Lead may, however, enter a water supply from the private service line that connects to the water
main-- fortunately, Elk Grove is a new community and we have only approved high-quality copper service lines.
Can I see results from the Village water supply testing? Yes, each year public service water suppliers issue a report
known as the Consumer Confidence Report (CCR). The CCR contains information regarding the public service water
supplier’s water sources (i.e., rivers, lakes, reservoirs, or aquifers) any detected contaminants, compliance and educational
information. Elk Grove Village’s 2015 Consumer Confidence Report can be viewed on the Village website at www.
elkgrove.org/WaterReport.
Help Keep Our Storm Water Clean!
Storm water runoff is rainwater that runs off rooftops, lawns, driveways and streets in our community. As it flows, it
picks up dirt, leaves and grass clippings, pesticides and fertilizers, oil, litter and other harmful contaminants. All of these
pollutants are carried by storm water into storm drains and ultimately into our creeks and rivers which ends up in Lake
Michigan. However, there are simple ways that residents and businesses can all help in reducing the amount of these
pollutants that enter our creeks and rivers:
• Don’t dump used motor oil, antifreeze, or other hazardous materials on the ground or into sewers. Recycling programs
are available for these hazardous materials and many service stations accept used motor oil for recycling.
• When cleaning your driveway, dock, or parking lots, use a broom instead of water and dispose of debris in the trash;
not in the street or storm sewer.
• Don’t dump branches, leaves or grass clippings along creek beds, in open ditches, or in the street.
• Minimize the use of herbicides, pesticides and fertilizers on your lawn. Planting native plants lessens the need for
herbicides.
• Please pickup litter and place in trash cans. This prevents it from getting washed into the storm sewers and eventually
into our waterways.
• Cover piles of dirt and wood mulch while doing landscaping projects and sweep up debris--don’t wash it into the
street.

Parkway Tree Watering Program for Trees Planted
in 2015
The Village’s parkway tree watering program is a voluntary program available to residents who
had a parkway tree planted in 2015. The program provides a $25 credit on your water bill in
exchange for assisting the Public Works Department by watering your parkway tree.
Public Works crews will place a tree bag on your tree. You will then need to add water to the tree
bag twice per week for the months of May through September. This is roughly the equivalent of
40 gallons of water per week. Please contact Public Works at 847-734-8800 to participate in the
program.

Low Cost Rabies Vaccine Clinic
Cook County Animal and Rabies Control clinics provide affordable rabies vaccinations to residents.
The clinics are offered at various locations from June - October. A Low Cost Rabies Vaccine Clinic

The Salt Creek Watershed Network is holding its annual Salt Creek CleanUp on Saturday, June 4. Volunteers are needed to help restore Salt Creek to
its natural state and keep this precious natural resource clean and attractive.

May is National Bike Month
National Bike Month is a celebration of cycling held every May. Elk Grove Village
is a growing bike-friendly community and we encourage residents to dust off their
bikes from the winter and get out and enjoy the beautiful spring weather! Below
are events and activities celebrating National Bike Month in Elk Grove Village.
5/1 thru 9/30: National Bike Challenge - Join the
FCEG team in this free and fun challenge. Last year, Elk
Grove Village was the #2 community in the state in this challenge, second only to Chicago.
Wednesday 5/18: EGV Ride of Silence - Join FCEG in the EGV Ride of Silence. We’ll ride to
remember Rose Waters, Al Hattendorf and others who have been killed or injured while cycling.
Friday 5/20: EGHS Bike to School Day - Students will be encouraged to bike to school, enjoy
some breakfast, and win a raffle prize.

In accordance with Village ordinance it is unlawful for any person to conduct,
maintain, or operate a Day Care Home without first having obtained a license from
the Village of Elk Grove.
If you are caring for more than three children in your home, you must obtain a

Door to Door Solicitors
As the weather gets nicer and warmer temperatures head our way, this usually brings solicitors to the area. Please keep in
mind the following:
All persons seeking to solicit within our Village, other than religious or political organizations that are protected under the
First Amendment, are required to apply for a Certificate of Registration with the Village. This does not include people
who are exclusively distributing flyers. Although the Village registers solicitors it does not endorse or support the company
or product being solicited.
Village Ordinance requires the individual to apply with the Village Clerk’s Office prior to doing any door-to-door business
in the Village. The Village reviews the application and conducts a background check of each individual. Upon approval,
the applicant is issued a Solicitor Identification Card, which must be visibly displayed at all times while soliciting in the
Village. Identification cards include a photo of the solicitor, their name and permit expiration date. Uninvited solicitors or
suspicious individuals who cannot provide proof of solicitor registration should be reported immediately by calling 9-1-1.
No solicitor, whether registered with the Village or not, is permitted to engage in “soliciting” prior to 9 a.m. or after 8 p.m.
Monday through Saturday, or at any time on Sundays or on a state or national holidays.
Residents may display a “No Solicitor Invited” sign upon or near the main entrance door of their residence as notice to
any solicitor that the occupant does not wish to interact with the solicitor. “NO SOLICITORS INVITED” decals are
available at the Village Clerk’s Office. Residents may contact the Village Clerk at 847-357-4040 for further information.

American Cancer Society Relay for Life
With Spring in the air, it’s never too early to start thinking
about Summer! This year marks the 19th Annual American
Cancer Society Relay for Life event in Elk Grove Village. In
the last 18 years, residents have raised over $2 million for the
American Cancer Society and cancer research.
This year, 60 to 70 teams will walk the Elk Grove High
School track to work towards our goal of raising $75,000
for cancer.

Selecting a Sewer Contractor
Does your home still have its original sanitary sewer line? Most sanitary sewer lines that were constructed in the 1970s and
1980s were made out of clay pipes. Over time, the clay pipes can crack and collapse or they can be infiltrated by tree roots.
If you are experiencing frequent sewage backups within your house, this may be the problem. Depending on the severity
of the clog within your sanitary service, there are three options available to you as a homeowner:
• Rod out the sewer line to clear a minor obstruction. This can be achieved by removing a toilet to gain access to the
sewer, or by utilizing an existing cleanout in your front yard. Permit Needed: No; Typical Cost: $150 - $300.
• Installation of a cleanout followed by sewer rodding. This is done when it is not possible to remove a toilet to rod
out the service and there is no existing cleanout. This repair will allow the sewer to be cleaned out (rodded) and will
permit easier rodding of the line in the future, if necessary. Permit Needed: Yes; Typical Cost: $2,000 - $3,000.
• Partial or complete replacement of your sanitary sewer line. This is necessary when the sewer service is too clogged
to be rodded out or the sewer service is broken or collapsing. Permit Needed: Yes; Typical Cost: $3,000 - $5,000.
If you are unable to make the repair yourself and need to call a professional, it is important to exercise care before making
your selection. Here are a few tips that will help in your selection process:
• Get references from reliable sources. Observe the contractor’s finished work and don’t hesitate to ask questions. Do
not choose your contractor from a directory listing publication, nor from the flyer that you found on the front door.
• Look for a source of reliable feedback, such as the BBB or Angie’s List.
• Obtain as many bids as possible. Do not select a contractor solely on price. Make sure all bids are based on the same
set of specifications and materials to be used.
• Make sure that any required building permits are obtained. Identify who obtains and pays for the permits.
• Make sure the contractor is in compliance with all local licensing, bonding, and insurance requirements. Separate
bonds are required when replacing your sewer into the Village right-of-way.
• If the work requires digging up your yard, determine who restores the grass and who cleans up your yard.
• Beware of contractors who use hard-sell or pressure tactics.
• Beware of contractors who use a P. O. Box or can only be contacted by cell phone or answering machines.
• The contractor, and any sub-contractors, should sign waivers of lien upon payment in full and completion of work.

Walk for Your Neighbor
Elk Grove Interfaith council is again sponsoring the “Walk for Your Neighbor” program to raise money for the Elk
Grove Housing Fund. This fund is used to assist community members facing unexpected financial difficulties with
housing needs.
The program runs from May 31 – September 6. You can participate by simply
setting a walking goal for yourself, as well as a financial incentive, and seeking
our sponsors and a walking buddy!
Funds will be collected at the “Final Lap” ceremony held on Sunday, September
18 at the Village Green. Pledge sheets are available at the Village Community
Services Office, as well as at local churches and on the Village website at www.
elkgrove.org/walk.

Mower Safety is a Must
The National Fire Protection Association reports that over 62,000 persons are injured annually in lawn mower accidents.
Many of these injuries are burns caused by careless use of the mower. Before using or cleaning your mower, follow these
safety tips:
1. Do not smoke while fueling lawn mowers. Gasoline is explosive.
2. Wait for machines to cool before refueling. Wipe up spilled fuel immediately.
Never fuel a running mower.
3. Store and pour gasoline carefully and keep it in an approved container with a
tight-fitting cap.
4. Check electric mower cords for frayed or damaged spots. Frayed insulation
added to a metal mower, damp or wet grass, can cause lethal shocks or severe
electrical burns.
5. Leave blade sharpening and electrical repairs to the professionals.
6. If you do your own cleaning and tune up, disconnect the spark plug or remove
it before beginning. If a blade is turned by hand, the mower can start if the
spark plug is still intact.
