ATTACHMENT A - GENERAL REQUIREMENTS AND SCOPE OF WORK FOR

SAN LUIS REY TRANSIT CENTER

FACILITY AND EQUIPMENT MAINTENANCE SERVICES

A. FACILITY

1. Location.

The San Luis Rey Transit Center ( “Facility”) is located at 5091 River

Road, Oceanside, CA. The area included in the scope is defined as the entire

Facility, including the landscaped median on North River Road depicted in Exhibit

A.

2. Area. The area included in this scope is defined as all property, buildings, landscape, hardscapes, fences, gates, fixtures, furniture, equipment and all other materials therein (“Facility and Equipment”)

3. Exclusion.

The Contractor shall not be responsible for the maintenance of data and communications equipment associated with NCTD’s computer infrastructure.

B. GENERAL REQUIREMENTS – Contractor to adhere to the General Requirements as outlined within the Contract.

C. SCOPE OF WORK

1. Custodial. a) Daily . Contractor shall provide custodial service two (2) times per day, seven (7) days per week. Contractor may increase custodial service to three (3) times per day as required and approved by NCTD. The

Contractor shall provide a minimum of four (4) custodial personnel hours per day split into two shifts; one from 10:00 AM to 12:00 PM, the other from 11:00 PM to 1:00 AM. The daily custodial services shall include: i. Graffiti removal, including but not limited to walkways, block walls, building walls, fences and gates, generator enclosure and electrical boxes ii. Cleaning the inside of the building, including but not limited to sweep and mop of the floors, spot clean walls and doors, clean all glass, empty the trash and replace liners iii. Clean ticket window iv. Clean the restrooms

v. Pick up all trash and debris, (including gum), on the bus island, sidewalks, roadways, parking lots, and landscaped areas

(including landscaped area along the sidewalk on River Road) vi. Empty trash containers and replace liners vii. Clean the exterior and interior of trash cans and lids viii. Clean drinking fountains ix. Empty cigarette urns x. Wipe down all benches xi. Wipe down all emergency call boxes xii. Wipe all railings xiii. Sweep or blow down all walkways, sidewalks and ramps xiv. Spot clean hardscapes, canopies and light poles xv. All collected trash shall be transported to the West Division for disposal in the event that no dumpster is at Facility and transport vehicle shall be kept at West Division yard xvi. Replace building light bulbs as needed xvii. Check exterior lighting and schedule replacements in accordance with Contractor’s workflow process as needed b) Weekly Services.

On a weekly basis Contractor shall perform the following work.

i. Clean all signs and plaques, including schedule holders ii. Sweep out interior of generator enclosure and remove all trash and debris iii. Dust all building furniture and other dust collecting areas c) Bi-weekly Services. On a bi-weekly basis, Contractor shall perform the following work. i. Pressure wash the bus island, sidewalks and ramps, bus turn around, parking areas and remove any oil stains and gum ii. Bus turnaround, parking areas and cleaning of any oil stains and gum shall be cleaned with a ride on sweeper / scrubber. iii. Contractor shall provide a minimum of 2,000 psi hot water pressure washer d) Monthly Services. On a monthly basis, Contractor shall perform the following work.

i. Wax or polish all station signs ii. Detail clean all surfaces of canopies, speaker covers, emergency call boxes, light fixtures, LCD sign boards, light poles, schedule holders and drinking fountains iii. Dust, sweep and mop all utility rooms iv. Dust and polish building furniture v. Clean window ledges and shelves vi. Clean all windows inside and outside

2. Preventative Maintenance . Contractor shall perform preventative maintenance on the Facility and Equipment in accordance with O&M Manuals or as accepted by NCTD within 30 days of notice to proceed (NTP). Within 30 days of NTP,

Contractor is to provide to NCTD a schedule for all Preventative Maintenance items, including but not limited to Landscape, HVAC, Pest Control, Generator,

Backflow Preventer, Filters and Fans, Storm drains, Roadways, Fences and

Gates, Carpet and Floors. NCTD will review schedule and scheduled activities for completeness and accuracy and once accepted by NCTD, Contractor shall be responsible for ensuring maintenance is performed in accordance with schedule.

3. Additional Duties. a) Contractor shall be responsible for permit fees and regulatory work including but not limited to permit application fees to applicable regulating agencies, spill prevention and clean up kits and materials as required. b) Contractor shall be on-call twenty-four (24) hours per day, seven (7) days per week and immediately respond to all emergency issues relating to the Facility and Equipment maintenance. c) Contractor to perform as needed and as allowed for within the Facility

Engineer II job description, light painting, minor dry wall repairs, minor electrical and plumbing and installation of NCTD provided equipment or furniture.

D. SPECIFICATIONS

1. Landscape. a) Water and/or Irrigation: NCTD shall provide all water necessary for irrigation. Due to changing restrictions of the water district, irrigation shall be accomplished based upon the rules and restrictions in place at each

irrigation district. Damage to any plant material caused by irrigation restrictions is not the responsibility of the Contractor. The Contractor shall be responsible for Backflow certification and testing including all cost associated.

b) Automatic Irrigation: Shall be accomplished on a scheduled basis with such frequency and quantity as to promote healthy growth and where such irrigation is not in violation of irrigation restrictions. All lateral lines and irrigation heads to be repaired by Contractor at Contractor’s expense. Any damage to the i rrigation system caused by Contractor’s personnel will be replaced and repaired at Contractor’s expense.

c) Manual Irrigation: Shall be accomplished to promote healthy growth of plant material, using the same criteria as above.

d) Trees, Shrubs and Vines: Pruning, thinning and trimming of shrubs and trees, and training and trimming of vines shall be accomplished on a regular basis to maintain a neat appearance and promote healthy growth. Work will include removal of suckers, cross branches and dead wood. Staking and guying of trees shall be inspected regularly and changed as required to permit growth expansion and to prevent damage from chafing. Additional staking and guying of trees shall be deemed an extra. Pruning of trees above 12 feet shall be accomplished upon approval by NCTD and shall be billed as an extra.

e) Mulch: Will be applied as needed to currently mulched dirt areas. Mulch will match existing.

f) Ground Cover and Flower Bed: Maintenance shall consist of trimming ground cover where needed around trees, shrubs, etc. Beds will be weeded and cleaned of leaves and debris on a regular basis to maintain a neat and clean appearance.

g) Plant Material: Damaged by Contractor will be replaced at the

Contractor’s expense.

h) Fertilizer: Shall be applied as necessary to maintain healthy growth.

Shrubs and trees shall be fertilized at a minimum of once a quarter.

i) Hardscape Areas: Shall be cleaned of all landscaping debris, including grass clippings, leaves, etc. Cleanup of unusual debris is an extra (i.e.

storm damaged items that require an extra visit or debris requiring extra disposal).

j) Drainage Swales: In landscaped areas shall be cleaned by Contractor as necessary.

k) Minor Pest Control such as Insects, Disease, Fungus and Other Pest: on shrubs, ground covers, and lawns shall be controlled and accomplished as necessary at the Contractors expense. Any pre-existing conditions shall be noted within 30 days of NTP. With NCTD’s approval to proceed, the Contractor shall be reimbursed for the cost of correcting any such pre-existing conditions. Any unforeseen large scale infestations that are detrimental to plant growth are not the responsibility of the Contractor.

l) Rodent Control: Contractor shall be responsible for the cost of minor gopher and other rodent’s extermination. If there is a large infestation, the Contractor has the right to ask NCTD to bring in a rodent control specialist to bring problem under control at NCTD’s expense. m) Yearly Services: Trim 9 Canary Island Date Palms, Palms will be trimmed slightly above 180 degree (Horizontal) one or two rows of green, above horizontal. Remove all reachable seeds and seed stack. On

Canary Island Palms loose husk will be removed, loose husks mean loose enough to be removed with moderate force and needing no cutting tools to remove. All debris must be removed daily, and work must be performed under the direction of a certified Arborist.
