Main Facility Energy Saving
Lighting Fixture Upgrade
General:
The purpose for the following specifications is to describe the lighting upgrades of
all old obsolete and inefficient lighting fixtures throughout the facility.
Scope of Work:
All fixtures throughout the facility will be replaced or retro-fitted with new T-8
fixtures or LED fixtures as appropriate for the specified location. This particular
project consists of lighting fixtures in the Bus Storage garage, The Maintenance
garage, the Office area and the Exterior lighting on the building as well as parking
lot areas within the property. The project should keep budgetary constraints in
mind while also maximizing energy efficiency to the highest possible standards.
Completion Schedule:
We will be phasing this project into two separate phases, Phase I is to be
completed by January 1st, Phase II is to be completed by February 15th
(completion dates are subject to change). Contractor will be given a “notice to
proceed” with Phase II when funding has become available. Notice to proceed
may be given while Phase I is still underway.
Product specifics:
Wherever brand, manufacturer or product names are used, they are included
only for the purpose of establishing a description of minimum quality. This
inclusion is not to be construed as advocating or prescribing the use of any
particular brand, manufacturer or product. Whenever such names appear
approved equals will be accepted when the proper steps are followed as outlined
in APPROVED EQUALS AND DEVIATIONS FROM SPECS .
Phase I
Part I – Office Areas
The office area consists of 119 T-12 lay-in fixtures, 25 T-12 lamp wrap fixtures and
9 Incandescent lamp fixtures.
• Removal is required of the 119 T-12 lay-in fixtures and replacement with a
quantity and type of T-8 fixture or equivalent energy saving measure to
supply adequate lighting to this entire location.
• Removal is required of the 25 T-12 lamp wrap fixtures and replacement
with a quantity and type of T-8 fixture or equivalent energy saving measure
to supply adequate lighting to this entire location.
• Retro-fit the 9 incandescent lamps with long life CFL lamps.
• All restrooms should be equipped with occupancy sensors.
Part II – Maintenance Garage
The maintenance garage consists of 69 T-12 shop light style fixtures.
• Removal of these 69 T-12 shop light style 8’ fixtures and replace with a
quantity and type of T-8 fixture or equivalent energy saving measure to
supply adequate lighting to this entire location.
Part III – Parts Room / Re-build room
The Parts room and re-build room consists of 65 T-12 shop light style fixtures.
• Removal of these 65 T-12 shop light style 4’ fixtures and replace with a
quantity and type of T-8 fixture or equivalent energy saving measure to
supply adequate lighting to this entire location.
• New fixtures should be positioned directly over existing rows in parts area
for proper lighting as needed with occupancy sensors in each row.
• The re-build room should be equipped with occupancy sensors at
appropriate locations leading to the service door at West drive.
Part IV – Building & Grounds Storage Building
The B & G Storage building consists of 2 T-12 fixtures of 4’ length and 5 T-12
fixtures of 8’ length.
• Retro-fit of these 7 T-12 fixtures by replacing the ballast and lamps with a
type of T-8 lamp and ballast or equivalent energy saving measure.
• The B & G storage building should be equipped with occupancy sensors
Phase II
Part I - Bus Storage Garage
The bus storage garage currently consist of 55 – 150w Lo-Bay fixtures, 5 – 400w
Hi-Bay fixtures and 6 – 4’ 2 lamp T12 fixtures.
• Removal is required of these 66 fixtures and replacement with a quantity
and type of T-8 fixture or equivalent energy saving measure to supply
adequate lighting to this entire location.
• This area should also be equipped with occupancy sensors separated into a
minimum of three banks of lighting sequence.
• Two of the fixtures being replaced are in a wet location, over the bus wash,
and will need to be replaced with an appropriate wet location type of
fixture.
Part II – Exterior Bldg / Parking Lot
Exterior lighting around the employee parking lot currently consists of 5 – 400w
pole heads and in the office parking lot consists of 4 – 400w pole heads. Surface
mounted on the exterior of the building are currently 15 – 250w wall packs. One
400w fixture illuminates the Bay Metro sign on the front of the building, 2 – 250w
canopy lights located at the driver’s entrance. One recessed soffit fixture at the
front entrance canopy.
• Removal is required of 27 of these fixtures and replaced with an LED fixture
appropriate to supply the same amount of lighting coverage.
o Quote a deductive amount for alternative lighting other than LED
• A Retro-fit of the one recessed soffit fixture with a CFL lamp is acceptable
•
Each location should be considered separately to ensure adequate lighting
is obtained at the same level as before the replacement or retro-fit.
Equipment needs
Electrical contractor will be responsible to supply appropriate lifting device to
access all lighting fixtures inside both the bus storage garage and also the parking
lot pole lighting. Bay Metro does not have appropriate equipment needed to
reach parking lot pole lighting.
Electrical Supply
All electrical supply to lighting fixtures described within this specification are
either 277/480 in bus storage garage or 120/208/3 ph. in office areas and
Maintenance garage.
Salvage of used equipment
Information should be supplied with proposal explaining the disposal procedure
of all old obsolete T-12 lamps (ie: additional cost to Bay Metro or included in
proposal). Information should also be supplied regarding salvage of all old fixtures
being removed from facility (ie: discount to Bay Metro for scrap price of steel,
retro-fit possibilities for contractor to re-sell, etc. etc.). If all lamps and fixtures
will be left on site for disposal by Bay Metro please state that in your proposal.
Energy savings
Please state in your proposal the estimated amount of energy savings in dollars
that will be realized with the changeover of fixtures and lamps as you have
quoted. The hours of operation for each location described in this proposal are as
follows:
Office area
8am – 5pm
Maintenance
5am – 11pm
Parts / Re-build 5am – 11pm
B & G storage
6am – 4:30pm
Bus Storage
5am – 11pm
Exterior Bldg
Sunrise – Sunset (photo eye)
Warranties / Life rating / Savings
All warranty information, if any, must accompany the submitted proposal stating
length of coverage, items that are covered and other pertinent information. Also
include rated hours of operation of lighting fixtures as stated by manufacturer if
applicable. If you are proposing a different style of fixture other than what is
represented in this specification please show the advantages (yearly saving, etc.)
Rebates
All applicable rebates available with the Energy Smart Program or any other
available rebate program should be filed with the utility in conjunction with
request for final payment to Bay Metro. It will be the contractor’s responsibility to
ensure proper paperwork has been filed with the appropriate utility to receive
maximum rebates available to Bay Metro.
Continuous Progress
All proposals should include an estimated start and completion date. All
contractors are expected to keep a continuous progress toward completion of the
project so as not to interrupt the flow of everyday business any more than
necessary. Project is expected to be completed in a timely manner.
Criteria to be considered in awarding contract
1.) References of company ( include at least 3 with proposal)
2.) Installation time frame
3.) Years of experience in business
4.) Rebates available for energy saving measures
5.) Adherence to specifications
6.) Proposed energy savings
7.) Warranties available (lamps, ballasts, occ. sensors, etc.)
*Be sure that all of the above criteria are answered and available within
proposal packet or you may be deemed non-responsive.
*The criteria to be considered that is listed above has been placed in random
order of importance and all carry an equal value when evaluating this proposal
* All of the above criteria will be evaluated BEFORE price is considered.
