Canada Student Loans Program Service Provider Re-procurement APPENDIX D3: NEWFOUNDLAND AND LABRADOR SPECIFIC FUNCTIONAL REQUIREMENTS NOTE: The 2014 Newfoundland Budget announced the phasing out of NL Loans starting in 2015-16 and replacing them with up-front, non-repayable grants (with further details described in the appendix). This will have an impact on the requirements if implemented. Stream 1: Application, authentication and enrolment confirmation 5.1.4.1 Electronic Identity Verification Newfoundland currently validates basic personal information with the SIN registry at ESDC. Newfoundland clients have a username and password to access a secure NF web portal. Newfoundland will align with the CSLP identity verification approach. 5.1.4.1 Generation and Electronic Signature of Student Financial Assistance Agreements Newfoundland will align with the SP generation and electronic signature of student financial assistance agreements approach. 5.1.4.3 Pre-disbursement Enrolment Confirmation or Confirmation of PT-performed Enrolment Confirmation Students studying outside of Canada and at Memorial University (MUN) will have enrolment confirmed prior to SFSD sending the entitlement file to the SP. The SP will be responsible for obtaining confirmation of enrolment for all other students using an online ECE portal once the entitlement file is received. Once the SP has validated the CoE request with a designated institution, the SP will request the funds from the Province and CSLP to disburse to the students and/or the EIs. SFSD confirms enrolment for all out of country students. Once the completed confirmation of enrolment is received at SFSD, it will be processed. These confirmed enrolments will be included in the next entitlement file to be sent to the SP. The SP will request funds from the province and CSLP to disburse to the students and/or EIs. 5.1.4.5 Part-time Student Financial Assistance Planning NL does not have a provincial part-time loan or grant program. NL administers the CSLP part-time program using the current CSLP provided application form. NL will communicate part-time loans and grants entitlements to the SP by the entitlement file. Stream 2: Disbursement 5.2.3.1 Processing entitlement files Once a student loan application is successfully assessed and the MSFAA processed by the Service Provider, an ECE record will be created by SFSD and sent electronically to the Service Provider in a nightly batch file. This file will include a list of all student entitlements for whom a valid MSFAA is on file, whose PSCD is within 21 days, and identity which of the students NSLSC must obtain confirmation of enrolment for. Newfoundland sends the entitlement file daily. SP only applies CSLP restrictions. 5.2.3.3 Authorized disbursement requests to PWGSC Newfoundland will review with the successful Bidder to align their specific requirements. 5.2.3.4 Integrated provincial approvals and fund transfers NL will specify requirements under their individual contract requirement appendices. 5.2.3.6 Provincial Disbursements to Clients and Schools Individual EIs will establish EFT processes with the SP. The disbursement to clients will be part of the MSFAA process in obtaining banking information. Issuing a cheque should only be a last resort. Newfoundland would like set timelines for how long it will take the SP to issue authorized disbursements. As tuition refunds are generated at the EI level currently at the ECE web portal, this functionality needs to be maintained. Electronic fund capabilities between the SP and the EI needs to be in place. NL has grants that are to be disbursed the same as NL loans and is open to remittance by EIs. Stream 3: Client Information at the Service Provider 5.3.3.3 Authorized delivery partner tools for complex case review and management NL is supportive of online tools to access the information that is key to resolving complex cases. Stream 4: In-study Account Management 5.4.3.2 Confirmation of enrolment processes updating and confirming study periods, and ad hoc study period adjustments Electronic Confirmation of Enrolment The SP will be responsible for obtaining confirmation of enrolment for all students except for students attending MUN/MI and out of country. SFSD will obtain confirmation of enrolment for MUN/MI student via a direct electronic link between MUN and SFSD. Students attending out of country EIs will be mailed a paper confirmation of enrolment which they must have completed by their EI and returned to the SFSD office. SFSD will create an electronic file and forward to the SP; this file will identify the students for whom the SP must request confirmation of enrolment for and students for whom SFSD have already obtained confirmation for. For the students whose enrolment has already been confirmed by SFSD, the SP will request funds from the province and CSLP to disburse to the students and/or the EIs. For students who the SP is required to obtain confirmation of enrolment, they will send an electronic file to each EI via the secure web portal requesting confirmation of enrolments. 5.4.3.3 Administration and Application of Client Account Restrictions The SP assists NL in managing files which are in default – RTGs, CRA and rehab. Newfoundland does not charge interest on Newfoundland loans. Stream 6: Repayment Management Measures NL is fully aligned with CSLP on all repayment management measures. 5.6.3.2.1 Client applies for RAP (Stage 1, Stage 2 or RAP-PD) NL is aligned with the CSLP RAP. 5.6.3.9 Integrated Provincial Remission-Based Programs Newfoundland and Labrador Debt Reduction Grants This program allows for up to the full amount of the provincial portion of a student loan to be converted into a non-repayable grant. There is no application process. Students are automatically assessed after the Student Financial Services Division receives notification that the student has graduated. Eligibility Successfully complete at least 80% of a full course load each semester or academic year as determined by the school; Apply and are deemed eligible for loan assistance for at least half of the required length of the program** and borrow in excess of $165 per week of study during a semester or academic year; and Within 10 years after the program start date, graduate from a post-secondary program within the province that is at least 80 weeks in duration. NL Early Childhood Education Grant No application is required. The Student Financial Services Division will notify you if you meet the eligibility requirements. If you qualify, the outstanding balance of the provincial loan borrowed while you were studying Early Childhood Education will be forgiven by converting into a non-repayable grant upon confirmation that you have met all requirements. Eligibility: Graduate from an approved Early Childhood Education program within the province; Have applied and been deemed eligible for assistance for at least half of the required length of the program; Borrow more than $165 per week of study during a given semester; Completed the program within the normal length of the program plus a grace period of up to one academic year (two semesters); and Obtain full-time employment (at least 30 hours per week) in a licensed family home or child-care centre within the province for a period of at least 24 months. (The educational institution will determine the percentage of a full course load that students are taking.) This requirement may be reduced to 60% of a full course load upon submission of a Reduced Course Load Request Form for the following students: 1. A single parent who has a child (or children) under 12 years of age and who: is carrying at least 60% of a full course load that includes at least one university credit course requiring lab time in addition to regular classroom time; or has a child (or children) with special needs; or has other personal circumstances that merit special consideration. 2. A student who has: o a severe medical condition; or o recently experienced a trauma that merits special consideration; or o other documented extenuating circumstances. Students with Permanent Disabilities: Same as Canada Student Loan Program Provincial assistance Depending on the assessed need, students may be eligible to receive up to $140 per week of study in provincial loans and grants. Newfoundland and Labrador Student Loans For 2013-14, the first $60 of the $140 weekly maximum provided by the province is in the form of a repayable student loan. For 2014-15, the first $40 of the $140 weekly maximum provided by the province is in the form of a repayable student loan. For 2015-16 and beyond, no loans and all grant to a maximum of $140 per week. For out of province students enrolled in programs deemed not eligible for the enhanced grant, the first $60 of the $140 weekly maximum provided by the province is in the form of a repayable student loan 1 NL will be maintaining a dual provincial Loans program and a grants program for students in specific situations – i.e., those attending programs of study at EI’s outside the Province which are offered in the province; NL will be maintaining the potential for all students to have a repayment mechanism for the Loans program under a conversion system when ineligible grants are converted to repayable student loans; The current disbursement process forces 2 disbursements for every student for every period of study – i.e., NL student loans at the beginning of the semester followed by NL student grants at the half-way point; once the full system of grants are implemented in 2015, only one disbursement will occur (planned for the beginning of the semester) per period of study for the majority of students. Mathematically, a 50% reduction in the number of disbursements would not be an unreasonable expectation. However, the cash value of the disbursements is not expected to grow greatly. For 2014-15, if the assessed need for the provincial portion (i.e., 40%) exceeds $40 per week, the remaining amount (up to a maximum of $100 per week) will be issued in the form of a non-repayable grant. For 2015-6 and beyond, the assessed need for the provincial portion (i.e., 40%) will be in the form of a grant. Provincial grants will be issued at the start of classes with all other forms of assistance. There is no separate application for the grant; eligibility is determined when students apply for a student loan for fulltime studies. This grant will be deposited directly into their bank account by the NSLSC. Note: For 2013-14, eligible Memorial University medical students can receive up to $200 per week in provincial assistance; $110 in loans and $90 in grants. For 2014-15, eligible Memorial University medical students can receive up to $200 per week in provincial assistance; $75 in loans and $125 in grants. For 2015-6 and beyond, eligible Memorial University medical students can receive up to $200 per week in provincial assistance, all in the form of grants. Newfoundland and Labrador Debt Reduction Grants This program allows for up to the full amount of the provincial portion of a student loan to be converted into a non-repayable grant. There is no application process. Students are automatically assessed after the Student Financial Services Division receives notification that the student has graduated. Eligibility Students are eligible for a Debt Reduction Grant if: successfully complete at least 80% of a full course load each semester or academic year as determined by the school; apply and are deemed eligible for loan assistance for at least half of the required length of the program** and borrow in excess of $165 per week of study during a semester or academic year; and within 10 years after the program start date, graduate from a post-secondary program within the province that is at least 80 weeks in duration. Early Childhood Education Grant No application is required. The Student Financial Services Division will notify you if you meet the eligibility requirements. If you qualify, the outstanding balance of the provincial loan borrowed while you were studying Early Childhood Education will be forgiven by converting into a non-repayable grant upon confirmation that you have met all requirements. Students qualify if: graduate from an approved Early Childhood Education program within the province; have applied and been deemed eligible for assistance for at least half of the required length of the program; borrow more than $165 per week of study during a given semester; completed the program within the normal length of the program plus a grace period of up to one academic year (two semesters); and obtain full-time employment (at least 30 hours per week) in a licensed family home or child-care centre within the province for a period of at least 24 months. Page 6 of 11 CSLP Service Provider Re-procurement APPENDIX D3: NEWFOUNDLAND AND LABRADOR SPECIFIC FUNCTIONAL REQUIREMENTS Repayment Assistance Plan (RAP) Same as Canada Student Loan Program Loan Forgiveness Program (provincial program) If a borrower has a permanent disability and is experiencing exceptional hardship repaying their loan, due to their disability, the borrower may apply to have their loan forgiven under the Permanent Disability Benefit (PDB) and/or the Loan Forgiveness Program. PDB is a federal program and will consider federal student loans. Borrowers must contact the NSLSC and request an application for PDB. The NSLSC will transfer the call to the CSLP Client Relations and a PDB application package will be forwarded directly to the borrower. Completed applications must be returned to CSLP. Loan Forgiveness is a provincial program which generally follows the direction of the federal government. Only in cases of non-integrated loans will borrowers be required to submit a separate application. This application can be obtained by contacting SFSD . Eligibility To qualify for both programs, borrowers must meet two specific eligibility criteria: meet the definition of permanent disability; and be experiencing exceptional financial hardship with their repayment obligations due to their disability. CSLP or SFSD will determine a borrower’s financial ability to repay their loan by taking into account a borrower’s net family income which includes employment earnings, investments, financial assistance through social programs and monetary gifts. Uninsured medical expenses are taken into consideration. In addition to the eligibility criteria listed above, there are specific criteria borrowers must meet depending on the type of loan they have: For federal loans negotiated prior to August 1st, 1995: permanent disability may occur at any time (prior to, during, or following post-secondary studies) For federal loans negotiated, for full-time students, between August 1st, 1995 and July 31, 2000: permanent disability must have occurred before the first day of the seventh month from the end of the last confirmed period of study. For federal loans negotiated, for part-time students, between August 1st, 1995 and July 31, 2000: permanent disability must have occurred before the day on which the borrower entered into a loan agreement with the lender(s) (financial institution(s)). For federal and provincial (Integrated) loans negotiated on or after August 1st, 2000: Federal Requirement: permanent disability may occur at any time (prior to, during, or following post-secondary studies). Provincial Requirement: permanent disability may occur at any time prior to the borrower entering repayment.
