1. Introduction

Laing O’Rourke is required as part of its accreditation criteria to have procedures and standards in place for each aspect of the asset lifecycle specified in its Notice of Accreditation as a Rolling

Stock Operator which includes the following:

• Commissioning

• Repair and maintenance

• Modification

• Operation

• Decommissioning

2. Purpose

The purpose of this Procedure is to advise Laing O’Rourke personnel involved in the decommissioning and disposal of rolling stock of the processes to be applied during the decommissioning and disposal phase.

3. Scope

This Proce dure applies to all items of rolling stock owned by Laing O’Rourke for the railway operations they will be engaged in across Australia that are required to be decommissioned or disposed of.

Whilst the decommissioning and disposal process will be generic across the country, there may be specific requirements set by the relevant State and Territory Rail and/or Work Health and

Safety Regulators that could impact on the generic process developed.

Should there be legislative criteria to be applied that will take preference over any generic issue contained in this Procedure.

4. Definitions

Rail Infrastructure Manager

(RIM)

The person who has effective management and control of the rail infrastructure of a railway

Railway Operations (a) The construction of a railway, railway tracks and associated track structures or rolling stock

(b) The management, commissioning, maintenance, repair, modification, installation, operation or decommissioning of rail infrastructure

(c) The commissioning, maintenance, repair, modification or decommissioning of rolling stock

(d) The operation or movement, or causing the operation or movement by any means, of rolling stock on a railway (including for the purposes of construction or restoration of rail infrastructure)

(e) The movement or causing the movement, of rolling stock for the purposes of operating a railway service

A vehicle that operates on or uses a railway and includes a locomotive, carriage, rail car, rail motor, light rail vehicle, train, tram, light inspection vehicle, self-propelled infrastructure maintenance vehicle, trolley, wagon or monorail vehicle, but does not include a vehicle designed to operate both on and off a railway when the vehicle is not operating on a railway.

A person who has effective management and control of the operation or movement of rolling stock on rail infrastructure and in the case of Laing O’Rourke has an accreditation in terms of the relevant Rail Safety Act as a rolling stock operator.

5. Responsibilities

Laing O’Rourke will delegate authorities to relevant personnel responsible for the decommissioning and disposal of rolling stock and these authorities will be contained in the position description of the relevant person.

The processes developed by the Rail Plant Manager for the decommissioning and disposal of rolling stock will be aligned to the criteria set out in AS4292.3 and meet the legislative criteria assigned to Laing O’Rourke through the respective Notices of Accreditation as well any conditions imposed by any other external party.

The Rail Plant Manager will authorise key personnel at respective rolling stock branch locations to arrange for the retraction of registration process to be applied in accordance with the Rail

Infrastructure M anager’s rolling stock operating conditions where items of rolling stock have been decommissioned or disposed of.

Notification of such actions must be communicated to the Rail Safety and Compliance Manager for any rail safety actions that may be required to be taken.

7. Process

Decommissioning and disposal of rolling stock needs to be managed in a formal process from the time an item of rolling stock or plant is identified for disposal through to the disposal itself.

There is a requirement throughout the period in which an item is to be disposed of to maintain operational integrity during decommissioning.

The process for the decommissioning of rolling stock or their components, their removal and means of ensuring that inappropriate operation is prevented prior to disposal is defined below.

The following issues need to be incorporated in the disposal process:

• Means of physically identifying each decommissioned item of rolling stock by appropriate marking

• Processes for the movement of decommissioned items of rolling stock, including identification of persons authorised to allow such movement

• Gaining approval to dispose

• Advice to others of its intended disposal

• Risk management to ensure so far as is reasonably practicable (SFAIRP) all hazards identified and advised as appropriate

• Removal of items by a competent person

• Cancellation of registration previously issued by the Rail Infrastructure Manager

• The need to maintain safe operations during decommissioning, scrapping and disposal

• The need to ensure SFAIRP that the condition of decommissioned material and equipment is clearly identified

• The need to prevent inappropriate reuse of decommissioned item through appropriate tagging and isolation

• Eliminate SFAIRP public hazards for both short and long term

• Selling or transferring used plant to advise purchaser or intended owner in writing of any faults

• Provide all available information relating to WH&S

• Provide information, data or certificate relating to certification as defined in WH&S legislation

• Plant suitable only for scrap to be advised to purchaser in writing that it can only be used for scrap and Select to ensure destruction certificate is received

• Hazardous material to be appropriately removed or advised of to the new owner

• Provide records of the item of rolling stock

The Area Manager will advise the Rail Plant Manager of any items of plant which has:

• Reached its economic life

• Become surplus to the requirement of Select Plant

• Has been destroyed beyond economical repair

The Area Manager must ensure that the plant or rolling stock identified in this way is clearly labelled to prevent its further use and ensure that any subsequent movement necessary on rail can be made safely.

The Rail Plant Manager will ensure that the disposal forms are completed and forwarded to the

Asset Management Team and that appropriate authority is obtained before the disposal of the item of Plant or Rolling Stock.
