Typical Service Installations Figure 3 Instrument Transformer Metering Page 15 Section 1 - Page 3 Commercial & Industrial Metering Guide Qulliq Energy Corporation Revenue Metering Standards 6.0 Services Requiring Instrument Transformer Meters 6.1 Scope Metering Transformers shall be used to meter all services where the main switch exceeds 200 Amperes or the voltage exceeds 250 Volts, and shall be installed in approved metal enclosures on the load side of the main switch. 6.2 Supply of Metering Equipment The Qulliq Energy Corporation shall supply all revenue meters, test blocks, secondary wiring and associated equipment unless otherwise stated. The Qulliq Energy Corporation will supply metering transformers. The customer shall be responsible for their installation and primary connection. The Qulliq Energy Corporation will deliver metering transformers to the job site or at the request of the contractor arrangements will be made to ship them to the Switchboard Manufacturer’s Plant. The customer shall supply the meter cabinet, the instrument transformer cabinet, the interconnecting conduit between the cabinets and all hardware, bus work, termination and / or cable required for the primary connections to the current transformers. 6.3 Meter Cabinets A separate meter cabinet shall be provided for each service requiring instrument transformer type metering. Meter cabinets shall be made of sheet steel of a minimum of 16 gauge, and be constructed in accordance with the appropriate CSA Specifications, and be of a minimum size as designated in Appendix A, Table 1. If meter cabinet is installed outside of the buildings by the customer, meter cabinet should be weatherproof. All meter cabinets shall be equipped with a sheet steel, removable, interiormounting panel of a minimum of 12 gauge. Section 1 - Page 4 Commercial & Industrial Metering Guide Meter cabinets shall be equipped with hinged doors that are not removable when in the closed position. The doors shall be equipped with a latch or latch handle combination. Provision shall be made for securing the doors with the Qulliq Energy Corporation padlock or seal. 6.4 Instrument Transformer Cabinets A separate instrument transformer cabinet shall be provided for each metering circuit. The instrument transformer cabinet shall be made of sheet steel and be constructed in accordance with the appropriate CSA Specifications. Minimum dimensions and metal gauges shall be as outlined in Appendix A, Table 1. All instrument transformer cabinets shall be equipped with a sheet steel, removable, interior-mounting panel of a minimum of 12 gauge. The instrument transformer cabinet shall be equipped with vertically hinged doors that are non-removable when in the closed position. These doors shall have provision for the attachment of the Qulliq Energy Corporation padlock or seal in the form of sealing tabs, hasps or sealing screws. 6.5 Conduit Requirements A metal conduit of not less than 3cm nominal diameter for the exclusive use of the Qulliq Energy Corporation shall be installed between the instrument transformer cabinet and the meter cabinet. The conduit shall be terminated with lock nuts and bushings, except where threaded hubs are supplied. No LB’s or similar conduit fittings, which allow access to the metering circuits, shall be allowed except when a CSA approved sealable “L” fitting is used. If such fittings are used they must be clearly visible. When it is necessary to route revenue metering secondary wires through compartments other than those reserved for the Qulliq Energy Corporation, a conduit or suitable metal raceway shall be installed through such compartments for the exclusive use of the Qulliq Energy Corporation. 6.6 Meter Types Bottom-connected meters will be used on all services. 6.7 Metering Equipment Location (See Appendix D) The meter and metering equipment shall be installed as near as practical to the main switch. Section 1 - Page 5 Commercial & Industrial Metering Guide (i) For a transformer vault, where the Qulliq Energy Corporation supplies transformers, the customer shall provide secondary metering cabinet as near as practical to the vault and on the load side of the main switch. (ii) For Pole, structure, or pad mounted transformers the metering equipment shall normally be located indoors on the load side of the main switch. However an outdoors-weatherproof cubicle may be installed by the customer at a mutually acceptable location to accommodate the metering transformers and the meter. A metal compartment (Refer to the outlined in Appendix A) minimum with barriers shall be provided in or on the cubicle to isolate the revenue meter. A removable hinged metal back shall be provided in the meter compartment. The cubicle and compartment shall be equipped with hinged doors and pad-locking facilities. The doors shall have at least 15cm of clearance from the concrete base. The cubicle shall be equipped with three point latching. A minimum 3cm-wire way shall be provided between the meter and the instrument transformer compartment. The Qulliq Energy Corporation will consider where feasible and at the request of the customer metering on the primary side of transformation. On both single and 3-Phase services an instrument transformer cabinet shall be provided by the customer according to Appendix A, Table 1. On both single and 3-Phase services, a meter cabinet shall be provided by the customer according to Appendix A, Table 2. The instrument transformer cabinet and the meter cabinet shall be interconnected with a 3cm conduit having a maximum length of 8m. The meter location shall be not less than 1.6m or more than 1.8m above the finished floor. (Measurement to the meter face) The meter cabinet must be level on the horizontal and vertical planes. All equipment must be located in a clean, readily accessible area free from severe or continual vibration. 6.8 Mounting and Connection of Metering Equipment The customer will be responsible for mounting all cabinets and conduit, current and potential instrument transformers, making all primary connections to the current transformers and other equipment required for the Qulliq Energy Corporation revenue metering. Section 1 - Page 6 Commercial & Industrial Metering Guide The Qulliq Energy Corporation will be responsible for mounting and connection of the meter itself, all secondary wiring and primary wiring to the potential transformers where required. 6.9 Single Phase Requirements 6.9.1 Single Phase, 2 Wire Requirements The Qulliq Energy Corporation will supply the instrument transformers. The transformers will be installed in a metal cabinet on the load side of the main switch. Installation of the transformers and the primary connection of the current transformer shall be the responsibility of the customer. The grounded conductor shall be terminated in the instrument transformer compartment on an insulated terminal block complete with a 30-ampere screw lug. See Appendix C, Figure 1 6.9.2 Single Phase, 3 Wire Requirements A 3-wire current transformer will be supplied by the Qulliq Energy Corporation and installed in a metal cabinet on the load side of the main switch. Installation and primary connection of the current transformer shall be the responsibility of the customer. For this type of service, no connection block is required for the neutral conductor. See Appendix C, Figure 2. 6.10 Network Requirements The Qulliq Energy Corporation will supply the instrument transformers to the customer. The instrument transformers shall be installed in a metal cabinet on the load side of the main switch. Installation of the instrument transformers and the primary connection of the instrument transformers shall be the responsibility of the customer. The neutral conductor shall be terminated in the instrument transformer compartment on an insulated terminal block complete with a 30-ampere screw lug. See Appendix C, Figure 3. 6.11 Three Phase Requirements 6.11.1 Ungrounded Delta Services Section 1 - Page 7 Commercial & Industrial Metering Guide The Qulliq Energy Corporation will supply the instrument transformers to the customer. The instrument transformers shall be installed in a metal cabinet on the load side of the main switch. Installation of the instrument transformers and the primary connection of the instrument transformers shall be the responsibility of the customer. The phase – B or centre phase conductor shall be terminated in the instrument transformer compartment on an insulated terminal block complete with a 30ampere screw lug. See Appendix C, Figure 4. 6.11.2 Wye Connected Services The Qulliq Energy Corporation will supply the instrument transformers to the customer. The instrument transformers shall be installed in a metal cabinet on the load side of the main switch. Installation of the instrument transformers and the primary connection of the instrument transformers shall be the responsibility of the customer. The neutral conductor shall be terminated in the instrument transformer compartment on an insulated terminal block complete with a 30-ampere screw lug. On services where the appropriate neutral bus or conductor does not pass through the instrument transformer compartment a copper or aluminum bus (2cm X 32mm minimum) shall be extended from the system neutral conductor or bus into the instrument transformer compartment. A 30-ampere screw lug shall be provided on the bus in the instrument transformer compartment. See Appendix C, Figure 5. 6.11.3 Four Wire Delta Connected Services The Qulliq Energy Corporation will supply the instrument transformers to the customer. The instrument transformers shall be installed in a metal cabinet on the load side of the main switch. Installation of the instrument transformers and the primary connection of the instrument transformers shall be the responsibility of the customer. The neutral conductor shall be terminated in the instrument transformer compartment on an insulated terminal block complete with a 30-ampere screw lug. On services where the appropriate neutral bus or conductor does not pass through the instrument transformer compartment a copper or aluminum bus (2cm X 32mm minimum) shall be extended from the system neutral conductor or bus into the instrument transformer compartment. A 30-ampere screw lug shall be provided on the bus in the instrument transformer compartment. See Appendix C, Figure 6.
