1. Kohler Generator has been approved as an equal. (Attached)
2. ASKA Generator and ASCO Switch have been approved as an equal. (Attached)
QUESTIONS & ANSWERS:
Question #1: I saw the Liquidated Damages of $500 per day. However, I can’t find the
completion time for the project to know when the LDs will kick in.
Can you please let me know the completion time so I can provide to my
surety?
Answer #1:
The projects will take place during the summer months due to the
locations being at active schools in the Parish. The students will be out of
school from May 27th – August 12th, 2016 and the installation will occur
during that timeframe.
The generators will need to be prepared for delivery no later than 13
weeks from the issuance of the notice to proceed.
We reserve the right to extend to liquidated damages timeframe if realtime conditions present obstacles that could not make it possible.

Question #2: Is there any information on where the NEMA 1 Automatic Transfer
Switch is to be installed? It will need to be installed inside a building and
the contractor is required to set this piece of equipment in place.
Answer #2:
Since this ATS is located indoors, the winning bidder will only be
responsible for delivering the NEMA 1 Automatic Transfer Switch to the
jobsite. The construction contractor will be responsible for storing and
installing the ATS.
Question #3: Please clarify that the contractor is not responsible to refill the fuel tank
after load bank test.
Answer #3:
The Generator vendor will be responsible for a full tank of diesel after the
completion of the start-up and 4 hour load bank test on the new generators.
Question #4: Please clarify whether the fuel tank needs to be a 24 hour tank or have a
1000 gallon capacity.
Answer #4:
The required capacity of the generators sub base fuel tank is 1000 gallons.
Question #5: One question I need clarification on. Under the section for the sound
attenuated enclosure. I believe it reads 73 dba at 23 feet under no load and
86.1 dba at 23 feet under full load. Is this correct?
Answer #5:
The bid requirement for sound attenuation on the generator is 73 dba at 23
feet under no load and 86.1 dba at 23 feet under full load.

The Decision-Makerr 550 generator set controller provides
advanced control, system monitoring, and system diagnostics

Controller Functions
The control functions apply to both the ECM and non-ECM equipped
models unless noted otherwise.
D AC Output Voltage Adjustment
The voltage adjustment provides keypad adjustment in 0.1 volt
increments of the average line-to-line AC output voltage with a
maximum adjustment of 10% of the system voltage.
D Master Switch Fault
The generator set master switch has fault detection at four levels:
1) master switch to off, 2) master switch open, 3) master switch
error, and 4) master switch not in auto. Each of these faults/
warnings provides local display, alarm horn on, and activates
a relay driver output (RDO). By placing the master switch to the
off/reset position, all generator set faults can be reset.
D Alternator Protection
The controller firmware provides generator set overload and short
circuit protection matched to each alternator for the particular
voltage/phase configuration.
D Modbusr Interface
The Modbusr interface provides industry standard open protocol
for communication between the generator set controller and other
devices or for network communications.
D Automatic Restart
The controller automatic restart feature initiates the start routine
and recrank when the generator set slows to less than 390 rpm
after a failed start attempt.
D Number of Starts
Total number of generator set successful starts is recorded and
displayed on the local display and remote PC monitor. This
information is a resettable and total record.
D Battleswitch (Fault Shutdown Override Switch)
The battleswitch input provides the ability to override the fault
shutdowns except emergency stop and overspeed shutdown in
emergency situations and during generator set troubleshooting.
D Programming Access
The setup access and programming information is password
protected. When locally accessing programming information, the
PM (programming mode) LED flashes. When remotely accessing
programming information, the PM LED is steady.
D Clock and Calendar
Real-time clock and calendar functions time stamp shutdowns for
local display and remote monitor. Also use these functions to
determine the generator set start date and days of operation.
D Cooldown Temperature Override
This feature provides the ability to bypass (override) the cooldown
temperature shutdown and force the generator set to run for the full
engine cooldown time delay. Also see Time Delay Engine Cooldown
(TDEC).
D Cyclic Cranking
The controller has programmable cyclic cranking. The customer
selects the number of crank cycles (1--6) and the crank time from 10
to 30 seconds. The crank disconnect depends upon the speed
sensor input information or the generator frequency information.
The default cyclic crank setting is 15 seconds on, 15 seconds off
for three cycles.
D Digital Voltage Regulator
The digital voltage regulator provides 0.25% no-load to full-load
regulation.
D Display Power Shutdown
To conserve battery power, the display turns off after 5 minutes of
inactivity. Pressing any keypad button activates the display.
D ECM Communication
The controller monitors ECM communication links and provides fault
detection for oil pressure signal loss, coolant temperature signal
loss, and ECM communication loss. Each of these faults provides
local display, alarm horn ON, and relay driver output (RDO) on ECM
models only. See Controller Diagnostics following for additional
information.
D Idle Speed Function
Idle speed function provides the ability to start and run the engine
at idle speed for a selectable time period. The engine will go to
normal speed should the temperature reach warm-up before the
time delay is complete.
D Lamp Test
Keypad switch verifies functionality of the indicator LEDs, alarm
horn, and digital display.
D Programmed Run
The programmed run function provides user-selectable time for a
one-time exercising of the generator set. The controller does not
provide weekly scheduled exercise periods.
D Remote Reset
The remote reset function resets faults and allows restarting of the
generator set without going to the master switch off/reset position.
The remote reset function is initiated via the remote reset digital
input.
D Running Time Hourmeter
The running time hourmeter function is available on the local display
and remote monitor. The information displayed uses real time
loaded and unloaded run time as an actual and resettable record.
D Self-Test
The controller has memory protection and a microprocessor
self-test.
D Starting Aid
The starting aid feature provides control for an ether injection
system. This setup has adjustable on time before engine crank from
0 to 10 seconds. This feature is also part of the remote
communication option.
D Time Delay Engine Cooldown (TDEC)
The TDEC provides a user-selectable time delay before the
generator set shuts down. If the engine is above the preset
temperature and unit is signalled to shut down, unit will continue to
run for the duration of the TDEC. If the engine is at or below the
preset temperature and unit is signalled to shut down or the TDEC is
running, unit will shut down without waiting for the time delay to
expire. Also see Cooldown Temperature Override.

The TDES provides a user-selectable time delay before the
generator set starts.

Controller Diagnostics
The controller features warnings and shutdowns as text messages on
the vacuum fluorescent display. See the table below.
Warnings show yellow LED and signal an impending problem.
Shutdowns show red LED and stop the generator set.
User-Defined Common Fault and Status. The user customizes
outputs through a menu of warnings, shutdowns, and status conditions.
User defines up to 31 relay driver outputs (RDOs) (relays not included).

Communication and PC Software Available Options

- Local Single Connection. A PC is connected directly to the
device communication module with an RS-232 cable for
applications where the PC is within 15 m (50 ft.) of the device or
RS-485 cable for applications where the PC is up to 1220 m
(4000 ft.) from the device.
Other Available Options
- Common Failure Relay remotely signals auxiliary fault, emergency
stop, high engine temperature, low oil pressure, overcrank, and
overspeed via one single-pole, double-throw relay with 10-amp
contacts at 120 VAC or 28 VDC maximum.
- Run Relay provides a three-pole, double-throw relay with 10-amp
contacts at 120 VAC or 28 VDC maximum for indicating that the
generator set is running.
- Controller Cable enables remote mounting of the controller with
distances of up to 12 m (40 ft.) from the generator set.
- Local Area Network (LAN). A PC is connected directly to the
device’s local area network. A LAN is a system of connecting
more than one device to a single PC.
- Remote Network (Ethernet): A PC with a NIC card uses an
Ethernet connection to access a remotely located converter

- Float/Equalize Battery Charger with Alarm Feature signals

- Prealarm Kit for NFPA 110 (gas fuel models only) warns the
operator of low fuel pressure. Select the kit based on LP vapor or
natural gas, combination dual fuel, or LP liquid withdrawal.
- Prime Power Switch prevents battery drain during generator set
non-operation periods and when the generator set battery cannot be
maintained by an AC battery charger.
- Remote Audiovisual Alarm Panel warns the operator of fault
shutdowns and warning conditions. Kit includes common fault lamp
and horn with silence switch.
- Remote Emergency Stop Panel immediately shuts the generator
set down from a remote station.
- Remote Serial Annunciator (RSA) Panel enables the operator to
monitor the status of the generator set from a remote location, which
may be required for NFPA 99 and NFPA 110 installations. Uses

Float/Equalize Battery Charger
Standard Features
D Kohler automatic battery chargers feature two
charging modes to keep lead-acid and nickelcadmium batteries fully charged without
overcharging. The battery charger automatic
float-to-equalize operation maintains battery
voltage with no manual intervention.
D Temperature compensation feature prevents
overcharging or undercharging battery at high/low
ambient temperatures.

Automatic Float to Equalize
Battery Voltage
Charging Current
When the battery loses its charge, the battery charger
operates in the High Rate Constant Current Mode until
the battery voltage rises to the preset equalize level.
At the preset equalize level, the battery charger switches
to the constant voltage Equalize Mode until the current
required to maintain this voltage drops to 50% of the
battery charger’s high rate current.

The battery charger then switches to the lower constant
voltage Float Mode when the battery nears full charge.
The battery charger continues to operate in this mode
until AC input power disconnects or the current required

Temperature Compensation
The battery charger compensates for battery temperature
using a negative temperature coefficient. The battery
charger provides temperature compensation of --2 mv/°C
per cell over the ambient temperature range of --40°C up
to 60°C. The temperature compensation automatically
adjusts the float and equalize voltage settings to prevent
the battery from overcharging at high ambient
temperatures and undercharging at low ambient
temperatures.

Local Connections
A personal computer (PC) can communicate with generator set
controllers, transfer switch controllers, and power monitors using
local, remote modem, or remote network (Ethernet) connections.
A PC connects directly to a device or network of devices with an
RS-232 cable or an RS-485 cable.

D A device in the following diagrams is any generator set
controller, transfer switch controller, or power monitor listed on
page 1 of this document. All devices must be configured for
Modbus communication.

length of 1220 m (4000 ft.). Use a terminating resistor on the

John Deere diesel engine, model 6135HFG84
The engine is of the heavy duty industrial type with 4 stroke compression ignition and is fitted
with all accessories to provide a reliable power supply. These accessories include, among others,
a cartgridge type dry air filter and a mechanical governor.
The engine cylinder block is cast in one piece cast iron, vertical cylinders inline overhead valves
and camshaft in block.
The cylinder head is made of special cast iron. The thermally loaded flame plate is efficiently
water cooled.
The crankshaft is forged in one piece in a high tensile steel.
Lubrication: forced lubrication via gear pump, special paper cartridge type filters, lubricant
cooling via heat exchanger on most versions.

Cooling System:
The engine cooling system is water cooled. The water cooled system is comprised of a radiator,
a pusher fan and thermostat. The alternator has its own internal fan to cool the alternator
components.
Standard operating temperature of the radiator is 122°F (50°C)

Horizontal axle alternator (synchronous three phase), on rolling bearings, selfventilated within the the room with low loss silicon-sheet stator bundle, electrolytic
copper winding with class H insulation.
The output electrical power is normally produced by a screen protected and dripproof, self-exciting, self-regulating, brushless alternator. Fine tuned to the output of
this generating set. Mounted on the top of the alternator is a sheet steel terminal box.
Alternator meets the following specs:

- Stator winding with 2/3 pitch for improved harmonics

Coupling:
Engine and alternator are firmly joined by a coupling cone that guarantees the proper
assembly coaxiality. Mono-support machines are also used. A special flexible disk is
used in the place of a flexible coupling.
Fuel Tank and Base Frame:
The engine and alternator are coupled together and mounted on a heavy duty steel
baseframe.
US made, UL142 listed, double wall, minimum 24 hours capacity at full load base
designed fuel tanks supplied as an option. Fuel tank comes standard with vent caps,
fuel sensors and fuel gauge.
Vibration Isolation:
The generator set is fitted with vibration isolators which are designed to reduce engine
vibration being transmitted to the foundation on which the generating set is mounted.
These isolators are fitted between the engine/alternator feet and the baseframe.
Silencer and Exhaust System:
Exhaust gases from the turbocharger are discharged toward atmosphere through a
silencer. These should be vented as high as possible, and must be prevented from reentering the engine via the charge intake, or polluting the radiator fins.

It is important to note that the turbocharger nozzles must always be free of loads.
Stainless steel exhaust compensator(s) is fixed on exhaust system of generator set.
Rain cap is installed to prevent water entering the silencer and the engine.
A residential or critical grade exhaust silencer is provided and installed inside the
canopy of the generating set. The silencer and exhaust system reduces the noise
emission from the engine and can direct exhaust gases to safe outlets.
The exhaust silencer is made of a carbon steel receiver containing a sound attenuator
and wave de-phasing system made of perforated steel and heavy rock wool. It is
asbestos free.

SPECIFICATIONS & OPTIONS
STANDARDS
Newage Stamford industrial generators meet the
requirements of BS EN 60034 and the relevant section
of other international standards such as BS5000, VDE
0530, NEMA MG1-32, IEC34, CSA C22.2-100, AS1359.
Other standards and certifications can be considered on
request.
VOLTAGE REGULATORS
AS440 AVR - STANDARD
With this self-excited system the main stator provides
power via the Automatic Voltage Regulator (AVR) to the
exciter stator. The high efficiency semi-conductors of
the AVR ensure positive build-up from initial low levels
of residual voltage.
The exciter rotor output is fed to the main rotor through
a three-phase full-wave bridge rectifier. The rectifier is
protected by a surge suppressor against surges
caused, for example, by short circuit or out-of-phase
paralleling.
The AS440 will support a range of electronic
accessories, including a 'droop' Current Transformer
(CT) to permit parallel operation with other ac
generators.
MX341 AVR
This sophisticated AVR is incorporated into the
Stamford Permanent Magnet Generator (PMG) control
system.
The PMG provides power via the AVR to the main
exciter, giving a source of constant excitation power
independent of generator output. The main exciter
output is then fed to the main rotor, through a full wave
bridge, protected by a surge suppressor. The AVR has
in-built protection against sustained over-excitation,
caused by internal or external faults. This de-excites
the machine after a minimum of 5 seconds.
An engine relief load acceptance feature can enable full
load to be applied to the generator in a single step.
If three-phase sensing is required with the PMG system
the MX321 AVR must be used.
We recommend three-phase sensing for applications
with greatly unbalanced or highly non-linear loads.
MX321 AVR
The most sophisticated of all our AVRs combines all the
features of the MX341 with, additionally, three-phase
rms sensing, for improved regulation and performance.
Over voltage protection is built-in and short circuit
current level adjustments is an optional facility.
WINDINGS & ELECTRICAL PERFORMANCE
All generator stators are wound to 2/3 pitch. This
eliminates triplen (3rd, 9th, 15th …) harmonics on the
voltage waveform and is found to be the optimum
design for trouble-free supply of non-linear loads. The
2/3 pitch design avoids excessive neutral currents
sometimes seen with higher winding pitches, when in
parallel with the mains. A fully connected damper
winding reduces oscillations during paralleling. This
winding, with the 2/3 pitch and carefully selected pole
and tooth designs, ensures very low waveform
distortion.
TERMINALS & TERMINAL BOX
Standard generators are 3-phase reconnectable with 12
ends brought out to the terminals, which are mounted
on a cover at the non-drive end of the generator. A
sheet steel terminal box contains the AVR and provides
ample space for the customers' wiring and gland
arrangements. It has removable panels for easy
access.
SHAFT & KEYS
All generator rotors are dynamically balanced to better
than BS6861:Part 1 Grade 2.5 for minimum vibration in
operation. Two bearing generators are balanced with a
half key.
INSULATION/IMPREGNATION
The insulation system is class 'H'.
All wound components are impregnated with materials
and processes designed specifically to provide the high
build required for static windings and the high
mechanical strength required for rotating components.
QUALITY ASSURANCE
Generators are manufactured using production
procedures having a quality assurance level to BS EN
ISO 9001.
The stated voltage regulation may not be maintained in
the presence of certain radio transmitted signals. Any
change in performance will fall within the limits of
Criteria 'B' of EN 61000-6-2:2001. At no time will the
steady-state voltage regulation exceed 2%.

The DSE7310 is an Auto Start
Control Module and the DSE7320 is
an Auto Mains (Utility) Failure Control
Module suitable for a wide variety of
single, diesel or gas,
gen-set applications.
Monitoring an extensive number of
engine parameters, the modules will
display warnings, shutdown and
engine status information on the
back-lit LCD screen, illuminated
LEDs, remote PC and via SMS text
alerts (with external modem).
The DSE7320 will also monitor the
mains (utility) supply. The modules
include USB, RS232 and RS485
ports as well as dedicated DSENet®
terminals for system expansion.
The extensive list of features includes
enhanced event and performance
monitoring, remote communications
and dual mutual standby (DSE7310
only) to reduce engine wear.
Both modules are compatible with
electronic (CAN) and non-electronic
(magnetic pick-up/alternator sensing)
engines and offer an extensive
number of flexible inputs, outputs
and extensive engine protections so
the system can be easily adapted to
meet the most demanding industry
requirements.
The modules can be easily
configured using the DSE
Configuration Suite PC software.
Selected front panel editing is also
available.
