History of Upstate New York District
At the Thirtieth Annual New York District Assembly, held at Beacon, N.Y., June 30 - July 4, 1937, a
recommendation proposing to divide the district, which included all of New York State, was introduced to the
assembly.
It was voted to refer this recommendation to the Board of General Superintendents for their decision.
During the summer the General Superintendents voted to allow the division, provided each district
would assume its own financial obligations without support from the General Church.
On Wednesday, September 22, 1937, at East Rockaway Church, Lynbrook, L.I., New York, at a meeting
presided over by Dr. J. G. Morrison, the southern part of the district voted to organize under the old name, New
York District.
On Friday, September 24, 1937, Dr. J. G. Morrison met with the pastors and a representative layman
from each church north of the dividing line at Lake Placid, N.Y., to organize the new district effective October
1, 1937.
The new district was named the Albany District. Rev. A.M. Babcock, district superintendent of the New
York District, was appointed as the new district superintendent.
It was decided that all district officers and board members who were elected at the Thirtieth Assembly
of the New York District, residing on the new district, would hold their respective offices. The new district
superintendent will appoint other officers and board members.
In 1968, the District Assembly voted to change the name from Albany District to Upstate New York
District.

Instruction to Students
Eligibility
The District Board of Ministry (DBM) serves only students who are properly enrolled in the course of
study. Enrollment is open only to local ministers, local lay ministers (Manual 408.1; Sourcebook for Ministerial
Development (SMD) 438), and ministers of music who qualify according to Manual 410.
Courses
The DBM oversees the preparation of both elder and deacon candidates. Ministers will not be ordained
without having completed their respective courses.
Modes of Study
The recommended mode of preparation for full-time Christian service is by attending a Nazarene liberal
arts college or university and, if possible, the Nazarene Theological Seminary in Kansas City, Missouri. Other
modes are the Nazarene Bible College in Colorado Springs, Colorado, and the directed studies program. The
directed studies program is under the immediate supervision of the DBM.
Except for level one (local ministers), the directed studies program is subject to written permission of
the DBM.

The courses required of the college/university students are listed in Manual 424.3. The competency
statements for ministerial education are listed in Manual 424.3 and the SMD 437.33. All college/university
programs must meet these competency statements. The course listing for the directed studies program is found
in the SMD 439.37.
Regulations for the Directed Studies Program
College/University Students
College/university students are responsible to submit to the DMSB, documentary evidence of academic
standing in harmony with Manual 427.1, 427.4, and the SMD 439.26-439.30.
College/university students are reminded to plan their curriculum in harmony with Manual 424.1 and
424.3. Yearly updates should be submitted to the DBM by the student showing completed course work. The
final transcript at graduation will be evaluated by the DBM, and requirements stated in the current Manual will
not be waived.

IV. DAILY PROCEEDINGS
ORDINATION SERVICE
Sunday Night, April 19, 2015
The 78th Assembly of the Upstate New York District opened at 5:30 P.M. at the Syracuse Christ
Community Church of the Nazarene in Syracuse, New York.
The ordination service opened with celebrative music by the Binghamton Worship Team as a prelude.
Interim District Superintendent Dr. Larry White welcomed the congregation and gave the opening
prayer.
The Binghamton Worship Team led the congregation in worship singing.
General Superintendent Dr. J. K. Warrick called for an offering to be taken to help the host church with
Assembly expenses, and Pastor Elizabeth Toe prayed for the offering.
Dr. Warrick introduced the initial organization of the assembly, and District Secretary Dr. Dennis King
presented the Partial Reports #1 and #2 of the District Board of Ministry (p.14 of the assembly report). Dr.
Warrick called for a voice vote to approve the partial reports, specifically the recommendation of the four
ordinand candidates. The voice vote was unanimous in favor of approving all the ordinands.
Dr. White recognized retiring ministers Carol Dembroski and Dr. Robert M. St. Clair, and presented
them with plaques in recognition of their devoted service.
Dr. St. Clair presented the challenge to newly licenses ministers Sarah Drake, Keith Field, Dawn Jetty,
Dao Kamara, and Broc Verschoor.
Dr. Warrick delivered the statement of purpose of ordination, and the invocation.
The congregation sang “Holiness Unto the Lord” as District Secretary Dr. Dennis King escorted the
ordinands and their spouses into the assembly.
Dr. King presented the ordinands (Thomas Allston, Nathaniel Ferguson, Raul Perez, and Judi Sifferd).
Dr. Warrick spoke with the ordinands, and in the tradition of John Wesley, asked them questions pertaining to
their personal salvation and calling.
Pastor Bob Hess read from the Manual Paragraph 502-502.6.
The congregation recited The Apostles’ Creed, led by host pastor Rev. Art Magnuson.
The Ministers’ choir presented a special song “And Can It Be”, led by Steven Boel.
Dr. David Cramer read Scripture passages: 2 Timothy 4:1-5 and 1 Peter 5:1-4.
A quartet sang special music “I Will Not Forget Thee”.
Dr. Warrick brought the message to the ordinands from Colossians 1:28-29 exhorting them that “we
preach Christ”, not just as the source of forgiveness but of entire sanctification. He reminded the congregation
that we should preach for a decision, “in the power of Christ”, and that preaching Christ changes lives!
All elders joined Dr. Warrick at the altar for the ordination ritual and prayer. Dr. Warrick presented the
ordinands to the congregation. Dr. Corliss McGee presented a statuette to each of the ordinands on behalf of
ENC.
Dr. Warrick prayed the benediction and dismissed the assembly. The session was adjourned.
FIRST DAY
Monday Morning, April 20, 2015
Interim District Superintendent Dr. Larry White welcomed the assembly and recognized special guests
of the assembly Dr. J. K. and Mrs. Patty Warrick; Mid-Atlantic District Superintendent Dr. Ken Mills; New

England District Superintendent Rev. Ken Stanford; Eastern Nazarene College President Dr. Corliss McGee
and ENC Church Relations Representative Dr. Steve Dillman.
The Binghamton worship team led in praise and worship. Rev. Art Magnuson opened the assembly in
prayer.
General Superintendent Dr. J. K. Warrick delivered the morning devotional from John 6:1-13. He
indicated that God is always up to something in the world; that He always has a plan; and that He seldom works
alone.
Dr. White introduced Dr. Warrick, and Dr. and Mrs. White presented a gift to Dr. and Mrs. Warrick on
behalf of the assembly.
Dr. Warrick re-called the 78th District Assembly of the Upstate New York Church of the Nazarene to
order. District Secretary Rev. Dennis King gave announcements, and named his assistants: statistical secretary –
Rev. Dennis King; recording secretary – Rev. Paul Montague; election secretary – Rev. Jim Cox; registrar –
Rev. Keith Hardy; platform page – Rev. Amanda Cash; floor pages – Rev. Nicholas Davis, Rev. Meghan
Troxler.
The voting area was established as the sanctuary including platform, the tellers’ rooms, and assembly
offices, and all delegates were called into the sanctuary.
The times of the assembly were established as follows: Sunday 5:30 P.M.; Monday 8:30 A.M. to 11:30
A.M.; 1:30 P.M. to adjournment.
Special order of the day: naming times of official reports and services: Dr. White’s report at
approximately 10:00 A.M.; ENC report immediately following lunch; Memorial Service at approximately 2:30
P.M.

Dr. Warrick briefly discussed the re-organization of Nazarene Publishing House, and the team of
workers who are sustaining NPH while it re-organizes.
Motion carried by consensus to send greetings to former District Superintendents Dr. David Sharpes and
his wife Carol, Rev. Bill Carr and his wife Janet, and Rev. Clarence and Judy Hildreth.
Special Order of the Day:
Dr. Warrick introduced interim District Superintendent Dr. Larry White, and Linda White. Dr. White
presented his report to the assembly, as printed in the Assembly booklet (p. 5-7). Dr. Warrick thanked Dr.
White for his report and for his service as interim DS. Rev. Magnuson, on behalf of the District Advisory
Board, also affirmed Dr. White’s service and called for a love offering for the Whites ($1,120.00 received).
Dr. Warrick read from the Manual paragraph 203.11 regarding the office of District Superintendent, and
explained the process that has been followed in seeking a new DS. The District Advisory Board on behalf of the
District Advisory Council presented the recommendation for a new District Superintendent candidate and
explained how the candidate fits the profile that was developed based on feedback from the District over the
past several months. The candidate is Rev. Kevin Dunlop, currently lead pastor at the Wollaston, MA Church of
the Nazarene. Rev. Magnuson moved the adoption of the recommendation of the DAB, there was an
opportunity for the DAB to respond to questions about the report, and the assembly voted to receive the report.
Ballots were spread for voting on the DS candidate (including the opportunity to write in other
candidates), resulting in 175 ballots cast, 117 required for election, with 167 votes for Rev. Dunlop, and 8 other
persons receiving write-in votes. The chair declared Rev. Dunlop to be elected as new District Superintendent.
Dr. Warrick excused himself so he could call Rev. Dunlop to inform him of the election result, during the
assembly’s further business.

The Nominating Committee report was outlined by Dr. Warrick and adopted (see report p.13), along
with approval of the ballots reflecting the report being used for voting.
The report of the District Advisory Board was outlined by Dr. Warrick, and was accepted by the
assembly.
The District Treasurer’s report was presented by Treasurer Bob Hawkins (see report p.17-24). Mr.
Hawkins highlighted the change in how District budgets are determined (based on current year income), and
that the past year resulted in collecting on average 6.4% (on a nominal budget amount of 6.75%), which was
very positive. Investment income was positive (approximately 4.5%) and the Family Camp had a good year
financially. The report was adopted by the assembly.
The chair called the Board of Tellers, and ballots were spread for District offices in accordance with the
Nominating Committee’s report.
Dr. Warrick announced that Rev. Dunlop would be at the assembly for the afternoon session and would
respond to the ballot result.
Dr. White introduced Dr. Corliss McGee, President of Eastern Nazarene College, who delivered
greetings and updates from ENC, and congratulated the assembly on electing Rev. Dunlop (although she was
sad to lose her pastor at Wollaston). She highlighted academic excellence and community service at ENC.
The District Finance Committee report was adopted (see report p.25-27). Dr. White encouraged church
board members who were delegates to ‘advocate’ for getting this report communicated within their churches,
especially regarding health care for pastors and their families.
The District Properties Board report was outlined by Dr. Warrick (see report p.32), and was approved.
Dr. White called for and the assembly provided affirmation of Don Sykes’s leadership of the Properties Board.
Dr. Warrick prayed for Don and for another delegate who had a family issue call them out of the assembly.
The District Camp and Retreat Center Board report was received (see report p.33-34).
Dr. King read the results of the ballots for district boards and offices. 174 ballots were cast1with results
being:
District Advisory Board: (elect 1 clergy and 1 layperson for a 3-year term, noting the mandatory one
year off after two sequential three-year terms) Elders – Rev. Mark Blankenship 104, Rev. Luis Montalvo 68;
Laypersons – Thomas Golden 80, Jim Mack 87. The chair declared that Rev. Blankenship and Jim Mack were
elected.
District Properties Board: (elect 1 layperson for a 3-year term); Laypersons – Ron Taylor 170. The
chair declared Ron Taylor elected.
District SDMI Board: (elect 1 clergy and 1 layperson for a 2-year term) – Ministers – Rev. Clare Pietra
152; Laypersons – Marilyn Dominick 135. The chair declared Rev. Pietra and Marilyn Dominick elected.
District Board of Ministry: (elect 3 clergy for a 3-year term) – Rev. Amanda Cash 125, Rev. Sarah

The assembly was dismissed for lunch with prayer by Dr. White, with each Mission Area joining
together for luncheon meetings with discussions centering on how each area might better coordinate or join to
do ministry together.
Monday Afternoon
The Binghamton worship team opened the afternoon session with praise and worship singing.
Dr. Warrick introduced Superintendent-elect Rev. Kevin Dunlop and Jan Dunlop. Rev. Dunlop outlined
his roots on the Upstate district, described his part of the events leading to the District’s call, and “humbly and
gratefully accepted” the results of the vote. He indicated they expect to be on district by the middle of May. Dr.
Warrick announced that the installation service would occur about 15 minutes following adjournment of the
assembly business session.
Summaries of the luncheon discussions for each Mission Area were presented by their Coordinators:
Buffalo / Western NY area – Wayne Hokanson
Southern Tier area – Dan Eddings
North Country area – Keith Hardy
Central area – Art Magnuson
Adirondack area – Bob Hess

(These summaries represented the pastor reports for each area.)
Rev. Dan Eddings presented a remembrance of Pastor Duane Lum with group prayer over Rev. Rebecca
Lum and David Perry. Rev. Amanda Cash read the memorial roll of the laypeople on District who went to their
reward during the past church year. Dr. White announced that last Tuesday, former District pastor Rev. Kenneth
Hinman joined his Lord at age 94.
Stan McLain and the Camp Board presented a brief video and news about the upcoming camp season.
Motion to allow the District Secretary to edit the minutes of the assembly for publication passed.
Dr. Warrick declared the adjournment of the assembly sine die upon completion of the installation
service.
Dr. Warrick thanked the District for its hospitality and spirit of unity during the last two District
Assemblies; the Syracuse Christ Community church, its tech team and worship team for their gracious host
duties for this District Assembly; as well as the District Secretary and officers of the assembly.
The district secretary gave final administrative announcements. Dr. White announced a reception for the
Dunlops following the installation service, and the Lake Placid Work and Witness project the first week of
June.
Dr. Warrick offered the closing prayer for the business session.
INSTALLATION SERVICE
Monday afternoon, April 20, 2015
District Superintendent-elect Rev. Kevin Dunlop introduced members of his family who were present
for the service.
The installation service opened with worship music led by the Binghamton Worship Team.
District Secretary Dr. Dennis King welcomed the congregation and gave the opening prayer.
General Superintendent Dr. J. K. Warrick called the Rev. and Mrs. Dunlop forward, and read from the
Manual regarding the purpose of the office of District Superintendent.
Dr. Warrick examined the Dunlops using questions from the Manual. Dr. Warrick then asked the
assembled pastors to pledge their support for the Dunlops using questions from the Manual.

The congregation read responsively from Ephesians 4, led by Dr. Larry White.
Dr. Warrick read the statement of installation of new DS Rev. Dunlop.
Dr. Warrick called Rev. and Mrs. Dunlop and their family to kneel at the altar. He asked members of the
District Advisory Board to kneel around them. He called for all present elders, pastors and spouses, and
distinguished guests to gather around and lay hands on the new District Superintendent, while he prayed for the
Dunlops.
Dr. Warrick prayed the benediction and dismissed the congregation to join the Dunlops at a reception in
their honor. The assembly was adjourned sine die.
V. REPORTS
A. District Officers
1. District Superintendent’s Report
Dr. Warrick, pastors, delegates and other guests:
I am pleased to give my first and only report to the Upstate New York District for the 2014-2015 assembly year.
When Dr. Warrick telephoned last October to ask if we would be willing to serve as Upstate New York’s
interim district superintendent, it did not take us long to respond positively. I would not have been able to do
this without the support of my bride of almost 52 years, Linda. She has been a tremendous help in the office as
well as a faithful travel companion. It has been good to serve the wonderful pastors and people of the Upstate
District and we will leave in May with mixed emotions. Yes, we are eager to get back to our home in
Springfield, Missouri, but we will be sad to leave the new friends we have made here.
Since our arrival in Syracuse on October 31, 2014, we have enjoyed visiting 30 out of the 43 churches and felt
welcome and blessed everywhere. Each Monday morning I have sent out a report of our weekend visits and
have also included communication on reviews and other visits with the idea that it would help pastors to feel
more connected to each other.
Speaking of Church/Pastor reviews, I conducted seven reviews and they were all terrific. I have also worked
with the Potsdam board on securing a new pastor and I want to thank Dr. Gary Sivewright for his outstanding
ministry as interim pastor there.
In the midst of writing this report I received notification of Pastor Duane Lum’s (Plattsburgh church) passing.
My heart was saddened by this news because all of us had been praying and trusting that God would bring
healing to Pastor Duane. Our hearts go out to Rebecca, their children and grandchildren, other church staff
members as well as to the entire Plattsburgh church family. We are moving forward with the church board and
staff to make sure that Rebecca is well cared for and with the church board to move respectfully toward God’s
preferred future.
We were also saddened to learn that Paula Cook, wife of Rev. Barry Cook, passed away in late March. Pastor
Barry and Paula have served well as pastor of Canastota Church and interim pastors at several other churches,
including Watertown, Owego, and Wolcott. We were grateful to give condolences and appreciation at Paula’s
funeral at Christ Community Church. We continue to pray for Rev. Cook and the extended family.
I want to thank the District Advisory board for their support and encouragement. I could not have asked for a

better group to work with and every meeting has been a blessing. I also want to thank the District Advisory
Council for their diligence and commitment through the process of searching for a nominee to be your next
District Superintendent. They approached this assignment with prayerful attitude and wisdom, taking very
seriously the input from across the district and looked carefully and prayerfully at every name submitted
whether from someone on the district or from general leadership. Just a side note: the name of the person who
will be presented in a few minutes came from someone on the Upstate New York district.
I want to say thanks to Dr. Dennis King for his detailed, excellent work preparing for district assembly. There is
no doubt that we are blessed with his attention to detail and commitment to timely completion of the task. I also
need to express appreciation for Bob Hawkins’ work as district treasurer. Bob has shown himself to be very
professional and thorough as well as being very helpful to us in our time here.
I have great optimism for the future of the Upstate New York District and I believe with all my heart that there
are many places across Upstate New York where God would like to see new churches established. I also believe
there is reason to be encouraged that many of the current churches are poised to see significant growth. Pastors,
let me remind you that your people are waiting for you to take leadership and cast vision for their future. As has
been said often, “Every thing rises and falls on leadership” ... so lead. Not with a heavy hand, but in love and
humility and with a clear sense of God’s leadership. People will follow that kind of leader. Laymen and
laywomen let me say to you, “Support your pastor as he leads.” Encourage him or her to be better than they
were when they arrived at your church. As I heard a speaker once say, “Your next best pastor is the one you are
willing to invest in now.” I have repeated this to many a church over the years because I believe it. You have
the power to make your pastor better and you have the power to chop him/her off at the knees. Choose the
former. God can mightily use a church where pastor and people are in sync and working together.
Now I want to take a few minutes to direct us to God’s word as found in Joshua 1. Here is the setting. Moses
who God used to lead the children of Israel out of bondage in Egypt has now died. He was loved and respected
and the people have spent 30 days in mourning and rightly so. But now it is time to move on. Here is what we
read in Joshua 1:19, “After the death of Moses the servant of the Lord, the Lord said to Joshua, son of Nun,
Moses’ aide: “Moses my servant is dead. Now then, you and all these people, get ready to cross the Jordan
River into the land I am about to give to them–to the Israelites. I will give you every place where you set your
foot, as I promised Moses. Your territory will extend from the desert to Lebanon, from the great river, the
Euphrates, all the Hittite country to the Great sea on the West. No one will be able to stand up against you all
the days of your life. As I was with Moses so I will be with you; I will never leave you nor forsake you. Be
strong and courageous, because you will lead these people to inherit the land I swore to their forefathers to give
to them. Be strong and very courageous, be careful to obey all the law my servant Moses gave you; do not turn
from it to the right or to the left, that you may be successful wherever you go. Do not let this book of the Law
depart from your mouth; meditate on it day and night, so that you may be careful to do everything written in it.
Then you will be prosperous and successful. Have I not commanded you? Be strong and courageous. Do not be
terrified; do not be discouraged, for the Lord your God will be with you wherever you go.”
Now there are just a few things I would like to pull from this passage which apply to the Upstate New York
District:
1. God has everything under control. Dr. Sharpes’ leaving came as no surprise to God. He is not coming back
and that is OK because God already had a leader in mind for the Upstate New York District. He knows what
you need. In a short time you will be able to cast your vote for your new District Superintendent. Follow Gods
direction. Embrace His choice.
2. Get ready. To often we are not ready when God says “GO”. We must be prayed up, read up, and studied up

and mended up (I am talking about relationships). God will make the path clear; take the first step. The waters
of the Jordan did not part until the first foot stepped in.
3. There is no need to be fearful. Remember who it is you are following. So be strong and courageous. Keep
your eyes on the author and finisher of your faith.
4. Be people of the Word. Do not water down the Word of God, pastor and Sunday School teacher.
Compromise will not win God’s favor or blessing. We must be a people of “one Book.”
5. Remember, “God will be with you wherever you go.” The issue is: “Are we ready to go or are we seeing the
giants in the land and being more focused on the giants than we are on the power of God?”
In closing let me say again to Dr. Warrick, thanks for allowing Linda and me to serve the Upstate New York
district. To the pastors and people of the Upstate District, thank you for blessing us these last six months. We
will leave better than we came. Just a side note: We will go home for a few weeks and then on the first Sunday
of June I will begin an interim pastorate at our home church in Springfield. We will pray for you and we covet
your prayers for us. May the God of all grace and power invade your lives and your churches.

2. District Sunday School/Discipleship Ministries Chairman’s Report
I want to thank the District SDMI Council for their leadership over the past year with the transition etc and all
that took place. The convention with Reggie McNeal was a big success as well as the camping program and
other areas of ministry. We are looking forward to a better year as we continue our transition with our new DS
and his leadership. Thanks to Deb Eddings for taking the ball in the area of camping to keep that program up
and running as we plan and work toward future endeavors.

3. District NMI President’s Report
To the 78th Annual Upstate New York District NMI Convention
One hundred years is a long time. Nazarene Missions International has existed now for one hundred years. You
are the heritage of a great effort to evangelize, love and share the message of Jesus Christ around the world
through thousands of Nazarene churches and through the Missionaries sent through those churches. I want you
to view a very few slides that catalogue just a small part of this world over the last one hundred years.
Question: What is the impression you are left with?
A lot can be done in one hundred years.
Three or four years as your District NMI President is a very short time. I thank you for the opportunity to serve
in the capacity of District NMI President these past years. I think we are started on a road to some new things.
Our joint service project and joint NYI/NMI Conventions are an attempt to help us be a little more intentional
about involving ourselves with the missional youth of our churches. I hope have been blessed by this new
adventure if not even stretched a little. Thank you for your patience and participation. Do let your new President
and District Council know your thoughts and suggestions.
I am so very thankful for a great District Council who has helped me again this year.

I also would like to thank Gary and Grace Harlin again for caring for the Missionary Cottage at Brooktondale
Campgrounds.
Your District NMI Council sponsored one W&W trip this past year. Larry Warner and Ray Gould again were
exceptional in their organization of this trip. The team completed two expandable building projects for a couple
of new church plants in that country.
Ray reports, “The beginnings of a metal building in a village called ‘Harmonyville’ which has no electricity,
was our work project. Before our coming a group of 30 some Nazarenes met in on open-air area with little
shelter. The construction was difficult with almost daily rain in an already saturated landscape of mostly clay.
Our team divided up into two groups daily: one for the construction and the other for VBS Ministry in both the
morning and afternoon settings.” Your W&W Project money paid for two of these expandable buildings.
Both these projects also completed our District’s part in the 100-year Anniversary projects fund.
Next summer it is Cactus. TX Nazarene Ministry Center who will receive our W&W Team. You were given
some information last night and you have information in you packets to get registered.
Thanks as well to all of you; the NMI leadership at the local church level. Your dedication and stories of how
God is using you in Missional Ministry, at home, around the District and to World Mission areas, greatly

encourages your District NMI Council and myself. You put practical hands to missions and it was my joy to
read your reports from this past year.
From your reports, here are a couple of other examples of the things I read about from you the family of the
Upstate NY NMI.
Beverly Campbell, Local NMI President from the Syracuse Community Church of the Nazarene, in Clay, tells
in her report, “We were in the middle of the process of moving our church so we focused on how to improve to
become an unstoppable Church in the new community. For example we learned there was a group of Deaf
Refugees in an area nearby. Our Deaf Ministry leader Tamla Hotoo, encouraged us to support them. We
donated turkeys for Thanksgiving dinners. We provided school and office supplies for their needs in their
learning center.”
Speaking of assistance to refugees the Schenectady Church of the Nazarene had their own outreach this past
year. President Barbara Judd writes, “We helped the Taconic Region in collecting items for the Refugee
children coming into the USA. We packed two boxes of personal items and sent them to the Taconic Ministry.”
I would like you to hear from Miriam Miranda-Jurado personally about the Rochester Calvary Community
Church of the Nazarene’ outreach to a multi-ethnic apartment complex.
I want to turn it over as well to Linda Barton from the Owego church so she can tell us how they became more
aware of and involved in the fight against Human Trafficking.
I could list so many other wonderful ministry outreaches that your local NMI memberships have been involved
in supporting. Thank you for living like Jesus towards the world around you and around the world.
The Upstate NY District Pastors, NMI Presidents and Churches have once again been incredibly faithful to
support the Global work of the Church of the Nazarene financially. Today we can celebrate the fact that as a
district we have given over $284,613 to the World Evangelism Fund. I thank everyone for this sacrifice for the
cause of Missions. Our District’s percentage given to WEF equals 107% of our goal or 5.85% of the local
churches income. You are overpaid! Thanks be to God for His faithfulness to our churches in this area.
For the sake of time this year we are not going to go through the list of Churches receiving the World
Evangelism Church or World Evangelism Church of Excellence designations. I did want to make special
mentions of four churches that gave over 6% of their income to the World Evangelism Fund. A great thanks
goes out to the pastor and people of the Amherst, Binghamton, Horseheads Grace, Lowville Bethel, Owego and
Watertown Life churches of the Nazarene.
Again this year our LINKS assignments were overpaid and many of you participated in Alabaster,
Compassionate Ministries, World Mission Broadcast, Missionary Health Care and Deputation offerings and
various other direct to the Field support.
Whether your church reached the 5.5% or not, you are to be celebrated for making the significant sacrifice to
give to the work of the Mission of God beyond the walls of your local church through Nazarene Missions
International. We celebrate today each and every church’s obedience in the support of the Great Commission.
Of course financial commitment to the work of the church around the world is only one part of what happens in
Missions at the local church level. Every church is challenged to be a Mission Priority One church in terms of
their total participation in the support of the Worldwide work of the Church of the Nazarene. This designation,
Mission Priority One Church, recognizes that a church has displayed commitment to the mission of the church

by participating in prayer and education, including mission services & mission reading books, service projects,
missionary speakers, and World Mission DVD’s. These churches have involved their children & youth in
missions, and also paid their World Evangelism Fund in full.

mercy and to walk humbly with your God.
In the later part of the 1990’s our missionary colleagues, Michael and Tammy Hudson and our family were
together working to country of Albania. We had come back to a nation reeling from a violent, popular
overthrow of the government just a year and half previous. There was still a lot of nightly gunfire and in the
rural areas it was very dangerous. We understood from the people in our churches that there were gangs of men
who would kidnap young ladies to forces them into the sex trafficking industry in Central and Western Europe.
It seemed a far stretch of an idea until one day a young lady from one of our Nazarene churches in a village
came to the Hudson’s to ask them to help. I will call her Adona. Adona was being threatened and feared for her
safely. Rumor had it she was on the list of the girls the traffickers were interested in taking. Michael and
Tammy and our whole Missionary team went to prayer. God provided a very unusual answer to our prayers.
The Hudson’s had rented a house to live in the market village a few miles from the village where Adona lived.
Unbeknownst to them, the family was a kind of lead member in the local mafia. I’ll describe it that way at least.
Even though they were tough guys they enjoyed visiting and getting to know the Hudsons. They became good
friends. It probably helped that Michael paid that rent without delay the first of the month every month. Well
one day after Adona had expressed her concern Michael decided to ask some advice of their friends the local
tough guys. They listened and then simply responded. “You let us have your car for one day and we will make
sure everything in okay. These guys will never threaten her again.” Michael agreed.
Well they took the car and here is how they fixed the problem. They drove out to that village and spread the
word around. “If any one harms anybody, who is a friend of the owner of this car, they will answer to us.”
It seems God’s answers to prayer come in various forms!

Today, Adona is a key member of the local Church of the Nazarene. She is safe in part because you support the
work of Nazarene Missionaries around the world. This is a cause worth following Jesus into.
In the other room there are young people who are ready to go with you. Many of them are eager to enter into the
cause of Jesus Christ. They wish to change the world with the message of His love for sinners. I encourage you
to continue to spread the story that the Church of the Nazarene in in the trenches helping the Adona’s of the
world. Give the young people of your church the stories from 150 plus countries of the world. Take them with
you, as we have heard some of our churches are doing even right around the corner from their churches. Take
them into the forgotten places and work the works of Jesus with them.

4. District NYI President Report
Aaaaay, Upstate! I so incredibly pleased to be reporting to this delegation at the conclusion of another
successful year of ministry to the youth of Upstate New York. This is both my first and my final report you. I
have enjoyed being your president and guiding the ministry in Upstate NY. I love each of you and am still
going to be very involved in the district. I am stepping aside only because I feel the district would be better
represented by someone else. My commitments to another important ministry will cause me to be absent at a
number of Upstate events this year. I feel it is your best interest to have a president who is more present. I am
sad to miss out on so much, but am eager to hear from you about how God has moved you. The nominees on
this year’s ballot are strong and I am fully confident that God will direct them to lead this district well. Support
and love them as you have me and my predecessors.
This year, we have tried many new things. We did online voting, we had FOL in the winter, we have made NYI
convention multi-generational and served our district at the same time. There have been so many exciting things
I can’t possibly share them all here because you’re half asleep already! Just know that NYI leads the way. Keep
going. The church is stronger because you are willing to push the envelope. Be bold, do new things for the sake
of expanding God’s Kingdom and bringing his name glory.
Based on the reports from the other ministry leaders, it is easy to see that God has been at work on our district
and his Spirit has brought about much fruit. I am excited to see the growth that has occurred turn into action in
the Christian life and leadership within the church. Let us not forget what God has done, and continue to be
engaged with what he is doing.

For each of the ministry leaders who have stepped up and led so well this year, thank you. Each one of you have
demonstrated competence and sensitivity to the Spirit. You are excellent models of the faith to the teenagers we
serve and I am proud to have my name appear next to yours. You are each appreciated and valued so much
more than I can express. We are all better because of your willingness to serve and lead. God’s Kingdom has
expanded because of your obedience and humility. Thank you.
Today, our district is strong. The NYI ministry is strong. We will continue to be strong as each of you, the
leaders of your individual youth groups, continue to support the district NYI. Take the time to see the stuff that
is happening this year. Make it a point to participate in these things. Most importantly, make it a point to bring
along your friends. These events are not just for youth group kids, but friends from school, neighbors and
relatives. God has a love for everyone and we hope to touch them all. Don’t let a single soul miss out on the
opportunity to experience God’s love through this district. Spread the word. Each of our events get better as
more and more people participate. These things aren’t fun because of the places we go, the activities we do or
the speakers we have. These things are great because of the friendships we forge and the growth in Christ we
experience. You can make this happen on purpose by showing up and bringing people with you.
Thank you for allowing me to serve as your president. I am honored and humbled by your trust. May this
always remind you that God reaches the world and works through broken vessels. If God can use someone like

consultation with the District Superintendent, reviews, appointments, transfers, approvals, acting as finance

2. District Church Properties Board
1. The Upstate NY District Properties Board has given prayerful consideration to several matters presented
IAW the Manual and additional district tasking during this assembly year:
a. Approved sale of the Lake Placid parsonage and adjacent lots
b. Approved purchase of another Lake Placid parsonage
c. Assisted in remediation of water violation at Niagara Falls parsonage so sale could be completed
d. Approved sale of North Syracuse church and parsonage
e. Approved sale of Rochester Trinity church, parsonage, other buildings, & property
f. Approved Watertown’s request to increase indebtedness for repaving their parking lot.
g. Assisted Amherst in getting their main electrical line replaced.
h. Approved N. Syracuse request to purchase new parsonage.
i. Approved Wolcott’s request to sell 18 acres of unneeded property.
j. Coordinated repair of Rochester Cross of Christ Deliverance Temple’s parsonage soffits, facias, and rafter
ends.
k. Determined that the 45’ x 70’ parcel that was owned by the former Altona
Church is too small for any buildings and that adjacent property owners are not in need of such a small
parcel because of cost involved to transfer ownership. No taxes are paid on parcel. Recommend no further
action be taken to dispose of parcel.
l. Determined that ownership of the Altona cemetery cannot be turned over to the town and can only be
transferred to another religious organization or an incorporated cemetery association. Cemetery is being
maintained. Recommend periodic monitoring to insure it is being maintained.
2. Local churches should involve the district properties board during the planning phase of purchasing or
selling real estate, the building of churches or related buildings, major remodeling, or leasing real estate
IAW para 103 of the church manual.
3. Local churches should take advantage of the help and advice available from members of the district
properties board for electrical, plumbing, HVAC, structural, lighting, etc.
4. Churches are encouraged to use the church and parsonage inspection checklist located on the district web
site under “Resources; Properties Board” to conduct their own in-house inspections and to take corrective
action on discrepancies especially those affecting safety/security (i.e.: emergency lights, fire extinguishers,
first aid kits, etc.)

C. STANDING AND ASSEMBLY COMMITTEES
1. District Finance Committee Report
We, your Committee on Finance, submit the following recommendations:
Explanation of Calculation of Funds
1. That the latest Fund Formula of the General Board and Board of General Superintendents be followed.
We should prayerfully plan for and promote 100% payment of every Fund.
a. The World Evangelism Fund will be 5.5% of total monies raised based on current year income.
b. The ENC Education Fund will be 2.25% of total monies raised based on current year income.
c. The Pensions & Benefits Fund will be 2.25% of total monies raised based on current year
income.
d. The District Fund will be 6.75% of total monies raised based on current year income. This
includes the auxiliary budgets which is approximately .75% of this percentage.
Local
2. That each church be encouraged in the stewardship of its possession as this is related to Wills and
Planned Endowment Gifts on behalf of the church. Further, that each Pastor use the services of the
Office of Stewardship Development Ministries of the General Church to provide guidance for members
of each congregation.
3. That any church seeking to acquire a new mortgage, or refinance an existing mortgage during the year
must have approval from the district advisory board.
4. That our churches encourage members of their congregations who are employees of corporations with
“Matching Funds” programs to consider giving to ENC, in keeping with corporate guidelines, in an
effort to increase the revenue received by Eastern Nazarene College.
5. That each local church provide Medical/Hospitalization Insurance coverage and Long term Disability
Insurance for their pastor and family and staff. Each church is to consider including a Dental allowance
as part of the benefits. We would caution pastors and churches in making un-researched changes in
health insurance coverage for the parsonage family, based solely on premium cost, without comparison
of coverage. Each local church should assume payment of their pastor’s portion of this cost. If any
situation develops threatening to cause cancellation of coverage, the district office is to be notified.
6. All churches with paid staff who have not paid their allocations in full must submit a request for
continuance of that staff on a yearly basis through the District Superintendent. A congregation may not
be granted permission to go into major debt or refinancing for any building or improvement program,
or to buy vehicles or major equipment, until it has shown its ability and willingness to pay all of its
allocations (local, district, general) and to carry the additional payments of the debt, in harmony with
the policies of the District Church Properties Board or the District Advisory Board. (Para. 103, 104
Manual) A major debt is anything of $1,000 or 5% of Total monies raised, whichever is greater.
7. That churches and church type missions receiving district support may not increase expenditures for
buildings, equipment, vehicles, annual salaries, or purchases of any single item amounting to more than

five percent of their annual income without written approval of the District Advisory Board.
Furthermore, all churches receiving district assistance are required to submit a monthly report to the
district office.
8. That, realizing the importance of the World Evangelism Fund, our churches not undertake missions or
Work and Witness trips until adequate plans have been implemented to assure the full payment of their
World evangelism allocation, which is the lifeline of the World Mission program.
9. That each church board adopts an annual budget for use as a tool in monitoring its finances on a
monthly basis. (Para. 129.6, 129.7 Manual) Each local church treasurer and/or auxiliary treasurer is to
submit an itemized financial report to the monthly meeting of the local church board, and that these
reports be posted on a monthly basis for the church to review. The financial records should be reviewed
annually by the finance committee. (Para. 129.21, 129.22 Manual) The district treasurer stands ready
with counsel or advice upon request. In addition, we recommend that each church have its books
reviewed by an outside auditing firm at least every three years.(Para 129.23 Manual)
10. All local churches that are supported financially by the District shall submit their financial report to the
District Treasurer on a quarterly basis as well as an annual budget which shall be submitted by March 1
of each year.
11. That each local church should make an annual contribution to the Nazarene Bible College and the
Nazarene Theological Seminary.
District
12. The District Treasurer will post a summary of local church budget collections every month via the
District Web page.
13. That the District Superintendent be granted five weeks vacation with pay to be taken at his/her
discretion.
14. That the District Advisory Board evaluate the District Superintendent’s need for a plan to provide a
period of rest, renewal and study; and that such a plan would be mutually agreed upon so that it would
benefit both the District Superintendent and the District with regard to short and long term of their
ministry objectives, and that financial arrangements for that period of time be mutually agreed upon.
The District Advisory Board shall evaluate this plan during the 5 th year of the District Superintendents
tenure to be taken no later than the 7 th year of his tenure.
15. That district personnel, such as members of district boards, district auxiliaries and committees, be
reimbursed at the current IRS mileage rate, plus meals, lodging, and tolls, incurred while traveling on
district business unless otherwise agreed upon.
16. That the District Superintendent, District Advisory Board, District Secretary, District Treasurer, and
other such personnel as may be designated by the District Superintendent, who are not sent by their
local church as a delegate, be granted partial assistance for expenses at the District Assembly and that
these be determined by the District Advisory Board prior to the District Assembly.

17. That the District Treasurer has their books reviewed within 90 days from the close of the District
Assembly by a public accountant every year. The District Treasurer presents a certificate of review to
the District Advisor Board; and that the District Treasurer confers with the newly elected auxiliary
treasurers concerning bookkeeping procedures.
18. That all money received from the sale of properties of disorganized churches, less encumbrances and
costs will be received by the District Advisory Board for the Missional Initiatives’ Fund.

2. Committee on Ministerial Support
The New Testament church recognized that the persons called to be pastors, full time associates, evangelists,
and teachers should make that ministry their primary task and should give themselves to it fully. The local
church will honor God by a determined and faithful financial support of the God-called minister!
We recommend the following:
Pastor’s Cash Salary
A. That each church endeavor to employ its pastor on a full-time basis. Churches with a bi-vocational
Pastor should attempt to implement as many of these recommendations as possible.
B. That the church board of trustees and/or the finance committee initiate a salary review at least
annually, within the budgetary process, and grant cost of living adjustments and cash salary
adjustments in accordance with the spiritual and relational climate of the church.
Pastoral Benefits
A. That each church reimburse all full time pastors and associate(s) for their social security tax, with
payments being made at least quarterly or proportionately with each salary check.
B. That each church having a pastor and an associate or other paid staff shall provide workers
compensation and short term disability coverage.
C. That no pastor/full time associate family be without health insurance and that the premiums are paid
by the church unless satisfactory arrangements are made.
D. That, when an active pastor or full time associates becomes seriously ill, the church grants them a
sick leave with full pay up to 90 days. If the illness continues longer, the termination of the leave is
to be determined by the local church board in consultation with the district superintendent.
E. That each church provide for all full-time pastors and associate(s) housing and utilities (including
internet and phone expenses), except personal long-distance phone calls.
F. That, since home equity cannot be earned by a pastor living in a church owned parsonage, each
church make provision to offset this amount by investing an additional 5 percent above the pastor’s
salary in the pastor’s name, toward the purchase of a home at retirement. Where possible, the above
home equity be provided for full time associate(s) as well.
G. That all churches give full support to the Pensions and Benefits Fund, which benefits the pastor, full
time associate, retired pastors, and widowed spouses.
H. That all pastors and full-time associates of the church, for personal renewal, be granted paid
vacations according to the following guidelines: (time devoted to district functions and
denominational meetings should not be considered vacation time).

development materials, and the payment of professional dues.
That each local church pay the moving expenses of incoming pastor and full-time associate(s).
That each church give special consideration to their pastor and full-time associate’s family at
Christmas and other appropriate times. A minimum of at least a week’s salary be given to them
through love offering or local church budget.

B. That each church provide travel, food, and lodging expenses for each pastor and full time associate
pastor attending official district meetings when such expenses are not paid by the district.
C. That each church reimburse pastor and full-time associate pastor for any expenses involved in the
entertainment of church guests such as evangelists, missionaries, special speakers, and other persons
with whom they are working on church business as directed by the church board.
D. That each church provides a comfortable and well-equipped office/study for the pastor and full-time
associate pastor(s). This provision should include supplies, postage, telephone, computer, and
secretarial help when needed.
E. All changes to the pastor and full-time associate pastor’s financial package(s) should, take place at
the beginning of the fiscal church year. Therefore, each church is encouraged to review he pastoral
package prior to the beginning of the church fiscal year.
III. Remuneration and Benefits for Evangelists
A. That full-time evangelist’s remuneration should be equal to an amount equal to twice the pastor’s
salary for number of Sundays of the meeting. He/She should be reimbursed for their travel expenses
and receive proportional reimbursement for Social Security. The amount of the remuneration should

be communicated to the evangelist before the meeting.
B. That each full-time evangelist called by the local church be remembered at Christmas with a cash
gift.
IV. Pulpit-Supply Pastors
A. That each local church set remuneration for pulpit-supply pastors based on mileage distance and
number of services held.
B. That each local church take into consideration a hospitable provision of meals and resting place when
the pulpit supply pastor is staying for more than one service, or has a long distance to return home after
the service.
V. Other Recommendations
A. That our churches remember the retired ministers, missionaries, and evangelist within their membership
with special and appropriate acts of love and kindness.
B. That each church board review the recommendations of this committee annually; and that the district
office send a copy of this report to each local church board secretary, treasurer and pastor for their
review.
C. Out of a deep concern that our pastors avoid stress and burnout and maintain a clear continuing vision
for their church, we make the following recommendations:
1. That every pastor and full-time associate take one day of rest every seven days. The congregation
should make every effort possible to see that this day is free of unnecessary interruptions.
D. That the church board and the pastor bi-annually evaluate the pastor’s need for a plan to provide a period
of rest, renewal and study; and that such a plan would be mutually agreed upon so that it would benefit
both the pastor and the church with regard to short and long term of their ministry objectives, and that
financial arrangements for that period of time be mutually agreed upon. The church board shall evaluate
this plan during the 5th year of the pastor’s tenure to be implemented no later than the 7th year of his
tenure.
1. That, if the pastor and the church board find it difficult to have a prolonged period for the pastor
to have rest, reflection, and renewal, they give consideration to providing one week for this
purpose every seventh month in addition to the regular vacation time, possibly taken at the
Brooktondale Nazarene Camp and Retreat Center.
2. That each church set aside weekly an amount established by the church board for expenses of its
pastoral staff and spouse(s) to attend each M19 Conference and the General Assembly, such time
to be considered in addition to vacation time.

D. BROOKTONDALE NAZARENE CAMP & RETREAT CENTER
For 84 years now, we on the Upstate NY District, have been blessed by the opportunity for church people to
come together, uniting in relationships with God and with our fellow Upstate church families and encouraging
one another in Christian growth, love, and blessing that God has provided, on the grounds of the Brooktondale
Camp & Retreat Center.
Budget - Once again the Upstate District allowed the rollover of monies saved on administrative and utility
costs, into the Capital Improvement Fund. We appreciate the several Camp Sponsors who regularly contribute
to this fund, in belief that this is a ministry worthy of an ongoing commitment. We believe God is honoring this
faithfulness in what He is trying to accomplish on the property He has provided. It is very important that we
have the money necessary for opportunities for improvement, and unexpected repair, and knowing our people
are with us in planning.
Board Meetings – The District Camp Board met 4 times; 1) In May to continue to organize for the year, 2) In
June – evaluating progress on goals and priorities for the season, 3) In October to review an outside evaluative
report conducted by the District Advisory Board, 4) In February to review budget concerns and plan for the new

year. We are so thankful to the Camp Board Members and Participants who faithfully attend and assist in
planning activity, and then getting things done.
Camp Opening Weekend continues to invite camp supporters in an extensive effort by many volunteers to
prepare a safe and inviting environment to bless future campers and to ensure health and fire code concerns are
met. We so appreciate the united and untiring energy given in cleaning and renovation projects
Rev. Richard Norman continues the challenge of directing Prime-Time Retreat. The generosity of this
compassionate group of laymen, who meet together in worship, and then use their spare time to bless the camp
with last minute touches, can only be made in love. It has been our decision to open up this time to families of
all ages who would like to make this a time, not only of spiritual growth, but a time to find one more way to see
everything is readied as possible so the Holy Spirit can minister to those who use our grounds during the
ensuing months.
Rev. Steve and Bette Logsdon have been careful to offer their insight and love in a Caretaker role on the
Brooktondale Grounds. They have concentrated in supervising the Motel, maintaining camp water quality, and
making sure that fire alarms, window screens, and emergency lighting are up to Health Department Code
Standards.
We are very blessed with extremely talented Camp Directors, and a dedicated group of counselors who put their
heart and soul into making every minute of time spent by campers, an exciting and spiritually challenging
adventure. We are reluctant to accept resignations of Terri Ward, Children’s Camp, and Doug Parks, Sr. High
Camp.
Deb Eddings continues to search ideas that insure that Family Camp is an enriching family experience. Top
quality evangelists, missionaries, musicians, minister to all age levels through Worship Services, workshops,
game activity, etc. It seems to be an ever-increasing priority to have Family Camp minister to the entire family.
It was exciting to leadership this year, to have age group coordinators ready early on, planning, and excited to
lead group activities.
Our Children were blessed to have a super time of spiritual discipleship and fun with the nationally renowned
“Journey Kids”. The District SDMI and Pastor Noah Hodge provided a large waterslide to make hot days even
more fun. We were excited by the spiritual growth for each child.
Camp 789 continued, now on a solid base. It is an exciting experience for our younger teens. Director Deb
Eddings and a talented group of counselors, continue to make this a high energy, and spiritually rewarding
experience. Our young people are being challenged to use every skill to tackle the big challenges and
unexpected changes in life and to adjust and overcome them in the power of God.
Director Doug Parks and the dedicated workers at the Senior High level continue to make sure our teens have
every opportunity for new insights into understanding God’s guidance in their lives during Teen Camp.
Spiritual leader Corey MacPherson was very effective in challenging our young people to seeking God’s
guidance at every opportunity. We covet your continual prayer support in these very effective opportunities for
spiritual growth.
We are continually thankful to the hard working core of kitchen workers, who continue to prepare the high
quality meals, in our Dining Hall camp after camp. We are so thankful for the untiring efforts by Judy Heckman
to keep this ministry economical and effective, showing a 41% reduction in costs this year. Elizabeth Zolkosky
and her many helpers worked tirelessly to keep the Snack Shack / Gathering Place, a nice place to come for
evening snacks or a meal alternative.

Several on going Camp improvement projects were brought to completion, as ROAM volunteers, Al & Anita
Rae Robinson, and Bob Kupfersmith, added extensive finishing touches to Dorm 41, 43,45, The 90’s Dorm, and
the Tabernacle Restroom. Pastor Steve Belokur continues to work with the camp AV committee in upgrades for
our sound systems. Our first major septic upgrade has been completed and approved for the North East Cabins
through the extensive work by Tim & Sherry French. A leach field for the North West cabins has been
completed and further improvements for the system are being planned. We continue to plan for shower and hot
water additions to Dorm 47 – 52.
Effort is being make to work with members of the District Advisory Board to formulate long range plans in
harmony with God’s purposes for camping in Upstate New York.
Special thanks are extended to Grounds keeper Dick Van Dusen, for a consistent labor of love, in making the
acres at Brooktondale beautiful. Workers should join our facebook notification list, of who is on the grounds, so
persons who are available, can come by and lend support.
It is our priority to increase the number of good quality Family rental units equipped with toilet and shower
facilities. We constantly consult with Health Department and Insurance representative to make total safety a
priority, as children and teens are challenged to deeper insights in their walk with Christ.
We so appreciate each person who has followed God’s prompting, to accept a role in upgrading this gift of land
God has given to us, and assist us in maximizing it’s ability to glorify His Name! Please join with us in prayer
that no labor is in vain, and that each effort results in a renewal and rebirth by the Holy Spirit in each person’s
life.

VI. NMI CONVENTION
Friday Evening, June 19, 2015
Our convention began on Friday evening with a joint NYI/NMI Worship service. Fourwinds from Eastern
Nazarene College led us in some great music and our speaker Joel Tooley challenged us from Micah 6:8 - Act
justly, love mercy and walk humbly with your God.
Thursday, Morning, June 20, 2015
Saturday morning around 200 delegates and friends of the Convention gathered by 8:00 a.m. to bless and serve
the Valley Worship Center Church of the Nazarene and the community around it in downtown Syracuse. Youth
and adults together cleaned, painted, planted flowers, picked up garbage, fixed fences, did plumbing a house,
removed a carpet from the church gym/ sanctuary and many more things. What a great expression of Micah 6:8
in action!
The 78th annual NMI Convention was opened at 1:00 p.m. with video greetings by Lois Brickey, Global NMI
Director followed by welcome and opening prayer by Sally Mellinger, Syracuse Christ Community NMI

President. A presentation was given by Ray Gould on the Work and Witness trip to Cactus, Texas planned for
July 8-15, 2016.
Convention arrangements were adopted as following: times of meeting, 1:00 p.m. until the completion of
business; special order of the day 1:15 p.m.; Parliamentarian–Rev. Kevin Dunlop; recording secretary–Pauline
Swart; page–Dao Kamara; elections secretary–Ray Gould; voting area the main sanctuary and platform with the
exception of the chairs along the wall. Motion carried that alternates be seated without reading their names
except that they be checked for accuracy.
Greetings were received from Dr. Philip Weatherill Global NMI President.
A motion was made and accepted that plurality be applied for election in the ballot for NMI Council positions
with the exception of NMI President. Terms will be a two-year term except for youth representative, which will
be a one-year term. The nominating committee had also made the decision that the second person on the
Presidents’ ballot not elected would automatically be elected vice-president of the District NMI council.
Results of the on-line voting were as follows – 87 ballots cast: The chair declared the following elected as
District NMI Council: Larry Warner 80, Owego; Rhonda Barnes 67, Watertown; Dao Kamara 73, Buffalo
Temple of Christ, and Chris Jetty 66, Syracuse Community North. The chair also declared the election of
Kristen Drake 87, Parish. as District NMI Treasurer.
A Board of Tellers was called and a ballot for District NMI President was spread. There was also a separate
Board of Tellers called and a ballot for District NMI Teen Representative was spread.
Rev. David Allison gave his report as District President. He shared with us a slide production of the history of
Nazarene Missions International in honor of our 100 th year celebration of sharing the message of Jesus through
thousands of churches. He expressed appreciation for the opportunity to serve and gave highlights of mission
happenings across our district through the year.
At the close of Rev. Allison’s report he was presented the Distinguished Service Award for his service to the
Upstate New York District as NMI President.
Results of the ballot for teen representative are as follows: 73 ballots cast. John Sadowski, 47; Alexander
Bandera, 44; Richard Anthony Hyde, 50. The chair declared the election of Richard Anthony Hyde, Auburn,
and John Sadowski, Canastota, as teen representatives for the NMI Council.
Results of the third ballot for District NMI President are as follows: 77 ballots cast. Rebecca Dyke, 22, Syracuse
Community North; Sally Mellinger, 55, Syracuse Christ Community. Needed to elect 52. The chair declares
Sally Mellinger as District NMI President and Rebecca Dyke as District NMI Vice-President.
Results of our annual children’s poster contest were announced by Bea McLain. First place winners in each of
the categories were as follows: Jordan, Parish; Rachel, Parish; Pearl, Springwater; and Katie, Syracuse North.

The treasurer’s report was received and the proposed budget was accepted.
We enjoyed a Skype meeting and time of prayer with Debbie Kleinfeld, missionary.
The NYI Convention delegates met with us for a session, which included another challenging message from
Joel Tooley. Rev. Rebecca Dyke closed our conventions in a beautiful time of prayer.
VII. NYI CONVENTION
Rev. Drew Ames, District Nazarene Youth International (NYI) President, welcomed the convention to the
Syracuse Christ Community Church of the Nazarene on June 20 th, 2015.
The day was begun with prayer and thanks for the community service projects done prior to lunch. The goal
was not only to accomplish the assigned tasks, but also to help build relational bridges into the community.
Convention convened at 1pm to conduct the business portion of the convention.
Rev. Ames announced the convention arrangements. Voting was conducted online with a link to the ballot
emailed to delegates prior to convention. Rev. Ames called for delegates who have not voted to do so using
computers provided. The following individuals served as leaders during the convention: Parliamentarian-Rev.
Dan Eddings; Registrar, Platform and Recording Secretary and Election Secretary-Pastor Mark Cooper.
Chair declared voting closed at 1:10pm.
Trisha Smith brought the report of the Treasurer.
Promotions were done for Camps, Festival of Life, Fall Retreat, Bible Quizzing, and NYC Bundles of Hope
project.
Rev. Kevin Dunlop, District Superintendent, addresses the convention. Rev. Dunlop extends appreciation for
the hard work given at the morning service projects. Rev. Dunlop introduced Rev. Drew Ames, District NYI
President, for his report.
Rev. Ames brought his first report to the convention. In his report, he talked about his decision to step down as
President. His obligations to the Army would prohibit him from attending many of the District NYI events and
felt it was better for the district to have a President that would be present. Rev. Ames encouraged the youth to
continue to lead the way as they have for many generations. He shared his appreciation for the various youth
workers and ministry directors who have been faithfully present role models for the teenagers. He encouraged
the teens to get others involved in District NYI events. Rev. Ames concluded his report with appreciation for
the opportunity to serve as President and with the encouragement of Joshua 1:9.

The report was received with applause. Rev. Amanda Cash led the convention in prayer over Rev. Ames.
Chair declares applause as acceptance of all oral and written reports.
Rev. Ames announced the results of ballot for District NYI Executive Council. Rev. Nik Davis was elected as
President of the Upstate District NYI.
Rev. Ames announced the results of the Executive Ballot. Vice President: Broc Verschoor 41 yes 4 no,
Secretary: Mark Cooper 41 yes 2 no. Rev. Ames declared Broc Verschoor elected as Vice President and Mark
Cooper as Secretary.
Rev. Ames announced the results of the Age Group Rep ballot: Young Adult: David Eddings 44, Philip
Guernsey 38. Chair declared David Eddings and Philip Guernsey elected.
Senior High: Alex Bandera 21, Caidyn Clardie 19, TJ Vonderchek 13, Jarred Woodward 18, Bri Wu 18. Chair
declared Alex Bandera and Caidyn Clardie elected.
Junior High: Melanie Burley 9, Tyler Krause 15, Bethany Maynard 23, Jonah Petty 24, Corey Whatley 18.
Chair declared Bethany Maynard and Jonah Petty elected.
Rev. Ames led prayer over newly elected council.
Motion carried for the secretary to edit the minutes for the district journal.
Motion carried to adjourn the meeting at the conclusion of the joint closing service with NMI Convention. The
newly elected council came forward for prayer at the end of the service along with newly elected NMI council.
Rev. Kevin Dunlop led in prayer. Convention adjourned at 3:30pm.
The newly elected council met following the conclusion of convention. Trisha Smith was nominated as
Treasurer for the Upstate District Nazarene Youth International (NYI). Broc motioned; Aubrey seconded.
Motion carried.
Mark motioned to make Rev. Nik Davis, District NYI President, a new signer for the bank and to remove Rev.
Drew Ames; Jonah seconded. Motion carried.
