This Addendum consists of one (1) page and one (1) Attachment “A” (consisting of thirteen pages):
SECTION 282300 – VIDEO SURVEILLANCE.
NOTE: All bidders must enter the County Administration Building through the front
door, 100 West Washington Street entrance, and must use the elevator to access the Purchasing
Department to submit their bid. Alternate routes are now controlled by a door access system.
ITEM NO. 1:
Inquiry: In regards to the solicitation, page 2 (Table Contents) notes provision of
Specification Section 282300 Video Surveillance. This section is not listed in other
areas of the solicitation. Please clarify if other areas of the solicitation qualify as this
specification section, or this specification section is forthcoming.

The installation of the video surveillance system shall be according to the Washington County,
Maryland IT Standards and where differences occur between this specification and the Washington

SUMMARY
A.
Section includes video surveillance equipment consisting of cameras, digital video recorder equipment,
data transmission wiring, radio transmission equipment, a system switch and server, system software
upgrades, fiber optic video/bi-directional transmitter-receiver, UPS, VideoNext Licenses for the
cameras and integration with the existing control station with its associated equipment.
B.
Video surveillance system shall be integrated with the existing VPMS monitoring and control system.
C.
Radio equipment will be provided for the new parking lot CCTV cameras.
D.
A System Integrator with a minimum of 5 years’ experience with CCTV camera systems and radio
transmission equipment is required for the video surveillance system installation.

PROJECT CONDITIONS
A.
Environmental Conditions: Capable of withstanding the following environmental conditions without
mechanical or electrical damage or degradation of operating capability:

Control Station: Rated for continuous operation in ambient temperatures of 60 to 85 deg F and a
relative humidity of 20 to 80 percent, noncondensing.
Interior, Controlled Environment: System components, except central-station control unit,
installed in temperature-controlled interior environments shall be rated for continuous operation
in ambient temperatures of 36 to 122 deg F dry bulb and 20 to 90 percent relative humidity,
noncondensing. Use NEMA 250, Type 1 enclosures.
Interior, Uncontrolled Environment: System components installed in non-temperature-controlled
interior environments shall be rated for continuous operation in ambient temperatures of 0 to 122
deg F dry bulb and 20 to 90 percent relative humidity, noncondensing. Use NEMA 250, Type 3R
enclosures.
Exterior Environment: System components installed in locations exposed to weather shall be
rated for continuous operation in ambient temperatures of minus 30 to plus 122 deg F dry bulb
and 20 to 90 percent relative humidity, condensing. Rate for continuous operation when exposed
to rain as specified in NEMA 250, winds up to 85 mph and snow cover up to 24 inches thick. Use
NEMA 250, Type 4X enclosures.
Hazardous Environment: System components located in areas where fire or explosion hazards
may exist because of flammable gases or vapors, flammable liquids, combustible dust, or
ignitable fibers shall be rated, listed, and installed according to NFPA 70.
Corrosive Environment: System components subject to corrosive fumes, vapors, and wind-driven
salt spray in coastal zones. Use NEMA 250, Type 4X enclosures.
Security Environment: Camera housing for use in high-risk areas where surveillance equipment
may be subject to physical violence.
WARRANTY
A.
Special Warranty: Manufacturer's standard form in which manufacturer agrees to repair or replace
components of cameras, equipment related to camera operation, and control-station equipment that fail
in materials or workmanship within specified warranty period.

Warranty Period: Three years from date of Substantial Completion. Response time shall be
within 24 hours after notification.

Digital IP Network CCTV cameras for indoor and outdoor installations fixed and PTZ domes. Videosignal compression format shall comply with MPEG-4 Part 10/AVC standard, for video digital signals.

Surge Protection: Protect components from voltage surges originating external to equipment housing
and entering through power, communication, signal, control, or sensing leads. Include surge protection
for external wiring of each conductor's entry connection to components.

connectors and terminals according to manufacturer's published torque-tightening values. If
manufacturer's torque values are not indicated, use those specified in UL 486A-486B.

Test Schedule: Schedule tests after pretesting has been successfully completed and system has
been in normal functional operation for at least 14 days. Provide a minimum of 10 days' notice of
test schedule.
Operational Tests: Perform operational system tests to verify that system complies with
Specifications. Include all modes of system operation. Test equipment for proper operation in all
functional modes.

Engage a factory-authorized service representative to train Owner's maintenance personnel to adjust,
operate, and maintain video-surveillance equipment. Video tape the training and provide the Airport
Director with two DVD copies of the training.
