1.0 Chair’s Report – J. Edward Smith 1.1 IEEE PES Upcoming Meetings 2011 Power Systems March 20 – 23, 2011 Phoenix, Arizona PES General Meeting July 2011 Detroit, Michigan 1.2 2010 PES General Meeting Minneapolis, Minnesota 1.2.1 PES Technical Council Activities 1.2.1.1 The Technical Committees (i.e. Transformers Committee) should have and/or appoint a representative on the PES Coordinating Committee. The representative should attend the Coordinating Committee meeting at each General Meeting. 1.2.1.2 The Transformers Committee should make contact with Mr. Michael Lindsay, PES General Council. Mr. Lindsay gave a presentation on ”Understanding Your Disclosure Obligation” that applies to potential issues we are having within the Transformers Committee. It would be a good idea to make contact with him to probe the possibilities of delivering his presentation to the Transformers Committee. I will make contact with him prior the San Diego meeting to explore the possibilities. A couple of key points within his presentation that apply to our group would be, first, Consultant and their affiliation should be disclosed on the roster when it's circulated. Second, all rosters MUST have the employer disclosed and the affiliation disclosed. There should be separate columns for both. 1.2.2 PES Technical Council Technical Sessions Committee 1.2.2.1 Future General Meetings 2011 Detroit 2012 San Diego 1.2.2.2 2010 PES General Meeting Paper Presentations 1040 Papers Accepted (Panel & Conference) 220 Papers Rejected Acceptance rate for papers is 80%+ 1.2.2.3 Primary concerns with papers, reviewing and presenting! Consistency of paper reviews based on foreign authors understanding and use of the English language. Same concern with paper presentation when the presenter has poor communication skills based and clear English. Commercialism of papers not just obvious commercial issues i.e. Talking about the quality of a product or comparing one product to another. The technical content of papers that represent original content and not previously published content. PES now has a program that they run papers through that will identify the % of the paper that has been previously published. Subjectivity of paper reviews reviewer to reviewer. There needs to be more specific guidelines for the review process. Send notes or comments to D.nordell@IEEE.org 1.2.2.4 Meetings and Marketing Committee (M&M Committee) Rick Taylor still pushing joint Technical Committee meetings. He has changed his focus to have the smaller Technical Committee’s "piggyback" on the location and meeting of one of the larger Technical Committee's. He used Transformers and Switchgear as examples. Technical Sessions TCPC and M&M Committee are separate. Marketing vs. paper session review and scheduling. Should this be a Subcommittee within the Technical Committees? The representative for each of these could the same person or different. NOTE: The TCPC chair should be a position within the Technical Council that is fixed (6 years min) and not a part of the Vice Chairs responsibility during his tender as Vice Chair (2 years). Experience in this position is very valuable. We need to review Technical Editors position vs. TCPC position. There appears to be some overlap here. 1.2.2.5 2011 PES General Meeting, Detroit, Michigan 2011 SUPER SESSIONS Electric Vehicles Mike Hittel, Chair Smart Grid Edwin Liu, Chair Wind Power & PV Tom McDermont, Chair Energy Storage Ali Nourai, Chair Energy & Environment Kevin Taylor, Chair The IEEE PES is looking at hosting a reception on Monday evening (like the Transformers Committee on Sunday). Therefore it was recommended that the poster session be moved to Wednesday afternoon. Starting at this meeting if a presenter does not show up to present his or her paper or poster will not be posted on the web site and the subject will be returned to the author. 1.2.2.6 General Comments There will be a TCPC meeting in January in conjunction with the JTCM meeting in Atlanta. The paper presentation schedule should be finalized at this meeting. All the meetings should be finalized and plugged into this schedule prior to this meeting. There is a need for a meeting of the Technical Committee members, Meetings and Planning Chairs. This interaction and sharing of information is one of the things that is driving the push for Joint Technical Committee Meetings. It is not the intent to force the JTCM on the Technical Committees. It was specifically pointed out that this was strictly at the Technical Committee's discretion. Do we have a candidate to nominate for Technical Program Chair for the 2012 General Meeting in San Diego? Just a thought! Let me know if you have a recommendation. The PES now wants to capture all the Panel Session Power Point presentations to be posted to the web site. It is the responsibility of the author to upload it in .pdf format. Super Sessions will also apply for this requirement. Super Sessions will also be videoed and posted on the PES website. They may also choose to do a voice over Power Point presentation Paper Sessions vs. Paper Forums appears to be a lesser priority and at the desertion of the TCPC Chair of each Technical Committee depending on the number of papers that the Technical Committee must schedule for presentation. Main topic for the January TCPC meeting must be to discuss how we improve the acceptance criteria for papers, thereby improving the quality of papers. Let me know if you have suggestions for this. 1.2.3 PES Technical Council O & P Committee Credit was give to the Transformers Committee at the start of the meeting as being the only Technical Committee within the PES with an approved O&P manual. Approved at the 2010 General Meeting in Minneapolis (with much frustration) Transmission & Distribution Technical Committee Technical Committees O&P manuals submitted for review on 7/11/2010 Switchgear Committee (approved at the GM 7/27/2010) Insulated Conductors (approved at the GM 7/27/2010) Stationary Battery (approved at the GM 7/27/2010) Nuclear Power Engineering (approved at the GM 7/27/2010) Energy Development & Power Generation (approved at the GM 7/27/2010) NOTE: "(approved at the GM 7/27/2010)" means that it was approved by the Technical Council O & P Committee. It must then go to and be approved by AUDCOM. AUDCOM will review each O&P Manual to make sure it matches the baseline document or at least it falls into the "in the spirit of" of matching the baseline document. The deadline FOR APPROVAL for all TC's O&P manuals is 10/18/2010 The Transformers Committee’s manual has been sent to all TC's to be used as a template for all others to follow. The Administrative Subcommittee of each Technical Committee is solely responsible for approval of their P&P Manual. The primary guideline for approval is that it follows the guidelines in the TC's O&P Manual. Two classifications of WG members "voting" and "non voting". Non voting members are not included in establishing a quorum. Voting vs. non voting membership is at the discretion of the WG Chair. The Transformers Committee is the only TC with an approved P&P. The Technical Council now wants to use our P&P as a template for all other TC's. We need to send a copy to the Technical Council Secretary Jeff Nelson.
