Breede-Overberg Catchment Management Agency Advisory Committee announced

Media release by the Department of Water Affairs and Forestry

16 September 2005

The Minister of Water Affairs and Forestry, Buyelwa Sonjica, MP , today, 16 September 2005 announced the elected Advisory Committee members who will make recommendations on the size and composition of as well as outline the nomination procedure for the Governing Board for the Breede-Overberg Catchment

Management Agency (CMA).

The Advisory Committee will make recommendations to the Minister on the water use sectors and other interest groups to be represented on the Governing Board, based on specific characteristics within each

Water Management Area.

The Governing Board’s responsibility will be to oversee the operation of the Catchment Management Agency and to ensure that national and local water resource management interests are represented. The Board will also be required to provide direction on the strategies and policies to be followed by the Catchment

Management Agency and to ensure that the Catchment Management Agency exercises its powers and performs its duties in an efficient, effective and sustainable way.

The main objective of establishing Catchment Management Agency’s is to promote public confidence in the decision-making and to facilitate stakeholder participation in the management of water resources. These institutions are established to assist the Minister of Water Affairs and Forestry in the use, development, conservation, protection, management and control of water resources (raw water) in a specific water management area within the country.

The establishment of the Breede-Overberg Catchment Management Agency comes at an opportune moment for South Africa and the Western Cape Province when the use and development of limited water resources requires co-operation between water users in the Breede Water Management Area. The Basin is a complex natural and social environment with competing demands on limited water resources.

The establishment of this Catchment Management Agency will also assist Government in achieving its objectives of eradicating poverty in our country through the equitable allocation of water to all the users.

The establishment of Catchment Management Agency’s is seen as a key tool to ensure the empowerment and upliftment of marginalised communities by promoting public participation in water resources management. The Breede-Overberg Catchment Management Agency will ensure equitable, efficient and sustainable water resource management, as access to these resources is key to achieving social, economic and environmental integrity and justice.

Effective and efficient water resource management is dependent on the active participation and commitment from of all sectors of South African society. The need to build capacity will be an ongoing process in order to achieve informed decision-making that has at its heart, the will of the people.
