THREE (3) 7.2KV SINGLE PHASE VOLTAGE REGULATORS
1.00
GENERAL
1.01
The Contractor under this bid item shall supply a quantity of three (3) Siemens outdoor single-phase
oil-immersed step-type voltage regulators for line application with ratings and features as specified
herein.
Base Bid: 250kVA (furnish for aerial platform mounting by City, provide extended control
cable)
Alternate 1: 333kVA for substation mounting (add stand, delete extended control cable)
Option 1:
Quote additional cost for bio-based natural ester fluid for each size
1.02
The voltage regulators shall be completely assembled, factory tested, and shipped FOB destination
(City of Wadsworth, Ohio) with freight charges prepaid and allowed.
2.00
STANDARDS
2.01
The voltage regulators shall be designed, manufactured, and tested in accordance with the
latest revision of ANSI Standard C57.15.
3.00
SUBMITTALS
3.01
The Contractor shall submit for approval PDF or other non-proprietary format files of drawings
showing the physical and electrical characteristics of the voltage regulators as arranged for pole
mounting. If regulators are specified for substation application a drawing of the elevating stand
assembly shall be provided as soon as possible after award of the contract for this item. Submittals
shall be to the attention of the Communciations, Substation & Project Superintendent, City of
Wadsworth, Ohio.
3.02
The Contractor shall provide one copy of an instruction book for the voltage regulator and
control panel with each regulator.

4.02
The voltage regulators shall provide additional current carrying capacity in proportion to their KVA
rating for 7200 volt operation except as limited by the tap changer rating at reduced regulating range.
4.03
The voltage regulators shall provide 12% additional current carrying capacity with 65 degree
temperature rise operation and as listed in the applicable ANSI loading guides.
4.04
The voltage regulators shall be factory connected for 7200V operation.
5.00
CONSTRUCTION
C
5.01
The voltage regulators shall be designed such that they can be partially or completely
untanked
for inspection and maintenance without disconnecting any internal electrical or
mechanical connections. While untanked it shall be possible to operate the regulator
and test the
control panel from an external 120 VAC source without any reconnection
between the control and the
regulator.
5.02
The regulator coil shall be constructed with thermally upgraded insulation to permit
operation at
up to 65 degree C temperature rise without loss of life to the
insulation system.
A patterned epoxy
coated insulation paper shall be utilized in the winding. Prior to assembly of the core and coil the windings
shall be baked with sufficient mechanical
pressure exerted on the winding to assure complete bonding
of the insulation to improve the short circuit withstand capability.
5.03
The regulators shall be shipped filled with ANSI Type I mineral oil per ASTM D-3487. The
shall contain less than one part per million (1 PPM) PCB and this shall be stated on the regulator
nameplate.
5.04
The voltage regulators shall be of a sealed tank design. A pressure relief device shall be
provided.
5.05
The external surfaces of the tank and control enclosure shall be painted ANSI #70 over a
primer of contrasting color. A minimum average film thickness of 3 mils shall be provided.

5.06
A handhole with cover shall be provided for access to terminals used for reconnection of the
regulator for lower voltage operation.
5.07
Tank grounding provisions shall consist of a minimum of two 0.5-13UNC tapped holes in stainless
steel or copper faced pads with 0.5-13UNC tapped holes. Two grounding
attachment provisions in
diagonally opposite locations on the tank are preferred.
5.08
All regulator tanks shall be equipped for pole mounting or substation pedestal mounting. Regulator
bases shall be arranged for bolting of the regulator to a pad, platform or elevating stand assembly. When
installed in a substation on elevating stands the stands must provide elevation of the regulator live parts in
accordance with NESC requirements.
5.09
Bushings shall have a BIL rating which is compatible with the BIL rating of the regulator and
all
bushing shall have a minimum creep distance of 17 inches. The bushing designations (S,L, and SL) shall
be permanently marked on the regulator tank cover immediately adjacent to the respective bushings. The
bushings on any given regulator size shall be
interchangeable with each other.
5.10
Each bushing shall be provided with NEMA 2 or 4 hole terminal pads or connectors as
the application.

6.00
ACCESSORIES
6.01
The following accessories shall be provided:
External oil level sight gauge.
External tap position indicator mounted above oil level and slanted downward.
"VARI-AMP" feature to provide additional current carrying capacity at reduced regulation.
One inch drain valve with sampling device.
One inch upper filter press connection.
External metal oxide varister (MOV) bypass arrester connected across the series winding.
7.00
CONTROL PANEL
7.01
Each regulator shall be provided with a Schweitzer Engineering Laboratories SEL-2431
microprocessor based control panel
in an outdoor cabinet which shall be capable of being
padlocked. Padlocking provisions shall be located on the side of the control panel, not at
the
top, for easy operator access.
7.02
The provided SEL control panels shall be wired to be interchangeable with existing Siemens
MJX control panels.
7.03
The control panel shall be easily removable. A means of short-circuiting the regulator
transformer shall be provided in the control panel.
7.04

The following controls shall be provided:
Three position control power source switch labeled "Internal-Off-External".
"Remote - Local" and "Auto - Manual" pushbuttons and indicators.
"Raise" and "Lower" pushbuttons which function only "Local" and "Manual"
positions.
A "Neutral Position" indicator.
Pushboutton controls for “Drag Hands Reset” and “Neutral Indicating
Lamp Test” and miscellaneous functions.
Front accessible control and motor circuit fuses.
A front accessible data port shall be provided.
Front accessible voltage source and voltage test binding posts shall be provided.
7.05
A programming menu keypad and touch keys for all other regulator functions including voltage
setting, bandwidth, time delay, line drop compensation, voltage limit, voltage
reduction, and metering
functions shall be provided. The control panel metering and
regulator control settings shall be displayed
on an LCD panel.
7.06
An RS-232/RS-485 serial port shall be provided for interfacing with an external SEL 3530-4 miniRTAC (by the City) with Ethernet ports supporting DNP 3.0 (IEC 870-5-T1) protocol. The serial
interface shall be capable of both data reading and regulator control functions.
