Level II Certificate This certificate is provided for the Ohio Department of Transportation (ODOT) Highway Technician (HT) employees who complete the HT Academy Level I curriculum. The curriculum is part of the HT series designed to prepare ODOT HT employees to work within the various fields of ODOT’s responsibilities. Upon completion of the Level II curriculum, ODOT employees will have met the Owens Community College requirements for attaining the Level II certificate and will be able to advance to ODOT’s Level III curriculum.
