Community Resilience to Climate Change and Disaster Risks in Solomon Islands Project (CRISP) Ministry of Environment, Climate Change, Disaster Management and Meteorology Vacancy Announcement July 2015 The Community Resilience to Climate Change and Disaster Risks in Solomon Islands Project (CRISP) aims to contribute to resilient and sustainable economic and social development in the Solomon Islands, and is aligned with the Government, World Bank and GEF strategic documents and frameworks that identify needs and priorities in the Solomon Islands to respond to its extreme vulnerability to the effects of climate change and natural hazards. The Project is being implemented by the Ministry of Environment, Climate Change, Disaster Management and Meteorology (MECDM) with funding support from the PHRD, GEF/LDCF and GFDRR through the World Bank. To support project implementation, MECDM requires the services of a number of specialised staff to be part of CRISP Project Management Unit (PMU). Under the overall supervision of the CRISP Project Coordinator and Permanent Secretary MECDM, the CRISP seeks to engage the following positions: 1. PROCUREMENT OFFICER The Procurement Officer will be responsible for the procurement and contract management of goods, works, and consultant service contracts for the project. The Procurement Officer will report to the Project Coordinator; and liaise and work with other CRISP staff on procurement requirements of the project. The Procurement Officer will ensure that all procurements are conducted in accordance with the provisions in the signed financing agreements between the Worid Bank and the SIG. As the position involves dealing with a wide range of stakeholders and organisations, it is also important that the Procurement Consultant has considerable knowledge of business operations in Solomon Islands or similar environment and with international donor organisations. A Bachelor Degree in project management or any related discipline; At least 5 years’ experience working on development projects with international donor organisations. Knowledge, Skills, and Abilities Requirements Fluency in English (listening, reading, writing, speaking); Ability to communicate effectively, orally and in writing. Ability to listen and ascertain the needs of customers and to respond to customers tactfully and courteously. Ability to find and communicate accurate information concerning processes, policies and procedures to multi-level stakeholders. High integrity and accountability in all aspects of project procurement. Ability to establish and maintain effective working relationships. Desirable Qualifications a. Experience with procurement of community/provincial infrastructure projects would be desirable. b. Knowledge of local Solomon Islands languages CIVIL ENGINEER The Civil Engineer will work closely with the CRISP Engineering team, technicians, contractors, supervisory personnel, Provincial Works staff, Community Helpers and community leaders in the field. He/She shall be stationed in Honiara for the duration of the assignment but will be required to travel to the provinces very often. Must be a graduate level and possess a Bachelor’s Degree in Civil Engineering or equivalent from a recognized institution in the region; Demonstrated experience in civil infrastructure works with at least 3 years of actual civil or building works design and construction supervision; Demonstrated experience in undertaking basic needs-based, site-specific, risk-resilient, and function-oriented engineering analysis and design for water supplies, public shelters, public service infrastructures and flood and landslide mitigation, and should be well versed with recognized engineering standards used in the region; Must have oral and written communication skills both in English and Solomon Islands Pidgin; Must be able to work under pressure, to manage multiple deadlines and to pay attention to detail ensuring accuracy in outputs; Must have the ability to work in a multi-sector team and to interact with partners of different background (villagers, provincial works departments, NGOs, private sector, Government agencies); Must have good computer skills on MS Word, MS Excel, MS Project and other relevant Engineering software’s such as AutoCAD. Must be willing to travel to other provinces for preliminary engineering assessments and construction supervision of sub-projects implementation Desirable requirements a. Experience working in Public Accounting Systems and/or donor financed programs. b. Competent in using the MYOB financial accounting system. c. Financial management experience working with an international aid organization. d. Fluency in spoken English and Pijin. e. Ability to work with a range of agencies at the national level. f.
