PRESIDENT’S PAGE
The major concern of the Veteran community has been the OROP since
this government took over. From high hopes to disappointment, from agitation to
announcements and finally intense protest to get the legitimate definition of OROP
issued. This has occupied the attention of the community. AFA on its part met the
Raksha Mantri and requested him to remove the short comings in the OROP
announcement made by him. He gave us assurances but nothing has materialised
since. Follow up was done in writing as verbal discussions may be soon forgotten.
The apprehensions on the recommendations of the Pay Commission have been conveyed to
the CAS and Chairman COSC. AFA has been informed that the Service HQ have apprised the RM.
We now await the final award of the government.
The Eagles Eye regularly brings out articles that are necessary knowledge for all. In this issue
the procedure of getting a WILL probated has been highlighted. Many spouses have made the
rounds of the AFA offices all over the country seeking help after the demise of the veteran. It is our
endeavour to put the remedial actions in the magazine so that veterans are informed of important
processes that one is normally not aware of.
Organ donation is something that very few veterans have considered. Why not give life to
another person when your own is finished? Personally I have been a card carrying donor for the last
many years. Eagle’s Eye had printed forms for individuals to volunteer for being organ donors. I am
not aware how many volunteered. But let’s increase such numbers. Some may want to donate only to
Armed Forces personnel. Such opportunities exist. It is time to set aside some beliefs and contribute
to society.
The CAS has made a heartening announcement on World Women’s Day that first batch of
Women Fighter Pilots would be inducted in the IAF in June this year.
This issue contains an insighful article –“Leadership in the 21st Century” by veteran
Air Chief Marshal PV Naik and an interesting anecdote by veteran Air Vice Marshal CV Parker.

EDITOR’S PAGE
Air Force Association is primarily a social and welfare organisation. It
constantly endeavours to promote the welfare of its members and disseminates
useful information through letters, Facebook and this magazine. This issue contains
information on implementation of OROP, Life Time Arrears Nomination and Probate
of WILL.
All branches of AFA are doing a commendable job in guiding and helping
veterans and spouse members. Brief reports of their activities have been
published in this issue.
The IAF has very recently acquired Jumbo Medals belonging to late Wg Cdr KK Majumdar,
the first war hero of the fledgling IAF in World War –II. A small write up appears on page 23.
Timely Relief and Rescue operations at the time of earthquake in Nepal and during floods in
J&K and Tamilnadu carried out by the IAF and other agencies last year are highly laudable.
The AFA Facebook page is becoming very popular. Five more pages have been added to
include AFA for social causes, AFA Support group, AFA India Vernacular and AFA Obituary. This is a
good forum for exchange of views on issues concerning veterans.
We lost a number of veterans during the last six months. Prominent among them being – Air
Chief Marshal OP Mehra, Air Marshal KB Singh, who was a former Senior Vice President of AFA
and Wg Cdr (Dr.) ML Bala, a former Editor of this magazine. AFA pays its humble tributes to their
memory.
Tragic deaths of our 10 brave soldiers in an avalanche in the icy heights of Siachen brought
the entire nation to tears. The tragedy focussed the spotlight on the difficult conditions and inhospitable
terrain our armed forces are deployed in. A grateful nation pays homage to their bravery.
This issue carries a write up about 69 years old JWO Joseph EA who brought laurels in an
athletic event held in Australia and also about nonagenarians HFO M R Sharma whose three sons
joined the three services. We invite members to write about such feats and distinctions of our veterans.

AIR FORCE ASSOCIATON HEAD OFFICE
35th ANNUAL GENERAL MEETING
th
The 35 Annual General Meeting of the Air
Force Association was held on 15 Sep 15 at Air Force
Auditorium, Subroto park, New Delhi under the
chairmanship of the President AFA, Veteran Air
Marshal TS Randhawa. Approximetly 650 Veteran
members attended the AGM.
The President extended a warm welcome to
Gp Capt SS Phatak and Wg Cdr TJ Reddy, Branch
Presidents of AFA Maharashtra and AP & TS
respectively who received Apprecaition certificates
from CAS. He informed the house that the Association
strength is growing very rapidly.
He stated that every year about 4500-5000
air warriors are taking up membership o f the
Association. We have now over 80000 members who
include 4000 plus spouse members.
The President briefly touched upon some of
the major issues affecting the air veterans that were
taken forward with various authorities and continue
to be pursued for a positive outcome. These included:

Honouring of Octogenarians
The Secretary informed the house that in the
current year over 400 Octogenarian members of Air
Force Association are being honoured by AFA Head
Office and its 19 Branches across the country. In
Delhi, 44 out of 80 Octogenarians settled in Delhi
and NCR were honoured. The Secretary conveyed
his grateful thanks to the Octogenarians and their
family members for their gracious presence.
Annual Report by Vice President
The Vice President presented the Annual
Report of the Association for the Year 2014-15. The
presentation was in three parts covering the activities
at the Head Office, Branch activities and the overall
state of financial health of AFA. He said that the major
role of AFA is to advocate and promote the cause of
welfare of Air Veterans. Brief synopsis of the report
was published in the March issue of AFA News. He
dwelt upon the issues of enhancement of employment
opportunities for ESM, issuance of corrigendum
PPOs for the Pre-2006 pensioners, AFA Scholarships
and provision of Medical services under ECHS.
CAS Address
T he CA S in his address co nveyed his
personal greetings to the Air Veterans and their
families. He expressed his happiness to be amongst
the fine gathering of veterans to interact with them,
some of whom had been his chiefs, AOs C–in-C,
Commanding officers and instructors. He went on to
express the gratitude of the IAF to the veterans for
their hard wo rk, dedication, the vision and the
strategic thinking for building the edifice of the Air
Fo rce and the legacy left behind by them. He
appreciated the commendable job being done by the
AFA f or the last 35 Years and added that the
organisation is extremely pro-active. He then gave
an update on the status of the IAF and the strides
made by it in the recent past. He specially mentioned
the Humanitarian Assistance and Disaster Relief
Operation in 2013 and OP Megh Rahat in September
2014 in Uttarakhand and Srinagar.
The President thanked the CAS for giving
an update on the IAF and support provided by Air
Headquarters during the Year.

BRANCH ACTIVITIES
ANDHRA PRADESH & TELANGANA
Annual General Body Meeting of the branch
was held on 20 Sep 15 and was attended by over
380 members. AOC, AFS Begumpet Air Cmde
S Badyal was the Chief Guest who presented
mementos to Octogenarians. New members to the
Governing Council were elected.
GC Meeting was held with new members
of Council on 08 Nov 15 and president updated the
members on the discussions and deliberations
at Central GCM attended by him at Delhi on
06 Nov 15 at which he made a presentation on the
activities and future plans of the branch. President
visited DAV on 05 Nov 15 to discuss and settle
some of the outstanding pension issues.
Branch President was the Chief Guest at
8th Golden Reunion of the courses passed out from
AFTC in 1963, held at Hyderabad on 21 Nov 2015,
attended by over 160 members from all parts of the
country. The occasion was utilised to give an update
on entire gamut of issues concerning air force
veterans and families.
Annual Social get- together of branc h
members and families was held on 06 Dec 2015.
The attendance was about 600 including families.
“Information Update: Dec 15”, an annual and popular
feature of the Branch was released as a printed
booklet. A ‘Laughter Show’ was the highlight of the
function. President Wg Cdr TJ Reddy addressed
the gathering and exhorted the members to avail
various additional facilities being made available by
the branch like website, voice guidance(periodically
recorded messages with updated news and events)
and assistance to veterans and spouse members.
The event was attended by Mrs Kiran Browne.
President of the Branch attended quarterly
ECHS Advisory Committee Meeting covering all
three local Polyclinics on 26 Sep15 and 27 Dec 15,
for discussing various issues to enhance user
satisfaction level.
Tirupati Chapter of the branch held its Annual
General Body Meeting of members and families on
20 D ec 15. Branch President addressed the
gathering giving update on pension, ECHS, welfare,
Jeevan Pramaan and other matters. He visited

ECH S Polyc linic Chittoor on 22 D ec 15,
accompanied by Chapter Vice President and Wg
Cdr PB Reddy, and held discussions with OIC
Polyclinic and staff on various issues which were
later projected in the Consultative Committee
meeting at Secunderabad on 27 Dec 15.
BIHAR
The members of AFA Bihar branch are
c onduc ting weekly meetings every Sunday.
Independence and Republic day celebrations were
held. Annual General Body meeting was conducted
on 20 Dec 15. The President, Wg Cdr Narendra
Kumar addres sed the gather ing and als o
welcomed veteran Gp Capt Ramendra Anal, O i/c
ECHS, Danapur. He requested all member to have
an e-mail id and form a W hats App group and inform
the office so that important information could be
disseminated.
Honorary Secretary cum Treasurer read out
minutes of the last AGM which were passed by the
house. He also presented balance sheet of the FY
2014-15 which was passed by the house.
GOA
AFA Goa Branch organized the Air Force day
celebrations on 11th October 2015. The function was
attended by 125 members including their families.
Air Cmde PK Pinto, President thanked the
members present for taking time off to attend the
Annual General Meeting and function with their
families. He also welcomed other veterans who
responded to the invitation and requested them to
become members of this great Association. He
briefly spoke and highlighted the role of IAF and
spoke about the Govt. Policy of Make in India,
induction of female fighter Pilots and advised
members to open joint accounts in the Bank. He
also apprised members about the latest information
on OROP.
JHARKHAND
Annual General Meeting was held on 20 Sep
15 at Ranchi. The President, Air Vice Mshl (Retd)
Yash Kumar presided over the AGM and addressed
the gathering; which was followed by presentation
of Annual Repor t by the Sec retar y, Veter an

JWO Binod Kumar.
One of the members visited a few higher
secondary schools to make children aware of IAF
and career prospects in IAF. Veteran Sgt MS Munda
donated a new PC to the village located in a remote
area for spreading computer literacy among youths
and also to help them in filling up application forms
for jobs online.
Mrs Mina Sahu W /O Late Veteran JW O
DN Sahu was helped in processing an application
for notification of death of husband for sanction
of family and admissible death grants and other
benefits with various agencies.
The annivers ar y of the Br anc h was
celebrated on 10 Jan 16 with families. A two-minute
silence in the memory of departed Veteran JWO
DN Sahu and Mrs Snehlata W/O Veteran Sgt AM
Pathak was observed.
This branch has released four issues of the
Jharkhand News Letter during the year 2015. The
aim is to create awareness and update members
on current policies on pension, welfare etc.
KERALA
The Annual General Body Meeting and family
get together of AFA Kerala Branch was conducted
on 13 Dec 2015 at Kannur as per rotation policy.
Air Mshl PN Pradhan AVSM, SASO HQ SAC,
IAF inaugurated the function and spoke about the
activities being launched by Air Force for the welfare
of Air Veterans.
Around 2000 members & their families
attended the meeting. Branch President Veteran Wg
Cdr ARS Iyer addressed the members. He outlined
the growth of the branch since its formation and
highlighted impor tant aspec ts conc erning
members. A felicitation address was given by Col
Yudhvir singh Commnandant, DSC Training Centre,
Kannur. W g Cdr Anand Menon (Jt Dir (Legal)), Dte.
of Air Veterans) gave a presentation regarding the
working of DAV. He also gave a debrief about the
welfare measure initiated by DAV to help the
veterans & their families.
This year 51 Octogenarians were honoured
by AFA Ker ala. The Air Mshl presented AFA
mementoes to the octogenarians. He also gave
away cash awards and merit certificates to the
children of AFA members who had scored very high

marks in class X examinations. In addition, AFA
Trivandrum c hapter member Veteran JW O
Radhakrishnan provided cash award of Rs. 3000/for an additional three children.
NOIDA
The Annual general meeting was held on
30 J an 2016. It was attended by about 200
members . AFA Central was r epr es ented by
AVM R Chopra, Vice President. Representatives
from DAV, AFGIS, and IAFBA addressed the
gathering and updated them on the latest status of
veteran related issues. The gathering was briefed
by the President NOIDA Branch, Gp Capt R Mohan
on the branch activities during the year gone by. He
expressed happiness over increased awareness
about the branch and its activities.
WEST BENGAL
The Annual General Meeting was held on
3rd May 2015. It was attended by 80 members and
their spouses. Veteran W g Cdr PK Basu, the
Branch President chaired the meeting. The Annual
Report and the Audited Accounts for the financial
year 2014-15 were presented and were accepted
by the members
Later, Veteran Gp Capt D Palit outlined the
various ECHS related procedures for the benefit of
the members and also answered various queries
of the members.
AFA Foundation Day was celebrated by the
members on 15th September 2015, which was
attended by about 70 members, their families and
guests, serving AF personnel of the local Air Force
units and other ex-defence organisations.
The programme commenced with the wreath
laying ceremony in memory of the Air Veterans who
are no more with us, led by the Branch Patron Veteran
AVM Madhusudan Banerjee, Gp Capt R K Misra, AF
Stn Barrackpore, representatives of Ex-Defence
Officers’ Association, Ex-Servicemen’s League, the
Branch Ladies Wing and by AVM KPUK Nair, VSM,
AOC, Adv HQ EAC, IAF.
The Annual Get-together was celebrated by
the members and their families along with the
invitees on 22nd November 2015.
The Branch Newsletter completed sixteen
years of uninterrupted monthly publication. The
newsletter, a first by any of the AFA branches,

contains useful information, notices of functions and
updates on welfare, pension, health related matters
relevant to the Air Veterans and their families.
The Ladies Wing of the Branch, established
by widow members and wives in 2002, undertakes
welfare services for the families of the Air Veterans
in the form of visiting them at their homes and
hospitals when they are ill, meeting with bereaved
families and generally keeping in touch with the
elder widow members, some of whom live all by
themselves.
The Ladies Wing also actively takes up
social causes. Every year they collect funds to be
donated to a deserving non-profit organization.
During the last year they collected Rs. 17,000/- for
Umeed Asha Kiran (a school for special children),
located at Air Force Station Barrackpore.
Felicitating the Octogenarians:- Three Air
Veterans and two spouse members were felicitated
with AFA mementos and uttarios (decorated
scarves) during the year, out of which one was
felicitated at his residence.
Advising and counselling members and
their families:- Every week on two designated days,
valuable advice and counsel are rendered by
specialist Air Veterans on specific problems faced
by individual members.
TAMIL NADU
The Tamil Nadu Branch apart from its
normal routine of extending its services to veterans
and spouse members in trying to resolve their
problems, also has been actively coordinating with
the chapters in increasing the membership and
publicising the activities of AFA in its service to air
veterans & their families.
On 15 Sep 2015, on the occasion of AFA
Flag Day the team called on the Governor of
Tamil Nadu, Dr K Rosaiah, and pinned the AFA Flag
on his lapel. Other members of Raj Bhavan were
also adorned in a similar manner. AF Station,
Tambaram hosted a high tea for the Air Veterans
on 16 Sep 2015, in the lawns of AOC’s office.
During the gathering, officiating Stn Cdr handed over
the Flag Day contribution of all the Air Warriors of
the Station to the Secretary AFA TN Branch.
35th Annual Day
The 35th Annual day was celebrated on

17 Oct 2015 at AF Station, Tambaram. In the
absence of the President, the Vice President
presided over the function. Since the President
could not attend the function, he conveyed a video
message to the gathering. About 600 members
attended the function. During the function, five
nonagenar ians and 37 octogenar ians wer e
felicitated wherein the AFA Memento, gifts from AF
Stations Tambaram and Avadi and gifts sponsored
by Air Veterans were presented. Some of the
veterans who wer e felicitated nar rated their
experiences. Veteran JWO EA Josheph who won
a silver medal at IV Australian Masters Games held
at Adelaide was also felicitated. Two wedding
endowments of Rs.10,000/- each, two scholarships
of Rs.10,000/- each for college going wards of AFA
members and 33 scholarships to the school going
wards of AFA members of Rs. 5,000/- each were
also awarded during the function.
Defence Pension Adalat at Vellore From 24 - 25 Nov 2015
The 136 D ef ence Pension Adalat was
organized by CDA Chennai at Vellore from 24-25
Nov 2015. Representatives of Vellore Chapter, AFA
TN Branch attended the Adalat. A total of 602
representations were received. Of these, 291
representations were settled.
UTTAR PRADESH
AFA U P Branch organised its Annual
function cum General Body meeting on 15 Nov 15.
Air Cmde PK Choudhary AOC Air Force Station
Kanpur was the chief guest. The chief guest
appreciated the branch functioning and donated
Rs. 15000/- Mrs Seema Choudhary President
AFWWA (L) lauded the assistance being given to
spouse members by the branch and donated
Rs. 7000/-. A total of 48 octogenarians have been
honoured by the branch since 2004. Consequent
to a continuous drive, 653 members were inducted
during the financial year 2014-15 making a total of
10884, and a deposit of Rs. 25 Lakhs With IAFBA.
The President in his Annual report covered
briefly, formation of AFA and development of the
br anch. Sec retary Sqn Ldr YP Shar ma and
Jt Secretary, covered all the latest welfare schemes
beneficial to the retired fraternity including pensioner
benefits. The Magazine “Fr om The Tarmac”
received form DAV was distributed among large
numbers of members present at the function.

LEADERSHIP IN THE 21ST CENTURY

Introduction
My first Reproof came from Mally Wollen, my
Stn Cdr. Those days censorship of personal mail was on
and my inland letter came in for random checking. This
letter I had written to a long lost friend. It was mainly
about where all I had been for training in glorious detail
and that I was posted to 30 Sqn at Tezpur to fly MiGs. I
was so proud. I was the first Pilot Offr on MiGs. The year
was 1970 and I was the first casualty of censorship. My
next Reproof was much later, while undergoing FIS, for a
minor difference of opinion with a waiter. I became CAS
after 40 years of service. These 40 years, besides
pinpricks like Reproofs, also included a SR (Severe
Reprimand) and an Adverse, both as a Flt Lt QFI at Bidar.
I made it by the skin of my teeth to the Gp Capt rank. As
AVM when I got posted as DG AFNHB, some of my very
good friends stopped talking to me because they thought
I was written off. I am listing all these occurrences here
so that any youngster reading this and finding himself in
similar grief, does not give up hope. Someone is always
up there displaying great qualities of leadership.
The moment you take over as Chief, after the
festivities and the congratulations are over, the first thing
that strikes you is that there is no one above you. No one
to go to for advice, no one to protect you. The busy work
schedule starts immediately. Add to it the hectic social
schedule and it is daunting. Sometimes it seems like a
game of French Cricket where you do not know where
the next threat is coming from and you recall the poem
by the Welsh poet WH Davies ,”What is this life, if full of
care/ We have no time to stand and stare…”
All days are not as bad. I remember, after about a
month in office, enjoying a less hectic day, sitting with a
media person who was interviewing me. One of the
questions she asked me was on my views on Leadership
in the 21st century. I sent her away with some wishy- washy
answer but it got me thinking. The usual cobweb removing
routine, what is leadership, what are leadership qualities,
what has changed in the 21st century? Do the qualities
change? He re I quo te from Fi eld Mars hal Sam
Manekshaw’s famous talk to the Staff College,”The Director
General of Infantry wanted me to talk about leadership in
the 21st century. Ladies and gentlemen, leadership does
not change. The attributes of leadership have come down
the years. All that happens is that greater emphasis is
placed on certain attributes of leadership as countries
advance and technological developments take place.”
Traditional Leadership
We had our heroes in our younger days. Baba Katre,

Service, nobody is going to blow it for
you.” My own, specially beloved
Dushyant, a man ahead of his times. All great leaders
but with vastly different styles of leadership. Despite the
styles,the basic attributes were, by and large similar.
Traditionally, professional knowledge occupies pride
of place. There is no substitute for professional excellence.
You have to strive hard and there is no shortcut for hard
work. Technology changes by leaps and bounds and you
have to stay abreast. You not only have to know your job
but your subordinates have to know that you know. The
second vital attribute is honesty. It means not only in
money dealings, but honesty in judging your friends;
honesty in self appraisal, honesty in offering advice.
Courage is vital for a leader. Physical courage needs to
be omnipresent and is more important for young officers
while as you grow in service, moral courage, the courage
to stand up for what is right, the courage of your
conviction,takes more prominence. Fairness, impartial
dealings, patience and integrity are all required attributes.
The aim here is not really to explain Leadership Qualities
to this august readership but to list out major attributes
and see their relevance in the 21st century. Next in order
of appearance are Discipline and Loyalty.If you are
disciplined on the ground, you are disciplined in the air.
An old adage that is by and large true. The ‘Bird’ variety
are some exceptions that prove the rule. Loyalty is
something to be earned, not demanded. Loyalty begets
loyalty and is a very important attribute.
Perhaps the most vital Leadership attribute is
Decision Making. As a leader if you dither in taking
decisions, you will lose both in war and peace. Balanced
decision making is a combination of all the above attributes
tempered by experience. It really kills you to take a difficult
decision, but if you do not take it many more are likely to
be killed. Decisions are generally time critical. Military
decisions are almost always taken under conditions of
uncertainty. You never have the luxury of availability of all
inputs. At times it is better to take a quick decision than
not take a decision at all. Wrong decisions can be
corrected with benefit of hindsight but taking no decision
is a zero sum game. I remember one of the toughest

decisions I took as CAS was to ground our fleet of
HPT – 32 aircraft the aircraft used for Basic Training. We
had no time. We had no aircraft. The Course was half
way. QFIs and pupils had lost faith in the HPT- 32, it
should have been grounded years ago. There were
implications on FIS courses churning out urgently required
QFIs. The only option we had was the HJT Kiran. They
were running out of life. No spares were available. If we
pulle d out Kirans, we would have to ground the
Suryakirans the pride and joy of the IAF. These were some
of the considerations. I took a day over it. Luckily the
PSOs and the field were with me. The results are there
for all to see. Training has improved manifold with superfast
induction of Pilatus aircraft from Sweden and the
Suryakirans are likely to take to the skies again.
21st Century – Changes ?
The 21st century came onto us a decade and a half
ago. Has it created such a different environment that we
have to change the basic tenets of leadership which have
stood the test of time for centuries? We first need to see
what has changed.
The Nature of War has changed.Future wars are
going to be in multiple domains with nukes on top and
asymmetric warfare at the bottom. They are going to be
short, crisp and 24 x 7. There is likely to be no respite
and the consumption of resources is going to be heavy.
The enemy as well as the war aims are not going to be
clearly defined. Technology and leadership will determine
the winner. It will demand domain dominance rather than
mere domain control. Use of space and RPA( Remotely
Piloted Aircraft) will proliferate. The battlefield will be much
more transparent leading to much more frequent
encounters with the media.
Traditionally, military leadership has been
hierarchical and authoritarian. Initially this was to ensure
accurate and fast transmission of orders. The job of the
military leader, putting it very, very simply was to exert
power over others and use weapons to pursue a well
defined goal of destroying an enemy target. So,shall we
say, a 20th century leader had to be decisive; techno savvy
and goal oriented. The 21st century leader sees that the
entire environment has changed, along with the very nature
of the e nemy. W e still s ee the military maintain
hierarchical structures. But these are no more required
for effective communication. Rapid strides in information
and communication technology enable the highest leader
to be in instant communication with his lowest outpost
with a click of the mouse.
Present and future wars are likely to be different
from those in the past. Wars used to be between nation
states. The borders were clear, so also the aims and
objectives. One of the major objectives was capture of

territory. Today, in Limited conflicts, territory is still taken,
but as a currency to be used for bargaining at the
negotiation table. Wars are not allowed to last long today
because of the involvement of the entire world. The Global
Village effect. Take the case of the Al Qaida or the Jihad
in ISIS or the trouble in Kashmir. The enemy is fleeting,
elusive, he is not clearly defined. His aims and objectives
cannot be discerned easily. As opposed to hierarchical
he has a flat organisational structure with very effective
communication using COTS( Commercially Off The Shelf)
technology and social media. Under such conditions,
leaders not only need inteligence on the enemy but need
to understand the social ’geography’ of the region, how
to interact with locals and how to tap social media for
max effect.Every weapon has to be chosen keeping
collateral damage in mind.
Huma n fa c to rs, t o o, ha ve undergo ne a
transformation in the last decade in our milieu. Once upon
a time, Services was a glorious profession. People joined
for adventure, for Izzat, rather than the lucre. Today’s
generation wants a fast buck. Myriad options are available
to youngsters today, all more lucrative than the military.
Hence the intake is no more ‘top of the line’. However,
new entrants today are more aware, informed and
educated. Their aspirations are different. The leader will
have to sensitise himself to this change. The old adage
“CO saabka order” will not suffice. The new kids on the
block are techno savvy. They are weaned on social media.
Leaders will have to adapt.
Training For Leadership
Come to think of it, when do you dwell on
leadership? In the IAF we have a fairly well structured
plan for Flying Leadership. 2 Aircraft Ldr, 4 Aircraft Ldr,
etc. That is not what I meant. In the early part of a flyer’s
career, we do not deal too much with men except those
directly linked to flying and operations. Transport and
chopper pilots are better off as they have ORs as aircrew.
Ground Duty offrs are most exposed to leadership right
from the beginning. I remember, even in Staff College we
had only a leadership capsule conducted by CDM.I
commanded a Sqn without any formal training on
leadership. Most of us were able to cope if you had a
sense of values, a dash of integrity, a bit of common sense
and, of course, if you were ex NDA. I know I shall be
lambasted by many for the last statement but I am a
great believer in NDA.As a Flt Cdr you are exposed to
leadership and then, of course, as a CO. Most of the
time you follow your gut instinct and generally it stands
you in good stead.
The IAF, since then, has laid stress on Leadership
Training. I remember capsules for Flt Cdrs, COs and
AOCs, I am sure we have in place a viable training
programme for leadership. It needs to be reviewed. We

need to institutionalise leadership training at Operational,
Senior and Strategic levels. Today’s problem is the
leadership’s hesitation to believe that juniors can think
clearly, and in some cases,at junior levels, failure to think
cle arly in situations re quiring s ound judgeme nt.
Tomorrow’s leaders of military operations must be chosen
on quality and not quantity. They must be constantly
exposed to challenging situations, taken out of their
comfort zones. Training should expose people to war
games, tactical problem solving and live situations rather
than adopt the assembly line approach. Leaders need to
be identified early and groomed carefully to shoulder higher
responsibility.
My View
While I subscribe to Field Marshal Manekshaw’s
view that leadership attributes only need to be extended
to cope with the 21st century, I do seriously believe that
leaders definitely need to learn a few new skills to cope
effectively. I feel the most important thing is to be yourself.
Do not affect mannerisms. This way you can be authentic
in dealing with people as well as in use of your authority.
You must make your values known clearly. What your
priorities are, and what you believe in.
You must be ready to lead. You must be confident
to do so. You must have staying power because it is
tough and lonely at the top. Remember that as a leader
you are under constant scrutiny. Mostly curiosity but there
would be some who wait for you to make a slip. You
must judge when to talk, when to listen and when to
decide.You need to stick with your decisions. At the same
time you should be fair enough to accept the blame if you
take a wrong decision. The trick is to take the right
decisions most of the time.
As a leader you have to work hard to win the respect
and acceptance of your group. You need not go out of
your way. If you respect them you will get respect. If you
are loyal to them it will beget loyalty. Be impartial and
you can be as tough as you want. Delegation is a vital
aspect of leadership. Delegation, however, does not mean
abdication of your responsibility. Responsible delegation
is what we must strive for. You need to be a good judge of
people so that you can build a strong team. Look for
trustworthy people. Avoid ‘yes’ men and women.
To be a good leader you need to be a good
communicator. Today you must be au fait with technology.
You must be comfortable with social media so that you can
use its power. You cannot be a leader without a vision. It
should be in sync with the organisational goals. You must
be able to enunciate it clearly for your group to understand.
Finally, I always recommend going with your instinct
when in doubt. After all this ‘gut’ feeling has developed
through years of your experience. When in doubt there is

no harm in discussing a problem with trusted people. My
experience is that if your ‘gut’ detects a bad smell, there is
generally a problem and you need to be careful. Please do
not develop a zero error syndrome. Mistakes will happen.
No one is perfect. You are a leader, so behave like one.
Conclusion
The 21st century has just begun a decade and a half
ago. Despite the short time we have seen some intrinsic
changes. Some feel that the very nature of war has
changed. Some say that the nature and the identity of
the enemy has changed. Both are right. As students of
the art of war, both have enormous implications for us.
Technology has progressed in leaps and bounds, rendering
many established practices and concepts redundant.
The economic situation has changed. At the same
time many more lucrative avenues have opened up for
the younger generation. Technology and easy access to
social media have made the new generation more aware
of the world and life in general. This has, to some extent,
affected the basic motivators. As a corollary, therefore, it
has affected some parameters of leadership, too.
Personally I agree with Field Marshal Manekshaw
that the basic attributes of leadership which have come
down over the years do not change. All that happens is
that as countries progress and as technology kicks in,
the emphasis on some attributes shifts. However, I must
go for some value addition to this hypothesis by adding
that leadership in the 21st century needs to learn some
new skills and be able to exploit advances in technology.
Leaders also need to understand the social ‘geography’
to connect better to the environment in which they may
need to operate in.
Leadership training needs to be reviewed.
Institutionalised training needs to be conducted for today’s
and tomorrow’s leaders at the Operational, Senior and
Strategic levels. Training programmes should be realistic,
taking people out of their comfort zone,to try and replicate
the stresses they are likely to face in real life. Leaders
need to become transformational rather than transactional.
Good leaders do not affect mannerisms. They
interact easily because they are themselves. So be
yourself. Make your values and vision clear. Master
technology. Exploit the power of the social media.Be loyal
to beget loyalty. Be honest in the truest sense of the
word. Do not fall into the trap of the Zero Error Syndrome.
Be big enough to accept blame for mistakes and learn
from them. By all means be strict so long as you are fair
and impartial. Be courageous. Do not shy away from
taking hard decisions. Build a strong team. Responsible
delegation is vital. Participative decision making also is a
great help. Then one day you will get up in the morning
and find the sun is shining and life is beautiful and “you
have the time to stand and stare.”

Ancient Aviator Anecdote

The reader is advised not to try and log
on to the title website as it does not exist. In fact
it never existed and is merely commemorative
of a marital alliance that took place in No. 20
Squadron of the Indian Air Force long before the
advent of the internet. The wedding was
solemnized soon after the 1971 Indo Pak war
when the unit (of which I was in command) was
based in Pathankot. The marriage is recalled
because it generated an intriguing consequence
which continues to remain a co-incidental
possibility even today.
After distinguishing itself in the war, the
squadron was in a relaxed build-up phase with a
large number of personnel availing well earned
leave. Among my officers was a tall young pilot
from Kodagu automatically nicknamed ‘Lofty’. He
was a cheerful, active type whose spontaneous
laughter was audible above the noise of a jet
engine! He had earned himself a Vir Chakra
gallantry award and came to see me with an
application for some leave and permission to get
married.
Lofty explained that his bride-to-be was
from the north-east and, owing to distance,
location and other commitments, families from
neither side could be present. Since the marriage
ceremony could not be held in the Officers Mess,
he made a personal request for it to be conducted
at my residence with the CO and his wife to kindly
play the part of the bride’s parents. We were
happy and privileged to do so; a pandit was
organised, all other arrangements made with the
squadron officers forming the baraat. Just before
the wedding day I was called urgently to HQ WAC
in Delhi so my Flight Commander took over as
‘father-of-the-bride’. I missed this unique marital
union of a Coorgi lad from the deep south with a

I returned with the
news that our squadron had
been tasked to operate a
Detachment of Hunter aircraft
from Srinagar for the very first
time. I carried out the trial flights for operations
from a high altitude base. (In the course of these
trials I experienced ‘aquaplaning’ for the first and
only time - but that is another story). We moved
six aircraft, technical tradesmen, pilots, support
staff, ground equipment and families to Srinagar
where many of us shared houseboats on the
Jhelum river. Ali, the young son of our houseboat
owner, was a helpful lad with a fund of tales to relate
and entertain us. Our newly married couple was
thus gifted with a honeymoon in Kashmir. On a
squadron boat ride on the river, our new bride was
showing one of her wedding gifts – a water proof
watch – to the ladies when one of the children
dropped it overboard to her consternation; we
rallied around with appropriate support.
In 1985 – 86 while I was AOC J & K, at a
social function I met a foreign tourist couple who
happened to be staying in the very same
houseboat we had occupied in 1972. They were
full of praise for the service of Ali (now the owner)
and fascinated with his many stories. He had told
them that many years earlier, a trout (caught in
the upper reaches of the Jhelum) when cut open,
revealed a watch inside! I made no comment but
my memory circuit stirred to life and I began to
wonder…. Fishy story? Probably, but if the
erstwhile bride (now a grandmother) reads this
anec dote, s he m ay lik e to e-m ail Ali

IMPLEMENTATION OF ONE RANK ONE PENSION
Orders for implementation of One Rank
One Pension to Defence Pensioners have been
issued by Govt Vide letter no. No 12(1)/2014/D (Pen/
Policy)-Part-II dated 03 Feb 16. This has further
been amplified by PCDA Allahabad Vide Circular
No 555 dated 04 Feb 16 sent to PDAs for payment
of arrears. The implementation date of OROP is
01 Jul 14. The arears up to date of payment will be
paid to pens ioner s by banks in four equal
installments at six months’ interval. However, family
pensioners and gallantry award winners will be paid
arrears in one installment. The first installment is
expected to be credited by 31 March 2016. The
orders include 101 tables showing the amount
payable specific to each rank, number of years of
service and categories of pensioners. The letter and
the tables have been posted on Air Forc e
Association website (www.afa-india.org).
RBI MASTER CIRCULAR FOR LIFE TIME ARREARS
Vide Govt Notification dated 3 Sep 15, and
CDA (P) Allahabad Circular Nos 547 and 548, both,
dated 11 Sep 15 for airmen and officers respectively,
inc reas ed pension has been authoris ed with
retrospective effect from 1.1.06. This had earlier
been made applicable wef 1.7.09 for airmen and
24.9.12 for officers. The arrears for the intervening
period are payable to the family pensioners provided
the deceased pensioners had submitted Form ‘A’
(Nomination Form for Life Time Arrears) to their
banks. A specimen copy of Form ‘A’ is published on page
no 36 Service and family pensioners should ensure
that the arrears have been received in their bank
accounts. Existing pensioners should fill up Form

FACILITY FOR PENSION BY OLD/ SICK/ DISABLED/ INCAPACITATED PENSIONERS.

The Reserve Bank of India have laid down
instructions to all the agency Banks regarding
the problems/difficulties faced by the sick and
disabled pensioners in withdrawal of pension/
family pension from the banks. The cases of
si ck a nd i nc apac it at ed pensi oners are
categorized as under:
a) Pensioner who is too ill to sign a cheque/
unable to be physically present in the bank.
b) Pensioner who is not only unable to be
physically present in the bank but also not
even able to put his/her thumb impression
on the cheque/withdrawal form due to certain
physical defect / incapacity.
W it h a vi ew t o enabli ng s uc h old/ si ck/
incapacitated pensioners to operate their
accounts, banks have been advised to follow the
procedure as under :
a) Wherever thumb or toe impression of the
old/sick pensioner is obtained, it should be
identified by two independent witnesses
known to the bank, one of whom should be
a responsible bank official.
b) Where the pensioner cannot even put his/
her thumb/ toe impression and also would
not be able to be physically present in the
bank, a mark can be obtained on the cheque/
withdrawal form, which should be identified
by two independent witnesses, one of whom
should be a responsible bank official.

EXCERPT OF A LETTER FROM SISTER OF A VETERAN AIR WARRIOR

On 22nd April 2015 I visited Nepal along with
three of my friends. We visited several tourist areas
and temples in P okhara and Manokamna Devi
Temple.
The last day was going to be the most exciting
day of our trip as it was our lifetime dream to have
an aerial view of the mighty Himalayas. However, we
returned to our hotel in Kathmandu as the flight was
cancelled due to turbulent weather. W e then
proceeded for local sightseeing at Kathmandu and
were first taken to the beautiful Pashupathinath
Temple at 10.30 am. After a wonderful darshan, we
had just come out of the main sanctum and were
admiring the architecture of the temple when we were
jolted by the tremors. At first I thought it was a bomb
blast as there was a lot of dust subsequent to a
portion of the temple entrance collapsing. Later when
I was swayed off my feet and saw others too losing
their balance and falling, I realized it was a massive
earthquake. We were grateful to the Lord whose
grace made us walk out of the disaster scot free.
On reaching the hotel, we were shocked to
see the massive damage all around. As there was
no mode of transport, we wondered whether we would
be stranded in Kathmandu itself for days.
We were in for a surprise when we heard that
the Indian Government had responded quickly in
launching rescue activities to the quake hit Nepal as
also evacuating the Indian to urists. We quickly
packed up and hurried to the airport where the mighty
Gajaraj IL76 was waiting for us along with the men in
uniform, the wonderful Indian Air Force Rescue Team.
We heaved a sigh of relief when they welcomed us
with comforting words and assuring us that we need
not worry. Their calm soothing words laced with a
touch of humour made us feel protected and safe.
The experience in the mighty Gajaraj, I must
say with pride, was the best and most wonderful
experience of my life. No other flight experience in
any kind of luxury aircraft can provide the thrill and
happiness I underwent in this heavenly Gajaraj, sitting
cramped up with almost 250 Indian tourists. I am sure
this will be the feeling of each and every one of them.
Just before taking off, the pilot along with his boys
came and assured us that we will be fine and chanted
‘BHARAT MATA KI JAI’ AND ‘JAI HIND’, giving us goose

bumps and a lump in our throat. Yes, my country is
there for me. I was thrilled beyond words.
Just before takeoff, I was wondering how we
would manage without seatbelts, with so many of us
sitting huddled up. But when the ramp closed amidst
a huge sound and the aircraft moved, I did not even
feel the take off at about 12 midnight and simply dozed
off out of exhaustion from the day’s experience. I only
woke up at 1.30 am when the flight landed smoothly
at the Delhi Base. Again, the men in uniform took care
to escort each one of us down the ramp and then
brought out our luggage. We felt quite moved by
this gesture. Each of them was like my own sons
guiding their mother. God bless them.
I am greatly indebted to the Indian
Government and the Indian Air Force for the timely
rescue efforts, without which we do not know for how
many days we would have been stranded in the
quake hit Nepal. My friends also join me in profusely
thanking the Indian Government and Indian Air Force
Team for giving us the most unforgettable experience
of our lives. I would like to mention here with pride
that three generations in my family have served the
Indian Air Force. My Grandfather Late Shri Raghava
Sharma was a Flt.Sergeant and retired in 1969. My
father Late Shri. SR Narasimhan contributed as an
Of fice Superintendent at Gwalior, Hyderabad,
Bangalore and Chennai. My younger brother SN Giri
served as an Airman for 15 hard years and is now in
the private sector. When I was being flown back by
the rescue team, I felt that the IAF was returning a
favour to my family.
I am sending Rs. 10,000.00 as small token
of my gratitude to the Indian Air Force which may be
used for welfare measures.

PROBATE OF WILL & PROCEDURE FOR PROBATE­­ A GLANCE

Introduction
As brought out in our earlier write-up on
the making of a WILL in AFA News September
2014 issue, a person making a WILL should also
appoint an executor of the WILL who may be a
family member of the person making the WILL
or any other person known to him, on whom the
person making the WILL (testator) has full faith
and trust.
Probate means copy of the WILL certified
under the seal of a court. Probate of a WILL when
granted establishes the WILL from the death of
the testator and renders valid all intermediate
acts of the executor as such. It is conclusive
evidence of the validity and due execution of the
WILL and of the testamentary capacity of the
testator.
A Probate differs from Succession
Certificate. A probate is issued by the court after
the death of the person making the WILL when
the person appointed as an executor in the WILL
or any other beneficiary in the estate of the
deceased person applies to the Court for grant
of probate. In case a person has not made any
WILL, his legal heirs will have to apply to the court
for grant of a Succession Certificate.
Procedure For Obtaining Probate
A petition for Probate must be filed in the
concerned civil court along with the WILL in
question. It should contain the following facts:(a)
The petitioner is the executor
named in the WILL.

being executed.

deceased person likely to come
to the beneficiaries mentioned in
the WILL.
The application for probate shall be
signed and verified by the executor of the WILL
or the beneficiaries. After receipt of the petition,
the court issues notice to the next of kin of the
deceased to file their objections, if any, to the
grant of probate. A general public notice is also
given in the newspapers as per the directions of
the court.
The person applying for probate is
thereafter asked to establish the following facts –
(a)
Proof of death of the testator;
(b)
Proof that the WILL has been
validly executed by the testator
(c)
Will is the last WILL and testament
of the deceased
The person applying for Probate is also
asked to furnish blank stamp papers of value
equal to the requisite court fee, along with the
application for grant of probate.
Issue of Probate by the Court
On satisfaction that the WILL in question
has been validly executed, the court will grant

POSITIVE NEWS
THE IAF ACQUIRES JUMBO MEDALS
The IAF has very recently acquired Jumbo Medals at considerable expense.
These Medals belong to late Wg Cdr KK Majumdar, the first war hero of the fledgling
IAF in W orld War –II. He is the only pilot in the history of IAF to have been decorated
with a Bar to Distinguished Flying Cross, having received it on two occasions. AFA
Head office has contributed Rs. One Lakh towards purchase of these medals.
RARE ACHIEVEMENT OF VETERAN JWO JOSEPH EA
At the IV World Australian Masters Games held at Adelaide from 3
to 10 Oct 15 in Australia, veteran JWO Joseph EA, an office bearer of the
Coimbatore Chapter won the silver medal in the 400 meters sprint in the 65
to 69 years age group. Veteran Joseph was a Services and Air Force athlete
and the IAF is proud of his achievement. He has also repersented India in
veterans’ competitions held in Singapore and Melbourne where he won a
number of events. He was falecitated on 17 Oct 15 during the anniversery
celeberation of Tamilnadu Branch.
AFA Head Office and TN branch have paid a total amount of
Rs.1,72,548 to Veteran JWO Joseph, towards expenditure incurred by him.
A UNIQUE DISTINCTION
Veteran HFO MR Sharma started his
career with RIAF in 1945. He worked on Wapitis,
Harvards, Dakotas, Gnats and AN-12s. He was
an ace trouble shooter of the ageing AN-12s in
3BRD AF. He was highly respected by his
superiors and colleagues for his hardwork and
dedication. He retired in 1980. His three sons
joined different s ervic es - Air Cm de AK
Bharadwaj, Late Cdr NK Bharadwaj and Maj
Gen SK Bharadwaj. He visited one of the stations
where all his sons were at one point of time
posted together- a rare and unique opportunity
for the proud father. AFA highlights the
commitment of this family to the armed forces

AIR CHIEF MARSHAL OP MEHRA, PADMA VIBHUSHAN, PVSM
Air Chief Marshal Om Prakash Mehra was
commissioned on 30th Nov 40. After Serving in No. 3 Sqn
for about six years, he was selected to serve as the IAF
representative at the Joint Chiefs of Staff in Australia in
1947. On promotion he served as Commandant of the
Elementary Flying Training School at Jodhpur. In August
1950 as a Group Captain he commanded 2 GTS
Tambaram. The reaft er he was posted as SASO
Operational Command (now Western Air Command) and
then commandant ATW. On promotion to the rank of Air
Cmde, he returned to Air HQ as in charge of Policy and
Plans. As Air Vice-Marshal in August 1963, he look over
as AOC-in-C Maintenance Command, in which capacity
he served during the 1965 war. In1968 he was awarded
the PVSM, and promoted as Air Marshal. Soon thereafter
he was poste d as Deputy Chief of Ai r Staff, Air
Headquarters. In early 1971, he was deputed as Chairman
of Hindustan Aeronautics Limited, Bangalore. On 15
January 1973, he took over as the Chief of Air Staff,
succeeding Air Chief Marshal PC Lal. He retired on 31
January 1976, on completion of his tenure.

was awarded Padma Vibhushan in
January 1977. He went on to serve
as the Governor of Maharashtra and
Rajasthan.
He was elected President
of the Indian Olympic Association in 1975, and was
responsible for hosting by India of the 1982 Asian Games.
In January 2010, his autobiography ‘Memories:
Sweet and Sour’, was released by M. Hamid Ansari, Vice
President of India. He was Chairman, Board of Advisors
of Centre for Air Power Studies in 2012.
He passed away on 08 Nov 15 in New Delhi. Many senior
officers including the Marshal of Air Force, CAS and other
Air Veterans recorded their homage in the condolence
book kept at AFA Head office.
AIR MARSHAL KB SINGH PVSM,
FORMER SENIOR VICE PRESIDENT, AFA
Air Marshal KB Singh served as Stn Cdr, Air Force Stn Chhabua, SASO and later as
AOC-in-C HQ Training Command. He was Commodore Commandant of Flying Instructors School
and was Senior Vice President of AFA from 2003 to 2005. He passed away on 22 Feb 16. AFA
pays its humble tributes and profound homage to the departed soul.
WG CDR (DR.) ML BALA FORMER EDITOR, AFA NEWS
Wg Cdr (Dr.) ML Bala was the Editor of AFA News
(Eagle’s Eye) for almost a decade. He brought about
many improvements in the magazine by his ingenuity
and deep involvement. He was a Doctorate in Physics,
and was commissioned in 1963 in Tech/Sigs Branch and
served the IAF for 24 years. There after he went on
deputation to DRDO and served there for seven years.
Dr. Bala, as he was popularly known, was a consultant
with RITES, a visiting professor at Roorkee University and
Military College of Engineering, Baghdad. He had a
special interest in literature and wrote a number of articles
in English and Hindi which were published in national
jounals/newspapers. He authored a number of books, one
of which was released by the late Hon’ble President of
India Dr. APJ Abdul Kalam in 1998. He was honoured by
Vice President of India with Indira Gandhi Raj Bhasha

Award and by Hindi Academy Delhi
with Sahitya Kriti award. In 2013,
he wrote the biography of Marshal
of the Air Force Arjan Singh in Hindi
titled “Bharatiya Vayu Sena Ka Yug
Purush” ^^Hkkjrh; ok;qlu

This was released by CAS, Air Chief
Marshal N A K Browne on 15 Sep
13. The logo of AFA “losZ HkoUrq lqf[ku%”
“Sarve Bhavantu Sukhinah” meaning “Happiness for All”
was also chosen by him.
He left for his heavenly abode on 22 Nov 15. AFA
fraternity pays its humble tributes and profound homage
to the departed soul. We are going to miss him.

Creamy corners of my young dreams
looked tired, shrivelled and astray
The ugly patches of peeled off dreams
