Power Supply Charge at a cost per kWh basis. For a further

What Makes Up the Cost of Electric Service?
Thetotalcostofelectricserviceismadeupofvariouscharges.Thetwo
mostsignificantare:
•Delivery&SystemCharges–thecosttobringelectricitytoyou
•PowerSupplyCharges–thecostoftheelectricityitself
WhenwetalkaboutPSEGLongIsland's"rates,"thisrefersonlyto
Delivery & System Charges.Unlikethecostofpower,thesechargesdo
notfluctuatewithmarketconditionsandaresetbytheLongIslandPower
Authority.TheDelivery&SystemChargesalsoincludecertaintransition
chargescollectedonbehalfoftheUtilityDebtSecuritizationAuthorityand
adailyservicecharge.This“BasicService”chargeissimplytheveryminimumcosttoprovidea24/7connectiontotheelectricsystem.
ThePower Supply Charge issubjecttofluctuationsthatoccurinthe
energymarketplace.PSEGLongIslanddoesnotownpowergeneration
facilities.Therefore,aswithallotherelectricutilitiesinNewYorkState,
powernecessarytomeetourcustomers’needs,includinganappropriate
reservemargin,ispurchasedonbehalfofcustomers. Thiscostismadeup
ofbothpowerpurchaseddirectlyandthecostoffuelusedtogenerate
electricity.Inadditiontoappearingonyourbill,thecurrentPowerSupply
Chargecanbefoundatwww.psegliny.com.
Common Residential Electric Rates
Formostcustomers,electricityratesarebasedonwhatisconsidered“general”use,inotherwords,poweringyourlights,electricappliancesand
devices.Somecustomersuseelectricityforhomeand/orhotwaterheatinginadditiontogeneraluse.Theseratestypicallyvarybythetimeof
year(i.e.summervs.winter),butnotbythetimeofdayelectricityisused.
Asanoptiontocustomers,PSEGLongIslanddoesoffer“time-of-use”
ratesthatfactorinthetimeofyearand timeofdayelectricityisbeing
used.Theseratescouldworkforyouifyoucanshiftahighpercentage
ofyourelectricusageto“off-peak”hours.Off-peakpricingcanoffer
savings,butpeakpricingcanbeasmuchastwotimesourstandard
rates.That’swhytheseratesarenotrightforeveryone.

Rate 880/D880 (881)* - Residential, Water & Home Heating
Applytocustomersusingelectricityforbothwaterandspaceheating,whichcould
includetheuseofasolarhotwatersystemcombinedwithanelectricwaterheater,
andservicemusthavebeenestablishedpriortoJanuary26,1983.

Net metering isavailabletocustomerswithsolarorwindgenerators.Withnetmetering,thecustomerisbilledonlyfornetconsumption,theamountofelectricityconsumedlesstheamountofelectricity
producedbythegenerator.Ifacustomergeneratesmoreelectricity
thanisconsumedinamonth,theexcessenergyproducedis“banked”
andcanbeusedtooffsetfutureconsumption.Attheendofeach
12-monthperiod,PSEGLongIslandwillpurchaseanyremainingenergy
inthecustomer’sbankattheavoidedcostrate.Atthetimeofenrollmentinnetmetering,acustomermaychoosetheanniversarymonth,
whichwouldotherwisebetheenrollmentmonth.
Netmeteringisauthorizedforaresidentialsolarorwindcustomer
generator,equaltoorlessthan25kW,andcertainotherrenewable
generationresources.
The PSEG Long Island Green Choice Program isavoluntary
program,inwhichPSEGLongIslandcustomersmayelecttopurchase
environmentalattributescreatedbyrenewableenergytofurther
encouragethedevelopmentofthisresource.Acustomerparticipating
intheprogramcanselectaneligibleGreenMarketerandprovidethe
GreenMarketerwiththenecessaryenrollmentinformation.TheGreen
Marketermayoffercustomersanumberofrenewableenergyservice
options,includingenergyfromwind,hydropowerandbioenergy
resources.TheGreenMarketerchargesfortheattributeswillbeinadditiontoyourPSEGLongIslandchargesandincludedonyourPSEGLong

Proration of Bills –Whenthechargeunderaratecodeisfora
monthly(30-day)billingperiod,andabillcoversaperiodofeither
moreorlessthan30days,thischargewillbeprorated.Proratingis
donebyadjustingthechargebyaratioofthenumberofdaysshownon
yourbillto30days.PSEGLongIslandwillalsoproratechargesonyour
billifusagecrossesseasonalrates.

Revenue Based PILOTS & Sales Tax –PaymentsInLieuOf
Taxes,orPILOTS,arestateandlocaltaxesonutilityrevenues.This
doesnotincludepropertytaxesassessedontheelectricsystem,which
makeup15%ofyourbill. Salestax,ifapplicable,isshownseparatelyon
eachbill.
Suffolk Property Tax Adjustment –Theamountcollected
fromSuffolkCountycustomersrepresentingtheoverpaymentof
propertytaxestotheShorehamtaxingjurisdictionsfromacourtorderedlegalsettlementdatedJanuary11,2000.
Revenue Decoupling Adjustment (Effective 3/1/16) –
Thisbillingadjustmentisusedbyutilitiestoseparate,ordecouple,
revenuefromenergysalesandencourageprogramsthathelp
customersuselessenergy.Itbalancestheactualrevenuecollected
fromdeliveryrateswiththeauthorizedrevenuetarget.Theadjustment
isacreditwhenexcessrevenueisrefundedtocustomersorachargeto
avoidashortfallintherevenuerequiredtorunandmaintainthe
electricsystem.
Late Payment Charge –Alatepaymentchargeattherateof
oneandone-halfpercent(1.5%)permonthlybillingperiodwillbe
appliedifpaymentisnotreceivedbythe“Payby”dateonthebill.
Customerswhomakepaymentsontimeunderthetermsofadeferred
paymentagreementarenotsubjecttolatepaymentcharges.Billspaid
bytheDepartmentofSocialServicesoranothergovernmentalentity
arenotsubjecttolatepaymentcharges.
Reconnection Charges –WhenPSEGLongIslandreconnectsa
customer’selectricservicethathasbeenterminatedfornonpaymentof
bills,areconnectionchargeofeightydollars($80.00)isapplied.A
reconnectionchargeofeightydollars($80.00)willalsobebilledwhen
acustomerrequeststerminationofserviceandthenreappliesfor
serviceatthesamepremiseswithina12-monthperiod.
