Existing Utility ServiceNo.2
Utility Service No.2 consistsof two feeders derived from the same FPL
point.Eachfeederis connectedto an individual1000kVAoutdoor
distribution
pad mountedFPL transformerto step-downthe utility power to 480V, 3phase,60-Hzsystem.The step-downtransformersare feedingthe existing
main switchboardNo.2 (MSB-2)locatedat generatorbuildingNo.2. One
feeder is connectedto the Main Breaker No.1 and another feeder is
connectedto Main BreakerNo.2. The existingmain switchboard(MSB-2)
consistsof two main breakersand two emergencybreakers, rated 16004.
One main breakerand emergencybreakerpair is connectedto one bus and
the other remainingpair is connectedto anotherbus. Each set of main and
generatorbreakersare electricallyinterlockedthru an automatictransfer
switch (ATS) control scheme and cannot close both breakersat the same
time. The two 1600Aratedbusesin the MSB-2are isolatedand there is no
tie breakerto connectthem together.lf one pair of main and generator
breakersis out of serviceat the sametime, the electricalloadsconnectedto

the associatedbus will be withoutelectricity.
The outdoorswitchboardMainTie-Main(MTM)locatedoutsidethb existingMCC roomwas installedin 2012
to give Main-Tie-Main
arrangementfor the down-streamof the switchboard
No.2 (MSB-2). The existingswitchboardMTM is poweringthe existing
switchboardSWBD-IWAon one side and SWBD-IWBon the other side.
Althoughthe switchboardMTM has no improvementson the switchboard
MSB-2,the electricalloadsassociatedeitherSWBD-IWAor S\NBD-IWBcan
be poweredfrom one side of switchboardMTM by closingthe Tie Breaker
and openingone of the desiredMainBreaker. The existinggeneratorNo.2is
1500kW(1875kVA)rated at 480V,3-phasesystem and is in very good
condition.
Although there are some deficiencyin the existingelectricaldistribution
system No.2/ MSB-2, this technicalmemorandumis mainly focus on the
improvementof the existing electricaldistributionsystem at Generator
BuildingNo.1.Somedeficiencies
of the switchboard
MSB-2is not havinga
tie breaker, no available space to add additionalfeeder breakers, no
replacement

ConclusionsandRecommendations
Installinga copperconnectionbetweenexistingGeneratorBuildingNo.1and
existingElectricalBuildingand GeneratorBuildingNo.2for redundantpowerto the
loadspoweredformexistingMSB-1wouldbe the mostdesirablesolution.The
impactto the plantduringinstallation
wouldbe substantial.
Installingan electrical
duct bank betweenthe electricalbuildingswould involvedigginga trench
approximately
24 incheswide and a minimum42 inchesdeepthroughthe existing
plantat the risk of hittingexistingburiedelectricallinesand or existingburied
processpiping.Dueto the extensiveexistingunderground
obstacles,
the trench
wouldrequirehanddiggingthe entireroute. This is very laborintensiveand time
consuming.
Replacingboththe existingswitchboard,MSB-1and the 300-kWgeneratorwith a
new 500-kwgeneratorwith a sub-basefuel tank in a weatherproofenclosurewould
be lessintrusiveto the plantduringinstallation.
A furthersavingscouldbe madeby
usingCountyportablegenerators
for poweringthe existingequipmentduring
replacementof the existingswitchboard.
Severaloptionswere investigatedto replace/re-feed
the electricaldistribution
equipmentat existingGeneratorBuitdingNo.1.As shownin the cost estimate,
Option1 and Option2 bothincludeinstallinga ductbankthroughthe plantfor
powerto existingGeneratorBuildingNo.1.The optionto re-feedloadsfromexisting
MCC-1and MCC-2were considered.
The existingelectricroomat the Operations
Buildinghas existingcodeviolationswith respectto clearworkingdistancein front
of electricalequipmentwith only38 inchesin frontof MCC-1and40 inchesin front
of MCC-2;NECrequiresa minimumof 42 inchesin frontof MCC-1and 48 inchesin
front of MCC-2.Also the optionto re-feedGeneratorBuildingNo.1from existing
switchboards
IWA and IWB locatedin the MCC Buildingwere considered.
SwitchboardsIWA and lWB, beingof a later modelof switchboardthe available
spacein the existingswitchboards
will not accommodate
the additionof 800-amp
circuitbreakers. The largestsize breakerthat can be installedin existingIWA and
IWB is a 600-amp,compactdesigncircuitbreakerwhichis not largeenoughto
powerthe loadsat GeneratorBuildingNo.1.Hillersrecommends
Option3, as it is
less intrusiveto plantoperationswhile providereliablepowerfor plantoperations.

Hereis the new quote with tank we spokeabout. Note that enclosurewas alreadyrated 180MPHwind load.Thisnew
configurationdoes not changethe footprint of the drawing you have depictingthis unit. Tank is longerfoi extra capacity
and matched length of the enclosure.Call me with any questions.

Subject 500 kw generatorfor PBCWWTF
HiTim.
Thanksfor speakingwith me this morning. Just a few questionsfor you.
What sizefuel tank would we needto run at 50%load on the generatorfor 10 days? What would the new dimensions
be and cost be with that tank?
The building code requirementsmay be changing, would it be possibleto get an enclosurerated for 180mph wind
loadingwith the new tank, and what would the additional cost be if any?
Any associatedcostsin putting a largertank on the generator, stairs, railings, etc. pleaselet us know. I am looking up
the datasheetinfo right now to see if I can guestimate a tank size basedon the consumptiontables/curves.
