Welcome to
Youngstown State University!
Dear Students:
Welcome to Youngstown State University’s College Credit Plus program.
Youngstown State University (YSU) is pleased that you aspire to get a head start on
your college career!
YSU is happy to offer this program in cooperation with your high school, and
provide you the opportunity to enroll in dual credit courses that earn both high
school and college credit. We are confident you will feel more prepared for your
college career after taking classes through the College Credit Plus program. Please
remember that an academic transcript from Youngstown State University will be
generated upon the completion of your course(s) and will become part of your
academic record. Therefore, it is important for you to do as well as possible.
This handbook answers basic questions. If you have additional questions
or concerns please feel free to contact the office of Metro Credit Education
Outreach.
Congratulations on your choice to participate in this challenging program. Best wishes during the academic year! With Penguin Pride,

I. Program Overview
II. CCP Program Benefits
The Program
College Credit Plus (CCP) is a dual-enrollment program
administered by the Metro Credit Education Outreach
Office at Youngstown State University. While enrolled
in CCP, students are eligible to receive both high
school and college credit. Students can take courses at
their high school, online or on YSU’s campus. College
credit is received upon successful completion of the
course. You have two options:
Option B is the more popular CCP program. Your
tuition is paid by the state, and you will earn high
school and college credit for the classes.
Option A is another option in which you choose to
receive high school and college credit, or only college
credit. If you choose college credit only, the grade for
the course is not factored into the high school grade
point average. You will pay for all tuition, books, and
fees.
At your high school
You take the course at your high school during your
regular high school day. High school Instructors
are approved as part time faculty by YSU academic
departments to teach the college course. CCP
instructors must have the same qualifications as YSU
on-campus faculty. The instructors meet regularly with
YSU faculty mentors to assure the class rigor meets
University standards.
Online
You take the class online, taught by YSU faculty.
Your high school provide you with computer access
and time during the school day to complete your
work. Some online courses are reserved for only CCP
students, and you can register for these at the same
time you register for courses taught at your high
school. For all other online courses, you may not
register until the last summer CCP orientation date.
Space in the class is not guaranteed.
On YSU’s campus
You come to campus and take classes taught by YSU
faculty. You are expected to follow the same policies
and procedures as on-campus students. Semester
start and end dates, and holidays will likely be
different, and snow days are very rare. You will keep
track of two calendars. The academic calendar is
located in “helpful resources”.
The top four benefits listed by past CCP students are:
1. Save Time – the more credits you earn now, the
less you need to take after high school.
2. Save Money – the district pays for tuition, fees
and books.
3. Transferability of Credits – all credits will transfer
within University System of Ohio (USO) schools.
Courses in the Transfer Agreement Guarantee (TAG
courses) have equivelant courses at USO schools.
Private and out of state schools may or may not
accept the credit; you can contact the institution
to discuss transferring credit.
4. YSU academic resources – are available for you.
As a successful student you will…
Gain a competitive edge. Increased competition in
college admissions means that admissions officers
now look for evidence of rigorous coursework on high
school transcripts.
Enjoy more flexibility in college. Completing
college requirements in high school gives you greater
flexibility as a full-time college student. Many students
who complete college credits while in high school find
they are able to pursue second majors, study abroad
opportunities, and internships.
Learn college skills before your freshman year. The
critical thinking, writing, and reading skills developed
in CCP courses will prepare you for success in college.
Demonstrate your learning just as you will in
college. College courses typically assess your learning
through examinations, papers, lab reports, speeches,
etc. YSU courses administered through CCP will assess
your learning in this manner too.
Reduce the overall cost of college readiness. CCP
tuition is at no cost to students. Additional savings can
be realized when recognition of CCP credits allows you
to graduate college early.

III. Course Pathways
Youngstown State University’s
College Credit Plus Pathways
Sample 23-Credit General Education Pathway1
College Credit Plus gives high school
students the chance to earn college
credit while they are still in high school
at no cost to the student. Many high
schools are able to offer YSU courses
right in the high school building, so that
students can take the classes as part
of their regular school day. Students
can also come to campus, and take
classes on-line. The “Credit Pathways”
shown to the right are examples of
dual enrollment courses that will count
towards degrees and transfer to other
University System of Ohio colleges and
universities. Of course, YSU also offers
pathways for majors in STEM, health and
human services, business, education,
creative arts and communications, and
liberal arts and social sciences. Our
advisors are ready to help you choose
your path.

IV. CCP Tuition and Student Billing for
Option B
In June 2013, Ohio Governor, John Kasich, signed
into law House Bill 59 which states “...a school district,
community school, or STEM school may not charge
an enrolled student an additional fee or tuition for
participation in a dual enrollment program.”
•
Tuition for courses taught by high school faculty
on the high school campus will be the default
“floor” amount ($40 per credit hour) plus books.
•
Tuition for courses taught in the high school or
online by YSU faculty and supported at the high
school will be the default “middle” amount ($80
per credit hour) plus books.
•
Tuition for courses taught on the YSU campus will
be the default “ceiling” amount ($160 per credit
hour) plus books.
Therefore, students enrolled in the College Credit Plus
Program (CCP) have their tuition paid for by funding
through the State of Ohio. The following is the process
that occurs once students are admitted to the CCP
program:
1. An YSU Banner ID number, also known as a Y
number (example: Y00123456), is created.
2. Registration occurs and a charge for those courses
is applied to the student account, or Banner ID
number.
3. E-bill notification is sent to students by e-mail.
We encourage all students to thoroughly review
their student invoice, which can be accessed via
the student portal (my.ysu.edu). Once you have
logged on to the student portal, click on University
Bursar located under E-Services for students, then
click billing and payment information.
4. Youngstown State University will bill the state for
funding that pays the tuition charges after the final
withdrawal deadline has passed. This may cause
you to receive one or two billing notices prior to
the funding paying the invoice and we apologize
for any confusion this may cause.
Please note that school districts may create special
financial policies regarding students that withdraw
after no refund dates or fail a course. Please check
with your High School to determine if additional
policies apply to your courses.
—4—
Any charges that are not covered by the funding
are to be paid by the student by the published due
dates. An example of charges not covered is library
or parking fines. An e-mail notification to YSU e-mail
account is sent each month a balance owing appears
on a student’s account and a transcript hold is placed
on a student record until the account balance is zero.
Please note that other routine notices are sent until
the account balance is brought to zero.
Late fees are never charged to CCP students unless
the charges not covered by the funding (example:
library, parking) are not paid. If you have any further
questions or concerns regarding the billing process
please feel free to contact the University Bursar office
at 330-941-3133.

VII. Your YSU ID & Access to Academic
Resources
E-Tutoring: E-tutoring is an online service which
allows tutors to work with students synchronously
and asynchronously, answering questions in real time,
or replying to questions and essay submissions that
students have left for review and commentary.
Disability Services: In accordance with University
procedures, if you have a documented disability and
require accommodations to obtain equal access to
this course; please contact your instructor privately to
discuss your specific needs.
Students taking high school based courses will follow
the IEP they have on file with their school district.
YSU Banner ID Number: Your YSU Banner ID number
is also known as a Y number (example: Y00123456).
This number gives you access to the portal, classes,
academic services, student services, and your own
student information in YSU’s information management
system, called “Banner”. Should you choose to attend
YSU after graduating high school, you will be able to
keep your same Y number. Your ID number will provide
full access to YSU academic resources.
Academic Resources
Maag Library Access: You are permitted to come to
YSU anytime and use the library facilities. You also
have access to all online materials including research
journals. You can have books sent to your local library.
Mathematics Assistance Center: The Mathematics
Assistance Center [MAC] is an
academic support service that is integrated with the
Department of Mathematics & Statistics. Its mission
is to assist YSU students in the strengthening of the
fundamental mathematics skills, which are necessary
for success in the study of mathematics, and to
provide resource materials for independent study.
Students taking classes on-campus must register with
the Disability Services Office at 275 Fifth Ave. and
provide a letter of accommodations to verify your
eligibility. You can reach the Disability Services Office
at 330-941-1372.
VIII. Academic Dishonesty
YSU Policy and Procedure: All CCP students are
expected to follow the YSU policy and procedures
regarding academic dishonesty. Below is the YSU policy
that is published the Undergraduate Bulletin.
“Academic honesty is essential to the educational process
and serves to protect the integrity of the University
community. Therefore, all members of the University
community have a responsibility of maintaining high
—6—
standards of honesty and ethical practice. Cheating,
plagiarism, and other forms of academic dishonesty
constitute a serious violation of University conduct
regulations. Though instructors are responsible for
taking all reasonable precautions to prevent cheating
and plagiarizing, students share a joint responsibility
and should report any act of academic dishonesty to the
instructor. In cases involving academic dishonesty, the
faculty member may take one or more of the following
actions:
•
warn a student; no further action
•
submit an “F” grade on the exam or paper
•
submit an “F” grade for the course
•
and/or request additional sanctions from the Student
Academic Grievance Subcommittee.
The faculty member shall obtain from the Office of
Student Life an Academic Dishonesty Report to be
completed and returned to the Office of Student Life. The
faculty member should discuss the circumstances of the
incident with the student prior to taking any action. The
student may appeal any actions affecting the grade to
the department chairperson, the dean of the college, or
the ombudsperson.” (YSU Undergraduate Bulletin)
•
These definitions are taken into consideration when a
final grade is determined at the end of a course.
Getting your grades: Your CCP instructor should
provide you with your final YSU grade. If he/she does
not, you can access your unofficial transcript through
the YSU portal. (See on how to use the YSU portal.)
Disputing your grade or other academic
grievances: College Credit Plus courses follow the
same policy regarding academic disputes that is used
with on-campus courses. Below is an excerpt from the
YSU Undergraduate Bulletin explaining the procedure
for students who wish to dispute their grade or wish
to file an academic grievance.
Any CCP student who does not feel his/her
issue has been resolved after speaking with the
instructor should contact the CCP staff as soon as
possible. The CCP staff can help you navigate the
YSU procedure explained below.
“The Undergraduate Student Academic Grievance
Procedure provides students with a formal
channel through which complaints concerning
academic matters may be heard. A student
must attempt to resolve the complaint by first
discussing the issue with the faculty member.
If not resolved at that level, the student should
direct his or her complaint to the department
chair and, if the complaint is still not resolved,
then to the dean of the college. Complaints not
resolved following a discussion with the dean
will be considered by the associate provost for
Academic Administration. Upon his or her review,
the associate provost determines whether the
complaint is grievable. If so it is presented to the
Student Academic Grievance Subcommittee. This
committee may mandate a grade change only in
cases of academic dishonesty or when the faculty
member materially deviates from the course
syllabus. “ (YSU Undergraduate Bulletin)
Any CCP Student who wishes to appeal actions
of an instructor should contact the YSU CCP Staff
right away. You will be guided through the proper
procedure.
IX. Grades
Grading scale: YSU does not have a University-wide
grading scale. Therefore, each YSU instructor may
determine what percentage scale to use in his/her
class. The college grade is posted to both the high
school and college transcript.
YSU does define grades in the following manner
(quoted directly from the Undergraduate Bulletin):
•
The grade of A represents exceptional work in which
the student shows that he or she has firmly grasped
and achieved the objectives of the course.
•
The grade of B indicates very good work and
considerable grasp of the essentials of the course.
•
The grade of C indicates good work and a usable
grasp of the essentials of the course.
•
The grade of D indicates a definite, but not
necessarily coherent, knowledge of the course.
The grade of F indicates that the
student has not achieved even
a
minimum grasp of the essentials of the course.
This grade can also result from failure to withdraw
officially from a course.
X. Changing your Registration
Withdrawing from a CCP Course: Each student
enrolled in a CCP course will have the option to
withdraw. It is important to remember that you may
not be able to withdraw from the actual class itself
if you are using it to fulfill a high school credit. The
—7—
procedures set forth in this handbook are for college
credit withdrawal only.
withdraw with no penalty. That
means there is no record that you ever
took the course, and the school district will
not be charged tuition. If a you drop after the
14th day, there will be a “W” on your YSU transcript,
and there may be a financial penalty. See your high
school’s financial policy for details.
Before you withdraw, be sure to consider...
• If you are taking a sequence of courses (i.e.
Calculus 1 and Calculus 2), withdrawal from the
first course will prevent registration in the second
course.
•
If you are concerned about your grade affecting
acceptance or scholarships in college, talk to
your YSU advisor or the CCP staff before officially
dropping the course. In many cases, when
students transfer the credit from YSU to another
institution, the credit will transfer and the GPA
will not. Therefore, you would start at your new
university with a brand new GPA!
Adding a CCP Course
How do I withdraw from a CCP course?
If you are taking classes in your high school…
Any student wishing to withdraw from a CCP course
must complete a “Change of Registration” form. The
form asks for signatures from: (1) the student, (2) a
parent, (3) a high-school administrator or counselor
and (4) the instructor. It is strongly recommended that
you do not wait until the last minute to complete the
form. The CCP staff must have a completed form in
hand by noon the day of the withdrawal deadline.
If you are taking classes online or on-campus…
You must speak with your YSU Academic Advisor
before you can withdraw from a CCP.
What are the withdrawal deadlines?
You have 14 days from the first day of class to

If you are taking classes in your high school…
Similar to withdrawing, any student who wishes
to add a CCP course must complete a “Change of
Registration” form. The form will ask for signatures:
from: (1) the student, (2) a parent, (3) a high-school
administrator or counselor. If a student adds a course

district. Please see your high school’s financial policy
for details. The deadline for adding a course is listed on
the Change of Registration form.
If you are taking classes online or on-campus…
You must speak with your Academic Advisor before
you add a CCP. The deadline for adding a campus
course is August 26, 2015 for fall and January 19, 2016
for spring.
XI. Transferring Your YSU Credit to
Another University
Transferring your YSU course: Most of the College
Credit Plus courses meet Transfer Assurance
Guidelines set forth by the Ohio Board of Regents.
Therefore, these credits equate to the same course at
a different school and transfer to any Ohio university
that is part of the University System of Ohio. If you are
considering a private or out-of-state university, we
recommend calling them ahead of time to determine
if they will accept the credit. It would be best to
start with the respective university’s admissions
department and ask if they could answer the question
for you. If they cannot, ask them to connect you with
someone who can. Chances are the university will
need to know the following information in order to
make a decision:
•
The course name and YSU code (i.e. YSU course
Math 1571, Calculus I).
•
How many semester credit hours the course will
earn (i.e. Calculus is 4 credit hours)
Types of credit recognition: If you apply to another
—8—
college or university, be aware that the decision
to grant credit recognition rests entirely with that
institution. Recognition of your YSU credits earned
through CCP can come in several forms. Be aware of
these distinctions as you apply to other colleges and
universities. Credits may:
•
new university for it to be recognized for credit. •
Be directly transferred toward your chosen degree
or major;
Be accepted as elective credit;
•
Exempt you from taking a required course; or
•
Make you eligible for placement into a higher level
course.
Tips for securing credit recognition
• Investigate how your class transfers at www.
transferology.com! It is a network designed to help
students explore their college transfer options.
Their goal is to save students time and money by
providing a quick, intuitive way of getting their
college transfer credit questions answered.
•
Save your class syllabus and all your written work
and exams so that you can submit evidence of the
level of work in your CCP class.
•
Clearly indicate on college applications that you
have taken coursework at another university.
Typically, additional measures are put in place to
further avoid tampering with official records such as
the University Registrar signature on the back of a
sealed University envelope.
Correcting errors on your transcript. Before officially
requesting that your YSU transcript be sent to your
new university, it is vital for you to check the unofficial
transcript on the YSU portal for any possible errors.
If you determine that there is an error, contact the
CCP staff as soon as possible to have it fixed. Refer to
the steps provided in the back of this handbook to
see your unofficial transcript online. (Remember, it’s
“unofficial” because you are accessing it yourself on
the YSU portal rather than having it generated and
sent by the YSU Records Office.)
Providing proof to another university that you are
in a college course. Some universities may request
proof that you are taking a college course before your
transcript is ready to be sent. YSU is able to provide
you with an “enrollment verification” to prove you are
taking a college course while still in high school. Refer
to the steps provided in the back of this handbook to
request an enrollment verification letter.
Requesting a YSU transcript. All transcript requests
are completed online on YSU’s website. There are two
ways you can get to the request page:
•
Include an official YSU transcript as part of your
application.
•
Should a college have questions about the
CCP course you have taken, present a portfolio
including the syllabus, written assignments,
and examinations to the chair or director of
undergraduate education in the relevant academic
department for review.
1. You can access the transcript request page
through the MyYSU portal. Follow the steps on the
next page of this handbook.
2. If you prefer to avoid signing in to the MyPortal, you
can follow these steps to find the request page:
•
Go to YSU’s homepage www.ysu.edu.
•
Across the top you will see different links you
can select. Go to “Admissions & Financial Aid”
(You can just hold your cursor over it, you do
not need to click.)
•
Click on “Registrar.”
•
Look for “Quick Resources,” you will see “Official
Transcript? Request Copies!”-Click on “Request
Copies!”- This will take you to the page
explaining the new process.
•
Again, in the center, you will see a link called
“YSU Transcript Ordering”. Click on this link.
•
Everything you will need is listed on this page
before you hit the green “Order a Transcript
Now!” button.
XII. The YSU Transcript
What is an “official” transcript? An official transcript is
a record generated by the University Records Office as
proof that you enrolled in and successfully completed a
college course. To be considered “official,” the transcript
must never touch the student’s hands. Therefore, one
university must send the official transcript directly to the
—9—
SOME HELPFUL TIPS:
• Make sure you know the address where you want the
transcripts sent. Your new university should tell you
exactly where the transcripts should go. (Admissions
office? Registration? Academic Office? etc.)
•
Each transcript will cost you $6.00, so please have
a credit card ready when you go on the site.
•
You may also want to have a copy sent to your
home just so you have one for your personal
records.

VX. Critical Information About Your CCP
Course
What to expect: Expect a faster pace, greater personal
responsibility, and higher standards than you would
in a typical high school course. Expect, also, that the
other students in the course will share your high level
of motivation.
Course syllabus: The first step toward success in
any college class is to carefully read the syllabus. In
addition to assignments, a course syllabus will contain
vital information on course expectations, instructor
contact information, key dates, advising, and grading.
Think of the syllabus as THE course roadmap.
Class attendance: It is CRITICAL that you follow the
attendance policy for your classes. Since the courses
will move rather quickly, it is very easy to fall behind if
you miss too many sessions.
If you must miss class, be sure to talk with your
instructor about missed lectures, assignments and
important notices. Your ability to make up missed
work is at the discretion of your instructor.
XV. Additional Information (FAQs)
protect the privacy of education records;
•
establish the right of students to inspect and
review their education records.
*Special note: you always want to call a prospective
university ahead of time to make sure that the credits
will, in fact, transfer and that they will not maintain the
grade from the course.
Which is better, Advanced Placement (AP) or
College Credit Plus (CCP)? It depends. Most
universities/colleges will hold AP and dual-enrollment
credit in the same regard. However, occasionally you
will find a university that accepts dual-enrollment,
but does not accept AP, and vice-versa. If you visit
your prospective university’s website, they will usually
explain how they treat AP and dual-enrollment
credit earned while in high school. It is important to
remember that dual-enrollment (i.e. College Credit
Plus) will generate an actual college transcript for a
completed course, as opposed to AP which grants
retroactive credit based on how you perform on the
exam.
If I apply to YSU, will I still be eligible for first-year
scholarships? Yes! Our program has been carefully
constructed to make sure that all students who intend
to apply to YSU after graduation will be considered
first-year students, and therefore will be eligible for
all YSU scholarships (including University Scholars). In
fact, students will be eligible for first-year scholarships
regardless of what University he/she attends.
What is FERPA? The Family Educational Rights and
Privacy Act of 1974: A federal law designed to:
•
What happens if I don’t get an “A” in
the college class? Your college grade
will be registered on an official YSU transcript. So, if
you choose to attend YSU after graduating from high
school, your grade will stand. However, if you choose
to transfer your credit to another university, the grade
will most likely be waived and you will only receive
credit for the class. Typically credits transfer, GPA does
not!
YSU recognizes the importance of protecting
the confidentiality of student information while
complying fully with FERPA.
Who is protected under FERPA? Current and former
students of a post-secondary institution; At YSU this
means a student who is officially registered for at
least one class and that class has started. FERPA rights
continue after the student leaves the institution and
are only terminated upon the death of the student.
What are the implications of FERPA with regard to
College Credit Plus? The CCP staff will be unable to
discuss particulars about a student’s academic record
or progress in the program with anyone except the
student and designated high school authorities.
If I am taking the CCP course in my high school,
do I have to take the YSU department final? This
depends on the course. You can ask the instructor
at your school if he/she is required to give the YSU
department final. If you do have to take the final, the
test is still administered in your high school by your
own teacher on your district’s timeline. You do not
have to travel to YSU during finals week to take the
exam.
Why did I receive a 1098T? Colleges and universities
are required by U.S. law each year to provide each
student who is a “US person” for tax purposes with
Form 1098-T, to assist the students and their families
in computing any tax credit or deduction they may
be able to claim, based on amounts they have spent
for education. For 2014, these federal tax benefits
include the American Opportunity Credit, the Lifetime
—12—
Some Helpful Resources:
Learning Credit, and the tuition and fees deduction.
Every YSU student whose student account had
financial transactions post to it during the calendar
year will have online access to their Form 1098-T or
receive it in paper form in January. Receiving Form
1098-T does not necessarily indicate that you are
entitled to claim any of the education-related tax
credits or deductions.

Youngstown State University Website: www.ysu.edu
YSU CCP website: www.ysu.edu/ccp
What should I do with my Form 1098-T? You should
immediately give it to whomever is responsible for
preparing your tax returns (typically a parent or
professional tax preparer). If you prepare your own
tax returns, you should keep your Form 1098-T in a file
with your other tax documents. Form 1098-T should
remain in your files. You do not need to attach Form
1098-T to your tax returns.
For more information on tax benefits for education,
consult IRS Publication 970.
