Organizational Set-up Operation and Maintenance setting guidelines for the operation and maintenance of the Center o Center Management & Operation organizing the Center’s board/committees/ groups who will operate and maintain the Center setting the criteria for selection of trainer/s and trainees (e.g., priority to be given to top 10 poorest households in each barangay based on the LPRAP Survey) setting requirements for Training Delivery such as: o The delivery of training should adhere to the design of the curriculum. o Delivery should be guided by the 10 basic principles of Competency-Based TVET of TESDA. o The training is based on curriculum developed from the competency standards; o Learning is modular in its structure; o Training delivery is individualized and selfpaced; o Training is based on work that must be performed; 2 o Training materials are directly related to the competency standards and curriculum modules; o Assessment is based in the collection of evidence of the performance of work to the industry required standards; o Training is based both on and off-the –job component; o Allows for the recognition of prior learning ( RPL ) or current competencies; o Training allows for multiple entry and exit; and o Approved training programs are nationally accredited. Establishing Center linkages with other LGUs and institutions Facilities Improvement/Acquisition o Identification/selection of tools, equipment, materials for the Center’s courses o Establishing guidelines for the facilities’ procurement and utilization o Procurement/acquisition of tools, equipment, and materials B. Technical Assistance thru TESDA Technical assistance for the courses to be offered by the Center will be coordinated with TESDA for overall design, implementation and accredition. Course Title: Dressmaking and Tailoring for women and men Nominal Training Duration: 240 Hrs./training Course Description: This course is designed to enhance the knowledge, skills and attitude of the Tailor/Dressmaker in accordance with industry standards. It covers specialized competencies on drafting and cutting pattern, preparing and cutting materials, sewing, and applying finishing touches for casual apparel. Course Title: CONSUMER ELECTRONICS SERVICING Nominal Training Duration: 176 Hours Course Description: This course is designed to enhance the knowledge, skills and attitudes of a trainee/student on core competencies such as Manage Servicing System for Consumer Electronic Products and Train Service Technician Supervisors in accordance with the industry standards. It includes basic competencies such as Utilize specialized communication skills, Develop teams and individuals, Apply problem solving techniques in the workplace, Collect, analyse and organize information, Plan and organize work and Promote environmental protection It also includes common competencies such as; Use Hand Tools, Perform Mensuration and Calculation, 5 Prepare and Interpret Technical Drawing, Apply Quality Standards, Perform Computer Operations and Terminate & Connect Electrical Wiring and Electronic Circuits. Livelihood/Microfinance Component To jumpstart the graduates in their respective enterprises, capital will be provided in the form of a soft loan payable according to agreed terms set by the LGU. Guidelines as to its availment will be prepared by the LGU. This will serve as seed money 8 of the graduates who would like to set up their own shops. Payments from said loans will be revolved for others to avail. II. PROJECT STATUS : Proposed III. PROJECT JUSTIFICATION 1. Project Background/Description Brgy Poblacion of Buenavista Municipality is 75 kilometers to Tagbilaran City. It has 142 households with a population of 960. Based on the data taken from the latest LPRAP Survey conducted in 2004, 49.30% are living below the income threshold. A KALAHI-CIDSS:KKB Participatory Planning was conducted wherein the need for a training center was identified to respond to the unemployment problem in the municipality. With the project, it is expected that households will be able to augment their income to feed their family. The existing Skills Training Center of the municipality is located in Brgy. Poblacion. However, it lacks the tools, equipment and other facilities to be used for the skills trainings. A building is already constructed to serve as the learning resource center of the trainees. Community problems to be addressed by the project: 1. Low income of households. With the project, extra income will be provided to parents to finance the education of their children, among other needs 2. Unemployment in the municipality to which the project will provide employment to jobless youths and adults. The project will also provide additional income specifically to women through learning new skills. PROJECT FINANCING 1. Funds Needed : P300,000.00 This will include, among others, the acquisition of tools/equipment and materials to support the trainings and livelihood funds as seed money of graduates. Also included is the salary/honorarium of the course trainers. 2. Counterpart Funding The municipal and barangay local governments are willing to contribute a certain percentage to fund the project. Responsible Agencies TESDA- - provide technical assistance in the conduct, accreditation and approval of the courses to be offered provide course trainers MLGU- provide counterpart support funds in the conduct of the skill trainings BLGU- provide counterpart funding assistance at 3% from the barangay’s 20% IRA development fund 2. Administrative Feasibility Needs to be expounded / clarified The Training Center will be operated and managed by the Barangay Sub-Project Management Committee/Committees formed, viz: 11 Operation and Maintenance Committee will be the arm of the Project which will monitor and give emphasis of the flow of the project’s functionality and reports to the BOD for further assessment and approval. Committee on education will handle all the opening of classes, inventory of the facilities acquired and reports to the BOD the status of enrollees and graduates of the center and gives emphasis on the daily center management Bookkeeper/treasurer and audit committee will handle all the finances or funds of the center. 3.
