Bids Location and Date: Sealed bids will be received by mail or hand delivery to Union County’s Procurement Division until 1:00PM on November 19, 2015, at the Union County Government Building, Administrative Services Procurement Division, 500 North Main Street, Suite #709, Monroe, NC 28112. A less than expected weather impact will not be cause for reducing the contract time below that stated in the contract. e) The contract allows for 60 days from contract execution to complete all required paperwork and initial submittals prior to mobilization. Unless withdrawn pursuant to statute, no bid may be withdrawn after the scheduled closing time for receipt of bids for a period of (120) one hundred twenty days. 12. Addendum a) All questions regarding the bid must be submitted in writing (preferably by email) no later than 4:00 pm, November 9, 2015. b) The last addendum must be issued no later than November 13, 5 days prior to bid date. c) All addenda must be acknowledged on bid form. 14. Communications: a) The Instructions To Bidders requires bidders to notify the designer if they find any discrepancies or omissions in the documents or if the meaning of any portion of the documents is unclear. Claims for change in conditions for items that were apparent during the bidding will be rejected. Please note that bid questions will not be directly answered. Any questions which can be clarified will result in an addendum with revised drawings or specifications to clarify the appropriate scope. b) All questions shall be directed to the Architect. Do not ask questions directly to Architect’s consultants. Clarifications will be included in Addendum. Bidders are not to rely on verbal responses; no verbal response is official or binding until and unless it is reduced to writing. c) Ask questions early – The last day for asking questions is 10 days prior to bid date. No questions will be entertained after 10 days prior to bid date. d) Electronic Distribution of Information: For the duration of this project, it is the intent to distribute information only in electronic format where allowable. Drawings, memoranda, letters or other documents issued in the normal course of the work will be issued in electronic format (.pdf). Costs associated with printing and distribution of the project information is included in the Contract amount.Printed documents will be provided and expected for documents that are required to be in paper format by this contract or other legal requirement. Drawings that require revision will be issued as full-size sheet replacements, and complete specification sections will be reissued. 15. Special Project Considerations/Characteristics a) Independent Scheduler. Section 01 31 00 requires the contractor to hire an independent scheduling consultant to prepare, manage and report on the construction progress. We have not specifically listed any consultants in the project manual, but you will be required to submit the qualifications for your preferred consultant during the bidding for approval in the final addendum. b) Section 01 32 00 requires a variety of monthly reports related to schedule, which must be provided. The schedule must be submitted as soon as possible following contract execution and the owner and designer must be notified anytime that it changes. It is critical that the contractor effectively manage the schedule. c) The building enclosure for this project is designed to provide a continuous air/vapor/weather barrier that includes the roof, walls, foundations, slab on grade and fenestrations. Contractor is required to coordinate all materials and installations related to completion of this system as part of their work. Shop drawings for 3 all connections and details are required. Bidders are advised to carefully review the details to understand the extent and sequencing of the system. d) Testing is required for the building enclosure mock up and certain elements of the in place installation including roofs and fenestration. These tests are part of the contractor’s scope and must be performed in accordance with the listed testing procedures by certified professionals. e) Exterior cladding consists of masonry and metal panels. The masonry is brick. Please note the type of masonry veneer anchors indicated in the specifications also serve as the means of attachment for the insulation. Metal panel scope includes the design and installation of the support framing. f) Coordination drawings are required for all work to be included in concealed spaces including shafts, above ceilings, in masonry and concrete walls and below slabs as well as the ceilings themselves. The contractor is required to manage this effort to verify the installation of all work and identify conflicts prior to construction. Bidders are advised to include the necessary effort to perform this work in their bid. Please note that the specifications require coordination drawings to be complete before steel shop drawings can be approved. This effort will need to start immediately after contract execution. g) Temporary Heating and Cooling Requirements: If Owner authorizes use of permanent HVAC system for temporary use during construction, Contractor acknowledges that this project uses forced air to provide heating, cooling and fresh air. Contractor is responsible for any changes in sequencing or additional equipment necessary to provide temporary heating and cooling beyond at any state of construction. Even though the specifications state that the owner must approve use of temporary systems, it is our intent to allow it. Authorization will be refused or revoked if the contractor does not take reasonable and adequate care to protect the owner’s equipment during construction. h) Site visit- tour of existing conditions.
