SECTION 102.01 - ADVERTISEMENT FOR BID
PROJECT: CIP 5-501
CONSTRUCTION OF Shore Drive Tank Rehabilitation
CITY OF VIRGINIA BEACH, VIRGINIA, BID NUMBER PUCN-12-0031
The City of Virginia Beach, Virginia will receive sealed bids for the furnishing of all equipment, labor and
material, and the performing of all work for the above described project. The Bidder must include in its bid or
proposal its identification number issued by the Virginia State Corporation Commission or a statement
describing why it is not required to be so authorized to transact business in the Commonwealth.
RECEIPT OF BIDS:
All bids must be time stamped no later than 3:00 P.M. (local time), March 15, 2012, by the Office of the
Contracting Agent, in the Purchasing Division, 2388 Court Plaza Drive, Princess Anne Executive Park,
Kempsville Building, 1st Floor, Virginia Beach, Virginia 23456. Bids time stamped 3:01 P.M. or later will not
be considered, and will be returned unopened to the prospective bidder. The remaining bids will be publicly
opened and read aloud thereafter.
Bid Documents may be inspected at the Builders and Contractors Exchange, Inc., 1118 Azalea Garden
Road, Norfolk, Virginia 23502; McGraw-Hill Construction - Dodge Plan Room, 9 North Third Street,
Richmond, VA 23219; and A&E Reprographics, Inc., 4505 Columbus Street, Suite 104, Virginia Beach, VA
23462.
Bid documents may be obtained by appointment only from the office of O’Brien & Gere Engineers, 2809 S.
Lynnhaven Road, Reflections 1, Suite 305, Virginia Beach, VA 23452 Phone No. 757-431-2966, Between
8:30 a.m. and 5: 00 p.m. Monday through Friday, upon payment of a deposit of 50.00 dollars. Deposit
checks shall be made payable to Treasurer, City of Virginia Beach.
Rehabilitation work includes the complete cleaning and repainting of all tank interior and exterior surfaces for
a 2 million gallon standpipe. Other rehabilitation items include the replacement of a hinged entry hatch,
replacement of a safety climbing system, replacement of FAA obstruction light, installation of new tie-off
points, miscellaneous coaxial cable related support modifications, new panelboard and associated
wiring/conduit on tank. Refer to the plans and specifications for the complete scope of work.
A pre-bid conference will be held on March 1, 2012 at 10:00 A.M. located at 4313 Shore Drive, Virginia
Beach, VA 23455
The procedure for withdrawal of bid due to error shall be per Section 2.2-4330 (i) of the 1950 Code of
Virginia, as amended.

ALL BIDDERS ARE ADVISED THAT THERE IS A REQUIREMENT FOR THE PREPARATION AND
INCLUSION OF A GOOD-FAITH PARTICIPATION PLAN FOR MINORITY-OWNED, SERVICE-DISABLED
VETERAN-OWNED AND WOMEN-OWNED SUBCONTRACTORS. FURTHER, THE CITY COUNCIL
ADOPTED A RESOLUTION IN 2008 ESTABLISHING A MINUM OF 10% PARTICIPATION BY MINORITY
CONTRACTORS AS AN ASPIRATIONAL GOAL IN ALL AREAS OF CITY CONTRACTING. THE CITY OF
VIRGINIA BEACH DOES NOT DISCRIMINATE AGAINST FAITH BASED ORGANIZATIONS.
