๑. ความเป็นมา
การไฟฟ้านครหลวง มีความประสงค์ซื้อ 24 kV sectionalizer, 3 phase, outdoor เพื่อใช้ใน
แผนงานเพิ่มประสิทธิภาพในการจ่ายไฟฟ้า
๒. วัตถุประสงค์
การไฟฟ้านครหลวง มีความประสงค์จะประกวดราคาด้วยระบบอิเล็กทรอนิกส์ เพื่อ
จัดซื้อ 24 kV sectionalizer, 3 phase, outdoor จํานวน 1 รายการ ดังนี้
24 kV sectionalizer, 3 phase, outdoor จํานวน 177 Sets
๓. คุณสมบัติของผู้เสนอราคา
๓.๑ ผู้เสนอราคาต้องเป็นผู้มีอาชีพขายพัสดุที่ประกวดราคาซื้อ ด้วยวิธีการทางอิเล็กทรอนิกส์
๓.๒ ผู้เสนอราคาต้องไม่เป็นผู้ที่ถูกระบุชื่อไว้ในบัญชีรายชื่อผู้ทิ้งงานของทางราชการและได้แจ้ง
เวียนชื่อแล้ว หรือไม่เป็นผู้ที่ได้รับผลของการสั่งให้นิติบุคคลหรือบุคคลอื่นเป็นผู้ทิ้งงานตามระเบียบของทาง
ราชการ
๓.๓ ผู้เสนอราคาต้องไม่เป็นผู้มีผลประโยชน์ร่วมกันกับผู้เสนอราคารายอื่น และ/หรือต้องไม่เป็นผู้
มีผลประโยชน์ร่วมกันระหว่างผู้เสนอราคากับผู้ให้บริการตลาดกลางอิเล็กทรอนิกส์ ณ วันประกาศประกวด
ราคาซื้อด้วยวิธีการทางอิเล็กทรอนิกส์ หรือไม่เป็นผู้กระทําการอันเป็นการขัดขวางการแข่งขันราคาอย่างเป็น
ธรรม ตามข้อ ๑.๖
๓.๔ ผู้เสนอราคาต้องไม่เป็นผู้ได้รับเอกสิทธิ์หรือความคุ้มกัน ซึ่งอาจปฏิเสธไม่ยอมขึ้นศาล
ไทย เว้นแต่รัฐบาลของผู้เสนอราคาได้มีคําสั่งให้สละสิทธิ์และความคุ้มกันเช่นว่านั้น
๓.๕ ผู้เสนอราคาต้องผ่านการคัดเลือกผู้มีคุณสมบัติเบื้องต้นในการซื้อของกรม

ถึงวันที่ 25 มีนาคม 2556 นั้น การไฟฟ้านครหลวง ได้ตรวจสอบแล้วปรากฏว่า มีผู้เสนอข้อคิดเห็นในการ
ทําประชาพิจารณ์ 4 ราย คือ บริษัท Precise Corporation Co., Ltd., บริษัท Eletech International
Corp. Ltd., บริษัท กันกุลเอ็นจิเนียริ่ง จํากัด (มหาชน) และบริษัท เจอีซี เทคโนโลยี จํากัด
กฟน. ได้พิจารณาข้อพิจารณ์ของบริษัทแล้วเห็นควรแก้ไข specification no. 612 : 24 kV

24 kV SECTIONALIZER
612A Scope
612A1 This specification describes the requirements with which the manufacturer
shall comply in order to supply 24 kV sectionalizer for outdoor installation in
the Metropolitan Electricity Authority (MEA) Bangkok, Thailand for use on
24 kV 3 phase 3 wire 50 Hz solidly grounded neutral at substation system.
612A2 The following attached drawing is part of this specification:a) Dwg. no. 10A4-S005
: 24 kV sectionalizer
612B Site and Service Conditions
The sectionalizer shall be installed in the Bangkok Metropolis, Thailand. The service
conditions are as follows:a) Installation site : Outdoor under direct sunlight.
b) Altitude : approximately at mean sea level.
c) Maximum ambient temperature : 40oC.
d) Average ambient temperature in any one year : 30oC.
e) Average relative humidity in any one year : 79%.
f) Average maximum relative humidity in any one year : 94%.
The sectionalizer shall be suitable for use in tropical climatic area and shall be capable
of operating at its full ratings in the service conditions mentioned above.
612C Reference Standard
Except otherwise specified elsewhere in the specification, all equipment required by
MEA shall be manufactured and tested in conformity with the standards listed below.

Note
1. The sectionalizer tested in accordance with the later version of the above standard
is also accepted.

The sectionalizer tested in accordance with older version of the above standard is
also accepted provided that the test report is conformed to standard and year
mentioned above.
3. If there are any minor parts deviated from the standards, they shall be clearly
mentioned in the "DEVIATION FROM MEA'S SPECIFICATION FORM" attached
herewith.
4. The equipment complies with other national standards having similar characteristics
and providing equal performance and/or quality to those specified may be proposed.
In this case, the complete ENGLISH language copies of the standards shall be
submitted with the quotation, otherwise such offer may not be considered.
612D Test, Inspection and Test Report
612D1
Bidder shall propose sectionalizer only from the manufacturer who has his
own type test report. The proposed sectionalizer shall have successfully passed
all the type tests or design tests in accordance with the applicable standards.
All type tests according to IEC 60265-1 shall be consisted of at least the
following items:a)
Dielectric tests
b)
Temperature rise tests
c)
Measurement of the resistance of the main circuit
d)
Short time withstand and peak withstand current tests
e)
AC power frequency high-voltage test on control unit (according to IEC
60255-5, table 6)
f)
Impulse voltage test on control unit (according to IEC 60255-5, table 2,
category III)
All type test report shall be attached to the bid or be submitted to MEA within
15 (fifteen) days after opening date. If the type test reports are not delivered to
MEA within 15 (fifteen) days after the opening date, MEA will not consider
such offer.
Note : For sectionalizer tested according to IEC, the test report in clause e)
and f) can be sent before the first shipment otherwise the sectionalizer
shall not be accepted.

Standard factory test shall be done in accordance with routine tests stated in
reference standard and they shall be performed in accordance with procedure
specified.
612D3
MEA reserves the right to send the representative at his expense to inspect and
witness tests of the material and equipment during manufacturing, at the time
of shipment or at any time he deems necessary. The supplier shall provide free
access to the facilities where the equipment is being manufactured and shall
satisfy the representatives that the material and equipment are in accordance
with this specification and purchase contract.
612D4 Prior to the shipment of the material and/or equipment from the factory, the
supplier shall airmail to MEA the complete and certified reports of all tests
made in 6 (six) copies. The test reports shall contain all data required for their
complete understanding such as; diagrams, methods, instruments, constants and
values in the tests and the results obtained. If MEA has his own inspector, the
supplier shall submit all the above test reports to the inspector and the inspector
himself shall certify and/or review those test reports and submit to MEA.
612E Drawings and Instruction
612E1 Supplier shall furnish 7 (seven) copies each of the following items as soon as
possible for the design approval by MEA.
a) Outline drawings and physical arrangement drawings showing the
mounting details of the sectionalizer installed on MEA's concrete pole. The
drawing shall state all dimensions, weights, bill of materials etc.
b) Schematic diagram, wiring diagram and circuit diagram.
c) Nameplate drawing.
d) Installation and operating instruction.
If any of the drawings and data mentioned above are not submitted to MEA
within 60 (sixty) days after the effective date of contract, the supplier shall be
penalized at Baht 1,000.00 (one thousand only) per day until the date the
supplier submits the above documents.
Generally, if the drawings require no more detail, they will be returned to the
supplier within 45 (forty-five) days after receipt by MEA. If drawings for
approval are not submitted within the time as mentioned above or MEA has to
request for additional information, supplier cannot regard lost time as reason
for extending delivery time without penalty.

612E2 Supplier shall furnish 6 (six) copies of the following items, at least 30 (thirty)
days prior to the first shipment of the equipment.
a) Final certified drawings of all items listed in clause 612E1 above.
b) Complete installation, operating and maintenance instructions of all
equipment.
c) Complete part lists of every equipment.
612E3 One complete set of drawings, instruction and diagrams shall be firmly attached
to or boxed with each sectionalizer at the time of shipment.
612E4 All drawings except standard shop drawings, characteristic curves and
installations shall have the contract number marked thereon.
612E5 All drawings and instructions shall be in ENGLISH. Information on drawing
shall be engineering lettering. Instruction manual shall be machine printed or
typed.
612E6 All measurements and qualities shall be expressed in the unit of METRIC
SYSTEM. If there are expressed in the other system, the metric equivalent shall
also be shown.

612G General Requirements
612G1 The sectionalizer shall be three pole, outdoor, crossarm-mounted, SF6 gas,
suitable for operation in conjunction with MEA's upstream substation feeder
circuit breakers which having operating sequence as follows : O-3sec-CO-1min-CO-Lockout (1 Instantaneous, 2 Time delay)
612G2 The sectionalizer shall operate by counting number of faults within a specified
time (reset time) by detecting the following conditions:a) Current exceeds the predetermine value (pick up current) and
b) Loss of system voltage.
Number of counting shall be settable ; one or two.
612G3 The sectionalizer shall be tripped while the upstream circuit breaker is deenergized.
612G4 For two count operation, the sectionalizer shall automatically reset at the end of
its reset time if it counts only "one" (Temporary Fault). The reset time shall be
200 seconds.
612G5 The sectionalizer shall be manually reset after it has operated to the open
position.
612G6 The sectionalizer shall have a measure to prevent the fault count due to inrush
current or line surge .
612G7 The sectionalizer shall consist of three major parts as follows :
- Three phase SF6 switch.
- Control equipment contained in weatherproof control cabinet installed on
concrete pole by using two 5/8” bolt 40 cm. spacing.
- Other necessaries equipment for installation such as crossarm, mounting
bracket, etc. (see dwg.no.10A4-S005)
612G8 The sectionalizer and associated equipment shall be outdoor type and suitable
for installation on concrete pole as shown in attached drawings.
612G9 The sectionalizer nameplate shall be provided with the corresponding purchase
contract number and information according to reference standard.
612G10 The control circuit and operation mechanism shall use auxiliary power from
LV system 230 Vac unless the built in VT (clause 612H4 t) has enough
capacity to supply control circuit and mechanism. However the sectionalizer

shall be able to trip if need despite of no auxiliary power due to circuit breaker
at substation is tripped.
612G11 The Sectionalizer shall be provided with terminal block for input external
control signal for tripping function via RTU. The output points of signal
switches from RTU are auxiliary output contact (dry contact).
612H Three Phase Switch
612H1 The switch interrupter shall be puffer type, or combination of rotary arc and
puffer arc quenching principle. The switch shall utilize SF6 gas as arcquenching and insulating medium.
612H2 The switch shall be open and closed manually without power supply by using a
NEMA-head hook stick, and automatically open if the fault counting is reached
the value without the need of auxiliary power (clause 612G10) or battery
power.
612H3 The enclosure shall be stainless steel with minimum of two coats of paint. The
first coat shall be a rust inhibiting primer. Final coat shall be outdoor dark grey
ASA No. 24 or equal. Other coating process may be accepted by MEA's
approval.
612H4 Each set of the switch shall be supplied with :
a) Manual operating handle, with operating hook(s) having inner diameter of
not less than 26 mm, suitable for use with NEMA-head hook stick (7.2
meters long) from ground level.
b) Mechanical indicator, CLOSE/OPEN.
c) Mechanical interlock handle to block the operation of main switch during
maintenance.
d) Operating mechanism.
e) Auxiliary contact for low gas pressure indicating lamp.
f)
Six (6) main circuit leads, each 2.5 meters long, insulated copper
conductor 185 mm2, with sets of cable-end water-seals and sets of terminal
connectors for connecting to copper conductor 70 mm2.
Note See dwg.no. 10A4-S005 for details of connection. Additional 1 die
for the connector suitable for Y35 compression tool shall be also supplied.
g) Six (6) cold shrinkable tube shall be silicone or EPDM, gray color,
outdoor type, 3 (three) minutes power frequency withstand voltage 30 kV,
and suitable for covering terminal lugs to protect short circuit from birds,

squirrels and others.
h) Control cable(s) with weather proof plug(s) at both end, each 11 meters
long.
i)
Auxiliary power cable (2x6 mm2, 7 meters long) with weather proof plug
at one end.
j)
Ground terminal, with solderless clamp type connector suitable for steel
stranded conductor diameter of 9.0 mm (size 50 mm2); complete with
lockwasher of stainless steel or better.
k) Pressure releasing device operating in case pressure builds up higher than
permissible design pressure.
l)
Safety locking device to prohibit switching in case SF6 gas pressure drops
below permissible minimum pressure, with red indicator easily to be seen
from ground level.
m) Porcelain or polymer bushings.
n) Lifting lug(s).
o) Nameplate.
p) Absorber to absorb moisture and de-composed SF6.
q) Weather proof control cabinet.
r)
Operation mechanism with moisture absorber.
s)
Bushing CT in each phase for over current sensing.
t)
Built-in voltage transformer (or sensor) for detection of 24kV line voltage.
u) Others, according to manufacturer's design.

Other Accessories

The following accessories shall be provided :
a) Crossarm, brace, frame and other hardwares for installing on concrete
pole. See Drawing no.10A4-S005
b) Other (if any).

All exposed steel parts shall be hot dipped galvanized or stainless steel.
Additional Requirements for Marking and Packing

All spare parts shall be shipped together with the first shipment of the switch
in order to enable MEA to replace the parts which may be damaged during
transit.

Packing lists shall indicate clearly all loose materials such as spare bushings,

spare connectors and etc. which are packed in any certain cases.

If any parts are packed in the cartons for containerized shipment, the cartons
shall be arranged into pallets so as to facilitate their movement by forklift
trucks.
612K Special requirement
The following requirement are modified in this bid only, the initial requirement shall be
required when MEA issues the next bid.
