This request for quotation (RFQ) solicits information that will enable BRPUA to determine the lowest qualified quotation from a Contractor for the replacement of the switchgear and appurtenances. Background The main switchgear for the primary power feed into the BRPUA SWATS Facility was originally installed as a part of the original plant construction in 1988. This equipment has reached the end of its useful life and is no longer functioning as originally designed. Additionally, BRPUA has begun a systematic replacement of the existing power cable throughout the system. As the next stage in this replacement program, the cable run between the existing Electrical Building and the Carbon Dioxide (CO2) feed building and the cable run between existing Electrical Building and the High Service Pump Station are scheduled to be replaced. All materials and equipment used in the switchgear and electrical appurtenances replacement shall be constructed in accordance with the Specifications provided with the RFQ. The proposed replacement shall include, but not be limited to the following: • • • • • Remove main Switchgear and replace with new equipment with the same electrical characteristics. Remove two 25kv cable sets beginning at the main Switchgear, with one ending at CO2 Building and one ending at Building-800. Clear conduit and install new cable. Install new load-break elbow connections. Test cable and place the system back into normal operation. Electrical Service for the SWATS Facility can be turned off for a maximum of 12 hours while the replacement of the switchgear and electrical appurtenances are being completed. It is anticipated that these improvements will be completed in three phases to accommodate the maximum power outage. A breakdown of the anticipated work to be completed is as follows: Phase-1: • Turn off the incoming power from the utility company. • Remove the existing switchgear. • Remove the 25kv cable feeding the CO2 Building. • Temporarily connect the incoming cable to the cable feeding Building-800. • Restore utility power to the facility utilizing the loop and the dead band will be the removed cable. Phase-2: • Lock down the switchgear building and return the facility to water production. • Prepare materials for Phase-3. Phase-3: Remove the 25kv cable feeding Building-800. Install the new switchgear. Install new cable, terminate and test. Complete new system, contractor to inspect and commission. Restore facility power. The quotation provided shall include all tools, equipment, material, and labor required for the replacement of the switchgear, coordinate with the power company, provide any temporary power requirements, and appurtenances required for a complete and operable switchgear and power distribution system. Payment for construction services rendered will be made following the issuance of the Notice of Final Completion of Work by the Owner and Engineer. RFQ Proposal Package The RFQ Proposal Package shall include the following components: Transmittal Letter: The letter will provide the names, title, address (physical and mailing) and telephone number of the official contact. Insurance and Bonding: Contractor will provide a Certificate of Insurance or Copy of Policy and Bid Bond. Refer to attached Certificate of Insurance and Bid Bond Documents. Construction Plan: Contractor shall provide the information for the equipment and materials proposed for the Switchgear and Electrical Appurtenance Replacement including anticipated equipment, personnel, certifications, construction method, and schedules. Quotation: The quotation for the Switchgear and Electrical Appurtenance Replacement shall include all tools, equipment, materials, labor, and appurtenances required for a complete and operable power distribution system as described above. References must include: Project Name & Location, Installing Contractor’s name and contact information, specific Owner contacts, list name(s) and phone number(s) of the Owner(s) representatives, name and phone number of Project Engineer, and brief description of the projects. Reduce Drawings or diagrams bound in manuals to an 8-1/2 x 11 IN or 11 x 17 IN size. 1) Where reduction is not practical to ensure readability, fold larger Drawings separately and place in vinyl envelopes which are bound into the binder. 2) Identify vinyl envelopes with Drawing numbers. c. Mark each sheet to clearly identify specific products and component parts and data applicable to the installation for the Project. 1) Delete or cross out information that does not specifically apply to the Project. Electronic copy submittals: a. Electronic copies of the approved paper copy Operation and Maintenance Manuals are to be produced in Adobe Acrobat's Portable Document Format (PDF) Version 9.0 or higher. b. Do not password protect and/or lock the PDF document. c. Create one (1) PDF document (PDF file) for each equipment O&M Manual. d. Drawings or other graphics must be converted to PDF format and made part of the one (1) PDF document. 1) Scanning to be used only where actual file conversion is not possible. e. Rotate pages that must be viewed in landscape to the appropriate position for easy reading. f. Images only shall be scanned at a resolution of 300 dpi or greater. 1) Perform Optical Character Recognition (OCR) capture on all images. 2) Achieve OCR with the "original image with hidden text" option. 3) Word searches of the PDF document must operate successfully to demonstrate OCR compliance. g. Provide conductor sizes as indicated on the drawings. B. Wire nuts may be used on solid conductors of 120-volt and 277-volt lighting and 120-volt receptacle circuits only. Use King silicone filled pressure connectors, or approved equal. Use crimp connectors on all stranded conductors. Place no more than one conductor in any singlebarrel pressure connection. C. Soldered mechanical joints insulated with tape will not be acceptable. D. Vinyl plastic insulating tape for wire and cable splices and terminations shall be flame retardant, 7-mil thick minimum, rated for 90 degree C minimum meeting the requirements of UL 510. E. Provide terminals and connectors acceptable for the type of material used. F. Arrange wiring in cabinets, panels, and motor control centers neatly cut to proper length. Remove surplus wire, and bridle and secure in an acceptable manner. Identify circuits entering motor control centers or other control cabinets in accordance with the conductor identification system specified herein. G. Terminate control and instrumentation wiring with methods consistent with terminals provided, and in accordance with terminal manufacturer's instructions. Where terminals provided will accept such lugs, terminate control and instrumentation wiring (except solid thermocouple leads) with insulated, locking-fork compression lugs, Thomas & Betts, Sta-Kon, or equal. H. For terminals designed to accept only bare wire compression terminations, use only stranded wire, and terminate only one wire per terminal. Tighten terminal screws with torque screwdriver to recommended torque values. I. Attach compression lugs with a tool specifically designed for that purpose which provides a complete, controlled, crimp where the tool will not release until the crimp is complete. Use of plier type crimpers is not acceptable. J. Cap spare conductors and conductors not terminated with UL listed end caps. K. Where conductors pass through holes or over edges in sheet metal, remove all burrs, chamfer edges, and install bushings and protective strips of insulating material to protect the conductors. L. For conductors that will be connected by others, provide at least 6 feet spare conductor in freestanding panels, and at least 2 feet spare in other assemblies. Provide more spare conductor in any particular assembly where it is obvious that more conductor length will be needed to reach the termination point. CABLES A. Do not splice without permission of the ENGINEER. Locate splices, when permitted, only in readily accessible cabinets or junction boxes using terminal strips. B. Where connections of cables installed under this section are to be made to instrumentation and controls, leave pigtails of adequate length for neat bundled type connections. C. Maintaining the integrity of shielding of instrumentation cables is essential to the operation of the control systems. Take special care in cable installation to ensure that grounds do not occur because of damage to the jacket over the shield. CABLE PLACEMENT: A. eHT 5923 Immediately prior to the placement of each cable or cable group, inspect the raceway to determine that installation is complete and that the interior is clean and free of all materials detrimental to the cable or its placement. Provide adequately sized raceways to accommodate the number and size of cable as specified, and in compliance with Article 300 of the National Electric Code. If at any time during the progress of the work raceways appear inadequate to accommodate the assigned cable, notify the Owner at once and discontinue further work on the questionable raceway until advised by the Owner as to how to proceed. C. Carefully check all cable as to size and length before pulling into conduits. Remove and replace cable pulled into the wrong conduit or cut too short at no additional cost to the Owner. Do not pull cable removed from one conduit or duct into another conduit or duct without permission of the Owner. D. Fishing and pulling shall be performed with flexible round non-metallic tape, carbon dioxide, or forced air propelled polyethylene cord, nylon rope, or manila rope. No metallic cable or materials that may damage or scratch the inside surface shall be pulled into any conduit. E. Use woven wire cable grips to pull all low voltage single conductor cable, No. 2/0 and larger, and all low voltage multi-conductor cable. Use pulling loops to pull single conductor cable smaller than No. 2/0. When a cable grip is used for pulling, the arc of the cable covered by the grip plus 6-inches shall be cut off and discarded. F. Insert a reliable non-freezing type of swivel or swivel connection between the pulling ropes and the cable eye, or grip to prevent twisting under strain. G. Do not exceed the maximum pulling tension recommended by the cable manufacturer. Pulling mechanisms of both the manual and power types shall have the rated capacity in tons clearly marked on the mechanism. Whenever the capacity of the pulling mechanism exceeds the recommended pulling tension of the cable as given by the cable manufacturer, a dynamometer shall be used to show the tension on the cable, and the indicator shall be constantly watched. If any excessive strain develops, stop the pulling operation at once and determine and correct the difficulty. CONDUCTOR ARC AND FIREPROOFING TAPES A. Use arc and fireproofing tapes on 600 volt single conductors and cables, except those rated Type TC, throughout their entire exposed length at splices in manholes, handholes, vaults, cable trays, and other indicated locations. B. Wrap together as a single cable conductors entering from each conduit. C. Follow tape manufacturer's installation instructions. Secure the arc and fireproofing tape at frequent intervals with bands of the specified glass cloth electrical tape. Make each band of at least two wraps of tape directly over each other. FIELD QUALITY CONTROL A. Perform tests and inspections and prepare test reports. B. Tests and Inspections: 1. After installing conductors and cables and before electrical circuitry has been energized, test service entrance and feeder conductors, and conductors feeding the following critical equipment and services for compliance with requirements. 2. Perform each visual and mechanical inspection and electrical test stated in NETA Acceptance Testing Specification. Certify compliance with test parameters. 3. Infrared Scanning: After Substantial Completion, but before Final Acceptance, perform an infrared scan of each splice in cables and conductors No. 3 AWG and larger. Remove box and equipment covers so splices are accessible to portable scanner. a. Follow-up Infrared Scanning: Perform an additional follow-up infrared scan of each splice 11 months after date of Substantial Completion. b. Instrument: Use an infrared scanning device designed to measure temperature or to detect significant deviations from normal values. OPERATIONS AND MAINTENANCE MANUALS A. Manufacturer shall provide copies of installation, operation and maintenance procedures to Owner in accordance with general requirements of Division 1. B. Submit operation and maintenance data based on factory and field-testing, operation, and maintenance of the specified products. PART 2 - PRODUCT 2.01 MANUFACTURERS A. Switchgear: The metal-enclosed load interrupter switchgear shall be Square D type HVL/CC or approved equal. B. Current limiting fuses a. b. c. d. e. C. 2.02 The switchgear shall be equipped with an optional FUSELOGIC system to provide the following features: 1. Provide direct acting, single phase protection 25.8kV up to 65E using Square D din style fuses (or equal) to automatically open the stored energy operated load interrupter switch when a fuse blows. The system shall further prevent potential single phasing conditions by blocking the closing of the switch when a fuse is blown or if a fuse is not installed. 2. Provide a system to prevent potential single phase conditions by blocking the closing of a manually operated load interrupter switch when a fuse is blown or not installed. 3. Fuses shall be Square D din style (or equal) non-disconnect mounted fuses with provisions for removal and replacement from the front of the switchgear. ARRANGEMENT A. eHT 5923 Fuses shall be current limiting, non-expulsion type of self-contained design to limit the available fault current stresses on the system. Fuses shall be affixed in position in a non-disconnect fuse mounting with provisions for removal and replacement from the front of the gear. Fuse Rating: "E" rated, size as specified herein. Voltage Class: 25.8 kV. Interrupting Rating: As stated above to achieve the integrated interrupting rating; 25,000 amps, rms symmetrical interrupting capability at 27 kV. The arrangement of the new load interrupter switchgear lineup shall consist of the following: 1. The incoming line shall be a 600 amp, fused load break interrupter switch. The fuse size will be minimum 150E fuse. Actual fuse size shall be determined later. 2. The feeder compartments for the existing feed to PMT 700-B and PMT 800-B shall be 600 amp fused load break interrupter switches with minimum 50E fuses. Actual fuse size shall be determined later. 3. Additional compartments shall be provided as required to match the existing conditions. Extensions shall be added to the gear as required to match the existing depth. LOAD INTERRUPTER SWITCHGEAR ASSEMBLY A. The metal-enclosed switchgear assembly shall be indoor type, following distinct compartments: 1. Main bus compartment. 2. Switch Compartment. 3. Cable connection/fuse compartment. 4. Mechanism compartment. compartmentalized into the B. The metal-enclosed switchgear with load interrupter switches shall consist of a multiple section line-up, be of indoor construction. The sections shall contain the load interrupter switches and the necessary accessory components. The equipment shall be factory-assembled (except for necessary shipping splits) and operationally checked. The assembly shall be a self-supporting, floor mounted bay. C. The equipment shall be designed for rear access. D. Cable entry shall be bottom. E. The complete assembly shall be constructed in accordance with applicable provisions of the latest edition of ANSI IEEE C37.20.3 and the minimum construction standards of the manufacturers of the major components such as power fuses or potential transformers. Provide adequate space for fuse handling when applicable. F. In establishing the requirements for the enclosure design, consideration shall be given to such relevant factors as controlled access, tamper resistance, protection from ingress of rodents and insects. G. Switchgear rated 600 amps continuous shall not require ventilation openings to aid in cooling of the associated components. H. The integrated fused switchgear assembly shall withstand the effects of closing, carrying and interrupting currents up to the assigned maximum short circuit rating. I. The switchgear shall be low maintenance designed to reduce the requirement for annual/ periodic maintenance of the equipment. Equipment with scheduled maintenance intervals of 5 or more years is preferred. COMPONENTS A. The load interrupter switch shall be rated at 600 amperes continuous and interrupting; fixed mounted on NEMA class A-20 porcelain standoff insulators; manually operated; quick-make, quick-break with the speed of operation independent of the operator. To provide for dependable operation, the device shall not rely on chains or cables to drive the blade assemblies open and closed. The spring operator assembly shall be isolated from high voltage and coupled through a direct drive shaft. B. Switches shall separate current carrying paths and arcing interruption paths. C. Switch blades shall be mounted on insulators that are attached to grounded metal barriers. Switches that utilize blades mounted on a common shaft with insulation from blade to blade rather than blade to ground are unacceptable. D. The switch operating handle shall be permanently attached to the outside front of the switchgear and ready for immediate use. Removable handles are not acceptable. The handle shall operate in the conventional fashion with the switch closed with the handle in the up position and the switch open with the handle in the down position. Provisions shall be available for padlocking the switch in either the open or closed position. Surge Arresters metal-oxide type: Intermediate class, rated 18 kV, 15.3 MCOV; one per phase, each circuit. B. Incoming Cable Termination: An anti-rotational mounting pad shall have provision for 2 NEMA 2-hole cable lugs. C. Provide two 2” long-wave infrared inspection windows per vertical section. One window shall be for the lower compartment and the other for the upper compartment. D. Anti-condensation space heaters, 120 VAC, supplied by user, sized by the manufacturer, with thermostat. E. Pad lock provisions for mechanism covers on the load interrupter switch mechanisms shall be supplied as standard to prevent unauthorized access to the operating mechanism. F. The high-voltage compartment door shall be interlocked to prevent opening with the load interrupter in the closed position. The interlock must be directly attached to the operating mechanism and should not rely on long cables and linkages. FABRICATION A. Construction: Indoor. Each equipment bay shall be a separately constructed cubicle assembled to form a rigid free standing unit. Minimum sheet metal thickness shall be 11 gauge steel on all exterior surfaces. Adjacent bays shall be securely bolted together to form an integrated rigid structure. Each individual unit shall be braced to prevent distortion. B. All bus joints shall use Belleville washers. Torque bolts that are used for bus joints or for insulators and direct support of any current carrying parts shall be marked with a bead of highly visible bright orange "torque seal", that will readily show when a bolt has loosened. C. The high voltage and non-disconnect type fuse mountings, shall be accessible only through a separate door mechanically interlocked with the load interrupter switch, so the load interrupter switch is opened before the door is opened and that the switch cannot be closed when the door is open. Switchgear designs with full height doors for access to the fuses shall have a solid grounded metal barrier with a viewing window covering the area of the main cross bus and/or line side of the load interrupter switch. Screened or penetrable barriers which may allow intentional or inadvertent contact with energized parts shall not be permitted. D. No energized parts should be within normal reach of the opened doorway. Four full-length vertical barriers of 3/16-inch thick glass-reinforced polyester, NEMA grade GPO-3, minimum, shall isolate the three phases of the load interrupter switch and fuses from each other and from the enclosure. E. Main Bus shall be tin-plated copper, insulated, rated 600amps, and shall be supported from the top of the enclosure on NEMA class A-20 porcelain standoff insulators. F. Provide continuous ground bus through the switchgear assembly, securely connected to the steel frame of each cubicle. G. Main bus and ground bus connections shall be designed for easy for future extensions. Cutout areas with removable bolted on covers shall allow for future extension of the main bus. A knockout shall be removable for the extension of the ground bus. H. The metal-enclosed switchgear shall be fully assembled, inspected and tested at the factory prior to shipment. Large line-ups shall be split to permit normal shipping and handling as well as for ease of rejoining at the job site. I. A viewing port shall be installed in the switch enclosure to enable visible verification of the switch blade position and blown fuse indicators from outside the enclosure. FACTORY FINISHING A. eHT 5923 All non-painted steel parts shall be zinc plated. All painted steel parts shall be cleaned and a zinc- phosphate (outdoor equipment) or iron phosphate (indoor equipment) pre-treatment applied prior to paint application C. Paint Color shall be ANSI-61 (light gray) TGIC polyester powder, applied electrostatically through air. Following paint application, parts shall be baked to produce a hard durable finish. The average thickness of the paint film shall be 2.0 mils. Paint film shall be uniform in color and free from blisters, sags, flaking and peeling. D. Adequacy of paint finish to inhibit the buildup of rust on ferrous metal materials shall be tested and evaluated per paragraphs 5.2.8.1-7 of ANSI C37.20.3-1987. Salt spray withstand tests in accordance with paragraph 5.2.8.4 shall be performed on a periodic basis to provide conformance to this corrosion resistance standard of at least 600 hours minimum. PART 3 - EXECUTION 3.01 3.02 3.03 EXAMINATION A. Visually inspect switchgear for evidence of damage and verify that surfaces are ready to receive work. B. Visually inspect to confirm that all items and accessories are in accordance with specifications and drawings. C. Verify field measurements are as specified herein. D. Verify that required utilities (e.g., control voltage for heater circuits on outdoor switchgear) are available, in proper location, and ready for use. E. Beginning of installation means installer accepts existing surface conditions. INSTALLATION A. Install in accordance with manufacturer's instructions, applicable requirements of the NEC and in accordance with recognized industry practices. B. Connect the primary surge arresters if not connected. If required, use jumper cables, as provided by the switchgear manufacturer.] C. Bending of high-voltage cables should be avoided or minimized. All necessary bends shall meet at least the minimum radii specified by the cable manufacturer. FIELD QUALITY CONTROL A. Field inspection and testing shall be performed by the Contractor. B. Visually inspect switchgear for physical damage upon receipt. C. Perform mechanical operator tests in accordance with manufacturer's instructions. D. Check torque of all bolted connections, including cable terminations, either by observing the bead of indicating compound to confirm that it is still intact, or with a torque wrench to confirm the joint is tightened to the manufacturer's specifications. E. Touch-up all chips and scratches with manufacturer-supplied paint and leave remaining paint with Owner. F. Perform insulation resistance test on each phase to ground and phase to phase. Record results for future reference. G. Perform low-frequency withstand tests according to ANSI/IEEE C37.20.3, paragraph 5.5. H. Perform contact resistance test across each switch blade; report any contact resistance in excess of 50 micro-ohms.
