There was no legitimate purpose for this to have been left
in such a manner other than to annoy. After several attempts
to raise the resident unsuccessfully, I was able to reach in
the window and disconnect the speaker. This is an ongoing
issue that we have dealt with on numerous occasions all with
similar circumstances.
