Your Norris Public Power District is here to serve you, and it is for you that we continue to work. Our commitment is to provide
the best possible electric service at the lowest possible cost.
The Norris District serves over 18,000 customers in Gage, Lancaster, Jefferson, Saline and Thayer County. Our mission is to
provide electricity and related services to customers at competitive prices in the most efficient, reliable, and safest manner
possible.
Our mission statement exemplifies our motto, "Dedicated to Serving You!", which confirms the District's commitment to providing
high quality, uninterrupted service to its customers while maintaining its dedication to the economic viability of its service area
and ongoing respect for the natural environment.
The Norris District’s Headquarters office is located at 606 Irving Street in Beatrice. Area offices are located in Beatrice, Hebron
and south of Lincoln. Any questions or requests, including inquiries about your bill, may be handled during normal business
hours by visiting or calling any of our offices. Emergency services are available after hours and on weekends. Telephone
numbers and mailing addresses are included in this brochure.
In order that we might serve your needs more fully, we ask you to take a few moments to read this information and save it for

You Own Norris Public Power
As a customer receiving electric service from Norris, you are a customer/owner of this non-profit electric utility. We are owned by
those we serve.
Non-profit public power districts such as Norris are governed by the statutes of the State of Nebraska. Certain laws which affect
the organization and operation of public power districts are amended from time to time by the Nebraska Legislature. Public
power districts in Nebraska are required to report changes in operations to the Nebraska Power Review Board and must receive
approval by that Board before any changes in the service areas between utilities may be completed.
The Norris District’s policies are established by an eleven member Board of Directors. As a Norris customer, you elect these
directors for six year terms. They are customers and not employees of the District and are your voice in establishing the
operating policies and procedures of your electric utility.
If Your Power Goes Off
If your electricity should go off, first go to your main electrical panel to see if a fuse has blown or a breaker has been tripped. If the
problem is not in your main panel, check the breakers beneath the meter on your meter pole. RESET the breakers to the ―ON‖
position. If your power is not restored, check with the neighbors to determine if you are the only one affected or if other customers
are without electricity.
This information will aid servicemen in determining the size and cause of the outage and help to reduce the time you are out of
power.
Report the outage to the proper Area office. Provide the information noted in addition to your location
number or account number which is printed on your monthly bill.
If possible, note any downed power lines or tree branches which may be entangled in the lines. When planting trees, always
place them so that they will not cause problems with overhead power lines when the trees become fully mature.
Where to Report a Power Outage
When reporting an outage or requesting service information, customers who now must call long distance can use an 800 number
for their area. Please do not call collect. Customers who can call Hebron, Fairbury, Lincoln, Crete, or Beatrice Toll Free
should NOT use the 800 number.

Service Responsibilities
Customers should apply for service at the District’s appropriate Area office. An application for service and possibly a contract
may be required before service is made available to the customer. The District only accepts requests for connection and/or
disconnection from the financially responsible party. Upon the connection of service, the customer agrees to take service under
the conditions described in the District’s Service Regulations. Each new customer will be billed a non-refundable $25.00
connect charge.
All new service applicants will be required to make a deposit in accordance with District Service Regulation 300.

A five percent late fee will be added to all account balances if not paid by the delinquency date for each cycle.
Billing Responsibility and Payment
The cycle your account is billed under is noted on your bill statement. You will receive a bill shortly after the billed date noted
below. Although Norris reads meters in the towns which the District serves, if your home is located in a rural subdivision or in
the rural area, you will be expected to read your own meter and send in readings each month.

Electronic Funds Transfer (EFT)
The EFT payment option (also known as an automatic payment) is a convenient way that simplifies the method of paying your
electric bill. When you sign up for EFT, Norris will automatically deduct your monthly bill amount from your checking or savings
account or charge your MasterCard, Visa, or Discover card on the due date of the bill. Your data is securely stored on file and
you will still receive monthly statements in the mail showing your kilowatt-hour usage and the amount due.
To sign up for the EFT payment option simply call any Norris office, complete the form on the back of your payment stub, or enter
your information online when you register for E-Billing. Credit card payments can only be used for accounts billed on rates 1, 2,
3, 4, 5, 6, 7, 10, 12, 13, 14, 19 and 23.
Budget Billing
The District offers a Budget Billing plan after one year of service. The Budget Billing Plan is based on a rolling 12-month
average. The amount due may vary a few dollars each month based on previous charges. The only time you have to
reconcile or "catch-up" your account is if you disconnect the service or no longer want to participate in the Budget Billing
program.
Reading Your Electric Meter
If you are required to read your own meter, please read your meter at the same time each month and record your meter reading
and date in the boxes provided on your billing statement or by entering the reading online at www.norrisppd.com. Regular and
accurate meter readings help to reduce dramatic fluctuation in the size of your electric bill.
If you fail to read your meter for two consecutive months, Norris will read the meter and charge the account $35.00. This charge
will appear on your next bill statement.
How to read your meter:
If you have a Digital Meter - This meter has actual numbers in the squares. Simply enter the numbers exactly as you see them on
the meter.
If you have a Dial Meter - This meter reads the dials from right to left.

In the illustration above, the reading is 51042 kilowatt-hours. To get a reading on energy consumption: Start with the dial on the
right. Read all dials from right to left. Write down, from right to left, the last number the dial has passed. When the hand on any
dial is between two numbers, take the smaller number. When a hand is directly on a number, take that number if the hand just to
the right has passed zero. If it is not there yet, take the smaller number.

As a customer of the Norris Public Power District, there are a number of additional programs and services that are available to

Energy Evaluations and Incentives: Norris representatives are available to answer energy consumption and energy efficiency
questions. Experts are also available to visit your home to make energy efficiency recommendations or suggestions. In
addition, the Norris District offers a number of rebate incentives for both residential and commercial customers. To learn more,

Electrical and Safety Programs: Norris representatives are available to schools, civic groups and other organizations to present
programs on a variety of subjects.
Norris News Magazine: All Norris customers receive the District’s bi-monthly magazine, the Norris Electric News. This
publication is used as our main source of communication with our customers.
E-newsletter: Norris customers who provide an email address to the District receive the bi-monthly e-newsletter. The
e-newsletter is used as an additional source of communication with our customers for safety tips, energy efficiency tips, as well

Operation Round Up: This voluntary program simply ―rounds up‖ the monthly electric bills of participating members to the next
highest dollar. For example, a customer’s monthly bill of $52.73 would automatically be rounded up to $53, with the
additional 27 cents going to the Operation Round Up Fund. Dollars collected are placed in a trust fund for charitable purposes.

Internet E-Billing
By registering for our E-Bill service, each month when your Norris electric bill is generated, you will receive an e-mail from Norris
stating that your bill is ready to be viewed and a link is provided to take you directly to our secure website.
This twenty-four hours a day, seven-days a week access to your account will enable you to keep track of current and past usage,
meter readings and payments processed.
You may pay your bill using a credit card, debit card or e-check.
