The site for the upgrade, Sapanggar Bay Installation (SBI), is located approximately 40km from the heart of Kota Kinabalu, the capital of Sabah in East Malaysia. The principal drivers for upgrading the facility were to improve vehicle turnaround, manning levels and Health/Safety/Environmental factors while reducing maintenance costs and were based on DKI’s proven Omega Terminal Automation System and gantry solutions. This upgrade represents Shell’s commitment to industry best practices and the quest for efficiency improvements in its operations. By converting both the loading gantry and the majority of SBI’s tanker fleet to bottom loading, Shell Malaysia was able to improve the vehicle turnaround from an average of 45 minutes to less than 20 minutes with average loading times seeing a reduction from 30 minutes to 8-10 minutes. Did You Know? Solares Florida and PIMPSA Two FMC Measurement Solutions personnel were recently honored for their achievements in petroleum measurement: Solares Florida, based in Miami and covering the Caribbean and Central America, has been an FMC Measurement Solutions distributor since the early 1960’s. The company specializes in marine and truck terminal automation and equipment, including skid fabrication. Solares Florida started preliminary discussions with a new client, Parque Industrial Maritimode Panama SA (PIMPSA), in Panama, Central America in late summer 2002. PIMPSA was starting up an old US Navy depot near the Panama Canal. The storage tanks and piping were in good shape, but a new truck loading facility was required. The project scope called for hydraulic and site studies, facilities design (including three new top loading racks), electrical schematics, skid fabrication, and the supply of new product pumps, filters, and a number of other related accessories. Solares Florida asked MEI Consultants from Houston, TX to provide the engineering services, while they focused on equipment sourcing and skid fabrication. A key requirement of the project was that one of the skids, the largest one with 8 meter positions, had to be delivered prior to the end of the year. Another request was the translation of all the Accuload operator displays to Spanish, a task the Solares staff had previously undertaken for other clients. On October 1, 2002 PIMPSA issued a purchase order to proceed with the project. The design called for a total of 12 each Smith PRIME 4 meters, 210 valves, inline strainers, Accuload III Quad presets, and FMC Loading Systems TL top loaders. Working very closely with PIMPSA, Solares Florida was able to start skid fabrication based on outline drawings provided by MEI. Fabrication and design proceeded concurrently. FMC Measurement Solutions and FMC Loading Systems provided the required equipment by early December, just in time for spool assembly, wiring, and testing. The Solares Florida team, working seven days a week, was able to ship the 8 position skid, with its gantry, just before Christmas. Solares’ prior experience with terminals and skid design, as well as their ability to properly apply measurement equipment provided by FMC Measurement Solutions, served as a great advantage to their ability to meet customer requirements for this project. Norwegian Society For Oil And Gas Measurement (NFOGM) Achievement Award for 2002 Awarded to Alf Erling Smørgrav (below right) of FMC Kongsberg Metering AS. Alf has worked in the oil and gas measurement industry since 1986/87, and has achieved astonishing results. FMC/KOS has grown from a start-up company to a leading firm in fiscal measurement technology. Alf was one of the original "entrepreneurs" and is the only one of the original group remaining in the business. In addition, Alf has helped to foster the professional network as a long standing member of the board of NFOGM since its inception in 1992, serving longer than anyone other board member with several terms as Vice Chairman. In 1997, and now again in 2003, he serves as Chairman of the organization’s Flow Metering Workshop. Congratulations Alf! Jakubenas Pete Jakubenas (below) has been involved with many aspects of petroleum custody transfer measurement since 1960. He has bachelors and masters degrees in mechanical engineering from Marquette University and is a registered professional engineer in the State of Wisconsin. Pete is presently Manager of Installed Product Services for FMC Measurement Solutions where he is involved with worldwide aftermarket sales, service, training, and support for petroleum measurement systems, provers, control systems and software. Throughout the world, he has done technical presentations and measurement equipment surveys on various aspects of liquid custody transfer measurement.
