Construction Contractor Mobilization at tidewater
SWAN LAKE RESERVOIR EXPANSION UNDERWAY:
The SEAPA Board of Directors voted to award the
Swan Lake construction contract to Pacific Pile & Marine, L.P. (PPM) on April 15, 2016. PPM was the
second lowest qualified bidder and was engaged after
the lowest qualified bidder failed to honor their bid.
In early May, a locally sourced man-camp was transported to the Swan Lake site and set up in advance of
construction crew arrivals. PPM’s mobilization barge
arrived on site May 14th and was offloaded with the
corresponding high tide. PPM’s Flexi-Float modular
barge system was moved up to the lake on May 15th
and assembled on the water. As pictured below, a mobile crane was transferred to the working float and will
be used to access the 100-foot spillway slot located in
the middle of the 430-foot long dam.

The Swan Lake flashboard and gate systems are engineered specifically to fit our unique application. The
concrete pillars depicted in pink will be added to the
existing spillway slot to support the steel gate and
flashboard systems. Significant concrete removal will
be required to accommodate embedded steel components and final grouting. The gate is hydraulically
actuated and was designed with two panels to allow
easier assembly within the slot.
Four full scale panels were fabricated and preassembled at the manufacturer’s facility to confirm design
tolerances and installation procedures. This lowers
construction risk prior to arriving on-site and helps the
contractor to more efficiently execute final installation.

IMPORTANT
PUBLIC SAFETY ANNOUNCEMENT
Due to construction zone safety requirements,
public access to the Swan Lake facilities will be
closed for the duration of the Swan Lake Expansion Project. Substantial completion of the
project is scheduled for October. We apologize
for this temporary inconvenience and look forward to safely completing this project on
schedule. SEAPA will be issuing periodic public
safety announcements throughout the project
and signs will be posted at the facility entrance.

Persistent late spring rain events have made controlling the Swan Lake reservoir level very difficult leading
up to construction. The primary method for lowering
the lake level is to pass water through the two turbines
in the powerhouse by serving system load. Unfortunately, system loads are relatively low this time of
year with warmer temperatures and minimal fish processing. To help meet this challenge, SEAPA has leased
a 5 Megawatt load bank and recently completed installation and commissioning. This will enable us to run
both Swan Lake units at higher loads, independent
from system loads, to help mitigate the lake level
throughout the construction period.
