has voluntarily surrendered to
police through Oplan Tokhang
afternoon of July 15, 2016.
The surrender came a day
after his wife Meriam, and their
son Melvin, Jr., went to the Iloilo City Police Office (ICPO) to
file a letter denying their links
to the illegal drug trade.
Meriam, Melvin, Jr., and
Andrew Altas appeared before
Senior Supt. Remus Zacharias
Canieso, ICPO acting director,
and Supt. Salvador Dagoon,
ICPO deputy director for operation and concurrent Intelligence Branch (S2) chief, at
about 11 a.m. Friday.
They were accompanied
by their legal counsels Romeo Gerochi and Edeljulio
Romero.
Less than an hour later,
Melvin Sr. came in to formally
surrender.
Dagoon said Canieso briefly talked to them before they
underwent custodial debriefing.
Just like ordinary surrenderees of Oplan Tokhang, they
signed an affidavit of undertaking to pledge that they will
no longer dabble in the illegal
drug trade.
Dagoon said those who
signed the affidavit were
the Odictas, Altas (Melvin
Sr.’s brother-in-law) and
Romero.
All of them are in the
Tokhang watch list, except for
Meriam who is included in the
“suspense watchlist.”
By suspense watchlist, Dagoon said a person is under
monitoring but could not be
directly linked to any illegal
activity.

in PH

ILOILO CITY is the 8th most
competitive highly urbanized city
in the country in 2016 according
to the National Competitiveness
Council (NCC).
The city scored an average of
38.12 in three indicators – Economic Dynamism (ED), Government Efficiency (GE) and Infrastructures (Infra).
The city’s 2016 ranking is two
notches higher compared to 2015.
While the city posted an improvement in ED by ranking 20th
in 2016 compared to 27th last year,
its rank in Infra and GE dropped
from 16th to 26th and 1st to 3rd,
respectively.
NCR cities of Quezon, Makati,
Manila and Pasig are the top four
most competitive HUCs while
Davao and Cebu ranked 5th and
6th.
Completing the most competitive HUC list are Cagayan de Oro
(7th), Muntinlupa (9th) and Caloocan (10th).

THE TRANSPORTATION Management and
Traffic Regulation Office (TMTRO) advised
the public of traffic rerouting schemes in
Iloilo City.
Robert Bob Foerster, TMTRO officer-incharge, said private vehicles and Villa-based
jeeps are allowed to pass by Fuentes (from
corner Ledesma Street in going to Delgado
Street) and Quezon (from corner Ledesma
Street in going to Delgado for Villa PUJs)
streets provided the drivers shall observe
“No Entry” during peak hours and “on necessary circumstances.”
TMTRO also announced that traffic lights
in Quezon-Delgado and Lapaz intersections
are temporarily turned off due to impaired
wiring connections.
The traffic light in Jalandoni-Delgado
intersection is on “flashing mode,” he
added.

OPLAN Tokhang, the PNP’s anti-drug campaign
project, also prompted suspected drug personalities to voluntarily give up their firearms.
In Bakhaw village at Mandurriao, Iloilo
City, three persons surrendered five firearms to
police.
The Iloilo City Police Office (ICPO)’s anti-illegal drugs clearing efforts is focused on Bakhaw,
one of the purported drug havens in the city.
Ednie Jimena and cousin Bonifacio Gregori Jr.
both surrendered to police on July 13.
Bonifacio Jr., son of Bakhaw village chief
Remia Gregori, and Jimena turned over two
caliber .45 pistols.
The following day, Jimena handed in another
caliber .45 pistol while Bonifacio Jr. yielded an
M16 Armalite rifle with 39 ammunitions.
Bonifacio Sr., Remia’s husband and Bonifa-
cio Jr.’s father, also surrendered a caliber .9mm
pistol.
But Senior Inspector Jojo Tabaloc, Mandurriao
police chief, clarified that Bonifacio Sr. is not in
the watchlist of suspected drug personalities.
Tabaloc said the elder Gregori surrendered the
gun for failure to renew its license.

THE ILOILO City Government cannot decide for Guimarasnons,
particularly on the world-class terminal dubbed Guimaras-Iloilo
Ferry Terminal (GIFT) at Parola in Concepcion village, City
Proper, Iloilo City, according to Guimaras Governor Samuel T.
Gumarin.
Gumarin said Guimaras remains firm on its stand against the
imposition of the P11 terminal fee and the closure of Ortiz and
Parola wharves to give way to the sole operation of GIFT.
“The stand of Guimaras is we will not pay terminal fee and no
to closure of Ortiz and Parola wharves so that Guimarasnos will
have options,” he said.
The imposition of terminal fee and the closure of the two
wharves are embodied in the Joint Venture Agreement between
GIFT developer, DoubleDragon Properties, Inc., and the city
government of Iloilo.
Early this week, Iloilo City Mayor Jed Patrick Mabilog called
for a meeting with stakeholders to discuss issues besetting the

surrender in Guimaras

A TOTAL of 299 drug users and pushers surrendered in
the island-province of Guimaras as of July 15, 2016.
Chief Inspector Ethan Estaya, Police Community
Relations chief of Guimaras Police Provincial Office
(GPPO), said the 299 persons surrendered to municipal
police stations of Jordan, Buenavista, San Lorenzo,
Sibunag and Nueva Valencia since Oplan Tokhang
started July 1.
“However, they are not included in the list of top
drug personalities in Guimaras,” he said.
Estaya said there are 82 drug personalities in the
island-province, including 19 who surrendered before
July 1. Six were arrested, one died in a buy-bust operation in Buenavista, and nine no longer reside in their
last recorded place of residence.
“There are 36 drug personalities that remain in the
watchlist. They will be the target of GPPO operations
after Oplan Tokhan (Toktok-Hangyo or Knock-Ask),”
he said.
Estaya explained that the illegal drug trade in
Guimaras is not as big compared to Iloilo City or
other provinces.
“There are no big drug groups here. Kun may order,
tabok sila sa Iloilo o Negros kag balik diri magbaligya,” he said.
Estaya said this can be noted in the small volume
of confiscated illegal drugs.
In a separate interview July 15, Governor Samuel
Gumarin lauded the anti-illegal drugs campaign of
GPPO, particularly the unexpected number of surrenderees and the more than 50 percent apprehension
of watch-listed personalities.
“The campaign against illegal drugs is real, and
waay naga-paalang-alang. Hopefully, within six
months, or before six months, maybe in three months,
malab-ot sang Guimaras ang target,” Gumarin said.
“Daku ni ang nabulig sa probinsya sang Guimaras,
naging matawhay kami kag ang other provinces siguro. Ang naga-usar, naga-baligya, hopefully, they will
be true sa ila pangako na magbag-o,” he added.
Cop faces drug raps anew

ROXAS CITY, Capiz – A police officer
is in hot water once more after he tested
positive in a drug test.
Charges for violations of Section 15
of Republic Act 9165 (Comprehensive
Dangerous Drugs Act of 2002) was filed
against PO2 Jose Delgado by the Provincial
Anti-illegal Drugs Special Operations Task
Group for testing positive for drug use.
The new charge against Delgado was
filed with the City Prosecutor’s Office
here.
Delgado was first charged for illegal
drug possession months back after he was
caught with a suspected drug pusher inside
a night spot.
But the city prosecutor dismissed the
charges for lack of basis, the reason why
Delgado was released from the custodial
facility of Capiz Police Provincial Office.
Delgado is also facing an administrative
case because of the drug test result.

IVISAN, Capiz –Aman charges with
violating the Anti-Violence against
Women and their Children Act was
arrested evening of July 14, 2016 in
Basiao village in Ivisan, Capiz.
The Ivisan police, Provincial Public Safety Company,
and Criminal Investigation
and Detection Group(CIDGCapiz) arrested Hansel Valbarez, 38, of Basiao.
Valbarez was charged for
violating Republic Act 9262
several years ago. The court
recommended a P24,000 bail
for his temporary liberty.
The suspects is presently
detained.

OVER 5,000 pre-school-aged children (PSAC) in the island-province
of Guimaras were simultaneously
dewormed morning of July 15,
2016.
Dr. Marie Jocelyn Te, Medical
Soil Helminthiasis coordinator of
Department of Health (DO-6), said
mass deworming is a government
program that aims to improve control of soil-transmitted helminth
(STH) infections, in support of
Garantisadong Pambata (GP).
GP is a DOH program which
aims to control morbidity of STH
infections through twice-a-year
deworming of PSAC.
Te reminded parents that control
of STH infections does not stop
with deworming.
She called on parents to observe proper hygiene and to keep
their surroundings and themselves
clean.
“Couple deworming with good
sanitation habits like washing hands
before eating or after defecating,”
she said.
Guimaras is the pilot area for the
child development center (CDC)based deworming in PSAC in Western Visayas. The mass deworming
is in line with DOH War on Worms
(WOW) campaign.

Guv to attend
Duterte’s SONA

ILOILO Gov. Arthur Defensor Sr. confirmed his attendance on
the State of the Nation Address (SONA) of Pres. Rodrigo Duterte
on July 25, 2016.
Defensor said his attendance indicates his support for the present administration.
The governor is an ally of defeated Liberal Party presidential
bet Mar Roxas.
“I am just extending the courtesy to the president. I don’t want
it said that he would feel certain indications that I do not support
his administration,” he said.
When asked of his expectations of the SONA, the governor
said he does not know what to expect.
“I am not privy to the plans and agenda of the president.
Frankly, I don’t know,” he said.
First district Rep. Oscar “Richard” Garin Jr. said Duterte might
reveal something surprising.
“Ang wala ta mapinsaran nga pwede gali mahimo. But definitely they are for the greatness of the Filipino people,” he said.
Rep. Ferjenel Biron (Iloilo, 4th district) said there is not much
surprise on the president’s speech.
“I think the new president has revealed everything. What is left
maybe is that he will announce the 23 mayors (allegedly linked
to illegal drugs). This is on president we have in our lifetime
that is very straightforward. I don’t think the country will be
surprised,” he said.
Biron said he also expects the president to give his take on the dispute between Philippines and China as to the South China Sea.
“I think he will delve into sensitive issues that the country
wants to hear,” he said.

Yap seeks dismissal of murder,
frustrated murder charges

BACOLOD City – Rep. Melecio Yap (1st
district, Negros Occ.) said he has filed a
consolidated motion for reconsideration
with the Office of the Ombudsman seeking the dismissal of murder and frustrated
murder cases against him.
Yap said the cases lack basis and the
Ombudsman failed to establish probable
cause.
The Office of the Ombudsman said in a
press release that it found probable cause
to indict Yap and 15 others for the deaths
of their alleged political opponents in 2007
to 2010.
Yap is the former mayor of Escalante
City when charged before the Ombudsman.
He won the May 9, 2016 congressional
elections in the 1st district.

rehab center per district

BACOLOD City – Chief Supt. Conrado Capa,
Negros Island Region police director, recommended one rehabilitation center in every district
of Negros Occidental.
Capa made the recommendation in a press
conference with Governor Alfredo Marañon Jr.,
and Senior Supt. William Señoron, Negros Occidental police director, July 15, 2016.
Capa noted the increasing number of drug
personalities who surrendered to authorities.
He said it would be ideal that at least one
rehabilitation center is established in every congressional district to cater to the growing number
of drug users who are turning themselves in.
Marañon said the provincial government is
willing to allocate funds to help rehabilitate the
drug users.
Señoron said while drug personalities have
surrendered, police will continue to monitor
them, citing instances of some surrenderees who
continued to sell or use illegal drugs.

BACOLOD City – City Councilor Wilson Gamboa Jr. is
questioning the repeal of City
Ordinance No. 08-14-7002014, or the new Real Property
Tax ordinance which updated
the schedule of market values
of real properties here.
Gamboa claimed that the repeal was invalid because it did
not observe due process.
He cited Section 187 of the
Local Government Code which
stipulates mandatory public
hearing on such measures.
The ordinance, which had
been declared by the Department of Justice as null and
void for being “unjust and
confiscatory”, was repealed by
the Sangguniang Panlungsod
July 13, 2016.

HE INDIGENOUS Fiber Fashion Fair (IFFF), a
trade fair, demonstration and fashion show, will
again feature wonderful designs to the catwalk at
the event center of SM City Iloilo on August 3-7, 2016.
The annual event established in 2008, brings together some
of the best clothing designers in Iloilo, Aklan and Bacolod to create
unique lines made from local hand-woven fabrics.
The daily fashion show will showcase contemporary collections from
talented local fashion designers and will feature diversity in terms of
designs and inspiration. It is also their way of sharing their creativity,
innovation, and expertise in using our local hand-loomed textiles.
August 3 (Wednesday) at 5 p.m. will feature LGU-DUEÑAS with

The annual Indigenous Fiber Fashion Fair celebrates the humanity
of the handmade and empowers local communities by giving them the
opportunity to showcase and earn from their art.

Collapsing Church
T
HE CATHOLIC Church has undergone many challenges
in a troubled world where satanic forces are always at play
to destroy her. An article sent to me about a “collapsing
Church” referring to the Catholic Church is worth repeating as
food for thought or warning that these can or do happen here.
Let me quote extensively from
the article of Church Militant sent
to me.
The Church in Canada is collapsing but “what is notable about
the collapse in Canada is that the
bishops of the 1960s not only didn’t
resist the culture, they actually assisted it. Through backroom politics
Modesto P. Sa-onoy and wheeling and dealing at a hotel
in Winnipeg one week in 1968, the
course of history was changed for the
Church, in Canada, and … for the
Church in the West in general.
“Today, not only is the Church not even close to recovering
from the diabolical Winnipeg Statement, it has actually sunk to a
point that Pope Benedict, while he was still just a priest in 1970,
said: “It seems certain to me that the Church is facing very hard
times. The real crisis has scarcely begun. We will have to count
on terrific upheavals. The Church will become small and will have
to start afresh more or less from the beginning. She will no longer
be able to inhabit many of the edifices She built in prosperity. As
the number of Her adherents diminishes, She will lose many of
Her social privileges.”
“This ‘prophecy’ has come to pass and is still being fulfilled
— and Canada is a prime example. Unlike in the United States,
where the Church was always persecuted by a Protestant majority until Catholics in America gave up their faith in exchange
for being Americans, the Church in Canada, specifically in
Quebec, was the dominant force. Everything in the culture
revolved around the life of the Church. Today, the Church in
formerly thriving Catholic Quebec has Mass attendance rates of
6 percent. Catholic schools have been taken over by a secular
humanistic government, which has been allowed to happen by
the bishops.
“Why all this needs to be understood is so that the few
remaining faithful Catholics around the globe can realize the
dire state of affairs and resolve to do something. It is no longer sufficient to just show up at the average Church of Nice
parish and be “Catholic” for an hour a week. Much of what is
preached is either heresy, near heresy or irrelevant. Young men
in many seminaries are formed to be essentially stupid about
the traditional Faith, ill-equipped to guide those in their care
to Heaven. The Mass has been abused to almost the point of
nonrecognition. The sacraments are not understood. The diabolical has free reign within the Church, handed to him by the
leaders of the Church, so concerned with wanting to be accepted
by the world. Many of these leaders are on their way to eternal
damnation for their sins of omission, for refusing to declare the
truth, day in and day out. This is not just true in Canada; it is
true all over the Western world. There is loss of supernatural
faith among so many.”
In Vatican on May 17, Cardinal Raymond Burke cited the case
of marriages saying that while marriage is indissoluble, now “it
has a marriage nullity process by which practically anyone who
comes forward and asks to have their marriage declared null, it

A sweeping legal and moral victory
I
N ONE swift blow, the UN-backed Permanent Court of Arbitration (PCA) in
The Hague punctured China’s hubris.
This week the Philippines and the Filipino
people scored a
sweeping legal
and moral victory over China
on the issue of
the disputed
territory in the
West Philippine Sea.

before the PCA
in 2013 when
the behemoth country started encroaching
on its territory with the forceful seizure of
Panatag (Scarborough) Shoal and some
reefs in the West Philippine Sea which are
part of Philippine territory. At that time,

China aggressively asserted that 90 percent
of the West Philippine Sea belongs to it
based on its nine-dash line. China also began building artificial islands to strengthen
its stranglehold on the area.
Lacking military might to counter
China’s aggression and bullying, the Philippines filed a case in the PCA as its only
means of defense. The case centered on
the interpretation of the UN Convention
on the Law of the Sea (Unclos). China and
the Philippines have signed and ratified the
Unclos. Under Unclos coastal countries
are entitled to a 370-kilometer or a 200nautical-mile exclusive economic zone
(EEZ).
Philippines asked the PCA to invalidate
China’s nine-dash line for it intruded on
its EEZ. China’s seizure of Scarborough
Shoal which lies 230 kilometers from
Zambales and Mischief Reef which is
196 kilometers from Palawan is a blatant
incursion on Philippine territory. The Phil-
ippines raised 15 points in its case against
China before the PCA.
The PCA decision which came out this
week ruled in favor of the Philippines, accepting almost all the points raised by the
country. The most important aspect of the
decision is the invalidation of China’s ninedash line declaring that China’s historic
claim to the entire West Philippine Sea is
void and spurious. When China signed and
ratified Unclos it has waived its historical
claim to the area according to the decision.
West Philippine Sea (South China Sea) is
part of high seas and China has no historic
right to that body of water.
In matters related to Unclos, the PCA
affirmed the Philippine rights in the sea
dispute in relation to its EEZ. “China” the
decision said “violated the Philippines’
sovereign rights in its exclusive economic zone by interfering with Philippine
fishing and petroleum exploration, by

has been advocating Agriculture by offering scholarship and loan programs for
incoming college freshmen who will major

to poor and deserving student who will take
or major in Agriculture program.

The State recognizes the importance of
mechanical engineers in nation - building
and development. Republic Act No. 8495
(ME Law) otherwise known as “An Act
Regulating the Practice of Mechanical
Engineering in the Philippines” regulates
the practice of mechanical engineering in
the country.
Studies showed that very few of the total
establishments nationwide are religiously
implementing the said ME Law. This may
pose danger to their operation and may
be the reason of fatal industrial related
accidents that occurred in the country in
the past several years. The advocacy of
enforcing ME Law reduced the number of
unemployed/underemployed Mechanical
Engineers in the country, increased enrolment in the BS Mechanical Engineering,
and reduced the work related accidents occurring in industrial plants and other business establishments nationwide. Likewise
because of this, the PNOY administration
has included Mechanical Engineering
in the top priority disciplines in higher
education.
CHED has been advocating Engineering
programs by offering scholarship and loan
programs for incoming college freshmen
who will major in the said field of study.
It also allocated 15% of its available slots

Engineering takers.

in the hearings of the PCA
and slammed the Philippines
for filing the case. In weeks
leading to the release of PCA’s
decision, China repeatedly
declared it will not accept the
arbitration decision sensing that
the UN-backed tribunal will
rule against it. It even called

It is China’s choice to ignore
the final and legally binding
ruling and continue to pursue
hostile actions in the disputed
area. But doing so will irreparably damage and harm
its international standing as an
aspiring world power. It risks
being branded as a rogue nation which does not adhere to
international law and norms.
China’s moral standing in the
community of nations will
greatly diminish if it does not
abide by the civilized way of
settling disputes. Can China
afford this?

Cardinal Burke expressed the need to go back to a supernatural
vision of the Church that has no false distinctions between doctrine
and discipline, truth and love, or mercy and justice.

The ETEEAP is a form of Alternative
Learning System (ALS) in higher education in which, unlike the traditional mode
of learning, the applicants don’t need to
attend classes for a period of 4 to 5 years
in order to obtain a degree.
In CY 2011, there were 207 applicants
in the Region that earned their respective
degrees through ETEEAP. Those who benefited from the program earned their promotions in their respective jobs; received
permanent appointments; and/or earned a
profession after passing the Professional
Regulation Commission (PRC) Board
examinations.
An extension class is a class normally
offered by a recognized higher education
institution (HEI) in its main campus but is
conducted in another location not otherwise specified in the permit or recognition
issued by the CHED for the operation of
the program.
It has the characteristics of a school
branch except that the administrative and
support facilities are not available at the
site but merely the classrooms.
In order to avoid enrolling in a “fake”
extension class, students are advised to be
vigilant and to report to CHED in determining the authenticity of the extension classes
they are planning to attend.
Hence, CHED has closed the reported
“fake” extension classes nationwide and
imposed appropriate sanctions to erring

The triumph of the Philippines in the PCA is an
inspiration to small and weak
nations that they too can
stand up to a big bully. The
moral and legal victory of
the Philippines strengthened
its position in the disputed
sea and provides a powerful
shield from possible retaliatory attacks by China. China
will pay a high price should
it use strong arms tactics to
force the Philippines to submission.
Filipinos must celebrate and
rejoice for our overwhelming
victory in the PCA. We have
shown to the whole world that
might is NOT right and right
IS might. The country must
take advantage of the opportunities opened by this historic
triumph.
Philippines must use the
favorable ruling to rally support from its ASEAN neighbors
and the rest of the world. The
decision generated sympathy
for the cause of the country in
the West Philippine Sea in the
international community which
can be used to pressure China
to halt its aggression in the area
if not to abide by the decision
of PCA.
In relation to China, Philippines must be magnanimous in
victory. China lost to us in the
case, there is no need to humiliate or taunt that country. But
this does not mean we should
act contrite as the Duterte
administration is inclined to
do. Magnanimity is not equal
to surrender of what is rightly
ours just to appease a hurting
bully. The leadership of the
country while humble in this
hour of triumph must remain
strong, firm and resolute in
defending our national interest,
our national territory and our
sovereignty.
From PCA, the arena of
struggle in the West Philippine
Sea has shifted to diplomacy.
This is an acid test to the Duterte administration in the area
of foreign affairs.

so that the person can live according to the truth and find real
happiness in his life.”
On the problematic Church in Germany, he blamed the
decline of the Church in the West since Vatican II, on “[a]
bandonment of the tradition” in catechesis, worship and governance”.

The one thing
necessary
HE story of the sisters, Martha and Mary, (Lk 10,48-52)
offers us a precious lesson on always giving priority to
prayer, the one thing necessary in life, no matter how many
and urgent our other concerns are during the day.
The immediate basis for this
truth is what Christ himself said:
“What will it profit a man if he
gains the whole world and forfeits his soul?” (Mt 16,26) That’s
because prayer is like the breathing and the heartbeat of our spiritual organism, of our soul. Just as
we continue to breathe and just as
our heart continues to beat even
Fr. Roy Cimagala while we are unconscious in our
sleep, so should our prayer be.
To be sure, this is possible and
doable, because praying does not
even need a bodily organ for it to be done. It is a spiritual operation that can transcend the use of our bodily faculties. It’s a matter
of attitude, of belief, which we can always have even if it is not
expressly articulated.
As such, it can be done in any situation—while we are working,
playing, resting, etc. But it would be good that we spend some
time doing nothing other than praying, directly engaging God in
a loving conversation, because that would help us to be prayerful
in all our other activities and situations in life.
Thus, we have to be ready to do some vocal prayers and
mental prayer. These are exercises that can build and fuel our
life of prayer. With them, we engage God in a more direct
way, and in a more loving way, giving him due worship and
adoration.
Besides, those moments of vocal prayer and mental prayer
would be good moments to thank God for everything we
have received, and also to ask for pardon for the mistakes
and sins we have committed, as well as to ask for favors that
we need.
But in our present human condition, we need to fight to be able
to pray. We need to struggle. We have to exert great and abiding
effort to convert everything we do into prayer.
We have already been warned in the Bible that our life here
on earth is a warfare. We are ranged against powerful enemies
not so much in terms of physical strength as in terms of subtlety,
trickery and deception.
The forces of good and evil are always in conflict not so much in
some places outside or war arenas somewhere, as in our very own
heart. The combat is more internal than external, more spiritual
and moral than material and physical.
Besides, the battle of contention starts in some little matters,
not in big issues, that are not promptly attended and are made
to fester for a while until they become a crisis or a conflagration.
Just take a peep at your heart. Even in your most stable periods
of goodness and well-being, you know well how the demons and
temptations are just around the corner, ever ready to pounce at
the slightest opening.
We need to be always on guard, and the best way to do that
is to pray, to be in constant conversation with God, our Father,
whose wisdom and omnipotence he is willing to share with us his
children, created in his image and likeness.
It is through prayer that we can see and receive the power
of God. It is where we can train ourselves in the skills of
spiritual combat—how to deal with our weaknesses, temptations and our sins and defeats. It’s where we can nurse our
wounds.
We have to learn to pray and to convert everything into prayer.
“Pray without ceasing,” St. Paul says (1 Th 5,17). “Watch and
pray,” Christ told the sleepy Peter, “that you may not enter into
temptation. The spirit is indeed willing, but the flesh is weak”
(Mt 26, 41).
We have to fight against our tendency to be swallowed up
by our work and the dynamics of our earthly concerns. In fact,
we should turn them into prayer. That’s how we would refer
them to God and not treat them merely as human or worldly
affairs.
We need to be wary of our tendency to regard our temporal
affairs purely as secular, without any reference to God. This would
detach us from the very source of our spiritual life, of everything
that is true, good and beautiful.
So, we have to learn to discipline our human impulses that in
their raw state need to be educated, purified and formed according
to the Christian ideals where charity and love for God and others
would be the primary directing principles.

spare them of any police operations.
“In fact, those who surrendered through Oplan Tokhang
will be closely monitored,” he

Freddie Roach’s prodigy Viktor Postol
takes on Terrence Crawford on July
23, it’s more than just about unifying
the 140 pound world titles. It’s now a
chance to enter the Manny Pacquiao
sweepstakes.
“I would hate to have my own fighter

bad situation to be in because I expect
my guy to win this fight and if he wins

(KYC) at Camping La Ballena Alegre in the coastal region of

The Boracay resident finished behind Maxime Chabloz of
Switzerland and Roman Giuliano of France, who ended first and
second, respectively.
The first four days of the tournament saw Tio weathering unfavorable wind conditions and rendered him initially unable to
complete a full run on testy waters.
But Tio pulled through with an impressive combination of his
signature tricks to get past his quarter-final competitor.
Tio has been ranked No. 2 in the world twice before: in the
consecutive riding seasons of 2014 and 2015 at what was then
dubbed the Junior Virgin Kitesurfing World Championships also
held in Costa Brava.
Recognizing Tio’s above-average skill level, the organizers of
the KYC moved him up from the under-17 category to U-19.
Tio’s KYC appearance is his first junior world championships

Juan Luis Guirado, Ceres-La Salle Football
Club has tapped Philippine Azkals goal keeper
Roland Muller.
The Bacolod-based football club and United
Football League(UFL) defending champion is
expected to adjust their strategy with the addition
of the Filipino-German Muller.
Muller signed his contract July 12, 2016 after
finishing his stint with former club Servette.
In his Instagram account, Muller said he is
happy to be part of the team.
“Yes it’s done. I’m so happy to sign with
Ceres-La Salle in the Philippines. “It’s an
amazing step for me and I’m looking forward
to see my new place and face a big challenge,”

The 28-year-old Muller will be joining fellow national football team members Stephan

THE DEPARTMENT of Budget and Management (DBM) on
Thursday said it decided to do
away with the bottom-up budgeting (BuB) program initiated
by the Aquino administration,
saying it was a “waste of funds.”
Budget Secretary Benjamin
Diokno said the BuB, which
the previous administration
sought to increase to a P100billion allocation, was allegedly used as a “political tool.”
“That is really a political tool
by the administration. When I
saw it, it’s now down to the barangay level. Can you believe
that? That is a good concept but
that should be applied to local
budgeting,” Diokno said.
He said the BuB started
during the term of former Interior Secretary Jesse Robredo
and initially targeted to benefit
only fourth, fifth, and sixthclass municipalities.
“We could have used it for
more effective projects. I’m
not shy to do this because I

Dream projects need NEDA’s help - guv

BIG TICKET project requiring foreign aid or national government funding will not be realized in
Western Visayas without the help of the National
Economic and Development Authority (NEDA).
Iloilo Governor Arthur Defensor Sr. emphasized this message during the recent briefing for
local chief executives and planning officers on
the mandate and functions of the Regional Development Council and NEDA regional office.
“If you want your dream project to come
true, you have to go through the process and
you’ll need the help of NEDA,” explained Defensor, a former RDC-6 chair.
Defensor said all locally and nationallyfunded projects must be incorporated in the Annual Investment Plan which will be approved
by the Provincial Development Council prior to
its endorsement to RDC.
NEDA Regional Office acts as Secretariat
of the RDC pursuant to Section 13 of Executive Order 325 dated April 12 1996. In Western
Visayas, NEDA-6 Regional Director Ro-Ann
A. Bacal manages the technical, administrative
and financial operations of RDC.
Defensor said new mayors and governors
must understand how NEDA and RDC work
in order to fulfill their proposed development
plans and projects in their locality.
As the principal technical, management and
executive arm of RDC, NEDA Regional Office coordinates the formulation, implementation and monitoring of regional socioeconomic,
physical and special development plans, policies and investment programs.
It also appraises and reviews proposed programs and projects in the region requiring RDC
action and/or NEDA endorsement.
It likewise monitors and evaluates the implementation of major and critical programs and
projects in the region and sets policy framework
for a research agenda on regional and sub-regional socioeconomic and physical development.
Presidential Decree No. 107 created NEDA in
1972. Section 9, Article XII of the 1987 Constitution
provides that the NEDA is the country’s independent planning agency. It has a mission to formulate
development plans and ensure that plan implementation achieves the goals of national development.
NEDA also endeavors to obtain Official Development Assistance from foreign countries
with whom Philippines has diplomatic, trade
relations or bilateral agreements.

half in 2017 to create more
jobs and boost the economy,
the Department of Budget
and Management (DBM)
said on Thursday.
Government plans to propose a record P890.9 billion
budget for infrastructure
projects next year, equivalent to 5.2 percent of gross
domestic product, Budget
Secretary Benjamin Diokno
said.
Next year’s budget is 41
percent higher than the P631
billion infrastructure budget
for this year.
Diokno stressed that the
infrastructure spending will
focus on projects that will
involve roads, bridges, ports,
and airports.
“In the past, it was infrastructure plus other capital
outlays—include airplanes,
police cars, new buildings,
and military goods—and
that’s already 5 percent,”
Diokno said.
“In this case, the 5.2 percent will be pure infrastructure, and we will continue
to do that for the next six
years,” he added.
Diokno also said the new
administration will also prioritize infrastructure projects
outside Metro Manila.
He said there are plans
to raise the infrastructure
spending target to 7 percent
during the Duterte administration.

THE BUREAU of Internal
Revenue (BIR) has taken steps
to cut down on red tape in the
processing of tax clearance certificates.
BIR said it issued a memorandum circular that reduces
the number of documentary
requirements for tax clearance
from nine to three.
These requirements include
a notarized application form
with two pieces of loose documentary stamp tax, print-out of
certification fee paid through
the BIR’s Electronic Filing and
Payment System with payment
confirmation, and delinquency
verification issued by the concerned BIR office.
The tax agency also cut the
processing time of tax clearance certificates to two working days from the submission
of complete documents.

authorizing registration is also
slashed to five days from the
submission of the complete
documentary requirements from
the previous time frame of five

Philippines posts June net
portfolio inflow of $451-M
FOREIGN PORTFOLIO investment transactions resulted in net inflows of $451 million in June, the Bangko Sentral ng Pilipinas (BSP) said July 14, 2016.
In June last year, a net outflow of $522 million was
recorded.
Transactions in the first half of the year yielded net
inflows of $580 million compared with net inflows of
$638 million last year amid profit-taking, concerns
about China’s economic slowdown and the decline in
global oil prices.
Foreign portfolio investments or “hot money” are
speculative funds controlled by investors who look for
short-term returns and high interest rate investment
opportunities.
More than 80 percent of registered investments in
June went into the stock market, while the rest went
into government securities.
The United Kingdom, the United States, Singapore,
Luxembourg and Hong Kong were the top five investors for June.
The United States continued to be the main destination of outflows, receiving more than 84 percent of the
total.
Registration of foreign investments with the central
bank is voluntary, but is required if investors want to

HONGKONG and Shanghai Banking Corporation (HSBC) has upgraded its growth forecast
for the Philippines following improved sentiment in recent weeks.
HSBC economist Joseph Incalcaterra sees
the Philippine economy expanding to 6.3 percent for 2016 and 2017.
The upgrade is based on recent news about
government targeting a 3 percent deficit.
Incalcaterra expects growth to be driven by
private consumption and the government’s fixed
asset spending despite the expected moderation
in domestic spending for the second half of the
year, as the impact of election spending fades.
He said domestic employment is firming up,
helped by tourism and business process outsourcing employment, and remittance growth remains
steady, and these will fuel private consumption.
Despite concerns in the Middle East, Incalcattera pegs remittance growth in the Philippines at 3.5 percent.
He expects government spending on infrastructure to result in moderation of the country’s current account surplus, but he said it is
nothing to worry about, since building capital
equipment will eventually increase the country’s productivity.
Incalcaterra advised government to take advantage of its prime demographic dividend position, which he expects to last only until 2020.
He said that to reap the best and most potential from it, jobs have to be created right now.
Overall, Incalcaterra said the government is
on the right track and that he is confident the
Philippines can offset global uncertainties from
a weaker growth outlook in Europe and slowing

PH shares on course to close above 8,000
PHILIPPINE SHARES traded above
the 8,000 level for the second time this
week and are on course to close above
8,000 for the first time in 15 months.
Rob Ramos, trust officer at Unionbank,
said there are multiple factors that are pushing shares up, including low interest rates,
which has made Philippine shares more attractive than bonds, and the so-called Brexit, which has made the Philippines more attractive than other nations with entrenched
economic ties to the United Kingdom.
Ramos, however, warned that while
this situation is benefiting Philippine
shares now, it won’t likely last for the
remainder of the year.
“It’s probably going to trade at
7,400 to 8,000 level depending on the
funds flow. We’ll have to wait for the
second quarter earnings depending on
how strong they are. If they are not
that strong, then the downside is even
greater because if they disappoint,
people might suddenly say that there
is no reason why we should be so expensive,” he told ANC’s “Market Edge
with Cathy Yang” on Friday.

Manny Librodo takes photography Antique to launch
through Landscape of Emotions filariasis campaign
THE AWARD-winning Ilonggo photographer, Manny Librodo comes home to
Casa Real Gallery with a solo exhibition
entitled “Landscape of Emotions”. The
exhibit opens on July 16, at 4 pm and will
be on view until August 18.
Manuel Librodo is from Lambunao,
Iloilo. He is internationally famous for his
travel, glamour, people and fashion photography. His photos have appeared in many
publications worldwide including several
cover pages for Asian Geographic and
UNICEF calendars. Recently, Mr. Librodo
was awarded the Pinoy Icon for Visual Arts
for his achievements in photography.
Mr. Librodo has a huge following online and has been named by Scott Kelby,
as “one of the world’s five best photographers that you probably haven’t heard
about.” He is also a sought after judge of
photography contests and speaker for international conferences on photography.
“Why landscape of emotions? I would
like to believe that my photographs are not
just landscapes of beautiful scenery but
more importantly, an interesting terrain
of various human emotions. I endeavor to
capture moments with passion and conviction because I believe that when you
shoot from the heart, you also communicate not just to the eyes of the viewers, but
to the deepest recesses of their feelings.”,
Mr. Librodo explained.
The years of experience in the field
has made Mr. Librodo an in-demand
photography mentor. He has conducted
more than 150 workshops and most of his
students went on to become successful
photographers in different fields. He has
also collaborated with designers, models,
international pageant winners and famous
personalities.
On 17 July 2016, Mr. Librodo will
conduct an open shoot at Casa Real (Old
Provincial Capitol) in collaboration with
Jun-G Candelario, Jaki Peñalosa, Totong
Gellangarin, Ira Jucaban and John Montinola. It will be participated by 30 photographers and the proceeds will help fund
the Visayas Islands Visual Arts Exhibition
and Conference 2016 (VIVA ExCon).
“Landscape of Emotions” is one of the
series of events that will lead to VIVA
ExCon on 17 – 20 November 2016. Casa
Real Gallery is a project of VIVA ExCon
Organization Iloilo Inc, Iloilo Visual Artists Collective (IVAC), with the help of
the office of the Provincial Governor. The
gallery is open from Tuesday to Saturday,
from 10 a.m. to 6 p.m.
7,000 runners support Cervical Cancer Free run

MORE OR LESS 7,000 runners from the city and province of Iloilo are expected to
join the 2nd Run for a Cervical Cancer Free in Iloilo
today at SM City Iloilo in
Mandurriao District.
Organized by the Marian Rose World Mission in
partnership with the Iloilo
City government, the fun run
aims to raise funds for cervical cancer patients in Iloilo.

“It will help finance the
women of Iloilo on their free
screening for cervical cancer
and if found positive, they
will also cure it for free and

The race begins 5 a.m. in
front of SM City Iloilo and
has two race categories – 8.5
kilometer and 4k.
In 8.5k, the registration
fee is P80 for students and
P150 for regular runners
plus P200 to those who want
to avail the singlet.
In 4k category, the registration fees are P60 (student)
and P100 (regular).
The top three finishers in
both categories will also receive cash prizes, certificates
and medals while finishers
will get freebies, certificate
and snacks.

SAN JOSE, Antique – The filariasis prevention program of
the Department of Health is gaining ground for the mass
drug administration activity on July 18, 2016.
“Four schools in the province will serve as launching
sites for the mass drug administration on in San Jose,” said
Provincial Health Office Information Officer Irene Dulduco
during a PIA Radio program.
These schools are Delegate Angel Salazar Jr. Memorial
School, Atabay Elementary School, San Pedro Barangay
High School on July 18 and Antique National School on July
19.
Dulduco said government employees will also join in the
mass drug administration after the flag raising program at the
EBJ Freedom Park in San Jose.
Filariasis is a parasitic disease caused by thread-like round
worms which are transmitted by mosquitoes.
The disease is also known as elephantiasis, a painful and
disfiguring disease causing disability or irreversible deformities in humans.
“The disease can cause severe swelling in arms, legs
and genitals,” Dulduco said as she emphasized that anyone
should not wait these deformities to happen, but seek early
prevention.
The drug to be administered during the synchronized mass
drug administration all throughout the province, is Albendazole and Diethylcarbamazine citrate or DEC.
Dulduco said that six years ago, nine towns in the province were affected by filariasis – Laua-an, Bugasong, Culasi,
Sibalom, San Remegio, Valderrama, Belison, and Patnongon.
Some 17 cases of genital swelling were recorded from the
municipalities of San Remegio, Patnongon and Valderrama;
while 10 cases for elephantiasis were from Laua-an, Bugasong, Culasi, Sibalom, and Belison.
The health department is giving free medicines to stop the
spread of the disease. (PIA)

the ‘It’ remake revealed

HE FIRST image from the upcoming Stephen King horror movie “It” has recently been unveiled, with the new
iteration of the character played by “Hemlock Grove” actor Bill Skarsgard.
The new Stephen King adaptation has
been in the works for years, with Cary
Fukunaga (“True Detective”) originally
set to co-write and direct the project before departing over creative differences.
“Mama” helmer Andy Muscietti is in the
director’s chair now, and as filming is
currently underway.
The debut image came from EW, with
Skarsgard offering up the following with
regards to his take on the terrifying clown
character:
“It’s such an extreme character. Inhumane. It’s beyond even a sociopath, because he’s not even human. He’s not even
a clown. I’m playing just one of the beings it creates.”

star Piolo Pascual, has admitted to dating Filipino-British Kelley Day, one of the members of the “It’s Showtime” girl group

“She’s beautiful, everyone can see that,” Iñigo, 18, told ABSCBN News’ Gretchen Fullido when asked if they are already a
couple. “For now, we’re just good friends. We don’t want to rush
things. We’re just getting to know each other.”
Pascual met Day, also 18, in an acting workshop more than
three months ago. The young actor said he considers Day to be
his “closest friend,” adding: “We have the same interest and everything.”
