Extension Director, Livestock Agent Receive Statewide Awards
FAYETTEVILLE - Cumberland County Cooperative Extension Director Lisa Childers has received the Carol
Birckhead Outstanding County Extension Director Award in recognition of her leadership, citizenship and
contributions to the County. The statewide award was presented to Childers recently at the N.C. Cooperative
Extension Annual Conference.
Childers was nominated by her staff, peers, volunteers and County administration. The award was created in
memory of former Hoke County Extension Director Carol Birckhead to honor directors for outstanding service
and achievement. In 2006, Childers received the Lois Brit Outstanding Extension Agent award while working
as a family and consumer sciences agent in Hamett County.
Childers has been Cumberland County's extension director since 2010, after previously serving as Hamett
County Extension director. The Fayetteville native is a graduate of South View High School. She earned a
bachelor's degree from Campbell University in 1999 and a master's degree in agriculture and extension
education at N.C. State University in 2005.
"I am truly honored to receive this prestigious award," Childers said. "I am fortunate to work with a great team
and I look forward in continuing to serve this county through our many Cooperative Extension programs."
Livestock Agent on Statewide Award-Winning Team
Cooperative Extension Livestock Agent Liz Lahti was one of nine agents in the Cooperative Extension Services
South Central District to receive The Grange Search for Excellence Award for their efforts to support the N.C.
Farm School and Military Farm School.
The Search for Excellence Award promotes and identifies professional excellence within all facets of the N.C.
Cooperative Extension Service. The N.C. Farm School is an outreach program for farmers or prospective
farmers to teach them about farming, marketing and the business of farms . The program also helps military
veterans or those who are about to separate from military duty to enter agriculture.
"I'm honored to be chosen to work with these agents and I'm happy to be a part of this team and contribute,"
said Lahti.
Lahti, a native of Hudson Valley, New York, has been with Cooperative Extension since 2014.

Approval of Health Depaiiment Delinquent Accounts to be Turned
Over to the N.C. Debt Set-Off Program
BACKGROUND

At the Board of Health meeting on March ·1s, 2016, the Board approved writing off a total of $44, 121.46
as bad debts. The bad debt accounts, with balances of $50.00 or higher, will be processed through the
North Carolina Debt Set-Off Program. This program can attach a debtor's State Income Tax refund for
payment of bad debts. The accounts with balances under $50.00 will continue to be worked for co11ection
through our in-house collection efforts. This write-off of bad debts is in compliance with the Board of
Health's recommendation to write-off bad debts every qua11er.
RECOMMENDATION/PROPOSED ACTION
Approve write off of $44,121.46 bad debts to the North Carolina Debt Set-Off Program.

RESOLUTION TO SUPPORT CAPE FEAR VALLEY HEALTH SYSTEM'S EFFORT TO
SECURE FUNDING FOR THE ESTABLISHMENT OF A RESIDENCY PROGRAM
FOR UP TO 300 RESIDENTS
WHEREAS, Cape Fear Valley Health System desires to establish a residency program
and to train new physicians; and
WHEREAS, the goal of the residency program is to train more primary care physicians
who will eventually practice in rural areas; and
WHEREAS, Cumberland County and the counties surrounding are significantly
medically underserved; and
WHEREAS, attracting more physicians to rural areas not only benefits patients by
providing citizens more access to medical care, but also local economies; and
WHEREAS, statistics show for every new primary care physician, six to seven new jobs
are created; and
WHEREAS, those jobs generate $300,000 in local, state and federal tax revenue each
year.
NOW, THEREFORE, BE IT RESOLVED, that the Cumberland County Board of
Commissioners supports Cape Fear Valley Health System in its efforts to secure funding for the
Residency Program at Cape Fear Valley Health Systems facilities.

WHEREAS, Cumberland County and all counties take pride in our responsibility to protect
and enhance the health, well-being and safety of our residents in efficient and cost-effective
ways; and
WHEREAS, through National Association of Counties (NACo) President Sallie Clark's
"Safe and Secure Counties" initiative, NA Co is encouraging counties to focus on
strengthening the safety and security of their communities; and
WHEREAS, in order to remain healthy, vibrant, safe, and economically competitive,
America's counties provide public health, justice, eniergency management and economic
services that play a key role in everything from residents ' daily health to disaster response;
and
WHEREAS, each year since 1991 the National Association of Counties has encouraged

PROCLAMATION RECOGNIZING APRIL AS FAIR HOUSING MONTH
BACKGROUND
Enacted in 1968, the Fair Housing Act prohibits housing discrimination on the basis of race,
color, religion, sex and national origin. The Act was amended in 1988 to include familial status,
families with children, and persons with disabilities.
April is National Fair Housing Month and the Cumberland County Community Development
Department wants to make sure residents of Cumberland County are aware of and educated on
the Fair Housing Law. Our goal is that all citizens will receive fair treatment when looking for a
home and to make housing choice a reality through fair housing planning.
To further promote Fair Housing Month, Community Development in partnership with other
agencies will be presenting a free workshop to discuss tenants with disabilities. The workshop
win be held on April 26, 2016 from 9:30am - 12pm at the Department of Social Services in
Meeting Room C. This workshop is open to the public.
RECOMMENDATION AND PROPOSED ACTION
Community Development recommends that the Board of Commissioners recognize April as Fair
Housing Month in Cumberland County.

PROCLAMATION
FAIR HOUSING MONTH
April 2016
Whereas, April 2016 marks the 48th anniversary of the passage of the Fair
Housing Act of 1968 as amended; and
Whereas, this law which sought to eliminate discrimination in housing
opportunities and to affirmatively further housing choices for all Americans that
housing throughout the United States should be made available to all without
regard to race, color, religion, gender, familial status, disability or national origin;
and
Whereas, the State of North Carolina is substantially equivalent to the
Federal Fair Housing Law, and has enforcement powers. to prosecute violators of
said Law; and
Whereas,. Cumberland County supports the efforts of local governments,
fair housing organizations, concerned citizens and the housing industry to combat
discrimination and illegal barriers to equal opportunity in housing, no matter how
subtle; and strive to promote fair housing choice in Cumberland County, and
promote understanding of the State and Federal Fair Housing Acts; and
Now Therefore, Be It Resolved, that in the pursuit of the shared goal,
cooperation, commitment and responsibility of providing equal housing
opportunities for all citizens, The Cumberland County Board of Commissioners
does hereby join in the national celebration by proclaiming April 2016 to be Fair
Housing Month and encourages all agencies public and private, institutions and
individuals, in Cumberland County, North Carolina to abide by the letter and the
spirit of the Fair Housing law for all people throughout the year.

National Public Safety Telecommunicators Week
April 10-16, 2016
WHEREAS, emergencies can occur at anytime that require law enforcement, fire
or emergency medical services; and
WHEREAS, when an emergency occurs, the prompt response of law enforcement
officers, firefighters and medical services personnel is critical to the protection of life and
preservation ofproperty; and
WHEREAS, the safety of our law enforcement officers and firefighters is
dependent upon the quality and accuracy of information obtained from citizens who
telephone the Cumberland County Communications Center; and
WHEREAS, Public Safety Telecommunicators are the first and most critical
contact our citizens have with emergency services; and
WHEREAS, Public Safety Telecommunicators are the single vital link for our law
enforcement officers and firefighters by monitoring their activities by radio, providing
them information and insuring their safety; and
WHEREAS, Public Safety Telecommunicators of the Cumberland County
Communications Center have contributed substantially to the apprehension of criminals,
suppression offires and treatment ofpatients; and
WHEREAS, dispatchers have exhibited compassion, understanding and
professionalism during the performance of their jobs over the past year.
NOW THEREFORE, BE IT RESOLVED, that the Cumberland County Board of
Commissioners declares the week ofApril 10-16, 2016 to be "NATIONAL PUBLIC
SAFETY TELECOMMUNICATORS WEEK" in Cumberland County in honor of the men
and women whose diligence and professionalism keep our County and citizens safe.

The Adult Care Home Community Advisory Committee promotes community education and
awareness of the needs of the aging in facilities.
Statutory Authorization: NCGS l 3 lD-31
Member Specifications:

Term: 3 Years (Members serve an initial one-year term, after which they may be appointed to a
three-year term.)

Visits to assigned Adult Care homes each quarter to include completion of a quarterly
report by each sub-committee;
Promotes community involvement in facilities;
Promotes community education and awareness of the needs of the aging in facilities;
Serves as a resource of volunteers;
Helps to maintain the intent of the Residents' Bill of Rights;
Becomes aware of conditions in facilities and assists grievance processes.
Meetings: Third Thursday of the last month of each quarter at 10:00 AM. There is an initial
training period of 15 hours to include study of a committee handbook and orientation visits to
long-term care facilities. Additional training of 10 hours per year is required. Visits in the
assigned facilities are of the utmost importance in the participation on this committee. A
commitment of at least one day per quarter to visit facilities and 4 hours per quarter for business
and training meetings.

The Adult Care Home Community Advisory Committee would like to recommend: Gary Blackwell to replace
Harry Southerland, Laura Hardy to replace Yvonne Booth, Monica Russell to replace Latara Ray, Dawn
O'Donnell to replace Adam Long, Eva Moore to replace Daniel Rodriguez, and Lillie White to replace
Cassandra Haire; for appointment to the board.
As Regional Ombudsman, I have noticed various challenges faced by this board which has resulted in the large
number of recommendations. When members of the board are inactive or spots are vacant, it is then impossible
for the subcommittees to visit as a quorum, which renders their visit unofficial. I am working diligently the
improve the board by ensuring that applicants are interested and aware of the requirements of the board. Many
applicants do not understand that this is a working committee that has visitation and training requirements,
which may become slightly time consuming; therefore, the above names understand the requirements and are
willing to serve on this committee if appointed.

federal governments;
Commission members may visit health care or recreation facilities.
