Call to Order
Chair Kathy Richardson called the meeting to order at 7:33 a.m. Welcome and introductions were made.

Public Comments
Kathy Richardson informed the Board of Directors the Executive Committee completed Terri Houde's
performance review along with salary increase.
Glenn Shuck informed the Board of Directors about upcoming apprenticeship training center tours for
service providers and educators to begin on January 9, 2008.
Megan Helzerman announced the resignation of Mjere Simantel, C-TEC Youth Coordinator.
Discussion
Will anyone from the WlCCO Board be on the interview committee for new C-TEC Coordinator
Megan Helzerman stated Craig Danielson and Mike Biery would be a part of the interview committee for
new C-TEC Coordinator.
Consent Aqenda
Approval of September 20, 2007 Executive Committee Minutes
Approval of October 18, 2007 Board Minutes
Approval of independent financial audit report for July 1, 2006 thru June 30, 2007
Motion: Craig Danielson moved to approve the consent agenda as presented, seconded by Mike
Biery. Motion passed unanimously.
Board of Countv Commissioners. Policv & Goals
Commissioner Schrader advised in January of each year the Board of County Commissioners (BCC) set
their goals and aspirations for the year. Commissioner Schrader stated that prior to the goal planning
session she is looking for feedbacklinput by December 31, 2007 from people who are involved in the
business/community development to include:
Where, and how, do you see the County growing in five years - ten years?
What should be out major focus when it comes to job creation? Manufacturing? Emerging
technologies? Other areas?
How should we engage the business community in land use discussions as the Metro area
considers urban and rural reserve designations?
WIRED Update
Kathy Richardson led the discussion with regards to the WIRED update. Jerry Turner of Pioneer Pump,
Inc. represents the WlCCO Board, Joanne Truesdell and Jan Godfrey are representing Clackamas
Community College.
Discussion:
Grant awarded: $4,999,680.00
Amount our Region will see is probably around $200,000.00
Concern about our Board being absorb into a larger region
Feelings are mutual that this is not in the best interest of the Board or Clackamas County
Concern that only $800,000.00 is "marked" for training when the grant is almost $5 million dollars
Where are the remaining funds going
Understanding that remaining funds are going towards planning and bringing in outside resources
Tremendous amount of effort being spent for $200,000.00
Leaders from all areas are very dedicated in improving workforce and listening to requirements
from businesses in an effort to develop workforce for the future such as Bioscience
Goals being discussed at WIRED meetings are already in place in Region 15
Do not duplicate efforts already in place
Suggestion to convene prior to WIRED meetings for preparation
Region 15 has been working and implementing the four (4) goals of the WIRED grant prior to the
WIRED grant being awarded.
Joanne Truesdell advised they will continue to recommend that Portland State University manage all of
the regional and economic growth analysis. In the WlRED grant there is a proposal to go out and procure
these services. Jan Godfrey and Megan Helzerman participated in the meeting with regards to "growing
the talent pipeline". One of the WlRED grant goals under this subject is manage career related learning
experiences (CRLE) and iMatch Intern. Region 15 has been addressing these areas as follows:
1. Piloting the iMatchSkills lnternship Module (managing CRLE)
2. Producing the Clackamas County Career Road Trip (High Tech U)
Jan stated the two items above have been ongoing in Region 15 since 2005 and there is a very strong
partnership between education, employment department, schools and the college. Region 15 was able to
show the strong partnerships established to the WlRED committee during this meeting. WlRED has
proposed to procure vendors to provide these same services. Jan advised the recommendation from
Region 15 is to use existing services which are sustainable.
Megan Helzerman stated that the iMatchSkills lnternship Module is an "add-on" to the existing
iMatchSkills system that matches job seekers and employment opportunities based on skills. The
internship piece consists of matching students to job shadows and internships at the high school level for
CRLE to help meet the graduating requirements and also at the college level with cooperative work
experience.
Another WIRED grant goal is to align curriculum to reduce skills gaps to include career pathways
roadmap. Clackamas Community College is participating in this regional effort. And with regards to
increasing training opportunities, Region 15 supports the WlRED funds to be invested in targeted training.
Committee Updates
Emeraina WorkforceNouth Council: Mike Biery provided a brief update for the Emerging
WorkforceNouth Council Committee. Mike stated a new person has been hired to replace Erin Barrow
for the Summer Youth Academy project. As a result of meeting with Milt Dennison, Superintendent of
Clackamas Education Service District as well as the school superintendents, the career road trip was at
capacity on November 29, 2007. The next scheduled road trip will be held on February 28, 2008 at
Clackamas Community College and the focus is a skills competition combined with a job career fair.
Transitional Workforce Committee: Susan Lehr provided a brief update for this Committee. Susan
advised the meeting held in November, 2007 was centered on the trucking consortium. Wendy Booth
took some of the feedback from the committee and will attend the January 8, 2008 meeting to share ideas
as a result of that feedback. Susan stated during the January, 2008 meeting the focus will be the retail
sector.
Business Services Committee: Janice Chandler provided a brief update on behalf of the Business
Services Committee in that the meeting held on November 29, 2007 was centered on marketing efforts.
PY06-07 Program & Fiscal Monitorina Update
Caryl Miller advised the internal audit of the WlCCO has been completed as noted in the consent agenda.
Monitoring of service providers has been completed and the final report with regards to the service
providers will be completed by the end of January, 2008.
Data Validation Update
Pat Grose advised that Data Element Validation is an assignment given by the U.S. Department of Labor
(DOL) to review participant files to make sure that data reported in the system matches what is in the
participant file. The information is then reported back to the Department of Labor and the DOL uses this
information to determine the integrity of the data system used in Workforce.
Other Business
Cathie Moravec distributed certificates of appreciation to all Board Members thanking them for their
support and partnership in 2007.
