KOSTT: Fushe Kosova Substation, Underground Cable and Overhead Transmission Line Project
Project Non-Technical Summary
Project overview
KOSTT are going to construct a new substation which will be located adjacent to the KEDS 35 kV
substation. The final location of the substation has not been established but there are two parcels of
land adjacent to the existing substation which are suitably sized for the development.
In addition to the 110 kV substation there will be a double underground 110 kV cable approximately
1.5km in length with a further overhead 110 kV double circuit transmission line approximately 1.9km
in length.
This transmission line will connect in with the 110 kV line from SS Kosovo A to SS Lipjani. 2x40 MVA
power transformers will be installed at SS Fushe Kosova.
Why are KOSTT conducting this work?
KOSTT are looking to improve the security and reliability of electricity supply to the Fushe Kosova
area. The scheme should also help to reduce load on several existing substations, enable line usage
to be better optimised and reduce distribution network transmission losses.
Overall, the programme will have a number of significant benefits which are:
De-loading of power transformers at Substation Pristina 1 and Substation Kosova A;
Improve reliability and quality of supply for consumers in Fushe-Kosova
Reduction of technical losses in the distribution network;
Optimise usage of converted L112 line (SS Kosova A-SS Lipjani – SS Ferizaj 2);
Optimisation of load flows at 110 kV lines, which supply substations of Pristina, as a result of
relieving transformers at SS Pristina 1 and SS Kosova A; and
Reduction of large amounts of undelivered power to the consumer, as a result of the elimination
of bottlenecks in the distribution network (estimated at 1000 MWh yearly initially with this value
expected to increase in subsequent years).
What will the project involve?
The project will involve the following main components:
The construction of a new substation as well as installation of new transformers and associated
equipment.

Construction of a new 110 kV double underground cable approximately 1.5km in length with a
further overhead 110 kV double circuit transmission line approximately 1.9km in length
Construction of a tie-in with the SS Kosovo A to SS Lipjani transmission line.

Whilst the overhead line and underground cable route have not been finalised yet Figure 2 below
shows an approximation of the route subject to detailed design.

The project is expected to not require an ‘Environmental Impact Assessment’ as it is an Annex 2
project as defined by the Law on Environmental Impact Assessment and is unlikely to have a
significant environmental impact.
An environmental and safety management plan for the project will ensure that all potential risks will
be effectively managed.
How may this project affect me?
In most cases, effects will be minimal and temporary only and managed through the project
environmental and safety management plan. The expected ways in which the project can affect you
are:
Disruption of access to residential property or business premises;
Nuisance via noise, vibration, dust or access issues;
Damage to roadways, vegetation, fencing, walls or properties;
Additional land required during construction activities for storage of materials and
equipment;
Purchase of land for substation, underground cable or overhead transmission line route.
KOSTT will manage the construction / trenching works to ensure that disruption and access to
businesses will be specifically minimised through:
Sequencing the trenching operations to specifically ensure that access restriction is avoided
as far as possible, and where unavoidable, for a short period as possible.
Using alternative access methods during construction, such as temporary access using
bridges for pedestrians.
All issues with regards to payment for land and access rights during construction and operation will
be negotiated with the landowners, KOSTT and Ministry of Finance, in accordance with Expropriation
Law in Republic of Kosovo, prior to commencement of construction.
Where nuisance or disruption to businesses and residents occurs the grievance form included within
the stakeholder engagement plan on the KOSTT website can be completed and issued to the
appointed KOSTT contact Zana Bajrami Rama.
KOSTT will also operate a compensation scheme to compensate the legal land owners and business
owners for any temporary disruption to their business and disturbance or land/property damage
which may result from our activities. This will only occur where evidence of a clear loss is agreed.

Spatial Planning. KOSTT’s plan for engagement with stakeholders is documented in the company
Stakeholder Engagement Plan, which is available on the KOSTT website or through the contact
below.
KOSTT have a formalised grievance procedure in place and readily accepts all comments and
grievances through this mechanism. This mechanism is discussed in more detail in the Stakeholder
Engagement Plan for this project. Complaints and suggestions will be responded to within 15
calendar days (up to 30 calendar days for complex issues). Individuals who submit their comments or
grievances have the right to request that their name be kept confidential. Comments, enquiries and
