ABOUT THE PROGRAM
The Private Sector Liaison Officers (PSLO) Network welcomes you to the “Mission to Indonesia and
Vietnam”, a multi-country program focusing on environmental and education sector opportunities
being executed at the International Financial Institutions (IFIs).
Participants of the mission will learn about the current business, political and social environment of
Indonesia and Vietnam; opportunities and projects in the region financed by the World Bank Group
and the Asian Development Bank; and procurement policies and procedures of the IFIs.
Participants will have the opportunity to network with the World Bank Group and the Asian
Development Bank specialists, representatives of local public and private sector as well as respective
Commercial Service/Embassy specialists.
The PRIVATE SECTOR LIAISON OFFICER (PSLO) NETWORK is a network comprised of 134 business
Intermediary organizations (chambers of commerce and industry, business and trade associations,
or investment promotion agencies) in 87 countries working to foster trade and investment between
countries with the support of IFI’s (WBG, IADB, EBRD, AFDB, ADB, and IDB) products and services.
We hope you will find the PSLO Mission, engaging, and productive. Please do not hesitate to contact
us if we can enhance your participation in any way.

of $1,130 by the end of 2010. The ratio of population in poverty has fallen from 58 percent in 1993
to 14.5 percent in 2008, and most indicators of welfare have improved. Vietnam has already
attained five of its ten Millennium Development Goal targets and is well on the way to
attaining two more by 2015.

Indonesia with full jurisdiction on ten U.S. Federal States namely: Texas, New Mexico,
Louisiana, Alabama, Mississippi, Georgia, Florida, Tennessee, Arkansas, Oklahoma, and
two United States self-governing commonwealths, the U.S. Virgin Islands and Puerto Rico.
His dedication for public service and passion for a challenging and rewarding career
prompted him to join the Ministry of Foreign Affairs of the Republic of Indonesia in 1987.
Since then, he devoted his time in the Ministry and became Head Section for Media
Relations for three consecutive years. As a diplomat, he assumed the position of Information Division staff in the Embassy of Indonesia in Manila, Philippines from 1993-1996.
He then returned to Indonesia upon completion of his term and was assigned as a staff to
the Foreign Minister of Indonesia until 1999. He was then designated as the Head of the
Information and Cultural Affairs Division at the Indonesian Embassy in Rome, Italy until
2004. Prior to his new posting as the Indonesian Consul General in Houston, he diligently
served as a Deputy to the Special Staff of the President of the Republic of Indonesia for
International Affairs, from 2005-2010.
Al Busyra Basnur is also a prolific writer, a hobby which he enjoyed so much. His fervor in

Vietnam Consulate General office in Houston has officially inaugurated on March 25th
2010. We have enjoyed the friendship and cooperation from many friends, business and
the Vietnamese American community here in the great city of Houston and throughout the
Lone Star State of Texas.
We select Houston, the 4th largest city in the U.S, as the location for our new Consulate
General office because we believe there is a tremendous amount of opportunities to
facilitate cooperation and stronger trade relationships between Vietnam and this region of
the United States. We see opportunities for the development of stronger trade between
Houston and Vietnam for cotton, cattle, petrochemical, raw materials, heavy equipments
and machineries.
There is a strong interest in the export of our coffee, our garments, our seafood, which
could be stored in your warehouses and your cold storage facilities.
As for Vietnam, we are in need of investments in our infrastructure and for the development
of our airports, sea-ports, petrochemical, refinery, power plants and other areas in need of
development.
In addition to economic opportunities, we believe there is strong potential for the development of exchanges and transfers of knowledge in the areas of education, medicine and
other related areas.
We have made good initial steps, but the potential is there for us to promote more business, investment and trade opportunities to bring benefits and prosperity to both Texans
and Vietnamese alike.
Our mission here is simple. We are here to assist and we are here to help you and your
companies explore doing business in Vietnam, to see the beauty of Vietnam, to explore
what Vietnam has to offer and where we value our friendship and economic opportunities
between Vietnam and the U.S.

Danny Nguyen, Councilman and Entrepreneur, realizes that where he came from is not far from where he is now.
When he earned his bachelor's degree in business administration with an emphasis in International Business from
Texas A&M University, he had no idea how much he would be involved with international trade development
between the US and Asia as a businessman and elected official.
Balancing the life of a real estate broker/developer and public servant has its challenges and rewards. Danny
owns and operates Danny Nguyen International (DBA Danny Nguyen Commercial), a commercial real estate
investment, development, and brokerage firm. As a Certified Commercial Investment Member – CCIM – Danny
Nguyen is a recognized expert in the disciplines of commercial and investment real estate. The CCIM Institute
comprises a global network of commercial real estate professionals. The earned designation is considered by many
to be the ―Ph.D. of commercial real estate.‖ As a CCIM, Danny is an invaluable resource to the commercial real
estate owner, investor and user. Danny utilizes his knowledge and experience to help clients pinpoint the most
advantageous and cost-effective location for their business.
Danny‘s database reach is both local and international. He has served as the 2010-2011 Chair of the City of
Houston Mayor's International Affairs and Development Council for Asia and Australia. Danny also joined both
Houston and Fort Bend Government leaders on several trade missions to promote trade between the US and most
recently, China and Vietnam. Danny is very active in promoting US trade with the Asian countries, especially since
he accompanied the GHP and the Port of Houston in attending the Country of Panama‘s official announcement of
the expansion of the Panama Canal. Danny recognizes the high demands of the developing Asian countries for US
products and services. His extensive contact list has enabled him to put ―the right players together to make great
things happen.‖
He is a strong advocate of the freedom of enterprise, forming the Vietnamese American Chamber of Commerce in
Houston to promote this specific liberty. The quarterly VACC luncheon is an impressive networking event, drawing
high-level regional speakers and offering the opportunity for small-business owners and government leaders to
interact and build relationships. With his passion, knowledge, contacts and affiliation with a team of experienced
commercial real estate professionals, Danny is personally committed to fulfilling his clients‘ needs and exceeding
their expectations.
Having realized his entrepreneurial dream, Danny helps as many as he can to accomplish those same dreams. He
has been a motivational and business speaker at colleges, universities, and other organizations. Danny lives with
the philosophy - "The purpose of life is to discover your gifts and the meaning of life is to give those gifts away."
Danny is enthusiastic and passionate about his career, quoting the philosopher Confucius, ―Find a job that you love

Our Company
Environmental Source Samplers (ESS) is an air quality consulting firm that provides air quality permitting, assessment, modeling, testing and analysis. We have been providing air quality consulting services
continuously since 1979.
ESS serves clients in multiple industries including automobile, carbon, chemical, cement, food and beverage, fiberglass, glass, furniture, gypsum, general manufacturing, medical and municipal waste incineration, petrochemical, power generation, pulp and paper, steel and utilities. Our company regularly provides services to clients in most of the fifty states, Canada, the Dominican Republic, England, Finland,
France, Germany, Hong Kong, Hungary, Jamaica, Mexico, the Philippines, Poland, Thailand and Qatar.
Services We Offer International Clients
Our services are critical to those that borrow through the World Bank, the Asian Developmental Bank, the
International Developmental Bank and other Multilateral Development Banks. In all contracts with these
lenders, the borrower must demonstrate that they meet the environmental guarantees, as provided by the
vendor and/or as stipulated by the lender. ESS has worked on numerous international bank projects that
require our specific expertise in monitoring air emissions from various sources and reporting compliance
on behalf of the borrower.
Our organization believes that emerging and developing markets are key areas of expansion in our industry. As the industrial economy develops, so does its need to regulate and quantify the environmental impact of that development. As an industry expert with international mobilization and project management
experience, ESS is well-positioned to meet the needs of emerging industries and their governing bodies.
Objectives for this Mission
ESS hopes to develop relationships with lenders, municipal leaders and industry investors. Through this
we hope to earn future business with such parties – including pre-build air modeling, air quality consulting
issues throughout the process and compliance verification of emissions upon project completion. The life
cycles are long – and the path towards environmental compliance can be difficult to navigate without experienced professionals. ESS can make this path more easily navigable for all parties.
Experience with Multilateral Development Banks
Our firm has conducted various projects for Multilateral Development Banks. Noted projects include the
initial certification of a multi-unit combustion turbine project in Jamaica; an ethanol plant initial certification
in Hungary; and, multiple electrical generation plants in the Dominican Republic (including the initial certification and multi-year compliance demonstrations).

Teresa Esser is the Managing Director of the Silicon Pastures Angel Investment Network, based in Milwaukee, Wisconsin. Members of Silicon Pastures invest in
technology companies in fields such as healthcare, telephony, software, and
energy. Two examples of our portfolio companies are as follows:
Healthcare: St. Paul, MN-based Genii, Inc. manufactures flexible endoscopic probes
which address many of the concerns GI doctors have about their current equipment.
Electrosurgery generators differ from traditional electrocautery units because both
cutting and coagulation effects can be achieved. The ability to cut and coagulate at the
same time makes electrosurgery the ideal therapeutic tool for gastrointestinal and
bronchoscopic endoscopy. Genii's electroscopic probes are currently being tested at the
Mayo Clinic and Johns Hopkins.
Software/Telephony: Milwaukee, WI-based HarQen, Inc. enhances overseas
business collaboration by solving problems related to time-zone management. HarQen's
Symposia software product allows users to securely save their voice conversations for
later review.
Symposia helps business professionals communicate accurately with their colleagues
no matter what time zone they are in, without losing sleep. HarQen would like to work
with the World Bank and its partner organizations to help make "asynchronous"
conference calling more commonplace. HarQen's products are currently being used by
large international organizations like Manpower, Adecco and Randstad. Please find
