Section 1 –General Information 1.1 Introduction and Purpose Sonoma State University invites qualified publishers to submit a no-fee proposal in response to this Request for Proposal (RFP), for creating and publishing an Online Cosmology Curriculum (OCC), in support of the NRA/Research Opportunities in Space and Earth Sciences–2009 Project (hereinafter referred to as ROSES-2009) at Sonoma State University, as detailed in this RFP. In general, upon award of a publishing services contract to the successful publisher, the University will allow a limited license to the publisher along the guidelines described in Section 3.1 Mandatory Requirements, on page 6 of this RFP. Sonoma State University reserves the right to reject any or all proposals, and to contract in the best interests of the University. 1.2 Background In March 2010, Sonoma State University (SSU) was awarded funding by the National Aeronautics and Space Administration (NASA). The intent of this federal grant is to bring the spectacular recent advances in cosmological research and visualization to the undergraduate classroom by developing an introductory-level online cosmology curriculum. Professor Lynn Cominsky, SSU Education/Public Outreach (E/PO) Program Director is the Principal Investigator of the project. Dr. Janelle Bailey, University of Nevada of Las Vegas and Dr. Kim Coble, Chicago State University are the Co-Investigators of this project. Together, this authoring team wrote the proposal to NASA which is funding these efforts. University of Nevada, Las Vegas and Chicago State University are the Collaborators of this Project. The content development for the OCC is being funded through this grant, as well as by additional support from NASA’s Fermi Gamma-ray Space Telescope Education and Public Outreach program (led by SSU) and the Illinois Space Grant Consortium. Professor Cominsky oversees the entire project and coordinates the efforts of all collaborators and partners. Prof. Cominsky provides a focused direction for all SSU projects and serves as a final technical reviewer for all SSU products prior to field testing. She also provides lead work direction to Dr. Kevin McLin and Dr. Anne Metevier, and to the other six full-time staff in the E/PO group, all of whom are involved in supporting this project. Dr. McLin is primarily responsible for science content development, including overseeing the implementation of the scientific content into the interactive website interface. Dr. Metevier will recruit additional science experts in cosmology and related areas to guide content and simulation development and coordinate review of materials for content accuracy. She will also coordinate the testing of the learning environment with our community college partners. Dr. Janelle Bailey, University of Nevada, Las Vegas will assist during the testing and evaluation phases for each module. Dr. Kim Coble, Chicago State University, is responsible for science content development and for testing the materials with her students at Chicago State University. She will conduct open-ended interviews with her students, supervising the work of her undergraduate research students as they gather the data needed to assess the educational effectiveness of the materials. She will coordinate the testing of the learning environment with our university partners. This project will have a broad impact on astronomy education. The curriculum will fill the acute need for research-based educational resources in the rapidly changing field of cosmology. It will also serve as a model for transforming introductory astronomy and cosmology from a primarily lecture- and book-based course to a more engaging format that captures students with the excitement of modern discoveries, while building important STEM (Science, Technology, Engineering, and Math) skills. Sonoma State University (SSU) is one of 23 campus of the California State University (CSU), located approximately 45 miles north of San Francisco and Sonoma County. The campus has an enrollment of 7,600 students, primarily from various areas throughout the State of California. The University focuses its curriculum on the liberal arts and sciences, and also offers selected professional programs at both the undergraduate and graduate levels. 1.3 Project Overview Within the past two decades, powerful new observations and advances in computation and visualization have led to a revolution in humanity’s understanding of the origin, evolution, composition and structure of the universe. Increasingly detailed measurements have enabled us measure cosmological parameters to unprecedented accuracy, including: the age, expansion rate, and geometry of the universe, the amount and nature of dark matter, and the amount of the mysterious dark energy that is accelerating the expansion of space itself. While these gains have been vast, their impact on education has been limited. We are bringing these tools and advances to the teaching of cosmology by developing The Big Ideas in Cosmology, a series of three web-based learning modules suitable for use at the introductory undergraduate general education level. The modules can be used together for a full-length cosmology course or individually as supplements to existing astronomy courses. The major themes of the modules include the most important ideas from modern cosmology—the vastness and nature of space and time; gravity and dark matter; and the Big Bang. The curriculum integrates text and figures with additional pedagogical features so that students can master a narrow topic before moving on to the next. Key features include warm-up questions at the start of each topic meant to elicit student ideas, short interactive tasks (ranking, sorting, tutorial, visual, etc.), longer activities at the end of each chapter, and a “logbook” section where students keep guided notes on the text and their answers and explanations for the integrated questions and exercises. Cosmology is a subject that can captivate students by touching their sense of awe and wonder and their human desire to know where we come from in the broadest sense. Unfortunately, at least in part due to the lack of appropriate learning materials, cosmology is often relegated to the back-burner in many astronomy courses, and cosmology courses must often be taught by practicing cosmologists. Not only is there a severe shortage of suitable materials, but existing materials are typically not inquiry driven (even online content). The Big Ideas curriculum will bring inquiry driven, research-based, cosmology content to students while building STEM skills. By creating an accessible, interactive and inquiry-based cosmology curriculum, we will improve science and astronomy literacy in the most exciting and important modern topics. The development plan for the curriculum includes creation of an initial version of each module, field-testing at the co-author institutions, revision of each module, testing at additional partner institutions, and then final revisions. The final product will be made available through a publisher for distribution nation-wide. Both the content and pedagogy of the modules will be informed by our ongoing research on student understanding of cosmology. Section 2 – Statement of Work The publisher will be expected to provide the following as part of their contribution to the OCC: Publish and maintain a website with the curriculum content. This would include providing programming and artistic expertise to implement text pages provided by the authors, inquirybased interactive exercises based on preliminary author contributions, final artwork based on author contributions, a student “log book” section, a student “mission report” section (providing end of chapter summative evaluation), an assignments section (with homework, quizzes and practice problems), a grade book and other parts of the OCC deemed necessary by the authors. These various sections should be integrated into a seamless online interface that allows for easy navigation between the parts. In particular, the student log book, a scientific calculator tool and a graphing tool should be available from any page on the website. The publisher will also provide support and assistance to users of the OCC, including instructors, authors and students. The publisher will be expected to assist in the design of the website for the OCC. They will provide management and development editors for this purpose, part of whose duties will be advising on the website layout using best practices, and on integration of the curriculum into the website. The publisher will also be responsible for obtaining permission for use of images, videos and other OCC elements not developed by the authors, and for creating limited videos and animations for the website. They will be expected to market the OCC to the broadest possible Sonoma State University Request for Proposal No. 1042167 Publisher Service for University Online Cosmology Curriculum Page 5 of 13 audience, and to ensure the security of the website, including the curriculum content, student responses and student and instructor identities, as well as other sensitive information, from unauthorized access. Section 3 – Minimum Requirements 3.1 Mandatory Requirements • • • • • A commitment to Sonoma State University for the term of the contract. Expertise in publishing online STEM (Science, Technology, Engineering and Mathematics) educational materials for college students. Able to comply with the accessibility requirements of section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d), and its implementing regulations set forth at Title 36, Code of Federal Regulations, Part 1194. Experience in publishing astronomy-related educational materials. Establishment of a licensing structure along the following guidelines: -The publisher will publish, maintain and distribute the OCC content at no fee to the University. -The publisher will reap royalties until its publishing costs are recouped, based on the publisher’s proposal and the terms of the publishing services contract. -After the University allows the publisher to recoup said costs, the royalties will be split between the Publisher and University/Collaborators, based on the publisher’s proposal and the terms of the publishing services contract. -No royalties will be due and payable to the University unless and until Publisher has received actual payment for one hundred percent (100%) of the total cost of publishing services. -Independent of royalties, the publisher will provide appropriate licenses at no cost to the University and its Collaborators for use by researchers and educators. -University and Collaborators will retain all ownership rights, including copyrights, in the content. The publisher receives only those rights identified in the contract. Anything not specifically granted in the contract remains with the University and Collaborators. 3.2 Desirable Requirements • • Experience in working with higher-education authors and curricula. Experience in working on educational products for NASA or similar agencies. Section 4 – Technical Scope The publisher will be responsible for all aspects of designing, building and hosting the OCC that are not related to the scientific content itself. In addition, the publisher will implement all content delivered by the authoring team. Aside from text, images and video, this will also include Adobe Flash SWF files authored for Flash Player 10. Students will use Flash content to generate data and/or images which should be easily saved into the student log (detailed below). The publisher will be responsible for communicating to the authoring team what the standards and specifications should be for Flash to export data to the publisher’s server side software. Sonoma State University Request for Proposal No. 1042167 Publisher Service for University Online Cosmology Curriculum Page 6 of 13 The publisher will design and implement a user log book in which students can readily read or write information without navigating away from the main content area. This can include students’ notes, bookmarks to locations in the main text, and student answers to the integrated exercises and questions in the main content area. The log book should be accessible at any time while exploring the main text with the press of a button. The publisher will implement a web based scientific calculator tool to allow students to make on the fly calculations without navigating away from cosmology content. The publisher will implement a simple graphing tool to allow students to graph data without navigating away from cosmology content. The publisher will be responsible for implementing a system for generating custom assignments (homework, quizzes, and practice problems) from a database of exercises. The system will automatically grade assignments based on parameters that can be set by individual instructors. Instructors will also be able to adjust scores manually if desired. This system should also integrate with a grade book to make scores available for the instructor and student to review. The publisher will be responsible for implementing a coaching or “hints” function for both the integrated exercises and the exercises in the assignments section in order to provide feedback to students as they work through problems. The publisher will be responsible for the creation of a system to manage users, both students and instructors. This will include registration of new users, maintenance of personalized data for users, review tools for instructors, forums and message boards, communication between instructors and students and the maintenance of all databases and systems pursuant to this goal. The publisher will provide editorial services, including but not limited to illustrations, limited video clip production, and improvements to the user interface for the interactive activities provided by the authoring team. Please include the name, address, and telephone number of the person to be contacted as well as an expression of the firm’s ability and desire to meet the requirements of this RFP. This summary should describe the firm’s approach to satisfy the University’s School of Science and Technology, Physics and Astronomy Department needs to publish the Online Cosmology Curriculum. Any special considerations being offered by the firm should be listed. It should also indicate any of the minimum requirements or considerations in RFP Section 3 that cannot be met by the firm. All pertinent supporting information being submitted should be referenced in the letter. The evaluation committee should be able to determine the essence of the proposal and generally how well it meets the requirements by reading the summary. The letter should be signed by an officer of the firm who is authorized to execute contracts on its behalf. The firm’s proposed split royalties must be clearly stated in percentage figures for the Publisher and the University/Collaborator, respectively. Cotati Avenue, Rohnert Park, CA 94928 Section 7 - Selection and Award of Contract 7.1 Selection Criteria This RFP is designed to yield the best contract to meet the needs of the University’s School of Science and Technology, Physics and Astronomy Department to publish the OCC. Sonoma State University Request for Proposal No. 1042167 Publisher Service for University Online Cosmology Curriculum Page 9 of 13 Publishers wishing to participate in this solicitation will be required to submit a complete response, including all required proposal submittals in a sealed envelope and submitted according to the instructions contained in Section 6 of this RFP. Preliminary qualifying proposals will be reviewed by an evaluation team comprising representatives from the School of Science and Technology, Physics and Astronomy Department, and other co-author institutions for completeness, consistency, and responsiveness to the RFP. Qualifying proposals will then be reviewed and evaluated using the evaluation criteria described below. Sonoma State University reserves the right to contact the client references and ask questions in writing to clarify portions of the proposal, request an oral presentation and to conduct one or more rounds of confidential discussions with qualified respondents. Confidentiality during the entire process is required. Any breach of this requirement will be considered grounds for elimination from further participation in the procurement process. 7.2 Evaluation Criteria The basis for evaluation of the proposal shall include the nature and quality of the proposed publisher services, the publisher’s proven record of professional services and overall consistency with the requirements of this RFP. The firm receiving the highest overall ranking, offering the best and most comprehensive solution to meeting the required publisher services will be selected for award of the contract. The University reserves the right to extend the agreement on an annual basis, in writing, for up to four (4) additional years. Section 8 – Special Terms and Conditions 8.1 Accessibility Requirement (Section 508) The Contractor warrants that it complies with California and federal disabilities laws and regulations. Contractor hereby warrants that the products or services to be provided under this contract comply with the accessibility requirements of section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d), and its implementing regulations set forth at Title 36, Code of Federal Regulations, Part 1194. Contractor agrees to promptly respond to and resolve any complaint regarding accessibility of its products or services. Contractor further agrees to indemnify and hold harmless the CSU from any claims arising out of its failure to comply with the aforesaid requirements. Failure to comply with these requirements shall constitute a material breach and be grounds for termination of this Agreement. California Government Code 11135 requires the CSU to comply with Section 508 of the Rehabilitation Act of 1973, as amended, and to apply the accessibility standards published by the U.S. Access Board for electronic and information technology (EIT) products and services that it buys, creates, uses and maintains. EIT is defined by the Access Board at 36 CFR 1194.4 and in the FAR at 2.101 The CSU procurement and contract process for EIT acquisition is amended to include the Electronic and Information Technology Accessibility Standards at 36 CFR Part 1194. (MAY 2005) 8.5 RFP Cancellation This RFP does not obligate the University to enter into an agreement. University retains the right to cancel this RFP at any time should the project be canceled, the University loses the required funding, or it is deemed in the best interest of the University. No obligation either expressed or implied, exists on the part of University to make an award or to pay any cost incurred in the preparation or submission of a proposal. 8.6 Protest Respondent filing a protest must do so within 48 hours after Notice of Intent to Award. The protesting firm shall submit a full and complete written statement detailing the facts in support of the protest. Protest must be sent by certified or registered mail, faxed, or delivered in person to the Associate Vice President for Administration and Finance, Sonoma State University, 1801 E. Cotati Avenue, Rohnert Park, California, 94928. The decision will be made in writing and sent by certified or registered mail, faxed, or delivered in person to the protesting respondent. The decision of SSU is final. 8.7 Termination Termination of the resulting contract for cause, such as failure to meet provisions of the contract, or for no-cause, may be made by Sonoma State University upon thirty days prior written notice to the publisher. Early termination of the contract due to non-appropriation of funding may be made by the University, effective immediately. 8.8 Remedies Any dispute arising under the terms of this agreement which is not resolved within a reasonable period of time by authorized representatives of the Contractor and University shall be brought to the attention of the Chief Executive Officer (or designee) of the Contractor and the Chief Business Officer (or designee) of the University for joint resolution. If resolution of the dispute through these means is pursued without success, either party may seek resolution employing whatever remedies exist in law or equity beyond this Agreement.
