Introduction
Mission
The Eanes community is vitally committed to educational excellence that prepares and
inspires all students for life-long success by engaging each student in rigorous academic
experiences and enriching opportunities.
The Eanes Independent School District is committed to providing and supporting high quality,
challenging, and meaningful professional learning experiences for all staff members, while
allowing staff options to construct their own learning situations.
We believe professional learning should be data-informed, learner-centered and provide direct
positive educational benefits for all students. This professional learning guide is an evolving
document that will change to meet the needs of our learning community.
According to Learning Forward, formerly the National Staff Development Council, professional
development serves four purposes:
 Individual, targeted development to enhance individual competencies related to
performance standards and individual results.
 Team-based (grade level, subject area, vertical team, course) to ensure consistency and
quality in instruction, curriculum implementation, assessment, and student results.
 School-wide to ensure school-wide consistency and quality aligned with the school’s
instructional framework and student support systems.
 Program implementation to ensure high fidelity of implementation with district
programs such as curriculum, social skills, etc.
Background
In the fall of 2009, the Eanes ISD Strategic Planning Committee created a mission statement to
guide our district. This committee of employees and community members established five
critical student objectives that would be our district’s goal to achieve. Strategies were identified
to help our district in this endeavor. Seven Strategic Action Teams made up of staff members,
community members and students worked to create Action Plans to lead the way.
We will provide time and support for relevant and innovative professional learning to ensure
ongoing improvements in teaching and student learning.
This was the task of Strategic Action Team 5. This team analyzed the strategy and its
connections to the other strategies and the mission statement. They gathered information about
legal requirements, best practices, professional learning in other districts and what has worked
well in the past for Eanes. Common themes were identified and result statements were written.
In April 2010, an Action Plan was submitted to the Eanes ISD Strategic Planning Committee.

The Professional Learning Steering Committee began meeting in the fall of 2010. Led by Betty
Brace and Molly May, this committee was made up of two staff members from each of the nine
Eanes ISD campuses. Their primary goals were to do the following:



Create a framework which identifies district, campus, and individual professional
learning responsibilities
Establish a system that includes Individual Professional Learning Plans (IPLP)
Promote a future use of on-demand, on-line training for professional learning
As a result, the Professional Learning Steering Committee has created a K-2, 3-5, 6 -12, and
Special Education framework. These frameworks each have required and recommended
components of professional learning. The courses offered will be differentiated by experience
and job assignment. The frameworks will serve as guides for teachers to build IPLPs that will
inspire and empower educators to impact learning.
Updates 2015 and 2016
In the spring of 2015, CIA conducted a survey of district instructional leadership, principals,
educational technologists and instructional partners to clarify our progress on district
expectations. The framework was subsequently updated with terminology more closely aligned
with those expectations and adjusted to reflect our philosophy of continuous improvement and
culture of learning. District instructional staff will find that the column designated Hours has
been removed, the column for Recommended or Required is replaced by Requirements, and
clearer references to target areas have been added to the notes. District instructional leadership
reviewed the revisions and discussed a cycle of professional dialogue to support effective
implementation. The 2016 updates reflect district goals approved in March including a new
appraisal system.

Standards for Professional Learning
Learning Forward (formerly National Staff Development
Council)
The following standards outline the characteristics of effective professional learning. The 2011
edition is drawn from research and based on evidence-based practice.
Learning Communities: Professional learning that increases educator effectiveness and results
for all students occurs within learning communities committed to continuous improvement,
collective responsibility, and goal alignment.
Leadership: Professional learning that increases educator effectiveness and results for all
students requires skillful leaders who develop capacity, advocate, and create support systems for
professional learning.
Resources: Professional learning that increases educator effectiveness and results for all
students requires prioritizing, monitoring, and coordinating resources for educator learning.
Data: Professional learning that increases educator effectiveness and results for all students
uses a variety of sources and types of student, educator, and system data to plan, assess, and
evaluate professional learning.
Learning Designs: Professional learning that increases educator effectiveness and results for all
students integrates theories, research, and models of human learning to achieve its intended
outcomes.
Implementation: Professional learning that increases educator effectiveness and results for all
students applies research on change and sustains support for implementation of professional
learning for long-term change.
Outcomes: Professional learning that increases educator effectiveness and results for all
students aligns its outcomes with educator performance and student curriculum standards.

EISD Norms for
Professional Learning
Norms are the standards or expectations by which individuals or a group have agreed to operate
while working together. Norms help to maximize the productivity and effectiveness in a positive
setting and ensure that individuals are respected. They place responsibility on individuals for
expected behavior helping to build community in your group, and, at the same time allow for risk
taking (TSDC, 2006).
To ensure productive, student-focused sessions, please follow these norms for professional
learning activities.
These ideas help to:
 Ensure all individuals have the opportunity to contribute
 Increase productivity and effectiveness
 Facilitate the group’s ability to achieve its goals
 Encourage “good behavior” in every meeting
Be Prepared
 Arrive on time and stay for the entire session.
 Bring required technology, updated, charged and with required applications
 Always bring something to write on and something with which to write.
 Let your friends and family know that you will not be available during your session
times. Turn your cell phone to vibrate or off. No texting.
Stay Focused
 Give your best attention to the session.
 Ask the right question at the right time.
 Do not bring papers to grade, lesson plans to write, newspapers to read or your knitting!
Focus on Student Success
 Participate actively.
 Get involved with the information.
 Take this chance to learn!
 Share solutions, not complaints.

Personalizing the Professional Learning Plan
The subsequent pages contain frameworks outlining professional learning activities for
elementary and secondary general and special education teachers and teaching assistants and
campus support specialists. The frameworks are designed as tools to help staff reach
professional learning goals based on the number of years in the field and number of years in
Eanes ISD. The frameworks layout a learning plan intended to be achieved and/or regularly
revisited over a period of three to five years.
All staff members should consult with their supervisors, instructional coaches, and/or
educational technologists to assist in identifying the areas that should be addressed on the
Individual Professional Learning Plan (IPLP).
New to Profession
New to profession teachers will be expected to complete all of the required professional learning
activities within the first five years of employment in Eanes. Some of the activities will be
included in the New Teacher Institute (NTI).
New to Eanes
Experienced teachers who are new to Eanes will need to document any professional learning
they have completed in the last three years that might satisfy the requirements listed, pending
supervisor’s approval. For those requirements not already satisfied, all required professional
learning activities must be completed within the first five years of employment in Eanes.
New to Assignment
Teachers who change teaching assignments will need to make sure they have completed all of
the training requirements for that grade level, content area or course. The requirements also
involved addressing the needs of specific groups of students such as ESL or Dyslexia services.
Experienced Eanes Teachers
Experienced Eanes Teachers should use the guide to identify areas where updated professional
learning is needed or areas of interest. For any required professional learning activities that have
been completed recently, preferably within the last three years, please check to see that those are
documented in Eduphoria.

The Eanes Independent School District is committed to providing and supporting high quality professional learning
experiences so that staff can meet district requirements as well as have options to construct their own learning
situations to better meet the needs of their students. The district has established flex days for the purpose of fostering
individualized professional growth. The Individual Professional Learning Plan is the process used to plan and
document these learning experiences. The following explains the IPLP process:
Develop a Plan
 Each year, staff members will identify targets for professional growth. Data from PLC work, EISD Teacher
Growth and Appraisal System feedback, student testing, District Goals, Campus Goals and
personal/professional goals guides the identification of individual targets.
 Each year, staff members will develop desired outcomes centered on an identified need. These outcomes should
be aligned to campus, district and/or program goals and objectives.
Get Your Plan Approved
Staff members will develop their Individual Professional Learning Plan including their desired outcomes, activities
to help them achieve their outcomes, and measures for achievement of their plans. Based on the EISD Teacher
Growth and Appraisal System time line, plans will be submitted to supervisors. Submission is REQUIRED prior to
participation in summer training.
Participate in Professional Learning Activities
Staff members will select learning activities that will help them achieve their goals based on identified needs. For
the 2016-17 school year, it is expected that staff members will be utilizing non-contract time that would be
comparable to at least three full days of training (18 hours.) This is a school year to school year process, so eligible
activities will begin June 1, 2016.
Complete the Forms
When a professional learning event has been attended, staff members will complete a reflection (on each of their
IPLP activities), provide certificates or documentation of participation/attendance, and upon return in the fall,
discuss their plans for implementation with their supervisors. Staff members are responsible for confirming all staff
development is accurately documented in Eduphoria.
Submit the Forms for Flex Time Approval
 Completed IPL Plans must be signed by your supervisor, who will maintain a copy of all forms. Those
individuals completing their plans will be approved for the flex days that are identified on the district calendar.
 Documentation of a total of 18 hours will be required to qualify for the 3 flex days available during the 2016-17
school year.
 Documentation of 6 hours of professional learning must be submitted to your supervisor by:
September 25, 2016 to earn a flex day for October 10, 2016
November 7, 2016 to earn a flex day for November 23, 2016
February 6, 2017 to earn a flex day on February 20, 2017
Staff members not completing flex hours before the specified deadlines will be required to use a personal leave
day or lose a day of pay

Allowable Professional Learning Activities for Teachers
Although several options are listed below, this is not intended to be an exhaustive list. Each staff member must
work with their supervisor to determine appropriate professional learning activities and obtain approval
prior to participation in an activity in order for the hours to “count” toward the requirement for exchange
days.
 Quality professional learning in the professional’s assigned content area is the first priority. Current
methodology, leadership training and differentiation training are examples of appropriate professional learning
hours for a portion of the required hours.
 Certain activities may be required depending on your role.
 EISD workshops/activities that are aligned with the employee’s job assignment & professional learning goals
may be used to fulfill individual goals and required flex day hours. These include summer workshops, after
school workshops, professional learning communities/study groups and on-line courses.
 Professional learning opportunities outside of Eanes ISD and graduate level college courses may be used to
fulfill individual goals. These learning opportunities must be approved by the staff member’s supervisor. These
would include, but not be limited to, conferences, AP training and ESC workshops.
 Presenting a full day, 6 hour EISD training can count as 2 flex days for the presenting staff member if this is a
new workshop requiring initial preparation. If this is a workshop that has been presented before and requires
only updated preparation, then it can count as 1 flex day. In both of these cases, if the presenting staff member
receives payment, neither can count as flex time.
 Staff hired in the spring or summer before the start of the 2016-17 school-year are required to attend the New
Teacher Institute in August. This can count as 2 flex days.
 GT Academy, Basic Training or Update can count toward flex day hours.
 ESL Academy can count toward flex day hours.
 College credit hours may count toward flex days with the following guidelines:
o 3 college credit hours within the teacher’s professional assignment = 12 hours of flex time.
o 3 college credit hours toward additional certification outside of instructional assignment = 6 hours of
flex time
o Transcript or grade report will serve as documentation of completion
Restrictions:
 Coaching school may only count as one flex day.
 Bus driver training does not count for teacher flex time.
 CPR training can count for 3 hours of flex time for those staff members requiring the certification by policy.
This includes the school nurse, athletic coach or sponsor, physical education instructor, marching band director,
cheer leading coach, special education teacher (when needed) and any other employee specified by the
commissioner.
 Any workshop, training or professional learning event for which the staff member receives a stipend, extra duty
pay or an honorarium will not count toward the district requirement of 18 hours.
 Professional learning activities completed during contract hours do not apply to flex day credit.

 SAMA 1 and SAMA 2 training are required every two years for special education teaching assistants.
 Texas Behavior Support Initiatives Training (via on-line modules) is required one time education teaching
assistants.
 CDL training may be used to fulfill required flex day hours for job coaches.
 CPR training may be used to fulfill required flex day hours for special education teaching assistants.
 After hours trainings or staffings related to specific student issues (educational, behavioral, health) may be used
to fulfill required flex day hours. Approval from the classroom teacher and campus administration prior to the
training is required. Twelve (12) hours are required as part of the 18 needed for 2016 -2017.
 EISD workshops/activities that are aligned with the employee’s job assignment & professional learning goals
may be used to fulfill individual goals and required flex day hours. These include summer workshops, after
school workshops, professional learning communities/study groups and on-line courses.
 Professional learning opportunities outside of Eanes ISD and college courses may be used to fulfill individual
goals. These learning opportunities must be approved by the staff member’s supervisor.
 Any workshop, training or professional learning event for which the staff member receives a stipend, extra duty

Gifted and Talented Professional Learning Requirements
Initial 30 hours
According to the Texas State Plan for the Education of Gifted/Talented Students, a minimum of
thirty (30) clock hours of professional development is required for teachers who provide
instruction and services that are a part of the district’s defined gifted/talented services. This must
include nature and needs of gifted/talented students, identification and assessment of
gifted/talented students’ needs, and curriculum and instruction for gifted/talented students. GT
providers in EISD include elementary and middle school GT specialists and ALL PreAP/AP
high school core area teachers. All high school PreAP/AP core area teachers must complete their
30 hours of training because these subjects are considered to be part of GT services at the high
school level.
GT Providers:
K-8 must attend the 30-hour EISD GT Academy.
9-12 (PreAP/AP core) have two choices:
 Attend the 30-hour EISD GT Academy
 Day 1 and Day 2 of the EISD GT Academy (12 hours) AND attend an AP Summer
Institute (minimum of 18 additional hours) in the course
Classroom Teachers:
K-8 teachers may meet the 30-hour requirement by attending the Eanes ISD GT Academy. The
academy meets the state mandate for 30 hours of training. All regular classroom teachers will
benefit from the experience by learning ways to differentiate for the GT students in their classes.
6-12 teachers may meet the 30 hour requirement by attending the following options:
 Attend the 30-hour EISD GT Academy
 Attend a combination of the GT Academy and an AP Summer Institute
 Day 1 and Day 2 of the EISD GT Academy - Middle and high school teachers will
fulfill 12 of the required 30 GT hours in Nature and Needs, Identification, Assessing
Student Needs and Curriculum Differentiation.
 Middle and high school teachers must attend at least 18 additional hours of PreAP/AP
subject specific training to complete the 30 hours.
GT Annual Update
Teachers who provide instruction and services that are a part of the district’s defined
gifted/talented services are required to receive a minimum of six (6) hours annually of
professional development in gifted/talented education that is related to state teacher education
standards. There are several ways to meet this requirement.
1. Check course offerings in Eduphoria. There are courses specifically listed as GT
Updates that will count.
2. Check course offerings in Eduphoria for courses that may not be listed as an update,
but may carry the GT update credit.

Accessing Eduphoria for Registration and Documentation
Eduphoria is the on-line system used by EISD for both registration and documentation of
professional learning activities. All activities whether they occur inside our outside EISD should
be documented in the system. This allows each individual and their supervisor to have access to
a portfolio of all activities.
Eduphoria can be accessed through the Eanes ISD website under staff or at
http://eduphoria.eanesisd.net Each staff member will have an account which uses the same
username and password as all other Eanes Novell systems.
Professional learning activities offered through Eanes ISD will be listed and available for
registration in the system. By clicking on the “Workshop Tab,” staff can see how activities are
organized in accordance with the Professional Learning Frameworks. Many activities are cross
referenced across multiple frameworks. Staff can also search for activities being offered by
month.
All documented professional learning activities offered by Eanes ISD will be available for
viewing within two weeks of completion of that activity in the “Portfolio” section in Eduphoria.
In addition, staff are expected to document other professional learning activities offered outside
the district by clicking the button “Add New Portfolio Entry.”
For all professional learning activities occurring in June 2016, participants must register through
Eduphoria by May 20, 2016. For all professional learning activities occurring in August 2016,
participants must register through Eduphoria by July 15, 2016.

Guidelines for EISD Professional Learning Presenters
We believe that our own staff has great expertise and thus often ask staff to share their expertise
with colleagues, contributing to our community of learners.
Compensation:
Presenters who are not under contract on the day of the learning activity have two options for
compensation: payment or using flex days.
Payment:
Presenters who are not under contact on the day that they present will receive $400 a day. This
covers all aspects of the workshop- planning, presenting, follow up. When there is more than one
presenter/facilitator, the amount may change depending on the role of each presenter/facilitator.
For example, if there is a lead presenter with facilitative support, the lead might receive $400 per
day and the support person might receive $200. If there are two co-presenters, they each might
receive $300 per day. The EISD maximum pay for a one day learning activity with multiple
presenters is $600.
Supplemental pay forms must be filled out by the presenter and submitted to the administrator
who arranged for the professional learning activity within 2 weeks of the conclusion of the event.
Payment (less taxes, TRS, etc.) should be in the usual paycheck the following month.
Presenters/facilitators are responsible for submitting their pay forms.
Use of flex days:
Presenters who are not under contract on the day they present may select to use flex days. For a
new workshop being developed and presented, a presenter will earn two flex days. For a
previously presented session, the presenter will earn one flex day. The presenter should follow
the guidelines for a adding a workshop to their portfolio in Eduphoria.
Expectations for workshops
Successfully working with adults requires that the trainings be:
 Interactive, hands-on, useful: This includes learning to design effective lessons, assessments,
and interventions. The strategies you present should be immediately useful for the
participant.
 Differentiated for adults: The audience is at different levels of experience and expertise.
Activities should be planned accordingly and provide for these levels.
 Centered on students: Activities should be focused on what is proven to be successful with
students or to support student achievement.
 Enjoyable: Learning should be a joyful experience. We must model that for the adults if we
expect that to transfer to the classroom.
Other expectations
 Communicate with your participants. Eduphoria will send an email reminder several days
before the workshop. You can use Eduphoria email to let them know if they need to bring
anything with them.

Arrive at least 30 minutes before your activity begins to ensure that the facilities and
technology are set up appropriately.
Start and end on time; have materials ready.
Welcome them and thank them ahead of time for their active participation.
Set norms with class as established in the Professional Learning Guide.
Take roll at the beginning of each class and after lunch. Write in names and schools of staff
who did not register but just showed up. Indicate no shows. The attendance sheet should be
turned in to the administrator who arranged for the professional learning activity.
Note participants who leave early or come late. They will be given credit for only the hours
that they attend.
Issues that might come up
 People who leave early and come late - remind them that they will receive credit only for the
hours that they participate. You can have a homework activity for them to turn in that is tied
to your workshop if they have an emergency that interferes with their full participation.
Doctor’s appointments and childcare are not emergencies. If there are problems with this,
call the CIA office.

Mandatory Professional Training
Each year Eanes ISD employees are required to fulfill training requirements set forth by national,
state, or local standards. These trainings typically cover topics such as health, safety, discipline,
or other legal requirements. The trainings are provided through online modules on the Safe
Schools portal. Each employee will receive an email from the Eanes ISD Human Resources
Department with a link and completion dates. These trainings must be completed and
documented as part of an employee’s job responsibilities. These activities are not listed on the
Professional Learning Frameworks.
