The most recent activity to achieve this
objective, was the 5th annual CEBC Government Relations Day held in Victoria
on October 21st . In addition to the MLA
Breakfast, attended by 16 MLAs and 48
CEBC members, individual meetings were
held with MLAs in Government and the
Opposition.
The breakfast speakers included Minister George Abbott (Education),
MLA Ralph Sultan, one of our best supporters, Doug Donaldson,
deputy opposition critic for Finance and Energy, and CEBC President
Doug Hinton.
Meetings were later held with 10 MLAs. We discussed consulting
engineers’ contributions to the Premiers BC Jobs Plan, as a source
of high-value employment tied to the knowledge economy, and
our issues with an inconsistent infrastructure delivery model, the
30-year ultimate limitation period and procurement issues with the
New West Partnerships Trade Agreement.

Awards for Engineering Excellence, Saturday March 31, 2012 at the
Westin Bayshore in Vancouver.

The 2012 Awards Competition Guide is now available, and a call for
intents to submit will be issued soon. Now is the time to identify
the projects you’d like to enter in the competition.
Shifting Modes is a transportation conference hosted jointly
by CEBC, the BC Ministry of Transportation and Infrastructure,
and TransLink. Shifting Modes takes place on Wednesday,
January 25, 2012 at the Executive Plaza Hotel & Conference
Centre in Coquitlam.
The Awards for Engineering Excellence demonstrate the value
of member firms to clients as they celebrate technical excellence
and innovation in engineering that is simply a cut above the rest.
The Awards have grown more prestigious since the inception of
the program 22 years ago, raising the profile of the recipients to
new heights. They provide CEBC member firms the opportunity to
showcase their projects and their firm to the consulting engineering industry.
Shifting Modes offers presentations in two main streams,

Shifting Modes in the Port Mann Highway 1 Corridor, and

Shifting Modes Across the Province
A morning tour of the Port Mann Bridge is planned, preceded
by a breakfast and discussion of the Port Mann Bridge Highway 1 project. Following the technical presentations and
panel discussions in the afternoon, the conference wraps
up with the Deputy Minister’s Awards dinner.

Chris Newcomb to Represent Canada on FIDIC's
Executive Committee

Call for Volunteers
Canadian engineering firms will
continue to have strong representation on international issues with the
election of Chris Newcomb to the
Executive Committee of FIDIC, the
International Federation of Consulting
Engineers.
CEBC has recently re-established the Professional Development
Committee, chaired by the past chair of the Young Professionals
Group, Joel McAllister. The PD committee will seek to promote
the ongoing professional development of CEBC members, with
a special focus on the business side of consulting engineering.
Goals and objectives for this committee were finalized over
the summer by the current five committee members. We are
looking for more volunteers to join this committee. If you would
like to participate, or to learn more about the committee please

Executive Member since 2009 and
is currently the Committee's only
representative from North America.

Young Professionals Group Update
The Young Professionals Group of CEBC would like to thank the
90 Young Professionals that attended our first Vancouver Breakfast
Seminar of the year on October 12. We would also like to thank
Doug Hinton for a great presentation on Dynamic Leadership in
Project Management, and the Hyatt Regency Hotel staff for an
excellent breakfast!
Mr. Newcomb is President and CEO of McElhanney Consulting Services Ltd. He is a past President of CEBC, and former Chair of ACEC.
Currently he chairs the ACEC International Committee. He has also
led ACEC's Student Outreach Committee, which founded the highly
successful Engineering Legacies program. He is an ex officio CEBC
Director, representing ACEC at our board meetings. Among other
roles within the CEBC, he has chaired various industry liaison committees with the BC Ministries of Transportation and Forests.
With extensive local and international engineering experience, Mr.
Newcomb has held executive and advisory roles in many other professional organizations. He is fluent in English, French, and Spanish.
His appointment was one of three announced at FIDIC's 2011
Conference in Davos, Switzerland. The new Executive Committee
members were selected from among seven nominees worldwide
and represent Canada, France, and Sweden respectively. Mr. Newcomb will be responsible for liaising with FIDIC's Young Professionals group and participating in the Business Practice Committee.
FIDIC was founded in 1913 in Geneva, Switzerland. The Federation
aims to represent the engineering industry internationally and to
promote the business interests of consultant engineers. Its 89
member associations currently represent more than one million
professionals.
Our next Breakfast Seminar is November 15, and it will cover the
subject of Finance and Legal Competency: Professional Liability and
Insurance. Be sure to check our Events Calendar to sign up for the
event soon.
Remember to use your Event Passes! We sold 30 of them this year,
so be sure to buy them early for next year!
The theme of this year’s conference was Local Resources – Global
Perspectives. Participants from around the world had the opportunity to hear from, and converse with experts in the field of business

APEGBC Council Election Results
The Association of Professional Engineers and Geoscientists of
BC (APEGBC) has elected a new President and Council for the
2011/2012 term. The new APEGBC Executive includes:
The Consulting Engineers of British Columbia is inviting its membership to consider submitting proposals to participate in a roundtable discussion with the City of Vancouver Engineering Staff. The
theme of the discussion will focus on Municipal Sustainability and
the City’s Greenest City Action Plan as described in the document
entitled Vancouver 2020 – A Bright Green Future. The purpose
of the discussion is for member firms to inform the City of available
products, techniques, services and benefits.

and Employment Practices Survey
A unique half-day learning and networking opportunity presented by
the National Research Council of Canada
Building Science Insight is a national seminar series presented
annually by the National Research Council of Canada Institute for
Research in Construction (NRC-IRC) to provide construction professionals with practical information. Each seminar focuses on technical advances in building science on a specific topic and includes
the results of NRC-IRC research.
2011/2012 Survey Results Now Available
Produced annually by Western Compensation and Benefits
Consultants (WCBC), the Consulting Engineers Compensation,
Benefits & Employment Practices Survey covers 67 positions. The
survey report provides industry specific data on engineering
and technical positions, as well as data on executive, management, information technology and administrative positions.
This year's seminar will address how Building Information Modeling
(BIM) is influencing practices in the construction sector.
