This document details the whole of life performance requirements for the various 1500 V switches and links that are used as an interface between the 1500 V traction system and a system substation. In particular:

Other 1500 V switches and links associated with the traction system only, such as overhead wiring sectioning switches, are not covered by this document. Refer to specification EP08360001SP - “Requirements for 1500 V DC Section Switches” for further information.
The switches and links covered by this document are not intended to be load breaking or load making. Depending on the type of switch or link it may be required to be suitable for indoor or for outdoor use and it may be manually operated or motorised.
The requirements of this document apply to all new 1500 V switches and links from the date of issue.

Feeder isolating and rail connecting switch pair Two single switches, a feeder isolating switch and a rail connecting switch, mounted alongside each other and interlocked.
Feeder isolating link/switch Used to isolate the 1500 V overhead wiring system from the feeder DCCB. It may be either a switch or a link.
Link A two position pivoting blade operated by hand using a removable operating stick.
Manual operated A hand operated lever or operating stick is used to change the switch or link status.
Motor operated An electric motor provides the effort to change the switch status. This arrangement provides for both local and remote (SCADA) control of the switch.
Operating stick A non-conductive stick, tested and certified to be used on 1500 V dc
, for operating 1500 V links.
Rail connecting link Used to connect an isolated section of the 1500 V overhead wiring system to the traction rails.
Rectifier negative link Used to isolate the rectifier negative terminals from the 1500 V series reactor in a traction substation.
SCADA Supervisory Control and Data Acquisition system.
Switch A two position pivoting blade operated by a hand lever or motor.
Traction rail The rail that conducts the traction return current. It may include both rails or may be just one rail depending on the type of signalling system used in the section.
The preferred method for achieving both the functions of the feeder isolating switch/link and the rail connecting link is to use a feeder isolating and rail connecting switch pair.
Separate switches and links are currently in use in many locations throughout the
RailCorp network and may be used at new locations or refurbished locations under certain conditions, such as lack of space or other technical or economic reasons. The
drawings listed in Section 2.2 can provide installation details for direct replacements.
The rectifier negative link covered by this specification is entirely different from the other switches and links covered in this specification. It is connected in the traction return circuit between the rectifier negative terminals and the 1500 V series reactor.

All of the switches and links covered by this document are not intended to open or close whilst carrying load current, that is they are not load breaking or load making.
The isolating and rail connecting switch pairs are two related switches that perform the
and mechanically interlocked, refer to Section 7.7 for allowable combinations. This is the
preferred method for achieving both functions.
The feeder isolating link/switch shall pass traction current when the switch or link is in a closed position and shall isolate a 1500 V supply when the switch or link is in an open position.
The RailCorp Electric Power System Safe Operation Manual, EP95000000TM , specifies that before work can commence on 1500 V overhead wiring it must be isolated from all sources from which it could be made live by providing at least one visible break in each source. The feeder isolating link/switch provides the break between the overhead wiring and its source at the system substation. Note, an open circuit breaker is not a sufficient isolating break, a circuit breaker must be withdrawn, or racked out.
The feeder may be isolated by use of either a link or a switch depending upon the circumstances. The preferred method is to use a switch in combination with a rail
connecting switch mounted as one unit, refer to Section 5.2.
A rail connecting link shall provide a connection to the negative return rail (traction rail) to ensure the immediate effective discharge of electrical energy from an isolated section of overhead wiring to the rail in the event of the wiring being or becoming live at 1500 V.
This is required in case an isolated section of overhead wiring is accidentally livened.
The preferred method is to use a rail connecting switch in combination with a feeder
isolating switch mounted as one unit, refer to Section 5.2.
Note, the traction return is not earthed.
The rectifier negative link shall pass traction current when the link is in a closed position and shall isolate the rectifier from the negative return rail when the link is in an open position.

Before work can commence on an item of electrical equipment it must be isolated from all sources from which it could be made live by providing at least one visible break in each source, refer to the RailCorp manual EP95000000TM - “Electric Power System Safe
Operation”. The rectifier negative link is located between the rectifier negative terminals and the 1500 V series reactor in a traction substation and provides the break between the rectifier and the negative return rail when maintenance is performed on the rectifier.

The selection of the most suitable switch or link, shall be made on the basis of minimising the whole-of-life cost. Note the RailCorp preference for the use of isolating and rail connecting switch pairs rather than individual feeder isolating switch/links and rail connecting links on the basis of safety and conformity. This should be borne out in the whole of life calculations for new locations.

The DC traction return system is not intentionally earthed.
The continuous, varying, overload and short-circuit current ratings for the switches and links are as stated in document EP90200001SP - “1500 V DC Equipment Current
Ratings”.
The minimum insulation coordination levels of any part of the switch or link live at 1500 V and any earthed metal shall be not less than:
•
Dry flashover voltage 75 kV
•
Wet flashover voltage 40 kV
•
Puncture voltage 115 kV
These insulation coordination levels shall apply to the insulators.

The switch or link shall be designed so that the force required to operate it after a long period without operation shall not exceed 250 N.
The insulators shall be capable of withstanding the mechanical duty imposed by the operation of the switches and the force exerted by the connecting cables. The ultimate tensile strength of the insulators shall be not less than 45 kN. The ultimate cantilever strength shall be not less than 3 kNm. The ultimate torsion strength shall be not less than
1.4 kNm.
The switch or link shall be installed, maintained and tested to the appropriate Australian
Standard and any other references stated in this specification.
The switch or link shall be single pole, single way, front connected with pivoted copper blade construction.
All ferrous parts shall be hot-dipped galvanised to AS 4680 . All pins, circlips, grub screws, bolts and nuts (two per bolt) are to be stainless steel.
All copper busbar joints/connections must be cleaned and coated with a suitable compound to prevent corrosion. The resistance of all joints/connections shall be less than
20 micro ohms.
The switch or link shall be mounted vertically with the blades moving in a vertical plane and hinged at the bottom. The supply, or substation side, cables shall be connected to the top contact and the feeder cables to the overhead wiring shall be connected to the bottom contact.
The isolating and rail-connecting switch pair shall consist of two switches mounted side by side (the isolating switch on the right hand side when viewed from the front), mounted on a building or on a free standing structure. The common connection between the two switches shall be capable of handling the same duty cycle as the main switch, refer to

The rectifier negative link shall be mounted on an internal wall of the substation building, or where the rectifier negative link is being purchased and installed concurrently with a rectifier, it may be mounted adjacent to the rectifier cubicle, in a separate compartment.
The design for the mounting of the outdoor switches and links shall incorporate the following clearances:
•
all parts live at 1500 V are contained within an area between 2.7 m and 3.5 m above ground level;
•
the maximum forward projection of all parts live at 1500 V, shall be 500 mm, from the rear of the mounting base;
•
the operator shall not come within 700 mm of exposed parts live at 1500 V, including adjacent units;
•
the minimum clearance in air between parts live at 1500 V and any earthed metal shall be not less than 150 mm.
A minimum vertical clearance of 50 mm must be available between the top of the blade and jaw when the blade is in the open position to enable the placing of an insulated barrier over the blade. This will allow work to be carried out on the supply side of the switch or link with the feeder alive.

Section 7.4.2 for feeder isolating link/switches and Section 7.4.3 for rail connecting links.

The rail connecting links shall be connected together using a loop in loop out method.
The two end links shall also be connected to the negative return circuit, usually either at the substation negative busbar or at a traction rail, forming a ring system such that if the cable is open-circuited at any one point then all the rail connecting links shall still be connected to rail.
The size of the cable required shall be determined using the data in document
EP90200001SP - “1500 Volt DC Equipment Current Ratings”.

Although not a part of this document, allowance must be made for the installation of a surge arrester to be mounted on the substation side of the switch or link to protect the feeder cable or aerial wire. The electrical characteristics of the surge arrester are available in document EP99000001SP - “Substations Minimum Construction Standards”.
A reference to drawings showing the earthing requirements for various types of switches and links can be obtained from document EP12000001SP - “High Voltage and 1500 V
System Earthing References and Definitions”.
Document EP12100001SP - “System Substation Earthing” can provide general information on earthing of exposed metal parts supporting high voltage conductors and also on metal enclosures. The specification can also provide information on earthing of the surge arrester.
Document EP12100013SP - “1500 V Traction System Earthing” can provide information on the earthing of switches not located within the boundary of a substation.
Switches shall be able to be operated by a hand lever or motor. The hand lever for the switch shall be removable.
All hand lever operated switches shall be fitted with a locking pin for locking the switches in either position by padlock. Motor operated type switches shall be fitted with a padlock for locking the door of the motor cubicle.
Links shall be able to be operated by hand using a non-conductive operating stick.
The feeder isolating switch shall have two positions, “CLOSED” indicating that the electric circuit is continuous through the switch and “OPEN” indicating that the circuit has been broken.
The rail connecting switch shall have two positions, “OPEN” indicating that there is no connection to the rail and “TO RAIL” indicating that the overhead wiring is connected directly to the rail.
The mechanism of the switch pair shall be interlocked so that only the combination of
switch positions shown in Table 1 will be possible. The table also shows the effect on the
connected overhead wiring.

The feeder isolating switch/link shall have two positions, “CLOSED” indicating that the electric circuit is continuous through the switch and “OPEN” indicating that the circuit has been broken.
The rail connecting link shall have two positions, “OPEN” indicating that there is no connection to the rail and “TO RAIL” indicating that the overhead wiring is connected directly to the rail.
The rectifier negative link shall have two positions, “CLOSED” indicating that the electric circuit is continuous through the switch and “OPEN” indicating that the circuit has been broken.
Where any new switch is designed for manual operation only, it is important that the design allow for future conversion to motor operation.
Switches shall be operated by a removable non-conductive rod handle arrangement located below the switch. The switch shall be capable of being padlocked in both the open and closed positions. The operating handle shall be located 1.2 m (approximately) above ground level and shall be not longer than 400 mm.
Means shall be provided to prevent the operator from being injured if attempts are made to simultaneously operate the switch manually and by using the motor.
Each switch shall be operated by an independent motor, an isolating and rail connecting switch pair shall require two motors. The motor drive design shall be such as to allow manual operation in the event of motor drive failure. The motor enclosure shall be of outdoor type IP56 to AS 1939.
The control equipment for motor operation shall be arranged for operation by local control or by remote SCADA control. The SCADA equipment will provide an open or close command signal of 0.5 A maximum at +125 V DC for up to 1 second. The push buttons for local control shall be located inside the enclosure. The enclosure shall be suitable for mounting below the switch so that the push buttons for local control are located approximately 1.2 m above ground level.

The control equipment for an isolating and rail connecting switch pair shall provide electrical interlocking coupled with the mechanical interlocking to prevent the isolating switch from being in the “CLOSED” position while the rail connecting switch is in the “TO
RAIL” position.
The control equipment for each switch shall be housed in a metal enclosure of type IP56 to AS 1939 and galvanised to AS 4680 complete with a hinged door suitable for padlocking. An isolating and rail connecting switch pair shall require two enclosures.
The control equipment, including the motors, shall be rated for continuous operation and shall be capable of satisfactory operation with voltage variations of +/-20% of the nominal supply voltage.
All labelling of the controls shall be in the English language only.
Each switch or link shall include auxiliary contacts to provide an indication of which of its two positions it is in, that is “CLOSED”, “OPEN” or “TO RAIL”. The indications must be derived from the switch or link blade, not the “motor end” of the operating mechanism.
The auxiliary contacts shall be suitable for switching 1 A at 125 V DC and 5 A at 240 V
AC and shall be housed in an enclosure of type IP56 to AS 1939 .
All labelling of the indicators shall be in the English language only.
The relevant RailCorp Electrical Technical Maintenance Plans (TMP) shall be adhered to for the maintenance of the type of installed switch or link. Where a new type of switch or link is purchased and installed that is not covered by the TMP then a new service schedule shall be created and the TMP updated. This shall include:
•
The “Maintenance Policy”, defining the practical means of maintaining the equipment.
•
The tasks to be performed at each level of maintenance and staff skill levels required.
•
Test equipment and tools.
It is preferable that the period for routine maintenance shall not be more frequent than for the types of switches or links currently detailed in the RailCorp Technical Maintenance
Plan.
For new installations preference shall be given to equipment that does not require a high degree of maintenance and in particular to switches or links that do not require grease/oil for lubrication of hinges and jaws. Refer to the RailCorp Electrical Technical Maintenance plan for details of any lubrication required for the hinges and jaws of the switch or link and the maximum recommended period between lubricant application, hinge and jaw adjustments or any other periodic adjustment required.

The tests shall be performed in accordance with Section 7.1 of AS 1306 . Test withstand voltages of 5.5 kVrms at 50 Hz and 8 kVdc shall be applied individually between the terminals of each side of the open switch and with the supply side terminal connected to the earthed frame. The test voltage shall be raised to the withstand value and maintained for one minute.
The tests shall be performed in accordance with Section 7.2 of AS 1306 . Test withstand voltages of 5.5 kVrms at 50 Hz and 8 kVdc shall be applied individually between the control equipment (including the removable handle, auxiliary switches, motors and associated wiring) and the 1500 V switch. The switch shall be in the closed position and connected to earth. The test voltage shall be raised to the withstand value and maintained for one minute.
The tests shall be performed in accordance with Section 7.3 of AS 1306 .
The tests shall be performed in accordance with Section 7.101 of AS 1306 .
Routine tests shall be performed in accordance with AS 4398.2

Type tests shall be performed in accordance with AS 1306 using the test withstand
voltages as stated in Section 9.1.1.

The following data shall be maintained for each switch and link. This data shall be the property of RailCorp and maintained by the Maintenance Provider responsible for the installation in which the switch or link is installed.
The Equipment Manuals must be provided for the installation and shall include full instructions for the preventative, surveillance and corrective maintenance, comprehensive fault diagnosis, rectification procedures and staff training requirements. It shall include all drawings needed for the above. All drawings shall show sufficient detail to enable satisfactory maintenance of the equipment.
The results of all tests, including acceptance tests and periodic and corrective maintenance tests, shall be recorded and maintained.
All the data and assumptions pertaining to the determination of the whole-of-life cost calculations shall be recorded.
The information listed in the attached Technical Schedule shall be maintained for each switch or link.

Evaluation of tenders
Tender submissions will be evaluated based on a number of criteria. One constant criterion is compliance with this specification. The Chief Engineer Electrical requires that persons evaluating the technical aspects of this tender have sufficient technical competence for the task.
Tender evaluation committees shall forward details of persons evaluating the technical aspects of the tender to the Chief Engineer Electrical for concurrence. This will normally be in the form of an email and is to include sufficient detail of the tender and the person to enable the Chief Engineer Electrical to satisfy themself of the merits of the evaluating person. A minimum of 4 weeks notice is required prior to the evaluation of the Tenders.
The Chief Engineer Electrical will advise within 5 working days only if the person is considered technically unsuitable for the technical evaluation.
Acceptance of product
A number of the specifications require acceptance of product at both the factory and at site. The purchaser is to advise the Chief Engineer Electrical the details of the person carrying out the acceptance testing for the concurrence of the Chief Engineer Electrical. A minimum of 4 weeks notice is required prior to the evaluation of the acceptance testing.
The Chief Engineer Electrical will advise only if the person is considered unsuitable for the acceptance testing.
The Chief Engineer Electrical reserves the right to nominate a representative to review and/or attend such acceptance.
Record Keeping
Where product is purchased against this specification, the Chief Engineer Electrical requires that relevant detail be provided so that it can be logged against this specification.
For RailCorp purchases, all records are recorded in Ariba.
Where this specification is utilised by parties external to RailCorp (Alliance parties, etc) then copies of all relevant technical information and evaluation shall be forwarded to the
Chief Engineer Electrical for filing against the specification. In addition copies of selected commercial information pertaining to the ongoing support of the product as follows is also required.
