LAST REVISED 8/2 III 2 NATIONAL FUEL GAS SUPPLY CORPORATION LOCAL PRODUCTION (LEVEL 2) METER STATION INSTALLATION POLICY Definitions/Abbreviations: TYPES OF METER STATIONS: :s Gathering = stations to be installed on the gathering system lines @ MAOP 50 psig. Levell = stations to be installed on Distribution or Supply lines @ MAOP < 125 psig. Level 2 = stations to be installed on Distribution or Supply lines @ MAOP:>. 125 psig. DEFINITIONS & ABBREVIATIONS: CA = Contract Administration NFG = National Fuel Gas MAOP = Maximum Allowable Operating Pressure MRC = Measurement, Regulation, and Corrosion STATION PIPING = the length of piping between the meter assembly and National's main line. A. INITIAL CONTACT I. Producer will contact Contract Administration (CA) in writing as to pipeline operating pressures, capacity, seasonal restrictions, and costs associated with building a meter station to produce into NFG's pipelines. Producer must provide a map showing the location of the requested tie-in point. 2. CA will route the NFG Local Producer Meter Request form along with a map showing the proposed tie-in location to the District Engineer and the local Operations Supervisor Engineering will work with Operations to document the Pipeline Capacity, Pressure, MAOP and Relief Set Pressure. The form should be returned to CA within two weeks. CA will respond in writing to the producer concerning pipeline capacity, pressure, type of meter required, estimated costs, and required paperwork (i.e., well package) to initiate the process of building the station. 3. Upon drilling (or purchase) of the well(s), producer will forward the appropriate information to CA with a letter confirming their request for the meter station and gas purchase or transportation arrangements. 4. After reviewing this policy and the attached exhibits (i.e., Exhibit A - Contractor & Supplier List and Exhibit B- Material Specifications List), the producer must decide which approved contractor will be employed by the producer. 5. If the station is to be installed on a transmission facility, the producer will be required to provide CA with a current tax map showing the current name and address of the landowner and all adjoining landowners' names and addresses so that CA can comply with FERC Order 609. B. APPROVED CONTRACTORS I. An approved contractor must be selected from the list shown in Exhibit A - Table I. The contractor must be chosen appropriately making sure they are approved for the NFG division which owns the subject pipeline and for the type of work to be done (i.e., plastic or steel). 2. For plastic work the contractor must be "Mechanical & Fusion Qualified" and certified annually by NFG. B. APPROVED CONTRACTORS (Cont.) 3. For steel welding the contractor must use a welder who is certified biannually by NFG to weld according to "API 1104 & NFG Welding Procedures." 4. The contractor's "Qualified Foreman" must be present during the installation of any meter station and related piping. 5. Unless otherwise specified herein, approved contractors shall perform all work according to NFG's Operating & Procedures manual. C. EXPENDITURE REQUEST (ER) I. CA will generate an ER to build the station. A map will be attached showing the approximate location of the station (exact location dimensions will be shown on the Completion Report). The Line Pressure, MAOP and Relief Set Pressure, that were determined by Operations and Engineering on the NFG Local Producer Meter Request, will be shown on the ER. 2. The ER will be circulated to the appropriate NFG personnel for approval. 3. Producer will be invoiced for the appropriate amount dependent upon the extent of the work to be performed by NFG. 4. Upon receipt of payment from producer, construction will proceed. D. PRE-CONSTRUCTION MEETING I. A meeting will be held at the appropriate field office or service center to discuss construction details. Representatives of the producer and contractor must be present. NFG's attendees may include the CA, the Supply or Distribution area engineer, the area foreman andlor construction foreman, and an MRC representative. 2. Design Drawing and Specifications - the station will be constructed according to NFG's standard local production meter station designs for Gathering Systems, Level I, and Level 2 applications. The design drawings and material lists will be distributed and reviewed at this time. E. MATERIALS I. Gathering - materials as specified in design drawing may be obtained at supply shops shown in Exhibit A - Table 2, or at supply shops of choice. Any substitution of materials or variation from the design drawing must be approved by NFG's area engineer. Paperwork such as invoices, purchase order material lists, certified mill test reports (CMTR), etc., supporting the pressure rating, strength, and suitability of such materials must be submitted for approval by NFG' s area engineer and must be attached to the Completion Report. 2. Level I - same as "Gathering" except that any plastic pipeline to be installed must be purchased at NFG's Mineral Springs warehouse. (NOTE: No recycled or rebuilt materials will be permitted for Levell stations.) 3. Level 2 - materials as specified in design drawing MUST be obtained from the sources shown in Exhibit A - Table 2. All materials obtained from sources other than NFG's warehouses must be supported by invoices, purchase order material lists, CMTR's, etc., and must be submitted to NFG's area engineer for approval. This paperwork must be attached to the Completion Report. (NOTE: No recycled or rebuilt materials will be permitted for Level 2 stations.) -2- F. PRE-FABRICATION OF METER STATIONS I. Gathering - meter stations can be pre-fabricated in contractor shops. Contractor must notify NFG ' s area foreman at least 48 hours prior to assembly. It will be at the foreman's discretion if inspection will be necessary at the shop during assembly. 2. Level I - same as Gathering. 3. Level 2 - meter stations can be pre-fabricated in contractor shops. Contractor must notify NFG's area foreman at least 48 hours prior to assembly. NFG's area foreman , designated inspector, or engineer will be present to inspect during welding, X-ray, and pressure testing procedures. G. WELDING I. Gathering - not applicable during pre-fabrication of meter station. If welding is required for line tap or station piping, it must be performed by an NFG certified welder according to API 1104 & NFG Welding procedures. 2. Level I - any welding on the meter station, station piping, or line tap must be performed by an NFG certified welder according to API 1104 & NFG Welding procedures. 3. Level 2 - any welding on the meter station, station piping, or line tap must be performed by an NFG certified welder according to API 1104 & NFG Welding procedures. Weld X-rays, or Radiographic Reports must be performed by an approved firm on 100% of all welds in the shop during fabrication and in the field during installation. Producer or contractor will notify the NFG area foreman at least 48 hours prior to any and all X-rays. The NFG area foreman or designated inspector will be present during welding X-ray procedures. The X-ray reports and film must be submitted to the area foreman and attached with the Completion Report. (NOTE: The field X-ray al/d pressure testil/g procedures should be scheduled simultal/eously thus allowil/g for these two evel/ts as well as NFG il/spectiol/, meter il/stallatiol/, purge, al/d turn-ol/ to be accomplished 01/ the same day if possible. ) H. PRESSURE TESTING I. Gathering - once the meter station is installed in the field and prior to line tapping, the meter station and station piping will be pressure tested to one and a half times or 150% of the MAOP for a minimum of one hour. Longer tests should be considered for larger diameters and longer lengths. (NOTE: For plastic pipe the MAOP will be 60 psig ul/less otherwise specified thereby desigl/atil/g the test pressure at 90 psig.) Test pressure must stabilize before timing begins for plastic pipe. Allow sufficient time for fusion joints to cool properly before starting test. The testing medium, which in most cases will be air but sometimes nitrogen or water, must be approved by the NFG area foreman. The NFG area foreman will also determine whether spring gauges or dead weight testers will be used. Spring gauges must be calibrated within 90 days prior to the test and must indicate increments of two (2) psig or less. Dead weight testers will be supplied by NFG where possible. The test pressure, duration, and test medium shall be recorded on the Completion Report. 2. Level I - same as Gathering. 3. Level 2: Test Pressure - 150 % of the MAOP, or fitting rating (whichever is greater) of the line to be tapped. Test Medium - normally water but air or inert gas may be used at the discretion of the area foreman. Creek water may be used if relatively free of sediment. Test Duration - a minimum of 12 hours in NY; 8 hours in PA. For short lengths of pipe (i.e., < 100' ) when the entire circumference and length can be visually examined, the test may be reduced to four (4) hours after stabilization. -3- H. PRESSURE TESTING (Cont.) 3. Level 2 (Cont.): Test Gauges & Charts - a calibrated recording pressure gauge shall be used indicating increments of five (5) psig or less. The recording gauge must be calibrated using a dead weight tester at least hourly for the first and last two hours of the test. A temperature recording gauge will be used to determine the effect of temperature on the test. Taps - final tie-in welds are exempt from the test. Record Keeping - the test pressure, duration, and test medium shall be recorded on the completion report. The pressure and temperature charts along with the hydrostatic test report will also be attached. The recording chart shall be signed by the NFG employee (and by the PSC staff member for NY stations) witnessing the test. Notification - in NY the PSC must be notified at least five (5) business days prior to testing. Either the contractor or NFG's Engineering Department will provide the notification. De-watering - the line must be de-watered with at least two (2) runs of a squeegee or spherical pig. The test medium must be disposed of properly by the contractor. A run of methanol is recommended during the winter. Any methanol collected at the downstream end must be disposed of properly by the contractor. I. LINE TAP I. Gathering - the approved contractor will be permitted to tap NFG ' s gathering and low pressure lines. Notice must be given to NFG's area foreman at least 48 hours prior to tapping. It will be at the discretion ofNFG's foreman as to whether an NFG inspector will be present during tapping. Any welding involved with tapping hot lines must be done by a welder certified by NFG according to "API 1107 - Recommended Pipeline Maintenance Welding Practices." Contractors tapping plastic lines must be qualified according to section (8)(2) above. 2. Level I - same as Gathering. (NOTE: There may be occasions where due to the sensitivity or future plans for certain pipelines NFG will reserve the right to utilize its own crews for tapping. 3. Level 2 - NFG crews will perform any and all taps for Level 2 stations. The producer will be invoiced. J. DEPTH OF COVER - STATION PIPING I. Gathering & Level I - the standard depth shall be 30 inches except in cultivated farmland, which requires 40 inches. Also, #12 tracer wire and warning tape must be installed with plastic pipe. 2. Level 2 - the standard depth shall be 42 inches. K. INSTALLATION OF RECEIPT FACILITIES Receipt facilities shall be installed, owned and maintained by and at the expense of either NFG or Operator according to the below schedule. Such equipment shall be installed, which, in NFG's reasonable judgment, may be necessary to accommodate the deliveries of gas received and projected to be received. The normal operation, calibration, maintenance, adjustment and repair of the measurement equipment shall be performed by the owner of the equipment. Modifications to Receipt Facilities resulting from changes in Operator's operations shall be performed at Operator' s cost and expense. The Receipt Facilities shall be operated in accordance with the applicable specifications of the Gas Measurement Committee of the Natural Gas Department of the American Gas Association, as amended from time to time, or in accordance with any other mutually agreeable standard commonly accepted in the industry. -4- K. COMPLETION REPORTS NFG's area foreman will be responsible for submitting both the completion report for both the meter station and the line tap. The producer will assist as needed. For Level 2 stations the producer must provide the following information to the NFG area foreman. This information will then be sent to NFG Engineering for review, and written approval must be obtained before the producer will be allowed to start flowing gas. I. NFG will maintain ownership of all equipment from the main line being tapped up to and including the first valve (i.e., the control valve or street valve). NFG will also own the physical meter (i.e. , the rotary meter and corrector, telemetricsftotalflow, the orifice recording gauges, orifice plates, and meter house, etc.). 2. Producer will own all equipment directly upstream of the first above-ground valve back to the producer's well line exclusive of the physical meter as described above in section (M)( I). Once the meter station is approved and turned on, producer will not alter the configuration of the station unless approved by NFG. -5- N. OPERATION & MAINTENANCE I. NFG will "operate" the meter station during the life of the station unless otherwise designated by NFG. "Operating" includes calibrations, gas quality testing, relief valve adjustments, protection, line marking and one·call system, valve inspections, and patrolling. 2. Producer will perfonn all "maintenance" duties at the stations and station piping such as repairing or replacing faulty and/or leaking equipment (i.e., pipes, flanges, valves, regulators, relief valves, etc.), removing partial or full blockages due to water, salt, and foreign debris, painting, mowing of ROW's for station piping and meter station site, stabilizing or straightening of meter run, and various other maintenance-type duties. O. RETIREMENT I. When the station is to be retired, NFG will separate its equipment from the producer's equipment and safely close and blind flange its control or street valve. 2.
