22 • THE NAHAD NEWS
Dear NAHAD Members,
I travel quite a bit for my business – often leaving my home on Monday for a
week on the road. As you know, travel in the summer can be challenging – flights
delayed by thunderstorms, crowded with families on vacation. In our businesses,
we often experience delays due to summer vacations – the inability to reach a key
supplier or customer. I hope that your frustrations are limited this summer and that
you find some time to refresh and recharge. It is in this vein that I decided to write
about some of the NAHAD services and benefits which can help your business at any time during the year.
Closest to my heart is the NAHAD Hose Safety Institute. For many years, as NAHAD subgroups were
developing guidelines for safe hose assembly, I have served on product groups developing those guidelines
(metal and fluoropolymer hose groups) and since 2009, I have served on the Standards Committee, a
dedicated group of NAHAD volunteers who oversee the work of the NAHAD Hose Safety Institute (HSI).
I am also a member of the Institute Advisory Council. The Council is composed of ten end-users from
different market segments who work with the Standards Committee and our staff Standards Director,
Debbie Mitchell, to promote awareness and utilization of the Hose Assembly Guidelines, to recommend
additions and modifications to the Guidelines and to address opportunities that will enhance HSI members’
success. On page 4 of this issue, you will find an excellent report written by Debbie Mitchell. I encourage
you to read these regular reports and to get involved in the Institute.
This letter comes to you in the 3rd Quarter of 2015 and in the midst of what can be a summer/seasonal
slow-down for many members. NAHAD is a member association of the National Association of
Manufacturers (NAM) and as a member, we receive weekly economic briefings on the trends and
forecasts in the manufacturing sector of the U.S. economy.
Reported by NAM Chief Economist, Chad Moutray, a survey of manufacturers by NAM at the end of
the second quarter reported results which indicate the manufacturing economy is growing, but at a
much slower pace than the more robust levels experienced just a few months ago. Despite those results,
76% of the respondents reported that their own company’s outlook was positive and in all categories,
with the exception of inventories, the overall outlook continued to be positive for 2015. I hope that these
reports have proved helpful for your business forecasts.
A new program should also receive your attention - the new NAHAD Distributor Performance
Dashboards (DPD) initiative. NAHAD’s leadership has labored over the past two years designing this
compelling, confidential data analytics tool. DPD will deliver meaningful insights into your current and
future business, while also providing powerful comparative financial and KPI data. DPD is being offered
to you as a free member benefit - the only cost to you is the minimal time required to complete the annual,
confidential DPD Survey.
Beta-tested by a select group of NAHAD Distributors and officially introduced at NAHAD’s 2015
Convention in Miami Beach, Florida, the DPD program allows your company to:
• Have the tools needed to perform your annual business ‘Fiscal Check-Up’
• Develop a history of comparable, annual growth data
• Identify the ‘low-hanging fruit’ to achieve the easiest, quickest financial benefits
• Achieve measurable performance and productivity improvements
• Obtain the key business metrics and data necessary for successful succession planning.
Finally, NAHAD’s Employee Development Roadmap supports the professional development of your
most valuable asset - your employees. Proper onboarding and training of new employees and the ongoing
education of current employees is critical to their success, and that of your business. It’s no secret that the
cost of finding new hires is an expensive and time-consuming chore; keeping qualified and enthusiastic
employees is so much better for your company and so much more rewarding for the individuals who keep
your business running. Please visit, nahad.org for more information.
As you start planning for fall, I hope you will consider the many ways that NAHAD can assist you and
your company. And, consider stepping up your involvement in NAHAD by serving on a committee or task
group. Mark your calendar for next year’s annual convention – preliminary schedule appears on page 3.
I will hope to greet you in person next April at the fabulous Broadmoor in Colorado Springs!
Sincerely,
James Reilly

Inside the Institute
Inside the Institute brings you a series of
brief updates on:
• Changes to the Hose Assembly Guidelines
• Key decisions from NAHAD’s Standards
Committee
• Hose assembly best practices
• Success Stories (how your peers are leveraging the Guidelines and the Institute)
…and more. Please note that the Standards Committee has
been hard at work updating the Hose Safety
Institute HANDBOOK – stay tuned for availability and additional announcements on that.
In addition, the Standards Committee has also
been working on a new resource for Institute
members on hose assembly testing, to help
with educating both employees and customers;
the following is an excerpt from that document,
which is also reflected in the new Fabrication
Guides available to HSI members on the
Institute website.
Hydrostatic Proof Pressure Tests
(Non-destructive)
Proof or hydrostatic testing refers to testing
that “proves” the finished hose assembly
meets the pressure rating required by the
application for which it will be used, and that
the end fittings have been correctly fitted and
the assembly is leak free.
For assembly testing, the rating of the
component with the lowest rated working
pressure determines the working pressure
of the assembly. There shall be no indication
of failure or leakage.

Industrial

Metal
Test pressure is determined by the assembly
component with the lowest pressure rating.
The following testing procedure is recommended:
1. Lay the hose out straight whenever practical,
slightly elevating one end to ensure trapped
air is expelled, allowing space for elongation
under pressure, preferably on supports to
allow free movement under pressure.
2. Blank off one end of the assembly.
3. Completely fill the hose with water; take
particular care to ensure that all trapped
air is released from the hose. A bleed
valve is typically used to release trapped
air in a pressurized assembly.***
4. For reference, mark a line behind the coupling which is at the end of the ferrule,
clamp, band, etc.
5. Gradually raise the pressure to the desired
pressure rating. Hold the pressure for the
time dictated by hose type and conduct a
visual inspection. As the pressure is raised,
watch for visual indications of permanent
deformation, leakage, and coupling slippage. If any of these are noted it is cause
Minimum 1 ½ times working pressure for
assemblies unless otherwise required by the
customer or designated hose specification*
Hydraulic
Composite
A hydrostatic pressure test requires either a
hand pump, a power driven hydraulic pump,
or an accumulator system. Connect the hose
assembly to the test pump in a straight fashion, assuring a leak tight connection. It is recommended that the hose assembly be secured
in an encapsulated tank if possible for short
lengths that will withstand the pressure, or
sufficient restraints to prevent “whipping”
if a failure occurs. The hose ends need to be
restrained. The hose must be free to move
slightly when pressure is applied.

6. When tested in accordance with the above,
the assembly under test should be totally
leak free for the duration of the test; leakage is defined as a continuous stream of
water droplets emitted from a single or
multiple locations.
***This is very important as a safety measure
because expansion of air compressed in the
hose, when suddenly released by bursting or
other failure might result in a serious accident.
Unless otherwise stated by the end user, the
test medium should be water.

A Better Way to Sell
WELCOME
NEW MEMBER
By Tom Reilly, author of Value-Added Selling
“If you work just for money, you’ll never make it, but if you love
what you’re doing and you always put the customer
first, success will be yours.”
(Ray Kroc, founder of McDonalds)
few days ago,
I was talking to
a young salesman
about his enthusiasm
for Value-Added
Selling. He told me
that he could see the financial advantages
to adopting a value-added sales approach.
I hear this a lot. In 1984, the price pressure
that salespeople encountered nudged me to
write the first edition of my book. But, it
was never just about the money.
A
My motivation
was to create a
vision of a better way to sell.
It remains my
primary motivator. I entered
business as a
salesman with
an educational
background of
psychology. I
saw first-hand
the potential. Salespeople could build a
career on something more than financial
gain. The vision was a noble profession that
offers intrinsic satisfaction and extrinsic
rewards. That dream is alive today.
So, I explained to the young salesman that
Value-Added Selling is not just about the
financial rewards, though they are substantial. Value-added salespeople sell products
as a function of their solving problems,
satisfying needs, and serving customers.
They earn the right to sell their goods as a
function of solving, satisfying, and serving.
Value-Added Selling has always been about
making a difference for the customer, not
just about making a deal for you. This is
the source of the intrinsic satisfaction.
Value-added salespeople create value for
their customers. Then, they get to participate in that value for their companies.
Value-Added Selling is more about making a difference than just making a deal.
This is a sales philosophy, not just a collection of techniques or methods. Those are
merely tools that we use to guide the
process. Some people are uncomfortable
with this vision of business because it
means subordinating one’s ego for the
greater good of serving. Some see this as
too lofty a goal for salespeople. Some people believe that this view of sales is naïve.
Then, there are those salespeople that
embrace the philosophy and seek to make
a difference. In the process, they discover
that there is great satisfaction in pursuing
this noble career. By the way, the extrinsic
rewards are pretty good, too.

wrote the book on Value-Added Selling

WASHINGTON
Manufacturing Policy News From The
National Association of Manufacturers (NAM)
Democrats Plan To Attach Ex-Im
Reauthorization To “Must Pass”
Transportation Legislation.
The Daily Signal (7/8, Quinn) reports
that Democrats in Congress plan to
attach the Export-Import Bank reauthorization to the “must-pass legislation”
extending the Highway Trust Fund,
which expires July 31. This move comes
after Senate Majority Leader Mitch
McConnell (R-KY) “promised Sens.
Maria Cantwell (D-WA) and Lindsey
Graham (R-SC) a vote on Ex-Im last
month.” However, the decision to
allow the reauthorization amendment
“ultimately falls to McConnell, and
opponents of the bank are urging him
to follow the GOP conference.”
Plain Dealer: Ex-Im Bank
Reauthorization In “Nation’s Best
Interests.” The editorial board for the
Cleveland Plain Dealer (7/8) argues that
the Ex-Im Bank “should be reauthorized,”
as it increases US exports and “has been a
valuable asset to the U.S. economy” without costing taxpayers anything in recent
years. The Plain Dealer argues that even
though loans to Boeing may be large,
such loans “have helped Boeing, and
countless other U.S. firms, including
many small ones, compete overseas.”
As a result, the Ex-Im Bank “continues
to be in the nation’s best interests.”
Business Besieges The White House To
Try To Shape Final Clean Power Plan.
The Hill (7/9, Henry) reports that energy
industry actors have increased lobbying
of the White House and the EPA to try to
sway the details of the Clean Power Plan
before its finalization in August. The
National Mining Association’s Luke
Popovich said that “The point we left
with them was that in the Clean Power
Plan, EPA is offering governors a basket
of rotting carp.” American Electric
Power spokeswoman Tammy Ridout
more diplomatically described the plan
as “too prescriptive,” with an “unrealistic” timeline.
McConnell: Appropriations To Fight EPA
Regulation. In a column for the Cincinnati
Enquirer (7/8, McConnell), Senate Majority
Leader Mitch McConnell (R-KY) vows to use
the congressional power of the purse to block
the EPA’s regulatory agenda. He argues that
“the Obama administration and its overzealous
bureaucratic regulators at the EPA have waged
a war against Kentucky coal jobs” and that the
“egregious” Clean Power Plan would “mean
closing power plants, cutting more jobs and
increasing the cost of electricity for families
and job creators.” McConnell promotes policy
riders attached to the EPA’s funding bill that
would “restrict the EPA from using its funding
to force states” to comply.
Timmons: Lawmakers Should Acknowledge
Carbon Tax Is Not Right Policy. In a letter to the
Wall Street Journal (7/9, Subscription Publication),
NAM President and CEO Jay Timmons stated that
Sen. Chuck Schumer’s (D-NY) comments that a
Democratic-controlled White House and Senate
would pass a carbon tax should push responsible
lawmakers to reject such a proposal. According to
Timmons, already-existing taxes and increasing
federal regulations are weakening US manufacturers’ ability to compete worldwide, as indicated
by the NAM-commissioned nonpartisan study on
the carbon-tax proposals.
House Votes To Preserve Block Of New
Ozone Standards.
Environment & Energy Publishing (7/8, Peterka)
reported that by a vote of 249 to 180, the House
voted down an amendment by Rep. Donna
Edwards (D-MD) to remove policies that prevent
the White House from “tightening” ozone standards under the Clean Air Act “until a majority
of counties meet the current limit.” The House
also voted down by a single vote an amendment
by Rep. Brenda Lawrence (D-MI) that “would
have allowed the Bureau of Land Management to
implement its newly finalized hydraulic fracturing regulations.” Critics of the proposed new
regulations have argued that it “would impose
heavy costs on industry.” NAM Vice President
Ross Eisenberg noted the House’s vote, saying,
“Today, the House stood with manufacturers to
promote a more sensible approach to ozone regulations, supporting flexibility and reasonableness
over costly and unnecessary new requirements.”

Manufacturing Policy News From The
National Association of Manufacturers
(NAM)
According to a piece in Politico Pro (7/9,
Goode, Subscription Publication), the NAM
is “urging” Congress to keep “language in the
Interior-EPA appropriations bill” that blocks
the Obama administration’s proposed new
regulations for ozone and hydraulic fracking,
sending “key-vote letters” identifying
Democratic amendments that would eliminate
such language. Should NAM members want

Allmond: Time For Congress To Resume
The Miscellaneous Tariff Bill.
In an op-ed for The Hill’s (7/9) “Congress
Blog,” Society of Chemical Manufacturers
and Affiliates VP of Government and Public
Relations William Allmond opines that i
t is time for Congress to reauthorize the
Miscellaneous Tariff Bill (MTB) and to stop
the $750 million in unnecessary taxation of
US manufacturers “on imported raw materials
for which there is no domestic producer.”
According to Allmond, the “economic benefits
multiply” when the MTB is reauthorized since
US manufacturers, especially many specialty
chemical manufacturers, would be able “to
hire more workers and invest in new innovative technologies” within our nation’s borders.
Thune, Gardner: Committee Working Group
To Discuss Challenges To US Innovation.
In The Hill’s (7/9) “Congress Blog,”
Republican Sens. John Thune (SD) and Cory
Gardner (CO) state that the Senate Committee
on Commerce, Science, and Transportation will
convene a working group under the America
COMPETES Act to discuss the “significant
challenges” that US “innovators and scientists”
face in the global marketplace. Thune and
Gardner state that the working group will be
inviting “representatives from academia, business, non-profits, and government agencies”
to discuss “how to enhance our research and
development (R&D) enterprise and improve
science and technology policies” to help ensure
the US stays competitive. According to the
Senators, “We must continue to ensure that
innovation centers across the country...continue
to drive the U.S. economy” as well as ensure
that students receive the necessary “tools and
skills” to help US innovation thrive.
WaPo Examines Watchdog Criticisms
Of 21st Century Cures Act.
The Washington Post (7/8, Johnson)
“Wonkblog” writes that the 21st Century
Cures Act, which is slated to come up in the
House Thursday, “seems unassailable on its
face” and its supporters “include Republicans,
Democrats, medical organizations, and families with desperately ill children whose future
birthdays depend on drugs that haven’t yet
been invented.” But a “vocal chorus of physicians and pharmaceutical industry watchdogs” say the bill could “relax America’s
standards for evaluating new drugs and
devices.” The Post also details several aspects
of the bill which have “sparked debate,” and
notes the Food and Drug Administration’s
response to concerns over those issues.
According to the Boston Globe (7/9, A1, Jan),
despite the criticism, the bill “is likely to pass
the full House with overwhelming support
2on Friday.” The article notes “Congressional
leaders hope to finalize a package by the
end of the year, with new money starting to
flow to the [National Institutes of Health]
in October 2016.”
