SECTION 1 INTRODUCTION
This Introduction should be read in conjunction with Tender Appendix A [Description /
Specification of Goods] set out in Part II, Section 2 of the Tender Documents.

INTRODUCTION
PURPOSE
The purpose of this tender process is to procure Tender Offers from contractor to supply and
delivery of 110VDC battery discharge test equipment (battery load bank) for Transmission
Substation Division.
The battery discharge test equipment (battery load bank) is an equipment /instrument
designed mainly to check battery capacities. It applies an automatically controlled constant
current or power load to the battery, irrespective of changes in battery voltage. This includes
detecting the variations in the voltage and the automatically controlling a combination of
internal discharge resistor maintain a constant current.
BACKGROUND
Sarawak Energy is wholly-owned by the State Government of Sarawak and is responsible for

Tender Offers shall be submitted in accordance with the requirements set out in the Tender
Documents.

DESCRIPTION / SPECIFICATIONS OF GOODS
The Goods to be supplied by the Supplier include the following:
The successful tenderer shall undertake to include the scope of work as specified in a), b),
c), d), e), f) and g) below:
a) Supply and delivery
1. Supply and delivery of one (1) unit battery discharge test equipment (battery load
bank) complete with all of necessary accessories and flexible test cable (test lead)
minimum three (3) meter long for each polarity.
2. The discharge test equipment shall be supply with robust flight/storage case
complete with carry handles and lockable catches.
3. To provide the reference list of the test equipment offered.
4. To provide local service support letter.
5. The supply and delivery of the discharge test equipment (battery load bank) shall

b) General requirements

drop to a level slightly above the final pre-set limits (voltage, current,
power and power profile).
10.2. The discharge test equipment shall able to automatically stop or shutdown
the discharging testing should the voltage drop so low that there is a risk
for deep discharging the battery.
11. Easily save result to a PC for analysis, report generation and storage.
11.1. The discharge test equipment shall have the facility to store the total
voltage curve and the reading taken at the end of the testing.
11.2. The discharge test equipment shall able to transferred the discharging
recorded information to the connected device such as computer, printer.

12.1. During the test, a builds up a voltage curve on the screen in real time and

1.1.
Notwithstanding any descriptions, drawing or illustration which may have
been submitted with the tender, all details other than those shown on the
Schedule of Departures will be deemed to be in accordance with the
specification and the standard specifications and codes referred to therein.
1.2.
Any case of doubts should be referred to the Engineer for his decision.

e) Inspection and testing
1.
General requirement
1.1.
The whole of the plant and equipment provided under the contract shall be
subjected to inspection and test by the purchaser upon delivery.
1.2.
The approval of the results of any such inspection or test shall not prejudice
the right of the purchaser to reject the plant if it fails to comply with the
specification when tested or to give complete satisfaction in service.
1.3.
The costs of all tests including the provision of the necessary test equipment
whether on site shall be borne by the contractor and shall be deemed to be
included in the contract price and rates.
2.
Inspection and testing
2.1.
The purchaser shall be entitled at all reasonable times to inspect/examine
and test on of all the items supplied. The successful tenderer shall arrange
and provide, at no additional cost, testing sessions and the facilities
associated with the testing.
2.2.
If any equipment is found defective or inferior in quality of differ in form of
material to those as quoted in the contract, this item may rejected. The
supplier shall at his own expenses and within the time for delivery specified
in the contract to replace or make good to the satisfaction of the purchaser.
2.3.
The supplier shall notify the purchaser 15 days in advance of the date on
which any of the equipment will be ready for inspection.
2.4.
Shipment can only be effected upon the consent and authorization of the
purchaser and such consent shall not release the contractor from any
liabilities to make good any defect or to replace any part that may fail for a
warranty period of one (1) year commencing from the date of
commissioning.

3.
Site Test and Commissioning
3.1.
On completion of the work, prior to delivery, all equipment shall be tested to
the satisfaction of the engineer to demonstrate that it is entirely suitable for
commercial operation.
f) Warranty
The warranty period for the satisfactory performance of the battery discharge test
equipment (battery load bank) shall not less than one (1) year commencing from the
date of delivery to Transmission Substation Division, HQ.
