Training Providers’ Update
!
“Right now quite a few developments are occurring in the
landscape of First Aid and Emergency Care. Many of these
are aimed at improving the quality and consistency of training
– values that are shared by the New Zealand Resuscitation
Council. In this update we’d like to tell you about some of the
things that we’re working on in this space.”

First Aid resuscitation guidelines!
The New Zealand Resuscitation Council develops resuscitation guidelines that apply
to all New Zealanders. Much of the evidence for these comes to us from the
International Liaison Committee on Resuscitation, or ‘ILCOR’. In October, ILCOR
released its first statements about resuscitation and First Aid. Since then, we have
provided our own co-badged First Aid guidelines for New Zealand and Australia. You
can find these and all other guidelines and flow charts at nzrc.org.nz/guidelines. !
Updates and information of particular relevance to training providers can be found at
nzrc.org.nz/training/ECI/anzcor-guidelines-2016-update-for-first-aid-providers/. !
Qualifications and unit standards!
Unit standards 6400 (Level 3), 6401 (Level 2) and 6402 (Level 1) have been
confirmed by NZQA as the preferred standards for First Aid. Trainers who assess
against these standards must hold a New Zealand Resuscitation Council Emergency
Care Instructor Level 2 certificate or be able to demonstrate equivalent knowledge
and skills.!
The Skills Organisation is the standard-setting body with gazetted coverage for
NZQA First Aid and Pre-Hospital Emergency Care unit standards. It has developed a
new qualification: the New Zealand Certificate in Emergency Care (First Responder)
(Level 3). It has also reviewed and streamlined learning outcomes for the Level 3
standards 25412 (‘Pre-Hospital and Emergency Care’), 25411 (‘Demonstrate
March 2016
knowledge and use of an AED’) and 14473 (‘Move a patient in preparation for
transport’).!
The New Zealand Resuscitation Council is supporting The Skills Organisation in this.!
Guidelines 2016 - Evolving for Excellence!
Our conference Guidelines 2016 is coming up on 8-9 April in Auckland. One of our
keynote speakers is Dr David Zideman, co-Chair of ILCOR’s First Aid Task Force. To
register or find out more visit confer.co.nz/nzrc2016/.!
We are also going to hold a lunchtime Q&A for representatives from First Aid and
emergency care training providers to discuss ideas about resuscitation training in a
first aid and pre-hospital context. To register your interest in this discussion email us
at info@nzrc.org.nz. !
Rescuers!
We no longer refer to ‘rescuer levels’ in resuscitation. Instead, we offer a framework
that differentiates between ‘untrained rescuers’, ‘basic trained rescuers’, and ‘first
responders’. Our Rescuer Framework suggests skills and knowledge that might be
suitable for each rescuer, as well as examples of people who may be represented in
each group. Find out more: nzrc.org.nz/training/rescuers/.!
New Zealand Resuscitation Council – Our People!
A number of organisations involved in First Aid or First Response
are represented on the New Zealand Resuscitation Council: Heart
Foundation, New Zealand Fire Service, New Zealand Red Cross,
Professional Emergency Care Association of New Zealand
(PECANZ), St John, and Surf Life Saving New Zealand. You can find
out about their representatives at nzrc.org.nz/about-us/ourpeople/.!
Here at the office you are most likely to first speak with Jess,
whose many tasks include supporting course administration and
managing our accounts. She has a design background, and in her
spare time enjoys being outdoors, spending time with family, and
volunteering with SPCA.!
Lachlan looks after our communications and services. His
background includes time in the public sector, during which time
much of his work was around communications and marketing, and
experience in arts administration. In his spare time he enjoys
travel, the outdoors, and volunteering in a local conservation
project.!
