SCHEDULE OF PRICES
Preamble
1.
The Contract is of turnkey nature and includes the definitive engineering
and design that shall ultimately define actual quantities of work.
2.
The provisional quantities of various items of work like excavation/ filling,
foundations, supply and erection of steelwork, construction of control
building structure, supply, erection, testing and commissioning of the
electrical equipment and miscellaneous work items such as fire protection
system for transformers, air conditioning etc. for the proposed substation
are given in the price-schedule. However, the quantities may vary
consequent to actual execution of the work. The payment shall be made for
the actual quantities used for various items. Items with quantity ‘LOT’ will
not be eligible for any variation in payment irrespective of the quantities of
the constituent sub-items.

The Contract Price shall be adjusted for the actual and correct quantities as
executed and duly approved by the Employer on the basis of the proposed
all inclusive unit rates to arrive at the final executed Contract Price.
4.
Wherever no quantity is given against any item in the Schedule of prices, a
rate shall nevertheless be entered against that item. This rate shall be used,
in case the item is required to be used during actual execution of the
contract.
5.
It shall be a condition of this contract that the all-inclusive rates quoted in
Schedule of Rates / Prices shall not be varied for reasons of change in
respective quantities.
6.
Further, it shall also be an important condition of this contract that there
shall not be any change in Unit Rates of items consequent to revision of
labour rates by the Royal Government of Bhutan.
7.
The supply rate against each item shall be an all-inclusive rate, and be
inclusive of engineering, manufacture, supply, freight, transport,
insurance, etc. The Bidder shall indicate the all-inclusive rate separately
for each item. Further, the all-inclusive unit rates shall be on FAS basis
inclusive of ex-works price, packing and forwarding charges, railway
freight, transport charges to actual work site, storage where necessary,
charges for transit insurance, insurance of material/ goods at site. Bidder
shall quote prices inclusive of BST and Customs Duties, as applicable and
applicable percentage BST and Customs Duty shall be brought out
separately.
8.
All labour, supervision, inspection, testing and commissioning costs
should be covered in Schedules for erection of substation equipment. The
charges/ expenses to be incurred on testing and commissioning of the

entire system as a whole shall be included in the prices for individual
activities.
9.
The total price for each activity should cover all costs and expenses
required for supply, delivery, storage, erection, testing, commissioning and
maintenance of works together with all risks, liabilities, contigencies,
insurances and obligations imposed and implied by the Contractor.
10.
Bidder shall enter prices in the relevant schedule for the supply of
specified spares to site. These prices will be considered during bid
evaluation.
11.
Separate price schedules for unit prices of major items and civil works
have been included for the purpose of estimation of Contract variations, if
any, due to additions and deletions to the scope of works during execution.
It shall be noted that such unit rates of constituent sub-items of “LOT”
items in the price schedule are not meant for changing the “LOT” prices
during actual execution and “LOT” price quoted by the bidder shall govern
irrespective of quantity variation for the intended works. The rates of such
sub-items can, however, be adopted for on-account payment purposes, if
Employer considers the same as eligible for such payment.
12.
All items of work specified in the specifications have not been included in
the price-schedule. The items of work not specifically called for in the
Schedules are deemed to have been covered under the items called for, to
leave the works complete, as per the specifications. The rate quoted by the
Contractor shall be deemed to be all inclusive, to cover the smaller items
specified / required but not included in the Price-Schedule.
13.
In addition to the points stipulated / highlighted in these clauses, all the
conditions mentioned in the specifications, pertaining to measurement of
quantities and unit rates of scheduled items shall apply.
14.
It is deemed that the Bidder has understood the site conditions,
environment, transport facilities, soil data etc. while preparing the price
schedule and has adequately provided for them in his quoted prices. No
claims of extra compensation will be payable for items and situations not
foreseen and not incorporated by him in the schedules.
15.
The wording under "Description" in the schedules is for subject matter
guidance only. The Bidder's price shall include all works as specified in
the specifications and drawings and all contractual obligations whether
specifically mentioned or not.
16.
The Bidder shall, if so desired by the Employer/Engineer, furnish at any
stage of the bidding or Contract execution, break-up of prices considered
for any or all items covered in various activities.

17.
The measurement of quantities shall be on the following basis:
a)
Structural Steel
The per M.T. rate shall cover, supply and erection of galvanized
structural steel including all connections and connecting material as
specified to constitute complete equipment support structure in the
final form contemplated in the specifications. Connecting materials
like nuts, bolts, washers, cover-plates etc. shall neither be measured
nor be paid separately, but shall be deemed to be included in the
weight of above steel members. The rectification to damage to
protective zinc surface by approved paint as specified shall be
covered under the quoted rates.
b)
Foundations and Miscellaneous RCC and Other Works: Designs of Foundations and other RC items of work to suit actual
soil characteristics shall be submitted by the Contractor for the
approval of the Engineer, and shall be paid as per the Unit Rates of
individual items like ordinary concrete, steel reinforcement bars,
excavation etc, based on the actual quantities.
The rates for excavation shall be deemed to include execution of all
items mentioned in the specifications like earth work for casting of
foundations, benching and back filling, compacting, leveling, dewatering etc., It also includes cost of shoring and shuttering
wherever used. The rates for concreting shall together cover cost of
all materials for concreting, forming including form boxes, casting
concrete, curing and also cost of all materials related with the item.
Unit rates for reinforcement shall include supply, cutting, bending,
tying, properly placing, providing lap and every other work needed
for casting of the concrete, as specified. Similarly the Rates for
other items like stone masonry revetment shall be deemed to be allinclusive.
c)
Control Building and Other Buildings: Rate for control building and other buildings shall be an allinclusive rate based on plan area of the building, plan area being
measured as area contained within outer line of external walls of
the building. The quoted rates shall together cover architectural and
structural design (including submission of designs and construction
drawings) to Engineer’s approval, supply, transport, storage and
insurance of all materials at site, all labour and plant for erection,
finishing and delivery of the storage shed and control building as
per specifications and tentative drawings included therein.

Structural Steel
Erection of Main and Auxiliary structures including all works above ground level Rolled

(The rate shall include bolts, nuts, washers, welding, all butt weld splices for making up
member length as required and shall also include one shop coat of red oxide zinc chrome
primer after erection)
All works strictly shall be carried out as per approved drawings.
Same as item no.1.1 above but for chequered plates including fixing/ welding opening

Concrete and Allied Works
Providing and Laying plain or Sulphate resistant cement concrete with or without water
proofing compound in blinding layer, thickness as shown in drawings, including antiweed
treatment, etc. with 1:5:10 concrete with aggregates of size 20mm downgraded including
curing, etc. complete. (Rate to be inclusive of supply of all necessary material like formworks
& nails, laying in position as per specifications and as directed by Engineer for the substation
area below the gravel).
Providing and Laying plain or Sulphate resistant cement concrete with or without water
proofing compound in blinding layer, thickness as shown in drawings, under reinforced
concrete, masonry walls in foundations, grade slabs, bottom of pits, sumps, etc. with
aggregates of size 20mm downgraded including curing, etc. complete. (Rate to be inclusive
of supply of all necessary material like formwork & nails, laying in position as per
specifications and as directed by Engineer).

(a) Providing and Laying Reinforced concrete of grade M20 with or without water proofing
compound excluding reinforcement but including formwork, with coarse aggregate of sizes
20 mm downgraded as directed by Engineer in foundations (all types), walls, grade slabs,
road pavement and any other structures including vibrating, curing, etc. complete. (Rate to be
inclusive of supply of all necessary material like formwork & nails, laying in position as per
specifications and shall include mixing of water-proofing compound where-ever directed by
engineer).
(b) Same as in item 2.5(a) but for concrete of grade M25.
Supplying & fixing in position all items required for Box type waterproofing treatment to
basement walls & slabs as specified by India Waterproofing Company or equivalent
(Contractor to furnish 10 years guarantee in format acceptable to EMPLOYER).
Placing in postion including cleaning, cutting, bending, lapping, binding with 16 SWG
annealed soft iron wire/welding, irrespective of locations & levels, all as per drawings
including handling and transport complete, tested grade steel reinforcement for all reinforced
concrete works.
(a) Using high yield strength deformed bars confirming to IS:1786 (All diameters)

Providing and laying approved water proofing compound in concrete / plastering for works,
where specified.
Supplying & fixing precast slabs including suitable formwork to provide smooth finish,
casting, curing, storing, protecting under appropiate conditions, erecting them in position ,
etc. complete using M20 concrete with 20mm downgraded coarse aggregate for trench
covers including lifting hooks as required and as per specification & drawings.
Supplying, fabricating and fixing in position in concrete or in masonry at any level, of length
between 150 to 600 mm MS flanged puddle pipes conforming to IS 1239 with puddle
including one coat of primer on exposed surfaces all as per specifications and as directed
(Flanges shall be flat face and shall be as per ANSI B 16.5 150 rating)

Providing & Laying Interior plain faced cement plaster in C.M. 1:6 with neeroo finish on all
types of surfaces specified in drawings at all levels. The rates shall also include moulding
wherever specified, scaffolding, curing, etc.

1000mm deep, including providing of braced bays at corners and every tenth bay with angle
ISA 75x75x6 diagonal bracing one 4mm diameter galvanised MS line wires at top and
bottom including erection, painting over approved primer cost, etc. complete as per details
indicated in the drawings.
Providing & Fixing in place 1000 litres capacity SINTEX or equivalent high density
polyethylene cylindrical vertical water tank on roof, with closed top including all GI fixtures
and fittings for 25 mm Inlet, 25mm outlet, 25mm overflow, 50mm scour connection and PVC
float valve complete.
Supply, Design, fabricate, transport to site and erect in position electrically operated sliding
gate made out of hollow rectangular MS pipes complete with drive unit having 3 phase motor
and gear arrangement, electric control panel, limit switches and arrangement for manual
operation, as per standard supply including all necessary fixtures, etc. complete. Rate shall
include all inserts and embedments essential for smooth operation of the gate. The rate shall
also include for 3 coats of enamel painting of approved brand and shade after erection over 2
coats of red oxide zinc chromate primer.
Design , providing and laying Bhutanese traditional main gate of 6m width as per drawing
enclosed, including Bhutanese painting and all necessary fixtures, etc. complete. ( This gate
