INFORMATION FOR TENDERER
14. Eligibility of Applicant
Details as per Pre-Qualification Document.
1. The Applicant/ Manufacturer shall have a
minimum of five (5) years of overall experience in
the production and supply of Smart Pre-paid Meter or
Pre-Paid meter with related services. Including the
following requirements:
a) The minimum general experience of the Applicant
in the production of Pre-paid Meter, database
oriented software, Hardware development, having at
least 02 nos. Prepaid metering system in operation
overseas utility services within last 5 (Five) years.
b) The Applicant/ Manufacturer shall have overseas
establishment having proper support office.

The Applicant/ Manufacturer should fulfill the
following requirements:
a) The Applicant/ Manufacturer shall have updated
ISO certification.
b) The Applicant/ Manufacturer shall have
Satisfactory production, supply record at large scale
(Half Million) Smart Meter or Pre-Paid Meter with at
least 2 (Two) Pre-Paid Metering vending System in
operation within last 5(five) years.
c) The Applicant/ Manufacturer shall have
satisfactory performance certificate from the End
User (must be a Utility of electricity) with at least
2(two) contracts of "Design, Manufacturer and
Supply of Smart Meter or Pre-Paid Meter” at least
1(one) from outside the manufacturers country within
last 5 (five) years. All end user certificates shall
be in English in their letter head pad, with
detailed e-mail address, Telephone no., Fax no.
are to be furnished.
d) Type test report of applicants pre-paid meter from
anyone of the following Independent testing
laboratory.
i. KEMA, Holland.
ii. UL International New Zealand/Parkside
Laboratories, New Zealand.
iii. South African Bureau of Standards (SABS).
e) The Applicant/ Manufacturer shall submit the test
report.
In addition of above, all technical criteria mentioned
in Technical Specification of Pre-Qualification
document.
3. The Applicant/ Manufacturer shall have
Satisfactory production capabilities and Supply of at
least 100000 nos. Prepaid Meters in a single
contract during last 5 (five) years.
4. The interested Applicant/ Manufacturer shall
supply firmware and related software.
5. The Applicant / Manufacturer and DESCO will
form a joint Management Committee which will be
responsible on decision making and to procure all
meter components.
6. The Applicant/ Manufacturer should have a
Research & Development team and infrastructure to
approach and adopt the new technology and
upgrade total system as and when required.
7. The interested Applicant/ Manufacturer shall
provide necessary / legal documents in order to
launch JV meter plant on commercial basis with
DESCO.
8. The interested Applicant/ Manufacturer shall
deliver the Technology, Design, Source Code of
software to DESCO and will handover the proprietary
rights as per the terms and conditions of the JV
contract (Terms and conditions will be fixed later on).

9. The interested manufacturer shall be given
priority if their meters are already been interfaced
with the Unified Pre-Paid Meter System of DESCO.
10. All the Pre-Paid Meters and Smart Pre-Paid
Meters, which will be produced in the Meter
Production Plant of DESCO, must be Complied with
the Currency Transfer System (CTS) based on the
Unified Prepaid Metering System of DESCO.
11. To ensure the stability and smooth production of
the Meter Plant, the applicant is to develop the skill
of Manpower in technical aspect to fulfill the
requirements of the Meter Production Plant.

The share holding by the partners of the JV is as
follows:
DESCO and others interested Electric
Distribution Company: 55% (Fifty five)
Partner: 45% (Forty five)
As per Pre-Qualification Document.
Design and develop Meter Production Plant,
Production of Prepaid Meters and Smart Prepaid
Meters as per requirement.
1. Pre-Qualification Documents is available in the
website of DESCO: www.desco.org.bd
2. PQ application submitted by E-mail & by
post/courier or in any other electronic media
shall not be accepted.
3. Each Applicant/ Manufacturer before preproposal meeting shall visit the existing Meter plant
of DESCO at their cost to determine the existing
conditions and limitations. Applicant/ Manufacturer
is to take prior permission from the competent
authority before visiting the site.
4. The outcome of the site visit by the Applicant/
Manufacturer shall be discussed in the pre-proposal
meeting.
5. The Procuring Entity (DESCO) reserves the right
to reject any/ all PQ prior to acceptance without
assigning any reason whatsoever.
The Applicant/ Manufacturer of the prospective JV
partner is to propose the cost estimate and
investment plan for the project.
