Butterfield Overland Stage Route/Southern Immigrant Trail Master Plan
Project: Development of a master plan for the Butterfield Overland Stage Route and Southern Immigrant Trail through
the Temecula Valley with a preferred and historically accurate (as possible) trail route having historical significance and
recreational value.
Status: 47% - The project team has compiled field data obtained on the exploratory hikes following the historical trail
alignment. The team is preparing to plot the suggested preferred alignment. Map is anticipated to be completed by the
end of February/early March. The District was awarded an additional service grant on the project. The new grant will
expire in September 2015.
Anticipated completion: March 2016
Deleo Technical Bike Park
Project: Acquisition, design and development of parcel of land adjacent to the Deleo Community Park for a technical
skills development mountain bike park.
Status: 38% - The property owner has addressed all of the County's issues submitted by County Counsel. Staff is
awaiting the final draft of the sales agreement.
Anticipated completion: January 2015
Mockingbird-Harford Springs Trail
Project: Trail connection alignment study & environmental compliance.
Status: 98% - The project has been placed on temporary hold until staff can be reassigned to the project.
Anticipated completion: Pending
Santa Ana River Trail (SART)
Project: Trail construction documentation completion (Prado Basin Corona).
Status: 52% - The consultant is moving forward on the construction documents. The project team met with OCPW
Flood Control District to review the project impacts to their properties. Comments were limited. The team is awaiting
the written comments prior to finalizing plans on their lands. The project team is meeting the week of November 4,
2014 to determine the project phasing.
Anticipated completion: Consultant has confirmed a December 2014 completion of construction documentation.
Project: Trail construction documentation completion (Norco).
Status: 25% - The City of Norco has not made any measurable progress.
Anticipated completion: Summer 2015
Project: Trail construction documentation completion (Corona).
Status: 65% - City has placed the project on hold due to impacts of the 91 Freeway widening projects.
Anticipated completion: Pending 91 Freeway work.
Project: Trail Development, Green River Segment.
Status: 86% - District staff revised the trail alignment in response to State Parks requests. The MOU has been drafted
and sent to State Parks for final review/approval.
Anticipated completion: Pending – December 2015
Project: Hidden Valley Trail Segment – Hidden Valley to Crestview Road, Norco.
Status: 6% - The District Planning and Grants Administration sections have completed a rough draft of the MOU
between the District and the City for consultant services for project development.
Anticipated completion: Pending execution of MOU
Wine Country Community Trail Development
Project: Development of multipurpose trails throughout the wine country.
Status: 35% - The ad hoc committee continues to meet on a regular monthly schedule. The committee has broken into
focus groups, which are sequentially working through issues in their respective areas of study. The trails mapping
process has begun. One committee member has resigned its position.
Anticipated completion: Unknown
Pines-to-Vines Trail
Project: Alignment and route designation for a trail connection between the San Jacinto Mountains and Temecula
Valley Wine Country.
Status: 49% - Project work remains on temporary hold. Staff has been redirected to other projects.
Anticipated completion: Unknown - pending funding
McCall Park and Hurkey Creek Park Trails and May Valley Trails Plan
Project: Redesign, Master Planning and phased development of 40 miles of trail in the May Valley area of the San
Bernardino National Forest, San Jacinto District, with the NFS acting as consultant.
Status: 52% - The National Forest Service has revised is NEPA/CEQA completion date to late December/ mid-January.
Anticipated completion: Report phase - February 2015
Salt Creek Channel Trail
Project: Alignment and route designation for a trail connection between the cities of Hemet and Canyon Lake using the
Salt Creek Channel Corridor, Temecula Valley Wine Country.
Status: 36% - The originally proposed trail alignment has been revised to avoid culturally sensitive areas. The site
topographic survey has been revised and supporting field work authorized. The Preliminary Environmental Study (PES)
has been amended. It has been forwarded to Caltrans for review and approval. The Right of Way permission process has
been authorized.
Anticipated completion: Consultant design development plans phase - summer 2015
Box Springs Trails Master Plan
Project: Development of a trails Master Plan for Box Springs Reserve Plan to inventory and assess current trails within
the Reserve; propose new trails within the Reserve; create linkages to Moreno Valley, Riverside, and Highgrove trails;
add linkages to surrounding trail systems; and develop sustainable trail standards for construction and maintenance.
Status: 12% - The District received four responses to its "Request for Proposals". The District, its Contract Planner and a
representative from the City of Riverside interviewed the two highest rated consulting firms. The District selected KTU+A
Planning and Landscape Architecture, San Diego CA. The consultant agreement is at County Counsel for review. Staff
anticipates a November 25, 2014 Board date.
Anticipated completion: June 2015
CV Line (Whitewater Wash Trail)
Project: Development of trail from Palm Desert to Salton Sea.
Status: 45% - The Alta Planning team (Master Plan Consultant) is compiling the design development documents for the
phased project.
Anticipated completion: Unknown – pending funding
Countywide Comprehensive Trails Plan
Project: The development of a countywide trails plan to guide future planning and development of a sustainable trails
system and program.
Status: 7% - The project timeline has been updated and the “Request for Qualifications" to select a consultant is being
recirculated and reviewed internally. Anticipate advertising in mid-December/ early January 2015.
Anticipated completion: July 2016
