This joint project of the Municipality and Student Government at Forest Heights Community School was officially opened on October 16. We continue to work with Sustane Technologies, and other potential public and private sector partners, in an effort to maintain a cost effective and environmentally sound solution to waste management. We have heard from the public concerning special pick-up and revised our approach as a result. The details can be found on page 3 of this calendar. If cancelled, collection will be the Saturday following your regularly scheduled day. 3 All s g n i Th WASTE COLLECTION A few tips and guidelines to remember about waste collection: TION C E L COL ASTE OF W ALL WASTE must be within 10 feet of the curb or it will not be collected. ALL WASTE is collected every two weeks, on your scheduled collection day. On your collection day, garbage, blue bag recyclables, recyclable paper and a green cart will be collected. If you are not sure when your day is, please see page 16. ALWAYS place your waste at the end of your own driveway and NOT across the street. WASTE NEEDS to be curbside by 8 A.M. PERIOD. Breakdowns, weather, new drivers and route changes may affect when your waste is collected. Having your waste curbside by 8 A.M. ensures you won’t be missed. Trucks will not return to collect waste that is put out late. DO NOT place your waste with your neighbour’s waste unless both civic addresses are posted. If the waste collector only sees one civic number posted, he will only collect the allowable bag limit and will reject the rest. AGS & BAGS, B AGS MORE B WASTE THAT IS PLACED in garbage cans/containers MUST BE bagged. Loose waste will not be collected. INDUSTRIAL SIZED BAGS (larger than 31” x 42”) cannot be collected at the curb. First, they are too heavy for one person to lift into the hopper of the truck, which is 3 feet from the ground. Second, these bags are too big to fit into the hopper of some of the collection trucks. Play it safe and do not use them. ONLY ONE black bag will be collected per collection. Any more than that will be rejected. T THIS & THA IF YOU HAVE OR USE a waste collection box, be sure it is free of loose debris. The waste collector is not responsible for picking up loose waste. Also, if you share a box with other neighbours, remember that only ONE black bag is permitted per household. Civic numbers need to be posted so that the collector knows how may bags to collect. BROKEN GLASS needs to be placed in a sealed box and labeled “BROKEN GLASS”. Place the box alongside your other waste. THE BAG LIMIT on collection day is: 6 garbage bags (1 black bag + 5 clear bags); 10 bags of recyclables (this includes recyclable paper & bundles of cardboard [2’ x 2’ x 3’ bundles]) and 1 green cart (3 additional paper bags of leaves/yard waste is permitted as well). BLACK BAGS are subject to inspection. These bags are not meant to conceal unsorted waste. The bag is meant for any type of garbage, including “personal” garbage that you do not want your neighbour to see. THE CLEAR BAGS FOR GARBAGE PROGRAM is not just for curbside collection. The SAME clear bag rules apply when delivering waste to the Kaizer Meadow Environmental Management Centre AND when bagging up waste for special collection. Using clear bags encourages people to recycle and compost AND it also makes it safer for the people who handle your waste. 4 February 2016 HOW SPRING WEIGHT RESTRICTIONS AFFECT YOUR ROAD Call Kaizer Meadow at 902-275-2330 or the Public Works Dept. at 902-275-1312 to determine if waste collection on your road is affected by the spring weight restrictions imposed by the Department of Transportation & Infrastructure Renewal. If cancelled, collection will be held the Saturday immediately following your regular collection. Be sure to remove materials from the roadside as soon as possible to avoid the snow plow. If you live on a private road, plow & salt/sand it BEFORE collection. If your road is not plowed, the collection truck may not collect your waste. 5 RECYCLE! RECYCLE! THE DO’S & DON’TS OF RECYCLING Paper and blue bag recyclables CANNOT be mixed. Place all recyclable paper into one bag and recyclable containers, tins, and plastics into another bag. Blue bag recyclables MUST be clean. Even one dirty can or container can contaminate the entire bag. Recyclables CAN be rejected! FACT: 2.86 BILLION plastic grocery bags are used annually in Canada. That’s 200 for every citizen! SUMMERTIME & RECYCLING Just like at home, boater waste MUST be properly sorted. Simply bring your waste back to shore and use one of the many sorting stations available to sort your waste. FACT: There are more than 1 MILLION tires recycled in Nova Scotia each year! STYROFOAM™ NOT RECYCLABLE! If your group is hosting a public event, the Municipality of the District of Chester can lend you sorting stations equipped with colourful signage to promote proper recycling at your event. Please call 902-275-2330 or 902275-1312 for more details. ALL Styrofoam™, regardless if it has a recycling symbol or not, is not recyclable and should be placed in a clear bag with other garbage. This includes all Styrofoam™ plates, cups, bowls and packaging. FACT: Nova Scotia recycles 300,000 litres of paint every year! Please do not place it in the bag with other recyclables or it will be rejected. FACT: Recycling beverage containers creates 600 full time jobs in Nova Scotia. This amounts to $20.1 million in salaries! AEROSOL CANS Empty aerosol cans can no longer be placed in the blue bag as it poses a safety issue for the waste collection vehicles. These empty cans are still recyclable, but we ask that you deliver them to the Household Hazardous Waste site at Kaizer Meadow OR drop them off at Adam’s Bottle Exchange in Gold River. 66 March 2016 IS YOUR WASTE ACCESSIBLE DURING THE WINTER? This is the time that the waste collector starts his day collecting your waste . Although our collector tries to maintain the same pick up times during collection, sometimes this is not possible, especially during the winter months. Icy roads and other factors may alter collection times. Please do not get accustomed to placing your waste out later than 8 A.M. even though the truck may show up later. Have waste at the curb for 8 A.M. Turn the page to find out what day your items will be collected. 9 OW L E TH N O N DOW SPECIAL COLLECTION Special collection for the Municipality of Chester takes place THREE TIMES per year. It gives residents a chance to get rid of any larger, bulkier items they may have. However, THERE ARE LIMITS! The rules and guidelines to remember during special collection are listed below. Special collection items can be placed at the curb 24 hours prior to your collection day. WHAT CAN I PUT OUT FOR SPECIAL COLLECTION? Wouldn’t it be nice if you could put anything you want out during special collection and that there were no limits? Unfortunately, this is not the case. The waste collector only has an allotted amount of time to finish collecting from each residence on the entire run. There are LIMITS as to WHAT and HOW MUCH you can put out. YOUR CLEAN UP PILE CANNOT BE ANY LARGER THAN THE EQUIVALENT OF 12 FULL, CLEAR GARBAGE BAGS (46 cubic feet in volume). Items cannot exceed 50 lbs in weight and 4 feet in length. IF IN DOUBT, FIND OUT! Call Kaizer Meadow at 902-275-2330. ACCEPTABLE ITEMS Large appliances - stoves, dishwashers, hot water tanks, etc. Metals - small car parts, lawn mowers (fluids MUST be removed), etc. Furniture & mattresses. Lobster traps - LIMIT of 10 traps per residence; any more than this will not be collected. SMALL amounts of wood - wood cannot exceed 4 feet in length & 50 lbs in weight; small pieces must be bundled, boxed or bagged. SMALL amounts of drywall - drywall cannot exceed 4 feet in length & 50 lbs in weight; small pieces must be bundled, boxed or bagged. SMALL amounts asphalt shingles - asphalt shingles cannot exceed 4 feet in length & 50 lbs in weight; small pieces must be bundled, boxed or bagged. NON-ACCEPTABLE ITEMS Electronics - see page 18 for a detailed list. These items will be REJECTED. Tires - can be taken to Kaizer Meadow. Retailers can also take up to 4 tires at a time, free of charge. HHW - paints, oils, fuels, pesticides, etc. must be taken to Kaizer Meadow’s HHW Depot. See page 26 for a detailed list. Propane tanks - can be taken to Kaizer Meadow. Items containing Freon® - refrigerators, freezers, dehumidifiers & air conditioners must be taken to Kaizer Meadow. Bags larger than 31” x 42” will not be collected. Black bags will not be collected (only one black bag will be collected per civic address). IF IN DOUBT, FIND OUT! Not sure if you can put that old refrigerator or that old chair out for special collection? Call More Guidelines… Kaizer Meadow at 902-275-2330 to find out. DO NOT place anything that you wish to keep near the curb or near your waste collection box during special collection. The waste collector may mistake the item(s) for special collection. IF YOU CAN’T SEE IT, NEITHER CAN THE COLLECTOR. Do not bury blue bags or recyclable paper beneath your special collection items. The driver will not rummage through the pile to look for these items. The same applies to your metal items; keep them separate and do not bury beneath other special collection items. A separate truck will collect metal items. Please keep them separate and visible, or they may be missed. DID YOU KNOW that during special collection, extra trucks are working to collect your waste? Usually along with the trucks that normally pick up your waste, there are extra trucks to collect larger items and your metal items. This means that your waste may be collected at different times and/or later than usual. 10 IMPORTANT: CLEAR BAGS must be used during special collection! We are located at 450 Kaizer Meadow Road, Route 14, approximately 17 km North from Exit 8, Highway #103. TIPPING FEES AT KAIZER MEADOW Kaizer Meadow is also the home of a 98 metre tall, 2 MW wind turbine which produces enough electricity for approximately 500 homes. The cost? $5.5 million! There is NO CHARGE for residential weights less than 680.4 kg (1,500 lbs) for residents of the Municipality of Chester. If the load exceeds this weight, there will be a charge on the weight that is over the initial 680.4 kg (1,500 lbs). Description Kaizer Meadow originally opened in 1993. At that time, there were approximately 100 dumpsites in NS. Today, there are only 6 Second Generation Landfills in NS. Half cells are constructed at a cost of approximately $3 million dollars each. If the collector or Solid Waste Inspector sees garbage in your green cart, it will be rejected. Clean boxboard (cracker boxes, cereal boxes, etc.) should not go into the green cart. Boxboard needs to be placed in your bag with other recyclable paper. Do not fill your cart so that the lid will not shut. Be sure your green cart is accessible for the collector. Do not surround it with bagged waste. To avoid materials smelling bad in the summer, place your cart out for collection every two weeks, even if it isn’t full. Using paper bags may help as well. ASHES COOLED ashes can go into your green cart. But did you know that ashes can be a safety hazard to the collector? If you do not douse them with water after putting the ashes in your green cart, the dust can get into the eyes of the collector while he’s emptying your cart. Please douse the ashes with water to keep everyone safe! It takes three weeks to completely cool ashes. Make sure that they are cooled before placing them in your cart. COMPOSTING...IT’S AS EASY AS 1 - 2 - 3! What is composting? Composting is a process where organic matter (kitchen waste & yard waste) breaks down into an extremely useful, nutrient-rich soil that can be used in vegetable gardens, flower beds, lawns & more! What are the benefits of composting? Composting helps your gardens grow. By adding compost to your gardens, you are supplying nutrients to your gardens, shrubs, lawns, etc.! Composting REDUCES WASTE! Approximately 30-50% of waste produced at home can be composted. Composting also reduces the need for chemical fertilizers. Since compost is a natural, healthy fertilizer, it’s environmentally friendly! How can I compost? You can compost one of three ways: 1. Green cart composting - all food waste, wet/dirty paper & yard waste can go into the green cart. We take care of the rest! 2. Backyard composting - choose your container/location, build your pile alternating layers of browns (leaves, twigs) & greens (kitchen waste, grass clippings), continue adding material to your pile & maintain your pile by turning the material and ensuring the pile is always damp. 3. Vermicomposting - is the process of using worms (red wigglers) to turn food waste into vermicast, a nutrient-rich fertilizer you can use in many ways. Vermicomposting can be done indoors. All you need is a plastic tote filled 3/4 full with shredded paper moistened with water. Then add food scraps & worms. Cover them with some garden soil, place the cover on the tote & place under the sink or in the basement. In 3-6 months, it should be ready for harvesting! Begin by scraping the top layer off and place in a container. Continue this until you reach the worms at the bottom. Refill with moist, shredded paper & begin the process all over again. FACT: 33% of our garbage stream is ORGANIC WASTE that should have been placed in the green cart. NEED COMPOST? So... et’s FROZEN JUICE CANS Frozen juice cans—the kind made with tin lids and bottoms and cardboard in the middle—are GARBAGE. They are made of mixed materials and cannot be recycled. sort ...l it out! HOT & COLD DRINK CUPS All PAPER drink cups are compostable and can go into the green cart, even if it has a “waxy” film on it. This includes all paper cups from Tim Hortons, McDonalds, Subway®, etc. Just remove the straw and place it in the garbage and place the lid in the blue bag for recycling. KEURIG CUPS (K-CUPS) These can be tricky; unless you want to separate the components (remove lid and empty grinds), these cups are garbage because it is made of mixed materials. If you want to reduce waste, remove the lid and place it in the garbage; the grinds can be placed in to your green cart and the plastic cup can be rinsed and recycled! STYROFOAM™ All Styrofoam™, regardless whether it has a recycling symbol on it or not, is NOT recyclable and should be placed in a clear bag with other garbage. This includes all Styrofoam™ cups, trays, packaging and containers. KITTY LITTER & DOG WASTE ALL pet waste and litter is garbage. If you use a grocery bag for cleaning up after Fido, just toss the bag into a clear or black bag. The contents do not have to be emptied into the bag. DOG FOOD & CAT FOOD BAGS MOST of these items are made up of two or more materials (mixed) and cannot be recycled. Doing a simple tear test will tell you if the bag contains a plastic liner or not. Just rip the bag to see if there is a plastic film or liner where the tear ends. If there is, this means that the bag contains mixed materials and it belongs in the garbage. STRAWBERRY & BLUEBERRY BOXES Wooden boxes and the type that are made of paper (like a drink tray) are compostable and can go into your green cart. These are known as 3 & 4 stream trucks. Although all waste is collected on one truck, the truck contains different compartments & all waste is kept separated. Special leaf collection is the only time that CLEAR, PLASTIC bags can be used to bag leaves. It is also the only time that an UNLIMITED amount of bagged leaves will be collected. During regular collection, yard waste (leaves, grass clippings, garden trimmings, etc.) can go in your green cart. If your green cart is full, you can put UP TO THREE PAPER BAGS (or certified compostable bags) alongside your green cart each collection. Paper bags are always the preferred option. PAPER BAGS - THE PREFERED OPTION When bagging up leaves and yard waste, the use of paper bags is always the best option. Paper bags are also preferred if you use bags for your food waste. They breakdown and decompose quickly and paper bags tend not to get stuck in the processing grinder like the compostable bags do. 25 HOUSEHOLD HAZARDOUS WASTE (HHW) T he Household Hazardous Waste Depot is located at Kaizer Meadow Environmental Management Centre. It is open to all residents of the Municipality of Chester during regular landfill hours (see page 28 for details). ACCEPTABLE ITEMS: Many of the products we use are hazardous and should not be thrown in the garbage. Here are a few things to keep in mind: Paint Herbicides & Pesticides Cleaners & Degreasers Fertilizers Bleaches Expandable foams (pressurized) Wood preservatives Fluorescent lights, including CFL’s Solvents, varnishes, stains & thinners Used oils & transmission fluids Batteries Empty and full aerosol containers Fire extinguishers UNACCEPTABLE ITEMS: Business, industrial & institutions waste Bio-medical waste Excessive amounts of material PCB’s, radioactives & explosives Asbestos Unidentified material Compressed gas cylinders (oxygen, helium, acetylene, etc.) Flares (take directly to local R.C.M.P. office) Ammunition (take directly to local R.C.M.P. office) Please ensure that the materials being deliv ered to the HHW site are in their original container or a labeled container so that they can be easily identified.
